본 연구에서는 LPG(Liquefied Petroleum Gas) 인수기지에 대해 HAZOP(Hazard and Operability), LOPA(Layer of Protection Analysis) 및 SIL(Safety Integrity Level) 위험성 평가기법을 적용하여, 국내 LPG 인수기지 중 사고발생시 피해영향이 가장 큰 부탄 및 프로판 저장탱크를 중심으로, 사고위험성을 감소시킬 수 있는 방안을 고찰하였다. HAZOP 기법을 통해 잠재위험성을 분석하여 사고시나리오를 도출하고, 사고피해영향이 큰 시나리오를 선정하여 LOPA를 분석하였다. LOPA 분석시에는 해당시나리오에 대한 IPL(Independent Protection Layer)을 분석하여 완화된 결과의 빈도를 도출한 후, 설정된 위험성 허용기준($1.0{\times}10^{-05}$/년)에 대한 충족여부를 판단하였다. LOPA의 독립방호계층으로서 SIF(Safety Instrumented Functions)의 경제성을 분석하여 SIF가 현장의 특성에 맞는 IPL이 되도록 개선안을 제시하였다. 또한, 독립방호계층으로서 해당공정에 사용된 SIF의 수준을 분석해보고, SIF의 수준에 따라 공정의 사고발생빈도가 어느 정도 변화하는지를 당해 공정에서 도출된 사고시나리오를 중심으로 연구하였다.
The Process Safety Management (PSM) by the Law of Industry, Safety and Health has been performed for preventing major accidents of chemical plants since 1996. In terms of preventing chemical accidents more precisely, it is essential to develop a tool for quantitative risk assessment. For this, KOSHA (Korea Occupational Safety and Health Agency) developed an Integrated Risk Management System (IRMS). The system is designed to assimilate data on chemical plant hazards from external database, to integrate these data with location information(topographic and demographic), and to make them user-friendly accessible. The system consists of several main functions: display of five major Korean petrochemical complex layout display of equipment layout with its information utilizing the external database, zonation of the hazard effected area with consequence analyses, the most probable accident scenario generation, accident/incident database and calculation of frequency of accident using equipment reliability database, etc. The highlight of IRMS is to provide the risk contours using GIS(Geographical Information System) technology. IRMS is intended to manage hazardous installation more systematically and effectively, to reduce the number of accident remarkably, further minimizing production loss in the plant. The system is now under application to about 500 PSM sites as well as and emergency authorities in Korea by KOSHA (Korea Occupational Safety and Health Agency)
급속한 산업발전과 더불어 전 세계적으로 약 10만 여종의 산업용 물질이 사용되고 있으며, 매년 2,000여종의 신규물질이 개발되고 있다. 이러한 물질들은 인류문화 발전에 크게 기여하고 있지만 일부 물질들은 유해, 위험성 등의 잠재적인 위험성을 가지고 있다. 우리나라는 세계 7대 화학제품 생산국가로, 활발한 수출 입을 통해 국가부흥에 기여하고 있다. 최근 REACH 및 GHS와 같은 화학물질 안전관리에 대한 국제적 관심이 증대되어 그에 따른 효율적인 화학물질 관리체계 구축에 대한 필요성이 커지고 있다. 본 연구에서는 화학물질에 대한 국내, UN GHS 물리화학적 위험성 분류기준, 표지 및 위험성 평가 시험방법, 위험물안전관리법 등에서 정한 분류정보의 차이점을 비교하였으며, 또한 국제 환경변화에 대응하기 위하여 선택가능방식(building block approach)으로 GHS제도 도입방안을 제시하였다. 또한 소비자에게 화학물질의 통일화된 위험성 정보를 제공하여 산업체가 화학물질을 해외로 수출 입 하는데 무역장벽을 해소하고자 하였다.
Objectives: This study aims to compare the physicochemical characteristics, toxicological data with Occupational Exposure Limits (OELs) of chemicals under the Occupational Safety and Health Act(OSHA) regulated by the Ministry of Employment and Labor of Korea. Methods: Information on chemicals which have OELs on physicochemical characteristics and toxicological data was collected using Material Safety Data Sheet(MSDS) from Korea Occupational Safety and Health Agency(KOSHA) and the Korea Information System for Chemical Safety Management(KISChem) in 2014. Statistical analyses including correlation and simple regression were performed to compare the OELs with chemical characteristics including molecular weight, boiling point, odor threshold, vapor pressure, vapor density, solubility and octanol-water partition coefficient(OWPC) and toxicological data such as median lethal dose($LD_{50}$) and median lethal concentration($LC_{50}$). Results: A total of 656 chemicals have OELs under OSHA in Korea. The numbers of chemicals which have eight-hour time weighted average(TWA) and short term exposure limits(STEL) are 618 and 190, respectively. TWA was significantly correlated with boiling point and STEL was only correlated with vapor pressure among physicochemical characteristics. Solubility and OWPC between "skin" and "no skin" substances which indicate skin penetration were not significantly different. Both $LD_{50}$ and $LC_{50}$ were correlated with TWA, while the $LC_{50}$ was not with STEL. As health indicators, health rating and Emergency Response Planning Guidelines(ERPG) rating as recommended by the National Fire Protection Association(NFPA) and American Industrial Hygiene Association(AIHA) were associated with OELs and reflect the chemical hazards. Conclusions: We found relationships between OEL and chemical information including physicochemical characteristics and toxicological data. The study has an important meaning for understanding present regulatory OELs.
Objectives: The new Chemical Control Act from the Korean Ministry of Environment (2014-259) simply states only in basic phrases that every worker handling the listed chemicals should wear personal protective equipment (PPE) and does not consider the different hazard characteristics of particular chemicals or work types. The purpose of this study was to produce an exposure risk matrix and assign PPE to the categories of this matrix, which would be useful for revising the act to suggest PPE to suit work types or situations. Methods: An exposure risk matrix was made using hazard ranks of chemicals and workplace exposure risks in the previous study. For the 20 categories of exposure risk matrix PPE, levels A, B, C, D as classified by OSHA/EPA were assigned. After 69 hazardous chemicals were divided into 11 groups according to their physiochemical characteristics, respirators, chemical protective clothing (CPC), gloves and footwear were suggested on the basis of the assigned PPE levels. Results: PPE table sheets for the 11 groups were made on the basis of work types or situations. Full facepiece or half-mask for level C was recommended in accordance with the exposure risk matrix. Level A was, in particular, recommended for loading or unloading work. Level A PPE should be worn in an emergency involving hydrogen fluoride because of the number of recent related accidents in Korea. Conclusion: PPE assignment according to the exposure risk matrix made by chemical hazards and work type or situation was suggested for the first time. Each type of PPE was recommended for the grouped chemicals. The research will be usefully used for the revision of the Chemical Control Act in Korea.
Previous studies have found that firefighters have a tenfold higher prevalence of Parkinson's disease (PD) compare to the general population. Firefighters are constantly exposed to various occupational hazards including toxic chemicals of fire residue and the toxic chemicals can effects development and progression of PD. Nevertheless, there were no studies about the association between exposure to chemical byproducts of combustion and the development of PD among firefighters. Thus the aim of this study is to look into existing researches regarding the effect of chemical byproducts of combustion on the development of PD. An extensive literature search was conducted to identify harmful chemical components of smoke and fire residue, using the PubMed database during November of 2016. We searched for relevant articles by combining several keywords that contained "Parkinson's disease" and each of the different toxic chemicals, yielding a total of 1401 articles. After applying the selection criteria, 12 articles were chosen. Chemical substances reported to have a harmful effect on PD, in at least one article, were carbon monoxide, toluene, manganese and lead. Carbon monoxide and metal substances including manganese and lead were found to be associated with an increased PD risk in more than two articles. There was a heightened risk of PD in firefighters due to exposure of chemical byproducts of combustion including carbon monoxide, toluene, manganese and lead. However, to the best of our knowledge, to support this result we need more systematic epidemiological studies about these risk factors of PD among firefighters. In addition, further studies for the effects of prolonged exposure to toxic fire residue on the development and progression of PD in firefighters are needed.
액체의 화재 및 폭발위험을 나타내는 가장 중요한 물성의 하나인 인화점의 실험 데이터는 그 필요에도 불구하고 실제로 데이터를 확보하는 것이 가능하지 않은 경우가 많다. 이 연구에서는 DIPPR 801에서 얻은 893개 유기물의 인화점 실험데이터로부터 인화점을 예측하는 부분최소자승법(PLS) 및 support vector machine(SVM) 모델을 만들고 비교하였다. 분자를 구성하는 각 구성요소들이 분자의 물성에 일정한 기여를 한다는 가정을 이용하여 분자의 물성을 예측하는 방법인 그룹기여법을 이용하여 65개 작용기가 이 예측모델의 독립변수가 되었고 분자량의 로그값이 추가되었다. 두 모델에서 결정해야 할 매개변수는 교차검증에서 계산된 오차를 이용하여 결정되었는데, SVM모델은 그 매개변수가 많아 particle swarm optimization을 이용한 최적화를 이용하였다. 훈련데이터의 선택이 예측성능에 영향을 줄 수 있어 임의로 100개의 데이터 세트를 생성하여 테스트하였다. 전체 데이터에 대해 계산된 평균절대오차는 PLS가 13.86~14.55였고, SVM이 7.44~10.26여서 SVM이 PLS에 비해 매우 우수한 예측성능을 보였다.
The aim of this review was to assess current knowledge related to the occupational exposure limit (OEL) for fluid aerosols including either mineral or chemical oil that are generated in metalworking operations, and to discuss whether their OEL can be appropriately used to prevent several health risks that may vary among metalworking fluid (MWF) types. The OEL (time-weighted average; 5 mg/$m^3$, short-term exposure limit ; 15 mg/$m^3$) has been applied to MWF aerosols without consideration of different fluid aerosol-size fractions. The OEL, is also based on the assumption that there are no significant differences in risk among fluid types, which may be contentious. Particularly, the health risks from exposure to water-soluble fluids may not have been sufficiently considered. Although adoption of The National Institute for Occupational Safety and Health's recommended exposure limit for MWF aerosol (0.5 mg/$m^3$ ) would be an effective step towards minimizing and evaluating the upper respiratory irritation that may be caused by neat or diluted MWF, this would fail to address the hazards (e.g., asthma and hypersensitivity pneumonitis) caused by microbial contaminants generated only by the use of water-soluble fluids. The absence of an OEL for the water-soluble fluids used in approximately 80-90 % of all applicants may result in limitations of the protection from health risks caused by exposure to those fluids.

Asbestos have been used around the world by physical and chemical characteristics that are a reliable and cost-effective. But asbestos, once called the miracle of mineral, is now a quiet time bomb. Asbestos hazards have been studied and the government has pursued 'Comprehensive Measures for Asbestos Management' jointly with related departments. As a part of plan, Ministry of Environment is to introduce legislation 'Asbestos Safety Management Act' through Environment Announcement No. 2010-108. The same Act. 24 shows as follows. Minister of Environment or governor should do survey on the actual condition targeting rural buildings with slates and partly or fully fund to dissolve, remove asbestos slate which was used in each building. However, the local survey was only conducted by each municipality regionally. And there is no actual condition data by area, application and year, and there was no data on disposal costs concerning asbestos slate buildings In this study, discharge of asbestos slate was calculated per unit area and formula was developed with regression analysis. In addition, Demolition, dismantling, disposal costs were computed via a phone survey to disposal companies and then this study proposed standards for this.
The formation of rust on metallic substrate is known to cause the damages and destructions of raw materials, which is one of the leading reasons of sturctural collapses and many kind of hazards in modern industry. Polymer gels with rust removing effects were compounded in this study by employing various kinds of acids like hydrochloric acid, phosphoric acid, gluconic acid, oxalic acid as the rust removing ingredients. TEA(Triethanolamine) as dispersant and hydrophilic chemical were used for effective gelation of acids. Also corrosion inhibitor was added to enable the coating effect and to improve rust removing effect on metallic surface. In order to investigate the rust properites on metallic substrate, artificial rusts were prepared in salt solution, using iron, copper, aluminium and brass as the base metals. The properties of gel compounds were checked by gelation, pH, viscosity, morphology property and rust removing test. Developed gel compounds in this study have a good rust removing property, showing a strong adhesion on horizontal and vertical metallic surface, and can be easily rinsed off by water.
