An Analysis of Toddlers' Interactions with their Peers and Caregivers According to the Class Size of the Child Care Centers (보육시설의 집단 크기에 따른 영아의 또래 및 교사와의 상호작용)

  • The purpose of this study was to analyze toddlers' verbal and nonverbal interaction with their peers and caregivers according to the class size of child care centers in Seoul. The subjects of this study were 20, two-year-old(M=32.5 month) toddlers with peers and caregivers from child care centers in different class sizes, but with same caregiver-toddler ratio. Verbal and nonverbal interactions were videotaped during one hour indoor free play per child in the center. According to the class size, the results were as follows : 1) Toddlers in the small class played more cooperatively with peers, and uttered more regulative or directive words than those in the large class. 2) Toddlers in the large class were more aggressive than those in the small class. 3) Caregivers in small class expressed more empathetic behaviors to a toddler than those in large class.

A Review on the Baby Hotel in Japan (일본(日本)의 「베이비·호텔」에 관(關)한 고찰(考察) - 동경도(東京都)의 현황(現況)을 중심(中心)으로 -)

  • 1. Outline of the Study A boom of baby hotels is taking place in Japan. Baby hotel means day care centers that renders services day and night for babies of working mothers. These baby hotels are thriving because many mothers welcome the system because of their needs. However, accidents occurred in a row recently and therefore baby hotel has suddenly become a social issue. According to the ministry of health welfare, there are 587 baby hotels in Japan accommodating about 10,000 children and they are mostly located around amusement centers. The reasons that these baby hotels thrive in spite of the fact that there are 22,000 day care centers in Japan are : (1) shortage of day care centers compared to the needs (2) most centers do not take in babies below 1 year. This study aims to describe the present status of the baby hotels and the background of the phenomena that made it possible for them to thrive with no permission from the government. This study mostly deals with the phenomena in Tokyo. 2. Day Care Policy in Japan and the Problems of Baby Hotels The present review deals with the problems from the following 6 dementions. (1) the shortage of day care centers (2) inadequate system for the care of babies (3) inadequate daily hours of day care centers (4) Unflexable enrollment system of day care centers (5) imperfect enfollment process & guidelines (6) lack of alternative institutions 3. Result The Ministry of Health & Welfare affered the following ways to cape with the problems of baby hotels : (1) restraint of the baby hotels (2) utilization of existing day care centers for the care of babies. In my opinion, these suggestions seem too superficial in solving the problems. I would rather suggest that the Japanese government review the whole system of child welfare administration. The Child welfare Law of Japan made a clear statement in its article 24 that, "if day care centers are not available, alternative institution for proper care of children must be sought for." My suggestions for the alternative care are : (1) public nursing rooms (2) family day care (3) extention of kindergarten hours (4) foster family care.

Analysis of Childcare Support Policies and Fertility Rates of the OECD Countries: Focusing on Cash-support Policies, Child-care Facility Policies, and Tax Benefits Policies (OECD 국가의 양육지원 정책과 출산율 분석: 현금지원 정책, 보육시설서비스 정책, 조세혜택 정책을 중심으로)

  • The purpose of this study was to examine the relationship between the child care support policies and the birth rate in 33 OECD countries. In the structural equation modelling, the birth rate was the dependent variable while the cash-support policies, the child-care facility service policies, and the tax benefits policies were the independent variables. The analysis showed that the most effective factor on the birth rate was the child-care facility service policies. Regarding the effectiveness of the policy expenses, the cash-support policies showed stable fluctuation of effectiveness according to the fluctuation of cash amount, the child-care facility service policies. In conclusion, in order to increase the effectiveness of the cash-support policies, the adequate cost calculation to decrease the parents' burden for child-bearing, re-allocation of budget, and support methods and timing should be continually discussed. In addition, for the better effectiveness of the facility service policies, more various, comprehensive and high-quality facility service policies that could balance home and work, should be implemented.

An analysis of research trends related with adjustment of infants and toddlers to child care center (영아의 어린이집 적응 관련 연구동향 분석)

  • The purpose of this study is to have a new understanding of a research related with adjustment of infants and toddlers of what has gone before to child care center and find the progressive direction of study related with it in the future, as examining research trends related with adjustment of infants and toddlers to child care center in the country. For this, this article selected 126 research papers related with adjustment of infants and toddlers that were published from 1996 to 2013. The results of study are as follows: First, there were the highest numbers of study from 2009 to 2013, as the result of analysis by date of research. Second, there are accomplished the most researches targeting infants and toddlers, parents and educare teachers. Third, there were the highest numbers of study related with a influence factor on adjustment of infants and toddlers to child care center, as the result of analysis depending on subjects of research. Fourth, the quantitative researches were mainly conducted for examining a correlation with the factors related with adjustment of infants and toddlers to child care center, as the result of analysis depending on the method of study.

The Effectiveness of Nutrition Education Provided by Dietitians in Child Care Centers (보육시설의 영양사 배치를 통한 영양교육 및 효과 평가)

  • The purpose of this study was to evaluate the effectiveness of nutrition education with nutrition services provided by dietitians who were placed in child care facilities from the Korean Dietetic Association. For this, we investigated the levels of nutrition knowledge and dietary intakes of children who attended child-care centers as well as dietary practices of children assessed by their parents. The treatment for children consisted of nutrition education and food service activities that are provided by the dietitian who have 3 to 5 years experience. Nutrition education was implemented during 10 weeks, 20 times, and a total 400 min and it's effectiveness was evaluated by questionnaire. Data were obtained for 123 children aged 4 to 5 years old who attended four child-care centers, one for a control group and 3 for intervention groups. Dietary intakes were investigated by measuring one-serving size and plate waste a of child for one-day dietary records before and after nutrition education. The levels of nutrition knowledge of children improved showing 70.80 points before to 83.45 points after nutrition education (p<0.001). Dietary intakes of the children after nutrition service increased significantly on cooked rice (133.66 g), Kimchi (19.41 g), side dish of meat/fish (48.40 g), and side dish of vegetables (24.88 g). Dietary practices of children after treatment also improved especially 'eat diverse meat, fish, egg, and bean' and 'never leave plate waste'. To summarize, this study pointed out that nutrition service and nutrition education provided by dietitians had influences on increases of the nutrition knowledge, dietary intake, and dietary practices. Therefore, placement of dietitians needs to extend to child care facilities from the 100 persons-over-capacity facility to the 50 persons-over-capacity facility, for providing professional service such as nutrition education and nutrition counseling.

Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate (저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구)

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

A Study on Care Time of Mothers with Preschool Children with Developmental Disabilities (학령 전 발달장애 자녀를 둔 어머니의 양육시간과 관련 요인에 관한 연구)

  • This study is focused on the amount of time spent on child care by mothers with preschool children with developmental disabilities. It is designed to find out how much time mothers spend taking care of their children and to identify related factors. The subjects of this study are 162 mothers of children with developmental disabilities residing in Seoul. The findings are as follows: First, mothers with preschool children with developmental disabilities spent 6 hours and 50 minutes per day caring for their children during weekdays and 6 hours and 10 minutes on weekend days. This is double the amount of time spent by the average mother with preschool children. Second, mothers spent much more time caring for their disabled children than they do for their children without disabilities. Third, determinants of a mother's time for caring their disabled child during weekdays were mother's employment, the number of children, and gender of the disabled child. On weekend days, determinants of mother's care time were the number of children and husband's help for childrearing.

Self-confidence of Child Care Teachers' Safety Performance for the Children (보육교사의 안전 수행 자신감에 대한 영향요인)

  • Purpose: The study was aimed to investigate the related variables with child care teachers in early childhood care and education centers affecting their self-confidence of safety performance for the children. Method: Structured questionnaires were distributed and self administered by the child care teachers in early childhood care and education centers. The study participants consisted of 482 teachers in early childhood care and education centers in Seoul. 394 questionnaires were analyzed for this study. SPSS 12.0 for Windows was used to analyze the collected data. Result: Teachers' knowledge on safety, teachers' beliefs in safety performance teachers' self-efficacy, and social support were statistically related to confidence in safety performance significantly with positive relationship. Job stress was related to confidence in safety performance with significant negative relationship. After binding each 4 clusters of variables, the most significant teacher related variables affecting teachers' confidence in safety performance was teachers' knowledge on safety statistically significantly, and those 4 variables explained 22.2% of teachers' confidence in safety performance. Conclusion: 4 related variables, teachers' knowledge on safety, teachers' self-efficacy, teachers' exposure to safety education, and social support, were identified significant factors affecting self-confidence of childcare teachers' safety performance for the children.

Evaluation of Early Childhood Programs in Korean Day Care Centers (보육시설의 유아기 프로그램 평가 연구)

  • The purpose of this study was to investigate and evaluate quality of early childhood programs in day care centers. The subjects were 283 day care centers in Korea. Quality of early childhood programs was evaluated by observation and interview, using questionnaire. The results showed that the quality of early childhood programs was moderate. There were significant differences in quality of early childhood programs by type of day care center ; the level of early childhood programs in national and private centers was high than in family day care. Future directions were presented for quality day care.

  • This study investigated the quality of infant/toddler programs in 200 day care centers in Korea. The quality of infant/toddler programs was evaluated by observation and interview, using the questionnaire method. Results showed that the quality of the programs was moderate. There were significant differences in the quality of programs by type of day care center, i. e. the quality of infant/toddler programs in national and private day care centers was higher than in family day care. Future suggestions were presented for quality day care.
