서비스 유통 관점에서 아동복지기관 서비스질의 전달에 대한 인식과 이용자 만족도에 미치는 영향 (Effects of Child Welfare Service Quality Delivery and Customer Satisfaction from the Service Distribution Perspective)

  • Purpose - This study reviews the delivery of child welfare service quality and examines how the dimensions of the variables of customer satisfaction impact the results from a service distribution perspective. This study differs from existing research since it proposes that a recognized level of child welfare service quality is necessary to achieve customer satisfaction from the perspective of service distribution. Research design, data, and methodology - This study explores child welfare service quality factors that affect customer satisfaction. The study examines and analyzes demographic variables, service quality dimensions, and the causal relationships between child welfare service quality and customer satisfaction. Data from 300 child welfare cases were collected from organizations in Korea in the areas of Busan and Gyeongsangnamdo. The methods of analysis are as follow. First, using descriptive analysis frequency, the percentages were evaluated to assess the demographic variables. Second, Cronbach's α was used to test reliability and to evaluate the internal consistency of the measuring of items. Third, multiple regression analysis was conducted to find out how much the independent variable can affect customer satisfaction. Results - Five factors of child welfare service quality were identified in three categories: process quality (assurance, empathy), results quality (reliability, caring), and physical environment quality (tangibles). There were significant differences among the effects of the child welfare service quality factors on customer satisfaction. A multiple regression analysis was done with process quality (assurance, empathy), results quality (reliability, caring) and physical environment quality (tangibles) to test the hypothesis: assurance (t=2.434, p<0.05), empathy (t=3.677, p<0.001), reliability (t=3.271, p<0.05), caring (t=4.380, p<0.000), and tangibles (t=3.654, p<0.01) had a positive influence on child welfare service quality from a service distribution perspective. Therefore, hypotheses 1, 2, 3, 4, and 5 were supported. In addition, multiple regression analysis on the effects of the variables showed that caring (β=0.273), empathy (β=0.246), tangibles (β=0.265), reliability (β=0.152), and assurance (β=0.131) all had a positive and strong influence on child welfare service quality from a service distribution perspective. Therefore, all child welfare service quality categories (process, results and physical environment quality) were positively statistically significant. Conclusion - In this study, the main findings can be summarized as follows. First, the quality of service of child welfare consists of three dimensions of quality: process quality, results quality, and physical environment quality. The results of the multiple regression analysis also showed that caring and reliability were confirmed as more meaningful variables by the increasing loading factors. Second, the family members involved in child welfare proposed caring as the most important variable among the dimensions of service quality. Third, the results of the hypothesis testing using regression showed that all child welfare service quality factors had a positive impact on customer satisfaction. The results of the study could provide useful information to help increase the effectiveness of delivery strategies for child welfare service quality from a service distribution perspective.

한국의 아동복지 정책 분석 -아동상담을 중심으로 - (An analysis on child counseling services of child welfare policy in Korea)

  • The purpose of this study was to analyze on child counseling services of child welfare policy in Korea. Furthermore the results of analytic research were done to serve as the basic data for guidance and policy of Korean child welfare in future. The analytic data of this study were used from yearbook of health and welfare statistics(1998), ministry of health and welfare, republic of Korea. The main results obtained were as follows. 1. There were 47 guidance centers for children in Korea, and public guidance centers were 9, and private 38. 2. There were much more guidance centers in Holt Children's Services than in any other centers. 3. In terms of the occurrence of the cases, common children were about 40%, and juvenile delinquents, the scum of the street, and runaway children were from 17 to 20% of the total cases. In conclusion, government and nongovernment should provide various counseling services for the children. The data are discussed with respect to the implication of child welfare policy for attaining counseling services.

  • 최근 아동친화 도시 조성을 위한 광역자치단체와 기초자치단체의 정책이 다양하게 전개되고 있다. 본 연구는 지역사회의 이슈로 떠오르고 있는 아동친화도시에 대한 논의가 보편적 복지로서의 아동복지 차원에서 어떠한 함의를 갖고 있으며, 이를 어떠한 방향으로 적용할 수 있는지에 관해 논의하고자한다. 이를 위해 본 연구는 크게 3가지 부분으로 구성된다. 첫째, 아동친화도시의 정신이자 기본토대를 이루고 있는 UN아동권리협약 내용을 살펴보고 이를 통해 보편적 복지로서의 아동복지 패러다임을 고찰한다. 둘째, 현대적 의미의 아동친화도시가 구성된 역사적 기원과 아동친화도시의 주요 특성을 살펴보고 셋째, 이상의 내용을 바탕으로 아동친화 도시 조성을 위한 아동권리 강화 방안을 모색해 보고자 한다.

우리나라 아동상담사업의 현황과 개선방안 (A Study on the Improvement and Current Status on Child Counseling Works in Korea)

  • The purpose of this study was to analyze on child counseling service of child welfare policy in Korea. Child counseling services are the most primary services in child welfare. The services have a function of supporting and reinforcing children, so they can grow positively through a desirable relationship with their parents in their family. As child welfare facilities operated politically in Korea, we discussed in this study about the current status of public/private child counseling centers. Through such discussion, we analyzed the current child counseling works in Korea and suggested a future direction of such works. The main results obtained were as follows. First, There were 41 guidance centers for children in Korea, and public guidance centers were 6, and private 35. Second, There were much more guidance centers in Holt Children's Services than in any other centers. Third, In terms of the occurrence of the cases, common children were about 56%, and nonintervention of abuse children were about 13.7% of the total cases. In conclusion, political and systematic support on the establishment of professional public child counseling centers with specialized experts and facilities must be provided in order to activate universal child counseling services for both protection-needed and ordinary children. Furthermore, such political and systematic support must be provided to the establishment and fluent operation of private child counseling centers.

대한민국 정권별 아동복지정책 관련 뉴스 기사 분석: K-평균 군집 분석 (Analysis of News Articles on Child Welfare Policies in South Korea: K-Means Clustering)

  • Purpose: The purpose of this study is to analyze changes of child welfare policies and provide insights based on the collection and classification of newspaper articles. Methods: Articles related to child welfare policies were collected from 1990, during the Kim, Young-sam administration, to May 9, 2022, under the Moon, Jae-in administration. K-Means clustering and keyword Term Frequency-Inverse Document Frequency analysis were utilized to cluster and analyze newspaper articles with similar themes. Results: The administrations of Kim, Young-sam, Kim, Dae-jung, Roh, Moo-hyun, and Park, Geun-hye were classified into two clusters, and the Lee, Myung-bak and Moon, Jae-in administrations were classified into three clusters. Conclusion: South Korea's child welfare policies have focused on ensuring the safety and healthy development of children through diverse policies initiatives over the years. However, challenges related to child protection and child abuse persist. This requires additional resources and budget allocation. It is important to establish a comprehensive support system for children and families, including comprehensive nursing support.

한국 여성단체의 아동복사활동의 실태에 관한 연구 (A Study on the Child Welfare Activities in the Korean Women's Organizations)

  • This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Social welfare agenices giving service to children and their families are identified by various names usually women service and child welfare from govern , mental agency and voluntary public agency to foreign aided. What is totally missing , however, is an integrated synthesis of child welfare program Through women's agency. Social changes to occur, but delineation of appropriate and comprehensive social policy is also necessary at this point at this point since efforts, social changes and polices must be well coordianted and focused, as well as mutually supprotive and reinforcing.

한일 아동복지법의 내용에 관한 비교연구 (A Comparative Study on the Korean Child Welfare Law and the Japanese Child Welfare Law)

  • 이 연구는 한일 아동복지법에 규정된 내용을 분석틀에 근거하여 비교하고, 그 결과를 토대로 향후 한국 아동복지법의 개정 방안을 제시하였다. 연구 결과, 양자에 있어서 아동의 참여권 규정은 2개 조항으로 나타났다. 일본의 보호급여는 일원화된 창구인 아동상담소를 중심으로 일시보호 기간 2개월 이내라는 신속성, 담당 아동복지사의 조사권한, 친권개입 등 공공성, 그리고 일선 가정아동지원센터와의 연계성을 확보하고 있다. 또한 4촌 이내가 아닌 아동의 일시보호 신고의무와 빠른 신고기간(영아는 1개월 이내)으로 법 규정의 실효성을 제고하고 있다. 이에 반해 한국의 일시보호는 대리보호 전 단계 조치의 기능을 하고 있다. 한편 일본의 장애아동 관련 조항이 전체 조항의 21.2%를 차지하고 있으나, 한국의 아동복지법에는 전혀 규정되어 있지 않다. 그리고 일본의 아동복지법은 대리보호의 최저기준 준수의무와 아동복지에 관한 국가의 재정부담 강제규정, 그리고 국가의 책임성 규정을 명시하고 있으나, 한국의 아동복지법은 이들을 명시하고 있지 않다.

아동복지기관이 제공하는 서비스품질에 대한 서비스제공자와 이용자간의 상호지향성 (Coorientation between Service Provider and Users about Providing Service Quality by the Child Welfare Agency)

  • Purpose - The Korean child welfare services may have different feelings between providers and users. Few studies on the child welfare service quality have been conducted and research on the coorientation model of child welfare services are nonexistent. We compared the perceptions of Korean child welfare service providers and users in this study. It will have many applications in the service quality fields by applying a coorientation model. Research design, data, and methodology - In order to enhance user satisfaction with child welfare services, around 200 samples were carried out both in Busan and Kyungsangnamdo randomly. Seven point Likert scale was used in the questionnaire. Two measurements were made to evaluate the different positions on the part of child welfare service providers and users to assess their mutual orientation. Paired t-test verification was conducted for congruency analysis, and the verification of agreement and accuracy was analyzed by independent t-tests. Results - We empirically examined the differences between the providers and the users stance. The results are as follows. We have verified the statistical significance of the difference in perception between providers and users. We also confirmed a degree of agreement, a degree of congruency, a degree of accuracy and a degree of meta agreement in the study. In the Korean child welfare service quality, the coorientation model of process quality appeared in the form of semi-dissensus, the coorientation model of results quality were shown in the form of ignorances and the coorientation model of physical environment quality were investigated in the form of semi-dissensus. Conclusion - The study concluded that users need to understand more about the providers in order to enhance the coorientation model in process quality and physical environmental quality, and the providers need to persuade the users clearly about the positive factors. To enhance the coorientation model of the result quality, it can be misunderstood by guessing that the other party will positively evaluate it. Therefore, users believe that they need to talk more clearly to the provider about the results of the korean child welfare service quality to reduce misunderstandings and to understand each other about the resulting quality.

아동·청소년 복지의 개념과 법체계의 개선방안 (Definition of Child and Youth Welfare and Proposals for the Reform of Legal System)

  • 아동복지(또는 청소년복지)와 관련한 법제를 연구하는 데는 다양한 접근이 가능하다. 최협의로는 아동복지법에 대한 연구이고, 최광의로는 아동 또는 청소년복지와 관련된 일체의 법령에 대한 연구이다. 또는 아동복지를 사회보장(사회복지)의 일종으로 보아 출산, 양육, 보육에 대한 경제적 지원으로 한정해 볼 수도 있다. 그런데 어떠한 접근을 하든 우리나라에서 아동복지 또는 청소년복지 관련 법이 무엇인가를 살펴보고자 하면 불가피하게 다음과 같은 미결의 문제에 직면하게 된다. 우선 아동과 청소년의 개념이 불분명하다. 아동복지법은 18세 미만의 자를 아동이라고 하고 있는 반면(제2조 제1호), 청소년기본법에서는 "청소년"을 9세 이상 24세 이하의 자라고 하고 있고(제3조 제1호), 청소년보호법은 청소년을 만 19세 미만의 자를 말한다고 규정하고 있다(제2조 제1호). 아동과 청소년의 법적 개념이 모호한 결과 아동복지와 청소년복지의 개념과 범위도 불분명해진다. 아동복지가 청소년복지를 포함하는 개념인지, 청소년복지가 아동복지를 포함하는 개념인지, 아니면 양자는 별개의 개념인지가 모호하다. 아동복지법에는 아동복지에 관한 개념 규정이 없고, 청소년기본법에서 청소년 복지를 "청소년이 정상적인 삶을 영위할 수 있는 기본적인 여건을 조성하고 조화롭게 성장 발달할 수 있도록 제공되는 사회적 경제적 지원을 말한다"(제3조 제4호)고 정의하고 있으나, 아동복지와 청소년복지를 구분하는 단서는 없다. 또한 아동복지법과는 별도로 청소년복지지원법이 있는데, 양 법에 의해 아동복지와 청소년복지가 분리되는 것인지도 분명치 않다. '아동복지법'이든 '청소년복지지원법'이든 복지를 다루고 있다는 점에서는 차이가 없는데 '복지법'과 '복지지원법'이라는 명칭 때문에 아동복지와 청소년복지가 구분된다고 보는 것은 타당치 않아 보인다. 그런데 실제로 아동복지법은 요보호 아동에 관한 규정을 두고 있는 반면, 청소년복지지원법은 모든 청소년에 대한 보편적 복지를 주요 내용으로 하고 있다. 그러한 연유에서인지 최근 사회복지 분야에서는 아동복지와 청소년복지를 구분하여 전자는 주로 요보호 아동에 대한 선별적 복지를, 후자는 모든 청소년에 대한 보편적인 복지를 의미한다고 보고 있다. 그러나 용어만으로 볼 때 아동복지를 요보호 아동에 대한 복지, 청소년복지를 모든 청소년을 대상으로 한 복지라고 할 만한 근거는 없다. 이같은 문제를 염두고 두고 아래에서는 아동 및 청소년 관련법이 어떠한 이유로 현재의 혼란스러운 상태에 이르게 되었는가를 그 역사적 발전과정을 통해 살펴본 후 현행의 법률들이 아동 및 청소년을 어떻게 정의하고 있는가, 그 대상은 누구인가를 검토해 본다. 나아가 아동 및 청소년복지 법제의 헌법적 근거와 그 범위 획정에 대하여 알아보고, 법 체계상의 문제점과 개선방안이 무엇인가를 모색해 보기로 한다.

가정복지 실천의 장으로서의 사회복지관 효용성 연구 : 전주시 사회복지관 프로그램 및 요구도 분석을 중심으로 (A Study on the Utility of the Community Welfare Center as the Application of the Family Welfare Service)

  • The purpose of this study was to evaluate the utility of the community welfare center. for the purpose this study consisted of three main subjects(1) A analysis about the programs of the community welfare center (2) A analysis about the experience of the user and non-user on the community welfare center (3) A analysis about the demand for family welfare service program For the data set 398 married women living in Jeonju were chosen. The data were analyzed with the spss pc+ program. The major findings were as follows : (1) The program of community welfare center consisted of child adolescent elder family a disabled person community welfare program Among contents of this program family welfare program is limited to level of individual needs (2) The wives experienced of community welfare center did not satisfied about equipment location program of community welfare program The 44.0 portion of wives not experience of community wlfare center have no plan using of community welfare center (3) The wives hoped to establish diversed subjects such as parents-child communication conjugal communication sexuality education for child child care techniques health and nutrition of family member time managememt and lesuire and consumer's rights and damage relief.
