Comparative Sustainability Analysis of Two Asian Cities: A Multidimensional Assessment of Taipei and Almaty

  • The article compares economic and environmental performance of Taipei and Almaty from the point of view of "green" economy, which is able to act as a key tool to ensure sustainable development of the region. As the comparison of the parameters of ecological and economic development of the Taipei and Almaty cities shows, they are similar in population size, but demonstrate completely different trends of sustainable development. Economic performance of the Taipei city is achieved with a decrease in the consumption of natural resources and the production of pollution, while the situation in Almaty is the opposite. Almaty maintains a high level of air pollution due to the use of coal in electricity production, as well as increased traffic and density of construction, including the southern part of the city, which is a zone for the transit of mountain air flows. The article discusses the activities jointly conducted by the Government of Taiwan and non-governmental organizations on environmental issues, as well as environmental NGOs, which resulted in significant improvements in the environmental field. Measures to stimulate the development and implementation of environmental innovations applied in the field of sustainable development in the city of Taipei can be adapted for the city of Almaty, where the environmental situation deteriorates year by year.

A Basic Study for Smart Zero Carbon Cities (스마트 저탄소도시를 위한 기초연구)

  • In recent years, many studies have been conducted on smart low carbon cities through the fusion of ICT information technology for the purpose of reducing carbon. In this study, we investigated 13 cities in three continents that implement low-carbon city policies and analyzed the size, economic and social characteristics of each city to identify the degree of dynamic mechanism for carbon reduction. To this end, we quantified the elements of the city and analyzed the basic requirements for low-carbon cities using the TOPSIS method. The study found that most cities were better able to activate institutions and cultural conditions, facilities and functional conditions, and economic and industrial conditions than other engines, and these three were the main forms of power for smart low carbon cities. The results of this study are expected to be used as a basis for suggesting policy recommendations and improvement measures for future smart low carbon cities.

Analyzing the Levels of ICT Literacy for Elementary and Middle School Students (초·중학생의 ICT 리터러시 수준 분석)

  • The purpose of this study was to analyze the differences of elementary and middle school students' ICT literacy. For this purpose, this study implemented ICT literacy test for students in 250 elementary- and 250 middle schools. The main categories of assessment include two components of 'literacy ability elements' and 'literacy content elements.' The main results are as follows. In terms of city size, Large City had the highest overall scores of ICT literacy test for both elementary and middle school students among the three groups(Large City, Middle/Small City, and Eup(Middle Town)/Myeon(Small Town)). Also, in terms of gender, female students had relatively higher overall scores of ICT literacy test than male students for both elementary and middle school levels.

A Study on the Optimal Sizing of Wastewater Recycling System for Office Buildings (사무소건설물(事務所建設物) 중수설비(中水設備)의 적정용량산정(適正容量算定)에 관한 연구(硏究))

  • The demand for water in a city area has enormously increased due to the concentration of population and improvement of the living quality. In this reason, the water shortage and the pollution by city sewage seem to be inevitable. For saving city water and meeting the demands from the city, the wastewater recycling system can be used, which makes used water reusable by a certain purification process. In Korea, the application of a wastewater recycling system to the buildings has continuously been adopted since its first appearance at the Lotte World Complex in 1989. However, the system has not been in fashion because of its high cost and users' negative attitude against recycled water. A research based on literature review and a case study for a recycling water system was carried out and an estimation and evaluation model was proposed. The results from the present study suggest that the optimal size of the recycling water system should be designed within 30-40% of total water demand in a building. Also, it was found that economic benefits could be expected within the payback period of 5.3 years by securing the operation rate over 70%.

Monitoring Technology for Flood Forecasting in Urban Area (도시하천방재를 위한 지능형 모니터링에 관한 연구)

  • Up to now, a lot of houses, roads and other urban facilities have been damaged by natural disasters such as flash floods and landslides. It is reported that the size and frequency of disasters are growing greatly due to global warming. In order to mitigate such disaster, flood forecasting and alerting systems have been developed for the Han river, Geum river, Nak-dong river and Young-san river. These systems, however, do not help small municipal departments cope with the threat of flood. In this study, a real-time urban flood forecasting service (U-FFS) is developed for ubiquitous computing city which includes small river basins. A test bed is deployed at Tan-cheon in Gyeonggido to verify U-FFS. It is found that U-FFS can forecast the water level of outlet of river basin and provide real-time data through internet during heavy rain. Furthermore, it is expected that U-FFS presented in this study can be applied to ubiquitous computing city (u-City) and/or other cities which have suffered from flood damage for a long time.

Multimarket Contact and Risk-Adjusted Profitability in the Banking Sector: Empirical Evidence from Vietnam

  • This study aims to investigate the impact of the multimarket contract on risk-adjusted profitability. Risk-adjusted profitability is measured in terms of risk-adjusted return on assets. This study employs dynamic panel data of 27 commercial banks in Vietnam using the GMM estimator to test the multimarket contact hypothesis in the Vietnamese banking sector. The results show that there is a negative impact of multimarket contact on the profitability of banks. Multimarket contact, deposit to asset ratio, non-interest income to total income, GDP growth rate, Worldwide Governance Indicator (WGI), and operating cost to assets are the major determinants of risk-adjusted profitability of commercial banks. Our main findings show that Vietnamese banks' focus to increase the multimarket contact may lead to lower profitability and there is evidence that supports theory predictions, since the average number of contacts among banks, bank size, and capitalization are positively related to risk-adjusted profitability. The study has policy implications for commercial banks in that they should not only focus on interest as a source of income and diversify their income source from non-interest income as well since it helps to improve risk-adjusted profitability for them.

A Study on Polynucler Aromatic Hydrocarbons in Atmospheric Particulate Matters -Based on the data aquired in Heukseok-Dong, Seoul- (부유분진중 다환방향족 탄화수소에 관한 연구 - 서울 흑석동 지역을 중심으로)

  • This paper describes on the distribution of polynuclear aromatic hydrocarbons (PAHs) in various size of atmospheric particulate matter (A.P.M.). A.P.M. in Seoul city were collected on guartz fiber filter according to particle size using an Andersen high volume air sampler from Feb. 1983 to March 1984. And 7 PAHs [benzo(a)pyrene, benzo(k)fluoranthene, benzo(ghi)perylene, benzo(e) pyrene, perylene, chrysene, and pyrene] were analyzed by high performance liquid chromatography. The concentration of A.P.M. showed spring-winter maxima and summer-autumn minia. The A.P.M. was lowest in the concentration at the 1.1~3.3$\mu\textrm{m}$ particulates, and the concentration increased as the particle size increased or decreased. But the concentrations of PAHs increased with the decrease in the particle size, and were predominant in winter. The correlations among the PAHs were high. And there fore, benzo(a)pyrene concentration could be considered as the representive of PAHs.

A Conceptual Framework of an Agent-Based Space-Use Prediction Simulation System

  • Size of building has a direct relationship with building cost, energy use and space maintenance cost. Therefore, minimizing building size during a project development is of paramount importance against such wastes. However, incautious reduction of building size may result in crowded space, and therefore harms the functionality despite the fact that building is supposed to satisfactorily support users' activity. A well-balanced design solution is, therefore, needed at an optimum level that minimizes building size in tandem with providing sufficient space to maintain functionality. For such design, architects and engineers need to be informed accurate and reliable space-use information. We present in this paper a conceptual framework of an agent-based space-use prediction simulation system that provides individual level space-use information over time in a building in consideration of project specific user information and activity schedules, space preference, ad beavioural rules. The information will accordingly assist architects and engineers to optimize space of the building as appropriate.

  • Hydraulic conductivity of unconsolidated media can be determined by aquifer tests, laboratory tests and empirical equations based on grain size analysis. Commonly, the different methods give different hydraulic conductivities. Grain size measurements were done to determine hydraulic conductivity, using 184 soil samples collected from eight boreholes in a riverbank filtration area, Daesan-Myeon, Changwon City, Korea, Pumping tests were conducted at the riverbank filtration area. The average hydraulic conductivity by the empirical relations from grain size measurements comes out around $10^{-2}m/s$, 22 to 55 times higher than by the pumping test analyses. The hydraulic conductivity obtained from the empirical equations is interpreted to have a relationship with steady-state condition while that obtained from the pumping tests is interpreted to have a relationship with unsteady-state condition. Thus, hydraulic conductivity obtained from various methods should be critically analyzed for reasonable management of groundwater development.

  • A good atomization in uniform size brings the elevation of thermal efficiency in spray combustion, the beautiful painting on surfaces, and the economical sprinkling of chemicals. Ultrasonic atomization has been expected as a good uniform atomization mechanism due to its uniform size distribution. Influx, load, and physical properties of liquids are the effecting factors to atomize liquids. In this study, distilled water and city water are selected as reference liquids and gasoline, kerosene, and petroleum as fuel liquids. Characteristics and affinity to get the maximum effect for the ultrasonic atomization are observed by using the two ultrasonic transducers with 28kHz and 2MHz. Results show that the size distributions of liquid spray dorplet by the direct vibration method prevail over those by the aerosol method in uniform droplet size and as a whole, sizes of spray liquid droplets are increased slightly according to increasing influx in the direct vibration method and quantities of spray droplets in the aerosol method decreasing according to increasing liquid load h.
