A Study on Using U-Service to Strengthen Urban Competitiveness

  • This study examined correlations between U-Service for U-City and assessment indicators for urban competitiveness. The results of this study show that U-Service is used as a means of strengthening urban competitiveness in six types of cities, despite the differences in degree of contribution. The proper use of U-Service in Safety & Health City and Vitality (Economy) City has significantly contributed to strengthening the competitiveness of such cities. Of the assessment items for urban competitiveness, common items and Culture City type show that U-Service has not contributed much to strengthening urban competitiveness. The analysis shows that because common items are part of the assessment items for urban policies, these items are not suitable to the character of a U-City that implements U-Service through intelligent physical facilities. On the other hand, U-Service related to the Culture City type is relatively less developed. This study found out that U-Service could be used to reinforce urban competitiveness.

A Study of the Development of Tour Commodities for '98 Kyongju World Culture Exposition (`98 경주 세계 문화 엑스포를 중심으로 한 관광상품 개발)

  • The purpose of this study is to make a plan for the development of new tour routes for '98 Kyongju World Culture Exposition. The result of this study is as follow: First, over 40% of tourists from Kyongsang-buk-do Province vote for Kyongju Area as the most favorite tourist-oriented city in this province. And they are visiting Kyongju mostly in April(22.6%) and in May(17.8%). Second, cultural assets in Kyongju area are located at Inkyo-dong(16.8%), at Bohwang-dong(9.4%), at Topjong-dong(8.1%). at Mt. Namsan area(11.8%, 6.9% for Naenammyon, and 4.9% for Dodong-dong), and at the vicinity of Kyongju City(53.9%). Third, tourism enterprises in Kyongju Area are located mostly at one place-Pomun Lake Resort area. This fact have had bad influence on the influx of tourists. Lastly, current tour routes are limited mostly to the heart of Kyongju City. So, other attractive tour routes must be developed also in other tourism circles such as the East Sea Tourism Circle and the Northern Province Tourism Circle, which belong to the 6 tourism circles designated by Kyongju City but are now excluded from the current tour routes. In conclusion, this study proposes "98 Kyongju World Culture Exposition with Themes" related to the 6 tourism circles. The themes proposed are as follows: (1) The exploration of the historical places of the Shill a Kingdom in the heart of Kyongju City including Mt. Seoak area and Pulkuksa Temple area. (2) Smile with a new millenium in Pomun Lake Resort area. (3) The exploration of the Buddhist culture in Mt. Namsan. (4) The harmony between nature and culture in the East Sea Tourism Circle and the Northern Culture Circle.

Study on the Direction of Specialized Development for Andong City Cultural Industry Promotion District (안동시 문화산업진흥지구 특화발전 방향에 관한 연구)

  • The 21st century recognizes culture as a high value-added strategic industry as it is called the culture era, and the cultural industry plays a role in driving regional economic development by raising the value added of other industries due to various ripple effects. As the institutional apparatus for developing such cultural industry, the Culture Industry Promotion Basic Law was enacted. Based on this, the Central Government designated the Jung-gu Dong and Seo-gu Dong as the Cultural Industry Promotion District of Andong City in 2010 but it has not been activated until 2017. The purpose of this study is understanding the situation and problems of the Cultural Industry Promotion District of Andong city and to discuss the direction of development. The research methods were analyzed by using questionnaires using AHP analysis technique for experts and practitioners related to culture industry. SPSS 23 was used for the validity and reliability of the questionnaire, and VBA was used for weighting and consistency index calculation in AHP analysis. As a result in the upper layer, Economy efficiency was found to be the most important factor of the three upper layer factors (Economy, Publicity, and Sociality) in order to activate the Cultural Industry Promotion District of Andong city. In the case of the Lieutenant layer, it is analyzed that the Job Creation is an important factor in the Economy category, the Settlement and Environment for Cultural Industry in the Publicity category, and the Activation of Urban Culture Activity in the Sociality category. As a result of analyzing the direction of promotion of the Cultural Industry Promotion District of Andong City centered on these factors, it concluded that the industry related to performance should be focused.

  • This research aims to analyse the features and meaning of students' participation in lifelong learning city project in Germany. Lifelong learning city project has been running for several years to develop a new learning culture in the grass root level. In Germany, many students in elementary, middle and high school have actively participated in diverse lifelong learning projects such as learning support, career development, community participation. This case study shows us to reshape a new model of lifelong learning and widen the range of target group for lifelong learning in Korea. Student participation can enrich the quality of lifelong learning city project, which could make a significant contribution to embodying the lifelong learning society by creating a new learning culture.

  • Applying the globalization theory to the fashion phenomena which regarded the phenomena of the contemporary culture as globalization, this study had an object of looking into the globalization tendency of the fashion phenomena shown Paris, London, Milno, New York, Tokyo, and Seoul collections from 1995 to 1999. The results of this study were as follows; 1. It was the blend of romanticism that was the most common trend shown at the six world collections. 2. The works appeared at the six world collections showed the regional peculiarity under the historical background or the sociocultural influence each city had. 3. Another character appeared at the six city collections was the appearance of multi-ethnic style mixed various regional motive at a work. After all, the world fashion phenomena in the second half of 1990's could be condensed into globalization appeared homogenization, regionalization and hybridization at the same time.

Micro-Spot Atmospheric Pressure Plasma Production for the Biomedical Applications

  • We are currently conducting studies on culturing and biocompatibility assessment of various cells such as neural stem cells and induced pluripotent stem cells(IPS cells) on carbon nanotube (CNT), on nerve regeneration electrodes, and on silicon wafers with a focus on developing nerve integrated CNT based bio devices for interfacing with living organisms, in order to develop brain-machine interfaces (BMI). In addition, we are carried out the chemical modification of carbon nanotube (mainly SWCNTs)-based bio-nanosensors by the plasma ion irradiation (plasma activation) method, and provide a characteristic evaluation of a bio-nanosensor using bovine serum albumin (BSA)/anti-BSA binding and oligonucleotide hybridization. On the other hand, the researches in the case of "novel plasma" have been widely conducted in the fields of chemistry, solid physics, and nanomaterial science. From the above-mentioned background, we are conducting basic experiments on direct irradiation of body tissues and cells using a micro-spot atmospheric pressure plasma source. The device is a coaxial structure having a tungsten wire installed inside a glass capillary, and a grounded ring electrode wrapped on the outside. The conditions of plasma generation are as follows: applied voltage: 5-9 kV, frequency: 1-3 kHz, helium (He) gas flow: 1-1.5 L/min, and plasma irradiation time: 1-300 sec. The experiment was conducted by preparing a culture medium containing mouse fibroblasts (NIH3T3) on a culture dish. A culture dish irradiated with plasma was introduced into a $CO_2$-incubator. The small animals used in the experiment involving plasma irradiation into living tissue were rat, rabbit, and pick and are deeply anesthetized with the gas anesthesia. According to the dependency of cell numbers against the plasma irradiation time, when only He gas was flowed, the growth of cells was inhibited as the floatation of cells caused by gas agitation inside the culture was promoted. On the other hand, there was no floatation of cells and healthy growth was observed when plasma was irradiated. Furthermore, in an experiment testing the effects of plasma irradiation on rats that were artificially given burn wounds, no evidence of electric shock injuries was found in the irradiated areas. In fact, the observed evidence of healing and improvements of the burn wounds suggested the presence of healing effects due to the growth factors in the tissues. Therefore, it appears that the interaction due to ion/radicalcollisions causes a substantial effect on the proliferation of growth factors such as epidermal growth factor (EGF), nerve growth factor (NGF), and transforming growth factor (TGF) that are present in the cells.

A Study on the Direction of Cultural City Designation Project in the Case of European Capitals of Culture (유럽문화수도 사례로 본 문화도시 지정사업의 방향성 고찰)

  • The purpose of this study is to derive more practical and concrete policy implications for the successful implementation of the Cultural City Designation Project, which is emerging as a main topic of cultural policy. To this end, the background and implementation system of the European Capitals of Culture(ECOC), which is the subject of benchmarking in various aspects, were examined. As a result, it was confirmed that there is a possibility that the Cultural City Designation Project can reveal its limitations in the background and process, and the improvement is as follows. First, rather than creating an ideal cultural city model to achieve its goals in a short period of time, efforts should be made to secure diversity and expand insufficient infrastructure in accordance with local autonomous decisions. Second, in order to secure the continuity of the business, it is necessary to secure and educate professional manpower for organizational operation in the form of independent or direct agency of each local government. Finally, careful policy consideration should be made at the national level to balance regional interests. Therefore, there is a need for an organized 'government-level organization' that can take on the role of the city selection process, support system, and ex post evaluation. In short, successful cultural city projects require critical acceptance and efforts to remedy fundamental problems rather than benchmarking unconditional overseas cases in terms of cultural policy.

  • Smart City for establishing mutual communication for next-generation digital signage technology attracting attention in the tele screen service is being spread. In recent years, the state of the surrounding circumstances of the user-to-user information such as situation-based, bi-directional communication by collecting and analyzing the possible interactive tele-screen services. This study suggests the value of smart city services platform, standardization trends, domestic, and international marketability analysis information. Tele-screen service technology is able to be a high-level administrative services, and further domestic e-government technology can be spread all over the world.
