본 연구에서는 낙도 보조항로 운영사업자에 대한 경영평가제를 도입하여 사업자 스스로 지속적인 경영개선 노력을 유도하고자 AHP 기법을 이용하여 경영평가 지표 개발과 경영평가 방법을 제안하였다. 이들 지표는 크게 3가지 형태로 구성되어 있다. 대 기준에는 책임경영부문, 경영관리부문, 사업운영부문, 고객만족부문 등 4부문으로 구성되어 있으며, 중 기준에는 책임경영을 위한 노력 등 15개 항목, 소 기준에는 관리자의 경영철학 및 전 직원의 책임경영에 참여도 등 44개 항목으로 이루어져 있다. 이들 지표 배점은 AHP 기법을 이용하여 각 항목별 가중치를 산정하여 배점한 결과이므로, 실제 업무를 집행하면서 운영선사 및 선박특성을 감안한 항목 간 가중치 조정에 의해 평가지표 기준별 배점 조정이 필요하리라 본다.

One of organization's generic functions is the interpretation of events to carry out decision-making activities. In intelligent Data Interpretation System(IDIS), Interpreting is computationally modeled as classification of new data into categories having similar features. We define the Extensional Object Model(ExOM) as a formalism for IDIS. In ExOM, objects and categories are loosely coupled to provide flexibility for both object description and category definition in data gathering and interpretation process. Objects are classified inductively based on exemplars of categories as well as deductively based on category structures.

본 논문에서는 많은 사용자층을 가지고 있는 개인형 커뮤니티를 이용하여 양질의 정보를 중복 없이 집중적으로 관리하고 효과적인 검객 기능을 제공하는 교육용 커뮤니티 서비스 시스템을 제안한다. 이 시스템은 MetaData와 Category를 통해 검색과 관리의 효율성을 높인 것으로 개인형 커뮤니티의 장점은 살리고 단점을 개선한 자기 주도적인 교육용 커뮤니티 시스템이다. 이 시스템을 검증하는 도구로 블로그를 활용하여 자동으로 생성되는 교육용 블로그 체인 서비스인 EduLOG(Educational blog)를 구현하였다. 특별히 세계적인 MetaData의 기반인 더블린코어의 MetaData요소를 근거로 이 서비스에 맞는 MetaData를 추출하였고 교육용 커뮤니티 사이트와 공적인 교육관련 기관들이 제시한 교육 Category를 근거로 새로운 Category를 만들어 이 시스템에 적용하였다. 그리고 이 서비스가 원하는 성능을 제공하는지 웹사이트 평가인증표를 기준으로 설문지를 작성하고 전문가를 통해 평가하였다. 이 평가 결과에 의하면 검색의 정확성, 낮은 재현율, 정보 등록 및 접근의 용이성, Category별 정보의 집중관리 부분 등에서 평균 평점 3.5(/5.0) 이상의 좋은 점수를 얻어 그 효율성을 확인할 수 있었다. 그러므로 본 논문에서 제안한 시스템은 향후 효율적인 정보저장소와 검색소의 역할을 담당할 것으로 확신한다.

최근 토지오염은 토지이용 현황에 따라 많은 환경 문제들을 유발하고 있는 가운데 이에 대한 관리가 시급한 실정이다. 본 논문에서는 점 및 비점오염원 인자에 의한 토지오염 지역의 합리적 분석을 위해 토지의 주된 용도에 따른 지목정보를 이용하여 토양오염 지역을 분류하였다. 또한 지목정보 분석을 통해 토지오염원 정보를 효과적으로 수집할 수 있었다. 이는 토양오염 실태조사 및 관리를 위한 중요한 요소로 분류한 토지정보는 토양환경 관리와 보존을 위해 활용 되어지며 향후 토지의 이용규제와 합리적인 보존관리에 활용될 것으로 판단된다.

It is challenging to build the integrated information system for a large scale cooperative R & D project. To develop the aircraft program which especially has several leading agencies and is supported by many demestic/foreign participating companies, the common data flow in harmony is the core factor to achieve a development goal. For this, the development are carried out maintaining the existing management systems of agencies and companies. As a first step, the standard for the common data information and the classification category of technical data are defined. Second, the work flow standards are also set. Based on the foundation, the efficient technical data management system are built including the function of storage, inquiry, revision, link, approval, submission, etc.

This study was design to grope the suggestions leading synergic effects by bridging the gap between headquarters and branch office, and so to identify the infra-system of contract foodservice management company (CFMC) necessary for operating any kind of branch office including school, hospital and business and industry (B＆I). Among 8 categories consisted of infra-system in CFMC, 'C8. Evaluation ＆ analysis for branch office's operation' was the most important category in the headquarter's viewpoint, while 'C3. Sanitation management system' was the most important category in branch office's viewpoint. In support and application, 'C3. Sanitation management system' was the highest category in both headquarters and branch offices including school, hospital and B＆I. As a result of analysis on gap between main and branch office in importance, support and application in 8 categories, the efforts of communication and community of perception for infrastructure were needed, because 'C4. Education ＆ training for human resource management (HRM) system' and 'C8. Evaluation ＆ analysis for branch office's operation' in importance, 'C2. Menu management system', 'C4. Education ＆ training for HRM system', 'C6. Facility ＆ utility support system' and 'C8. Evaluation ＆ analysis for branch office's operation' in support had a gap. Correlation analysis to grasp the relation between importance of infra-system and headquarters' support or branch office's application showed that headquarters's importance and support were correlated positively in 'C3. Sanitation management system', 'C6. Facility ＆ utility support system', 'C7. Customer satisfaction management system' and 'C8. Evaluation ＆ analysis for branch office's operation' and branch office's importance and application were correlated positively in 'C1. Procurement ＆ food processing system', 'C5. Management Information system', 'C7. Customer satisfaction management system' and 'C8. Evaluation ＆ analysis for branch office's operation'. Lastly, 'C6. Facility ＆ utility support system' in the branch office of school and hospital and 'C2. Menu management system' in the branch office of B＆I were high in importance, low in support and application, therefore Intensive support for these categories was needed. In conclusion, continuous check and improvement for categories, which were identified as an urgent problems to be solved in this study, among infra-structure qualifying for CFMC, would enable contract foodservice industry that has grown quantitatively till now to grow qualitatively.

본 연구에서는 국제기준 및 산업환경 변화에 따른 의료기기 품질경영 평가모델, 즉 의료기기 제조기업의 품질경영시스템의 인허가와 상시점검에 필요한 평가기준의 구성요소를 도출하고, 이를 평가도구로 의료기기 제조기업에 적용하여 실행수준의 평가 및 경영성과에 미치는 영향을 검증하였다. 본 연구에서는 선행연구 검토, 전문가 면담조사에 따라 예비항목을 마련하고, 기획, 실시, 점검, 조치 등 4개 영역의 요인으로 대분류 항목을 정의한 후, 각각의 평가계층과 평가항목을 구성하였으며, AHP에 의한 가중치와 중요도를 산출하였다. 그 결과, 기획 요인에서는 책임의 명확화와 품질관리 목표설정의 항목, 실시 요인에서는 개별제품을 중심으로 한 요구사항의 관리 및 설계 개발 프로세스의 관리에 관한 평가항목, 점검 요인에서는 정보의 측정 분석에 대한 관리항목, 조치 요인에서는 인증기준 및 법규, 규제에 대한 검토항목이 상대적으로 중요하게 나타났다. 이에 도출된 평가모델을 평가도구로 삼아 의료기기 제조기업에 적용함으로써, 품질경영 실행수준의 평가와 경영성과에 미치는 영향을 조사 분석하였다. 연구대상 의료기기 제조기업들은 비교적 양호한 수준의 품질경영 실행수준을 보이고 있고, 이를 통해 일정수준의 경영성과를 얻고 있는 것으로 나타났다. 또한, 각 요인과 평가계층들이 대부분 경영성과에 유의한 영향을 미치는 것으로 분석되었다. 특히 의료기기 품질경영시스템은 인허가 취득이 주목적이지만, 인허가와 직접적인 관련이 없는 경영환경적 요소들이 중요하며, 기업 내 외부에서 이러한 요소들이 연계성을 갖고 통합적으로 운영되는 것이 효과적이라는 점을 알 수 있었다.

In this paper, I investigate the impact of quality management activities on the public sector within the framework of Malcolm Baldrige (MB) national qualify model. The Structural Equation Modeling approach has been employed to investigate the cross influences among the seven MB categories. This empirical study shows that a number of statistical hypotheses are significant. The leadership category is the most important driver among the quality management activities. This, in turn, implies that the main source in quality management is to foster a solid qualify oriented leadership system. Categories such as Information Analysis, Strategic Planning, Human Resource Development and Management, and Process Management are significantly related to the Customer Satisfaction category. In addition, leadership, Information Analysis, and Customer Satisfaction categories ere significantly influential to Management Performance.

본 연구는 지속적으로 제기되어온 실제 토지이용현황과 지적공부상 지목 불일치에 대하여 지적소 관청인 시·군·구청의 행정적·관리적 입장에서의 법률적 한계와 토지소유자 등 민원인의 입장에서 지목제도의 현실적인 문제점을 살펴보고 이를 해결할 수 있는 방안을 도출해보고자 하였다. 본 연구에서는 지적공부를 등록·관리하는 법령에서 토지의 용도에 따라 지목을 어떻게 구분하고 있는지와 토지의 용도와 이용을 제한하는 법률에 대하여 알아보고 이들 법률에 의하여 지적공부상 지목과 현실에서의 사실 지목이 불일치하는 상황이 어떻게 발생하는지 살펴보고, 지목의 통폐합과 세분화를 통한 지목체계 개편방안과 지목제도 운영에 있어서 지목설정 단일화와 지목변경 대상을 최소화하는 방안을 제시하고 토지소유자 등 국민의 재산권행사 제한을 최소화 할 수 있도록 법률 개선방향을 제시하였다.

본 연구는 우리나라 보호지역의 특성을 반영하여 IUCN 카테고리 시스템 적용하기 위한 방안을 도출하였으며, 도출된 IUCN 카테고리 시스템을 소백산국립공원에 적용해 봄으로써 동 시스템의 적용가능성을 검토하였다. 우리나라 보호지역에 IUCN 카테고리 시스템 채택을 위해 고려해야 할 사항으로는 보호지역 관리목적에 있어 (1)원생지 보호 개념, (2)자원의 지속가능한 이용, (3)문화적 전통적 특성 유지 등에 대해서 우리나라 특성에 맞는 유연한 접근이 필요한 것으로 나타났다. 또한 용도지역 면적 및 용도지구별 행위규제 내용에 대한 고려, IUCN 카테고리 별 이용유형의 상대적 비교(탐방, 자원이용, 거주), 복합적 분류의 활용 등이 필요할 것으로 판단된다. 이를 고려할 때, 우리나라의 보호지역에 대한 IUCN 카테고리의 적용원칙으로는 (1)원생지 개념의 보호지역(Ib) 적용 배제, (2)자연자원의 지속가능한 이용에 있어 극히 제한적 이용(자연보존지구, 자연환경지구의 합이 95%이상) 개념 고려, (3)거주민 점유 수준 등 관리여건 고려, (4)생태계 서비스 유지 개념 고려, (5)복합적 분류 활용을 선택할 수 있다. 이 원칙에 따라 IUCN 카테고리 적용 분류키를 소백산 국립공원에 적용하면, 소백산 국립공원은 IUCN 카테고리 II에 적합하고, 소백산 국립공원 내 천연기념물로 지정되어 있는 주목군락지는 카테고리 Ia 지역이 적합하다. 본 연구에서 제안한 보호지역의 분류키는 향후 보호지역의 카테고리 적용을 위한 기초자료로 활용될 수 있을 것으로 사료된다. 향후 IUCN 카테고리 채택을 통한 보호지역의 효율적 관리를 위해서는 카테고리별 차별화된 관리가 가능하도록 각 카테고리의 보전 목적에 적합한 법제도에 대한 검토와 관리수단에 대한 연구가 필요할 것이다.
