A Study on the Allowance Management and Buying Behaviors of Child Consumers (아동소비자의 용돈관리행동과 구매행동에 관한 연구)

  • This study examined the factors affecting allowance management and buying behaviors and their interrelationship. The data were collected from fourth, fifth and sixth grade students of elementary students in Kimhae-city by a self-administered questionnaire. Frequency distributions, Cronbach's Alpha, Pearson's correlation analysis, regression analyses, and path analysis were analyzed by SPSS Windows. According to the regression model for the allowance management behaviors, the significant variables were the child's sex, term of receiving allowances, recognition of the allowance amount before receipt, parents' guidance before using allowances, parent-child communication about consumption, and parents' mediation of mass media. On the other hand, in the regression model for the buying behaviors, the satisfaction of the allowance amount, parents' guidance before using allowances, the amount of watching TV, parent-child communication about consumption, and allowance management behaviors were significant. The path model showed the child's sex, term of receiving allowances, recognition of the allowance amount before receipt, and parents' mediation of mass media indirectly affected the buying behaviors. In addition, the satisfaction of the allowance amount and the amount of watching 1V directly affected the buying behaviors. Moreover, parents' guidance before using allowances and parent-child communication about consumption had a direct effect and an indirect effect through the allowance management behaviors on the buying behaviors. Finally, the allowance management behaviors showed a strong positive effect on the buying behaviors.

  • The purpose of this study was to examine the effects of child/family allowance on total fertility rate by period. For this purpose, it formed pooled-time series data from 1980 to 2015 targeting 19 OECD countries that adopted the child allowance policies, and made a close inquiry into a variable-based relationship through the pooled-time series cross-section analysis. The results were as follows. The child allowance appeared to have a significant impact on fertility rate even after controlling for other variables. Such impact was shown to be more noticeable in countries that introduced a fertility encouragement mechanism within its child allowance program. Based on the results, this study suggested the necessity of stepping up a benefit for multi-child families by additionally adopting a fertility encouragement mechanism within the child allowance program, in order for the child allowance program in Korea to function as well as the fertility rate promotion down the road.

The Influence of Home Child Care Allowance on the Choice of Child Care Types : Focusing on the Concordance between an Ideal and Actual Child Care Type (양육수당이 자녀 돌봄유형 선택에 미치는 영향 : 이상적인 돌봄유형과 현재 돌봄유형의 일치여부를 중심으로)

  • This study aims to examine how home child care allowance influences a mother's choice of child care type. To accomplish this goal, we surveyed 432 mothers who had at least one child under 5 years old. The data were analyzed by frequencies, percentages, means and binomial logistic regressions. The results showed that unemployed mothers and mothers with younger children had a high tendency to choose home child care allowance instead of child care subsidy. Second, mother's employment status, age of first child and an interactive term of mother's employment status and home child care receipt influenced a concordance between an ideal and actual child care type. Unemployed mothers and mothers with younger children were more likely to experience a concordance between their ideal and actual types of child care. By investigating how home child care allowance affects the right of choice in child care type, this study provides empirical information to policy makers and researchers and contributes to develop cash-benefit policies for families with young children.

A Study on Child Care Allowances (양육수당 도입에 대한 어머니와 보육시설장의 인식)

  • While child care policy has mainly focused on the financial support for child care centers, the Ministry of Health, Welfare and Family Affairs recently announced the introduction of a child care allowances. The purpose of this study is to investigate how mothers and directors of child care centers perceived this child care allowance. One hundred and seventeen directors and one hundred and fifty six mothers in the Seoul, Kyunggi-Do, and Cheonbuk-Do areas participated in the survey. The results demonstrated that both the mothers and the directors of child care center exhibit more differences than similarities in terms of their views of child care allowances. Moreover, the perception on some issues of child care allowance differed significantly depending on the types of child care center in question, the mother's economic participation or family income. Issues of importance to the successful introduction of a child care allowance system were also discussed.

  • This study compared and analyzed parental leave and child allowance, two major policies among solutions to the current serious low fertility rate problem, using unstructured data, and sought future directions and implications for related response policies based on this. The collection keywords were "low fertility + parental leave" and "low fertility + child allowance", and data analysis was conducted in the following order: text frequency analysis, centrality analysis, network visualization, and CONCOR analysis. As a result of the analysis, first, parental leave was found to be a realistic and practical policy in response to low fertility rates, as data analysis showed more diverse and systematic discussions than child allowance. Second, in terms of child allowance, data analysis showed that there was a high level of information and interest in the cash grant benefit system, including child allowance, but there were no other unique features or active discussions. As a future improvement plan, both policies need to utilize the existing system. First, parental leave requires improvement in the working environment and blind spots in order to expand the system, and second, child allowance requires a change in the form of payment that deviates from the uniform and biased system. should be sought, and it was proposed to expand the target age.

A study on the difference of parent's consumer socialization function perceived by children according to consumption behavior patterns of children (아동의 소비행동 유형에 따른 아동이 지각한 부모의 소비자사회화 기능 차이에 관한 연구)

  • The purpose of this study was to identify consumption behaviors among children and to examine the differences according to sociodemographic characteristics, factors related to allowance, and parents' consumer socialization function perceived by children. The data were collected from 291 elementary school students in Busan. The results of this study were as follows. First, regarding parents' consumer socialization function perceived by children, the level of child's participation and influence in consumption decision-making was the highest, whereas the level of parent-child communication about consumption was the lowest. Second, consumption behaviors among children were identified into 5 groups: impulsive consumption group, rational allowance management group, friend-dependent purchase group, planned purchase group, and effective goods management group. There were significant difference among them according to child's sex, allowance amount, allowance frequency, parents' guidance about allowance usage, parents' check after allowance usage, and 3 categories of parents' consumer socialization function perceived by children. These results imply that consumer education for parents should be developed and activated to improve consumer socialization function of parents.

The Status and Challenges of Child Care Policy (보육정책의 실태와 과제)

  • The purposes of this study are to analyze the status of Child Care Policy, to discover the problems faced by child care policy and to provide better Child Care policies to reorient in the future. The following problems have been identified through the Child Care Policy Analysis of: (1) Due to '0 to 2 years' free Child Care, Dual-earner families was difficult to use Child Care facilities. (2) Low-income families with children over 36 months were excluded from receiving Care allowance. Child Care of publicity is difficult to secure. Because children using Child Care facilities use private type Child Care facilities than the national and public Child Care. Policy proposals to provide better Child Care policies are to increase the number of the national and public Child Care, to pay practical parenting allowance, to increase the number of high quality Infant Daycare Centers, to expand Part-time child care services and to support parent education and counseling program.

The Effect of Governmental Financial Support of Child Care on Married Women's Labour Force Participation : A Panel Data Analysis (정부의 자녀양육 보조금이 기혼여성의 노동시장 참여에 미치는 영향 : 패널분석 방법을 이용하여)

  • This study analyzes how governmental financial support of child care affects the participation of married women in the labor market in Korea. This dynamic analysis used data gathered over four years via the fifth to the eighth Korea Welfare Panel Studies (KWPS). The major results are as follows. First, child care allowance has a negative effect on the participation of married women in the labour market. Providing cash for child care seems to decrease women's labour market participation by cementing the role of women as the primary child care providers in the household. Second, the support for families, used by child care facilities, is found to increase the probability of married women working either part-time or full-time, thereby decreasing the burden on household budgets caused by child care costs. In conclusion, governmental policy-based child care benefits, used by child care centers, should be continued so that married women may participate in the labour market while raising their children.

The Correlational Study on School Adjustment, Sensation Seeking and Sexual Allowance among Adolescents who are in High School (고등학생의 학교생활적응과 자극추구성향에 따른 성허용성 정도에 관한 상관성 연구)

  • The purpose of this study was to examine to what extent teenagers accepted sexual relations, and to determine in which way that was affected by their disposition of stimuli, one of the psychological factors, and by their adjustment to school life, one of the environmental factors, as those factors seemed to have impact on that. This study was of descriptive correlational approach, and the subjects were 962 boy and girl students randomly selected from regular and business high schools. The data were collected from May through July 2002, and SPSS win 10.0 program was employed for data analysis. The major findings of this study were as follows; First, the students investigated got a mean of 44.49 marks on school adjustment. Their sensation seeking got an average of 130.10 marks. Their sexual allowance got a mean of 38.90 marks. Second is to regard the influence of their general characteristics on school adjustment, sensation seeking and sexual allowance. school adjustment was significant on gender, grade, career track, religion, school record, economic state, sexual intercourse. Sensation seeking was significant on all of their general characteristics. Sexual allowance was significant on all except economic state. Third, concerning correlation among sexual allowance, school adjustment and sensation seeking, sexual allowance was positively correlated to sensation seeking and negatively to school adjustment. The above-mentioned findings suggested that school adjustment and stimuli pursuit was associated with sexual attitude, and the findings of this study are expected to make any contribution to creating an ideal sexual culture for the youth.

A Study on the Policy for Supporting Child Care and Education in Korea (육아지원)

  • The purpose of this study is to review the characteristics of the policy for supporting child care and education in Korea. In order to suggest the theoretical and practical issues for child care and education policy, it is necessary to evaluate the existing policies. Based on the review of the literature, the legal system, and the policy, the child care support system in Korea is evaluated to be fragmentary and inconsistent. And Korean child care policy is a mixture of the conservative and the liberal one. In order to meet the needs of the family and children of Korea, more progress approach to child care policy is needed. The suggestions of this study are to have Korean government give more weight on societal care of children, introduce children's allowance, integrating child care and education system and developing policy monitoring systems in Korea.
