A Comparison of South Korea and North Dakota Conventional and Sustainable Farmers′ Participation in Community Organizations.

  • This study compared the levels of North Dakota and South Korean conventional and sustainable farmers' participation in community organizations. The North Dakota data were collected in 1990 from a sample of 568 farm and ranch operators. and the South Korean data were collected in late 1999 and early 2000 from a sample of 147 farmers through interviews and surveys. The data were analyzed using the SPSS ANOV A computer program. The sustainable farmers in both countries were more likely to participate in community organizations than the conventional farmers. Nevertheless, through this comparative study it was found that some differences between two countries exist due to their different cultural backgrounds. Whereas Americans were oriented more to morality and ethics influenced by church, farmers in Korean were more influenced by civil movements. Whereas the reduced tillage farmers in Americans were more likely to be sustainable farmers, the mixed farmers in Korea were more likely to belong to conventional farmers. While individuals in community organizations focused on the economics of agriculture, sustainable farming and farmers' social participation were social matters, which were used to develop sustainable community.

LID 시설의 지속가능성 관리인자 도출 및 시민참여 관리방안 (Derivation of Sustainability Factors of LID Facility and Strategy of Citizen Participation for Management)

  • 사회인프라 시설로 분류되는 LID(Low Impact Development) 시설은 지속적 유지 및 관리를 통하여 경관지속성과 기능지속성을 유지할 수 있다. LID 기법은 자연기반해법이기에 잡초, 폐기물 및 식생관리를 통하여 지속가능성을 확보할 수 있다. LID 시설은 도시에 분산적으로 설치되며 유지관리가 단순하기에 시민들의 참여를 통한 관리가 가능하다. 따라서 본 연구는 LID 시설의 현장조사를 통하여 LID 시설의 지속가능성에 영향을 주는 유지관리 인자를 도출하고 시민들의 참여도를 조사함으로써 유지관리에 대한 방안을 제시하고자 수행되었다. LID 시설의 경관지속성은 폐기물, 잡초관리가 중요한 인자로 도출되었으며, 기능지속성은 고사체 원인규명 및 관리와 적용토양과 식물종 선정이 중요한 인자로 도출되었다. 시민들은 LID 시설의 확대 및 관리, 조례제정 및 범국민 운동 참여 등에 대한 설문조사에서 모두 80% 이상의 높은 동의를 보였다. 일자리와 연계된 LID 관리 참여의향은 약 64%로 나타나 LID가 취약계층의 일자리가 될 수 있는 가능성을 보였다. LID의 유지관리는 비전문가도 쉽게 수행할 수 있기에 시설별 적은 비용으로 시민들의 참여를 유도할 수 있다. 시민들이 참여하는 유지관리 비용은 지자체의 LID 적용을 통해 저감된 사회인프라 관리비용과 정부의 사회복지 예산을 적용할 수 있을 것이다.

Analysis of seismic behaviors of digging well foundation with prefabricated roots

  • Digging well foundation has been widely used in railway bridges due to its good economy and reliability. In other instances, bridges with digging well foundation still have damage risks during earthquakes. In this study, a new type of digging well foundation with prefabricated roots was proposed to reduce earthquake damage of these bridges. Quasi-static tests were conducted to investigate the failure mechanism of the root digging well foundation, and then to analyze seismic behaviors of the new type well foundation. The testing results indicated that these prefabricated roots could effectively limit the rotation and uplift of the digging well foundation and increase the lateral bearing capacity of the digging well foundation. The elastic critical load and ultimate load can be increased by 69% and 36% if prefabricated roots were added in the digging well foundation. The prefabricated roots drived more soil around the foundation to participate in working, the stiffness of the bridge pier with root digging well foundation was improved. Moreover, the root participation could improve the energy dissipation capacity of soil-foundation-pier interaction system. The conclusions obtained in this paper had important guiding significance for the popularization and application of the digging well foundation with prefabricated roots in earthquake-prone zones.

Simulation of Contaminant Draining Strategy with User Participation in Water Distribution Networks

  • A contamination event occurring in water distribution networks (WDNs) needs to be handled with the appropriate mitigation strategy to protect public health safety and ensure water supply service continuation. Typically the mitigation phase consists of contaminant sensing, public warning, network inspection, and recovery. After the contaminant source has been detected and treated, contaminants still exist in the network, and the contaminated water should be flushed out. The recovery period is critical to remove any lingering contaminant in a rapid and non-detrimental manner. The contaminant flushing can be done in several ways. Conventionally, the opening of hydrants is applied to drain the contaminant out of the system. Relying on advanced information and communication technology (ICT) on WDN management, warning and information can be distributed fast through electronic media. Water utilities can inform their customers to participate in the contaminant flushing by opening and closing their house faucets to drain the contaminated water. The household draining strategy consists of determining sectors and timeslots of the WDN users based on hydraulic simulation. The number of sectors should be controlled to maintain sufficient pressure for faucet draining. The draining timeslot is determined through hydraulic simulation to identify the draining time required for each sector. The effectiveness of the strategy is evaluated using three measurements, such as Wasted Water (WW), Flushing Duration (FD), and Pipe Erosion (PE). The optimal draining strategy (i.e., group and timeslot allocation) in the WDN can be determined by minimizing the measures.

Identifying torsional eccentricity in buildings without performing detailed structural analysis

  • Seismic design codes permit the use of Equivalent Static Analysis of buildings considering torsional eccentricity e with dynamic amplification factors on structural eccentricity and some accidental eccentricity. Estimation of e in buildings is not addressed in codes. This paper presents a simple approximate method to estimate e in RC Moment Frame and RC Structural Wall buildings, which required no detailed structural analysis. The method is validated by 3D analysis (using commercial structural analysis software) of a spectrum of building. Results show that dynamic amplification factor should be applied on torsional eccentricity when performing Response Spectrum Analysis also. Also, irregular or mixed modes of oscillation arise in torsionally unsymmetrical buildings owing to poor geometric distribution of mass and stiffness in plan, which is captured by the mass participation ratio. These irregular modes can be avoided in buildings of any plan geometry by limiting the two critical parameters (normalised torsional eccentricity e/B and Natural Period Ratio 𝜏 =T𝜃/T, where B is building lateral dimension, T𝜃 uncoupled torsional natural period and T uncoupled translational natural period). Suggestions are made for new building code provisions.

학습도시 조성을 위한 학교 유휴시설 활성화 방안 및 공간적 전략 - 부산광역시 동래구를 대상으로 - (The Practical Use of Unused Facilities in the Elementary School and Spatial Strategy to Build Learning City - Focused on Dongnae-Gu in Busan -)

  • 언제, 어디서나, 누구나 원하는 것을 배우고 즐길 수 있는 학습 도시의 구현은 개인의 자아실현을 도모하고 삶의 질을 높여 도시 전체의 경쟁력을 향상시키는데 중요한 역할을 한다. 학습 도시 구현을 위해서는 이를 실현할 수 있는 공간이 필요한데, 현실에서는 그 공간의 부족과 불균형화가 나타나고 있다. 본 연구에서는 평생학습시설의 공간 데이터 분석결과를 바탕으로 공간 서비스 취약지역에 초등학교의 유휴시설을 활용하여 공간적 불균형화를 해소하고자 하였다. 현재는 학교의 소극적인 참여로 그 효과가 미비하긴 하지만, 추후 학교의 적극적인 지원이 뒷받침해준다면 충분히 공간적 불균형을 해결할 수 있을 것이라는 결론을 도출하였다.

100만평문화공원 조성을 위한 주민참여활동 (Citizen Participation of the Million Amenity Park)

  • This paper is the study on the activity of citizen participation in the movement of Million Amenity Park's creation which was proposed by citizen participation for large scale's flat park within city. This park was proposed by the Busan Green Plan, commission study in 1999. The location of Park site was finally proposed at Dunchi-do, Bonglim-dong, Gangseo-gu, Busan and neighbor areas. The area of park site is approximately 500ha included the surface area of West-Nakdong River. Citizen's organization for Million Amenity Park which has 3,500 members, was established in 2001 in order to compose Million Amenity Park The development processes of this study were found to have quickening period, germination period, the 1st growing period, and the 2nd growing period, and then the results of this activity was also arranged by the researcher of this study. The movement for this park was found to have a positive activity for participating and understanding all the citizens during 7 years. And then the activities for this park were as follows: every information, fund-raising campaign, organization, purchase of park site, contribution of purchasing park site to Busan city. The results of this study, through the movement of citizen's participation such as this park movement were 1) respectively found to have the settlement in the movement of NGO, 2) the possibility of large scale's park fostering by public and civil partnership, and 3) the model presentation of frontier park in the citizen participation's types which will be able to introduce the development of city.

Aerodynamic stabilization of central stabilizers for box girder suspension bridges

  • For long-span suspension bridges with their intrinsic limit in flutter, some counter measures, for example, central stabilizers, should be adopted to improve aerodynamic stability to meet with the appropriate wind resistance requirements. The present paper introduces aerodynamic stabilization for long-span suspension bridges with box girders by using central stabilizers based on Xihoumen Bridge with the main span of 1650 m. The aerodynamic stabilization study covers experimental investigation of sectional model testing, comprehensive evaluation of three central stabilizers and theoretical analysis of stabilizing mechanism related to flutter derivatives, aerodynamic damping and degree participation.

Identifying stiffness irregularity in buildings using fundamental lateral mode shape

  • Soft or extreme soft storeys in multi-storied buildings cause localized damage (and even collapse) during strong earthquake shaking. The presence of such soft or extremely soft storey is identified through provisions of vertical stiffness irregularity in seismic design codes. Identification of the irregularity in a building requires estimation of lateral translational stiffness of each storey. Estimation of lateral translational stiffness can be an arduous task. A simple procedure is presented to estimate storey stiffness using only properties of fundamental lateral translational mode of oscillation (namely natural period and associated mode shape), which are readily available to designers at the end of analysis stage. In addition, simplified analytical expressions are provided towards identifying stiffness irregularity. Results of linear elastic time-history analyses indicate that the proposed procedure captures the irregularity in storey stiffness in both low- and mid-rise buildings.

공무원 개인의 사회적자본이 공직업무효율성에 미치는 영향 - 제주특별자치도 공무원을 대상으로 (Effects of the Social Capital of individual Civil Servants on the Efficiency of Public Service - Focus of civil servants in Jeju province)

  • 본 연구는 공무원이 개인적 수준에서 지역사회의 관계 속에서 생성된 사회적 자본이 책임있는 행정인으로서 공직업무를 수행함에 있어 어떠한 영향을 미치는지 살펴보기 위한 조사연구이다. 이를 위해 제주특별자치도의 일선 공무원을 대상으로 층화표본추출방법을 활용하여 500명을 무작위 추출하였으며, 2014년 5월19일부터 23일까지(5일간) 구조화된 설문지를 배부하여 조사하였다. 회수된 491부중 부실한 설문지를 제외한 476부를 SPSS win 19.0을 활용하여 T-test, One Way ANOVA, 그리고 다중회귀분석을 이용한 최종 분석에 사용하였다. 분석결과, 첫째, 공무원의 사회적 자본 수준은 여성공무원보다 남성 공무원이 공동체 의식규범, 참여 및 협력, 결사체가입에서 통계적으로 유의하게 높았고, 근무지에 따라서 결사체가입에 집단간 차이가 있었다. 또한 직급이 높아질수록 대체로 사회적자본이 높아지는 것을 확인하였다. 둘째, 사회적 자본이 공직업무수행효율성에 미치는 영향에서는 공무원 개인의 사회적 자본 중 가족동료 신뢰와 참여 및 협력은 공직업무효율성의 모든 하위요인 효과성, 능률성, 공식성, 윤리성, IT활용성에 정(+)적인 영향을 미치며, 이웃신뢰는 능률성을 제외한 나머지 4개 하위요인인 효과성, 공식성, 윤리성, IT활용성에 정적인 영향을 미쳤다. 그러나 지역의 공동체문화규범과 결사체 가입은 공직업무효율성의 모든 하위요인에 영향을 미치지 않는 것으로 나타났다.
