딥 러닝 기법을 이용한 무인기 표적 분류 방법 연구 (Research for Drone Target Classification Method Using Deep Learning Techniques)

  • Classification of drones and birds is challenging due to diverse flight patterns and limited data availability. Previous research has focused on identifying the flight patterns of unmanned aerial vehicles by emphasizing dynamic features such as speed and heading. However, this approach tends to neglect crucial spatial information, making accurate discrimination of unmanned aerial vehicle characteristics challenging. Furthermore, training methods for situations with imbalanced data among classes have not been proposed by traditional machine learning techniques. In this paper, we propose a data processing method that preserves angle information while maintaining positional details, enabling the deep learning model to better comprehend positional information of drones. Additionally, we introduce a training technique to address the issue of data imbalance.

  • As the scale of research and development (R&D) increases, countries and companies are consistently establishing R&D directions to meet strategic goals and market demands as well as roadmaps to increase efficiency through concentration and selection. However, establishing an effective roadmap and discovering promising technologies are challenging under the current numerous technological possibilities and uncertainties. The importance of discovering promising technologies to secure future technological competitiveness is recognized worldwide, and Europe, the United States, and Japan are establishing processes to identify promising future technologies and support related R&D. Methods for discovering promising future technologies can be classified into future social needs analysis, forecasting, surveys, use of expert opinions, and data analysis. We describe the types and limitations of technology roadmaps and investigate the status of domestic and foreign organizations using weak signal search through quantitative data analysis.

프로젝트 경험이 프로젝트 성과에 미치는 영향 (Project Experience and its Impact on Project Performance)

  • 탐색은 도전적인 업무 환경을 제공하지만, 높은 수준의 복잡성과 모호성을 동시에 제공한다. 그에 반해, 활용은 덜 도전적인 업무 환경을 제공하며, 낮은 수준의 복잡성과 모호성을 제공한다. 이러한 두 활동의 특성을 고려해 보면, 두 가지 활동을 동시에 프로젝트 매니저들에게 할당하는 것은 가장 좋은 프로젝트 작업 환경을 제공한다고 볼 수 있다. 168명의 프로젝트 매니저들의 프로젝트 데이터를 바탕으로 로짓 회귀분석을 통해 가설을 검증한 결과 활용 프로젝트 경험이 있는 매니저들은 활용 프로젝트에서 높은 성과를 보였고, 활용과 탐색 프로젝트 경험이 있는 매니저들은 프로젝트의 종류에 관계없이 높은 프로젝트 성과를 보이는 것으로 나타났다.

신규 R&D 기획 프로세스에 관한 주체별 비교연구 (A Comparative Study by Subject on the New R&D Planning Process)

  • 본 연구는 정부의 R&D 정책 변화에 선제적으로 대응하고 한국지질자원연구원에서 수립된 KIGAM R&D 기획 프로세스의 한계점으로 지적된 부분을 보완하기 위해 시작하였다. 기존 연구 문헌을 통해서 다양한 R&D 기획 프로세스에 대해 알아보았고, 인터뷰를 통해 각 기관별 특성 및 신규 R&D 기획 방법에 대해 분석하였다. 그 결과 환경분석, 수요발굴방법, 과제 구성 및 선정방법 세 가지 측면에서 결론 및 시사점을 도출하였다. 환경분석의 경우 전체적인 Mega Trend 분석을 하면서 기술 시장 별 Trend 분석을 강화해야 하고, 수요발굴방법의 경우 도전적이고 구체적인 목표 설정을 통해 수요를 찾아내야 한다. 또한 과제 구성 및 선정의 경우 융합연구과제, 중소기업지원, 자원분석, 장기과제 선정 등 여러 가지 시사점을 도출 할 수 있었다. 도출 된 시사점은 향후 한국지질자원연구원의 신규 R&D 기획 프로세스에 사용될 것이다.

산업적 관점에서 개별 기업들의 연구개발역량 차이에 대한 통계적 고찰: 해양수산 산업 사례 (A Statistical Study on the Differences in R&D Capabilities of Individual Companies from an Industrial Perspective: Maritime and Fisheries Industry Case)

  • As the uncertainty of technology development and market needs increases due to changes in the global business environment, the interest and demand for R&D activities of individual companies are increasing. To respond to these environmental changes, technology commercialization players are paying great attention to enhancing the qualitative competitiveness of R&D. In particular, R&D companies in the marine and fishery sector face many difficulties compared to other industries. For example, the R&D environment is barren, it is challenging to secure R&D human resources, and it is facing a somewhat more difficult environment compared to other sectors, such as the difficulty in maintaining R&D continuity due to the turnover rate of researchers. In this study, based on the empirical data and patent status of private companies closely related to the R&D technology status, big data analysis, and simulation analysis methods were used to identify the relative position of individual companies' R&D capabilities and industrial perspectives. In this study, based on industrial evidence and patent applications closely related to the R&D technology status, the R&D capabilities of individual companies were evaluated using extensive data analysis and simulation analysis methods, and a statistical test was performed to analyze if there were differences in capabilities from an industrial point of view. At this time, the industries to be analyzed were based on all sectors, the maritime industry, the fisheries industry, and the maritime industry integration sector. In conclusion, it was analyzed that there was a certain level of difference in the R&D capabilities of individual companies in each industry sector, Therefore when developing a future R&D capability system, it was confirmed that it was necessary to separate the population for each industry and establish a strategy.

  • Advanced biofuels are recognized as a key tool to mitigate the $CO_2$ emissions in the transport sector. Active R&D works have been carried out but there are still some major barriers to implement the technology. In this paper, recent developments on the advanced biofuels' technology are reviewed and the major barriers to commercialization of the biofuels will be discussed.

국가연구개발사업 성실실패제도 개선방안 (Improved Solutions for Honorable Failure Policy on National R&D Projects)

  • 최근 도전적이고 창의적인 연구의 중요성이 증가함에 따라, 모험적 연구가 요구되고 있으나 이에 따른 실패의 경우, 이를 보호할 수 있는 제도적 장치가 미비하여 그 정착이 시급한 실정이다. 이러한 문제점을 해소할 수 있도록 '국가연구개발사업의 관리 등에 관한 규정'에서 성실실패제도가 명시되어 있으나, 그 기준이 명확하지 않고 세부적인 규정이 마련되어 있지 않았으며 이로 인해 각 전문기관들이 상이하게 운영하고 있어 연구자들의 혼란이 가중되고 있다. 이에 따라 본 연구는 현재의 성실실패제도와 관련하여 현행 실태와 해외사례 등을 검토하여, 성실여부 판정기준, 평가주체의 상이성, 실패의 인정 및 그에 따른 해당연구 결과의 활용방안의 미비점, 제재감면 범위의 불명확성, 반복적 성실실패에 대한 검증 및 방지 방안의 부족으로 요약되는 문제점들을 도출하여 분석하고, 그에 대한 개선점을 국내외 사례를 비교분석하여 그 안을 제시하였다.

이질적 목적을 지닌 R&D 사업들을 위한 달성지수 기반의 상대적 평가기법 (Attainment Index-based Relative Evaluation Method for R&D Programs with Heterogeneous Objectives)

  • National R&D programs play an important role in the development of a country in this age of the knowledge economy. Since many numbers of R&D programs compete for limited resources such as national R&D budget, the R&D program evaluation problem is a challenging decision-making problem faced by decision makers that deal with R&D management. In this sense, DEA(Data Envelopment Analysis) has been regarded as one of the most widely accepted methods to measure the relative efficiency of productivity of R&D programs. DEA is a methodology to measure and to evaluate the relative efficiency of a homogeneous set of decision-making units(DMUs) in a process which uses multiple inputs to produce multiple outputs. However, the sample of the R&D programs could consist of two or more naturally occurring subsets, thus exhibiting clear signs of heterogeneity such as different objectives. In such situations, the fairness of DEA is limited, for the nature of the relative efficiency of a DMU is likely to be influenced by its membership in a particular subset of the sample. In this study, we propose a methodology AI-DEA(attainment index DEA) allowing for reflecting decision maker's subjective judgement on difference among different subsets of R&D programs which have heterogeneous objectives. This methodology combines AHP and Delphi in order to decide the attainmnet index of each DMU for each outputs, and apply them to DEA model. We illustrate the proposed approach with a pilot evaluation of 13 programs involving 6 different subsets of Korean National R&D programs and compares the results of the original DEA model and AI-DEA model.

  • This paper considers the problem of time difference-of-arrival(TDOA) source localization when the TDOA and angle of arrival(AOA) measurements from an airborne emitter source are subject to ground-platform sensor position. The optimization of sensors' position is a challenging problem and a solution with good localization accuracy has yet to be found. This paper proposes an estimator that can achieve these purposes and provides optimized sensor position for good localization accuracy using the proposed estimator. The developed algorithm and sensor position are then examined under the special case of a single airborne source. The theoretical developments are supported by simulations.

ADD 3.0 기반 전자전 소프트웨어의 계층적 아키텍처 연구 (Research on the Layered Architecture for Electronic Warfare System Software based on Attribute-Driven Design 3.0)

  • Development of electronic warfare(EW) software has become increasingly challenging due to stricter regulations, shorter development cycles, and increased reliability testing. Consequently, software development often proceeds without proper architecture design, which can lead to missing critical quality requirements and potential system redesigns. In this study, we propose using Attribute-Driven Design(ADD) 3.0 to design software architecture specifically tailored for EW systems, enabling a more systematic approach to address quality requirements. The paper presents an overview of EW software and ADD 3.0 methodology, followed by an analysis of the architecture design results using static and dynamic views. The paper concludes by discussing the effectiveness of the proposed architecture design.
