산업기술정책의 정부개입 정당성과 정부의 역할 변화 (Legitimacy of government intervention in industrial technology policy and changes in the government roles)

  • 본 연구는 산업기술정책의 대상으로서 갖추어져야 하는 기술의 공공성 문제와 추격에서 탈추격 혁신체제 전환으로 나타나는 산업기술정책의 새로운 변화요구를 살펴보았다. 그동안 산업기술정책에서 정부개입의 근거가 되었던 공공성은 점차 퇴화되고 있으며, 이로 인해 국가가 개입하여 특정한 기술 또는 산업을 진흥하는 것이 정당하고 효과적인가에 대한 논쟁이 이어지고 있다.1980-90년대 기술추격의 시기에는 소수의 특정기업을 선정 지원하여 신속히 선진기술을 추격케 하는 현장애로기술개발 중심의 산업기술정책이 효율적이었다. 하지만 현재는 창조형 기술개발을 목표로 탈추격의 행보를 가야 하는 환경이므로 기존의 정책 틀이 변화되어야 하는 상황에 이르렀다. 또한 최근 기업 R&D 비중에서 볼 수 있듯이 국가연구개발사업의 주도권이 점차 민간주체인 기업 및 대학으로 넘어가고 있으며, 민간 부문이 정부 역할의 상당부분을 대치하고 있다. 이런 상황에서는 정부주도의 강한 산업기술정책을 줄이고 혁신을 촉진할 수 있는 환경과 인프라를 조성하는 간접 지원 정책으로 변화될 필요가 있다. 특정기업과 기술에 대한 직접적인 지원은 줄여 나가되, 기술혁신 활동의 공공성을 높일 수 있는 에너지, 환경, 보건복지 등에 정부의 R&D 투자 비중을 점차 높여나가야 한다.

Tenovin-1 Induces Senescence and Decreases Wound-Healing Activity in Cultured Rat Primary Astrocytes

  • Brain aging induces neuropsychological changes, such as decreased memory capacity, language ability, and attention; and is also associated with neurodegenerative diseases. However, most of the studies on brain aging are focused on neurons, while senescence in astrocytes has received less attention. Astrocytes constitute the majority of cell types in the brain and perform various functions in the brain such as supporting brain structures, regulating blood-brain barrier permeability, transmitter uptake and regulation, and immunity modulation. Recent studies have shown that SIRT1 and SIRT2 play certain roles in cellular senescence in peripheral systems. Both SIRT1 and SIRT2 inhibitors delay tumor growth in vivo without significant general toxicity. In this study, we investigated the role of tenovin-1, an inhibitor of SIRT1 and SIRT2, on rat primary astrocytes where we observed senescence and other functional changes. Cellular senescence usually is characterized by irreversible cell cycle arrest and induces senescence- associated ${\beta}$-galactosidase (SA-${\beta}$-gal) activity. Tenovin-1-treated astrocytes showed increased SA-${\beta}$-gal-positive cell number, senescence-associated secretory phenotypes, including IL-6 and IL-$1{\beta}$, and cell cycle-related proteins like phospho-histone H3 and CDK2. Along with the molecular changes, tenovin-1 impaired the wound-healing activity of cultured primary astrocytes. These data suggest that tenovin-1 can induce cellular senescence in astrocytes possibly by inhibiting SIRT1 and SIRT2, which may play particular roles in brain aging and neurodegenerative conditions.

보건간호사의 역할 및 업무에 대한 인식 (Public Health Nurse's Perception of their Roles & Duties)

  • Purpose: The purpose of this study was to explore how public health nurses (PHNs) perceive their roles and duties (R&D), as well as to investigate the change of their R&D, how they manage and solve problems. Methods: The data were collected through focus group interviews. Data were analyzed using Morgan (1998) and Krueger (1998)'s four step analysis. A total of 17 experienced PHNs participated in this study. Results: The results found 5 themes and 19 sub-themes: R&D of health managers and health service providers, factors affecting the changes of PHN's R&D, R&D in adjusting with trends and expanding work field (R&D being reduced, increasing R&D, need to expand R&D), problem with the structure and quality of workforce (lack of nurse manpower, lack of promotion opportunities, increasing non-regular workers, lack of refinement as an expert), and strategies for solving personnel issues (strengthening the job capacity, cultivating professional refinement, strengthening outside activities and political activities, strengthening the roles of PHN-related associations and academy, engagement policy of non-regular workers, expansion of the activity area) Conclusion: PHNs need to recognize their changing R&D and ways they manage and solve problems to enhance their professionalism.

소비자의 인식조사를 통한 재래시장 육성대책에 관한 연구 (A Study on the Activation of Conventional Markets through the Survey of Consumers' Recognition)

  • Till now, the roles of a tradition market were a circulation of the necessities of life, a employment market of local society, a center of community, and a main structure of local economy. Recently, these tradition market is on the decline because it couldn't cope with the internal and external changes. It is recognized that these phenomenon is a factor of economy unbalance. So, to activate the local economy, tradition market should be promoted. Therefore, external changes such as the increase of competition intensity and the changes of consume pattern, internal changes such as the deterioration of facility and old fashioned management were analysed. The activation plan of traditional market were suggested through the decision index for the tradition market in this study.

미래 직업세계의 변화전망과 학교상담의 방향 (Outlook of Changes in Future Vocations and Direction of School Counseling)

  • 학교상담은 우리나라 상담의 모태라고 할 수 있다. 우리나라에서 처음 상담이 시작된 곳은 학교 장면이다. 학교에 재학하고 있는 청소년들은 미래를 준비하면서 현재를 살아가는 사람들이다. 이들이 미래에 제대로 기능하도록 준비시키기 위해서는 학교상담전문가들의 역할이 매우 중요하다. 학교상담전문가들은 청소년들이 그들 삶을 잘 준비하도록 조력하는 일도 맡고 있다. 이러한 일을 잘 수행하기 위해서는 미래의 변화를 조망하고 변화된 미래에 잘 적응하는 데 필요한 역량이 무엇인가를 알고 이에 맞게 대처해 나가야 한다고 본다. 본 논문에서는 변화해 가는 환경에서 학교상담은 어떻게 대처해야 하는지에 대해 살펴볼 것이다. 우선 미래사회의 변화 전망, 미래 직업 세계의 변화 전망, 미래사회의 인재상에 대해 논의하고, 이러한 준비를 조력하기 위하여 학교상담은 어떻게 이루어져야 하고 학교상담전문가들은 어떤 역할을 해야 하는지 알아보고자 한다.

  • The development of new investigative technology and the changing roles of other biological and medical disciplines will result in major changes in the way veterinary pathology is practiced in the future. Unless the pathologists strategically prepare themselves to adopt and incorporate these changes into their modest operandi, the veterinary pathologist's traditional dominance in the diagnosis of spontaneous animal diseases and experimentally induced lesions in animals will be at risk. Although the distinguishing feature of pathologist is their artful ability to read and interpret the pathologic changes of cells and tissues, we must strive to enhance and expand our ability beyond and above the simple reading of H&E stained slides. Also, we must be prepared to meet the ever increasing demand of diagnostic accuracy and timeliness. To do so, we have to employ the new biological and toxicological technologies into our routine. The role of diuretic hormones (DHs) and their receptors in Drosophila

  • Maintaining internal homeostasis and regulating innate behaviors are essential for animal survival. In various animal species, a highly conserved neuroendocrine system integrates sensory inputs and regulates physiological responses to environmental and internal changes. Diuretic hormones 44 and 31, which are homologs of mammalian corticotropin-releasing factor (CRF) and calcitonin gene-related peptide (CGRP), respectively, control body fluid secretion in Drosophila. These neuropeptides and their receptors have multiple physiological roles, including the regulation of body-fluid secretion, sleep:wake cycle, internal nutrient-sensing, and CO2-dependent response. This review discusses the physiological and behavioral roles of DH44 and DH31 signaling pathways, consisting of neuroendocrine cells that secrete DH44 or DH31 peptides and their receptor-expressing organs. Further research is needed to understand the regulatory mechanisms of the behavioral processes mediated by these neuroendocrine systems.

A Molecular Model for Light Signal Perception and Interdomain Crosstalk in Phytochrome Photoreceptors

  • Phytochromes are red and far-red light absorbing photoreceptors for photomorphogenesis in plants. The red/far wavelength reversible biliproteins are made up of two structural domains. The light-perceiving function of the photoreceptor resides in the N-terminal domain, whereas the signal transducing regulatory function is located within the C-terminal domain. The characteristic role of the phytochromes as phtosensory molecular switches is derived from the phototransformation between two distinct spectral forms, the red light absorbing Pr and the far-red light absorbing Pfr forms. The photoinduced Pr Pfr phototransformation accompanies subtle conformational changes throughout the phytochrome molecule. The conformational signals are subsequently transmitted to the C-terminal domain through various inter-domain crosstalks and induce the interaction of the activated C-terminal domain with phytochrome interacting factors. Thus the inter-domain crosstalks play critical roles in the photoactivation of the phytochromes. Posttranslational modifications, such as the phosphorylation of Ser-598, are also involved in this process through conformational changes and by modulating inter-domain signaling.

Roles of the Residues Lys115 and Tyr116 in the Binding of an Allosteric Inhibitor AMP to Pea Cytosolic Fructose-1,6-bisphosphatase

  • Cytosolic fructose-1,6-bisphosphatase (cFBPase) in plants is a key regulatory enzyme in the photosynthetic sucrose biosynthesis. Plant cFBPases, like the mammalian FBPases, are inhibited by adenosine 5'-monophosphate (AMP) and fructose-2,6-bisphosphate (Fru-2,6-$P_2$). In the mammalian FBPases, Lys112 and Tyr113 play important roles in the AMP binding. To understand roles of the corresponding residues, Lys115 and Tyr116, in pea cFBPase, the mutant cFBPases were generated by site-directed mutagenesis. The alterations of Lys115 to Gin and Tyr116 to Phe displayed small changes in $K_m$ and $K_i$ for Fru-2,6-$P_2$, indicating that the mutation causes minor effects on the enzyme catalysis and Fru-2,6-$P_2$ binding, whereas resulted in higher than 500-fold increase of $[AMP]_{0.5}$ compared with that of the wild-type enzyme. Results indicate the residues Lys115 and Tyr116 play important roles in the binding of AMP to the allosteric site of the pea cFBPase.

Dental Hygienists in Japan

  • The purpose of this study was to determine the status of dental hygienists in Japan. The study explicated the history, core curriculum, National Examination for Dental Hygienists, work roles of dental hygienists, and workplaces of dental hygienists. This study was based on the government policy report on dental hygienists and the information published by each public institution. The latest statistics presented by the institutions were collected through official websites. The employment information of graduates from Hiroshima University was analyzed based on actual field study. The results of the study revealed that social demand for dental hygienists has steadily increased and policies and education have been revised accordingly. The work roles of dental hygienists have expanded to meet the needs of the treatment and those of public health fields. In line with major policy changes, the educational period has been extended from 1 year to 3 or 4 years, while the mandatory credits for graduation have been established. Licensing examinations were being performed by the local governments since 1948 due to the different situations of dental hygienists in different areas. In 1992, they were converted into a single national examination. The work roles have expanded from assisting dental treatments to health guidance, home care, and perioperative care. Consequently, the number of dental hygienists has increased, especially in healthcare facilities for the elderly. Dental hygienists perform various roles. However, the most essential role is to provide the best oral care services to the patient. The expected role of dental hygienists has expanded in alignment with public healthcare needs and support for the elderly. The government and universities are expected to bring about improvements such as diversifying the channels of education and establishing policies to respond to growing patient needs by cultivating excellent dental hygiene professionals.
