H12 모형을 이용한 도시침수원인 및 침수방어벽의 효과 분석 (Retrospective analysis of the urban inundation and the impact assessment of the flood barrier using H12 model)

  • 2020년 7월 30일 대전광역시 서구 A 아파트에서 새벽에 발생한 집중호우로 차량 78대와 아파트 2개 동이 침수되어, 사망 1명, 이재민 56명의 피해가 발생하였다. 본 연구에서는 1차원 관거-2차원 지표 흐름(1D-2D) 통합 해석 모형인 H12 모형과 고해상도 지표면 자료를 이용하여 침수 사상을 재현하고, 원인을 분석하였다. 또한, 침수 재해 발생 이후 A 아파트 주위에 설치된 침수방어벽의 침수 방어 효과를 분석하였다. 분석 결과, 좁고 가파른 유역형상, 주변 대비 고도가 낮은 대상 지역의 지형적 요인과 폭우로 인해 상류로부터 급속히 발생한 유출이 하류 저지대에서 배수되지 못해 발생한 침수 재해로 분석되었다. 침수방어벽의 효과를 분석하기 위해 고해상도 지표면 입력자료를 변경하여 침수방어벽 설치 전후를 모의하여 비교한 결과, 설치 후 A 아파트 단지 내 침수 수위가 낮아져 홍수 저감효과가 뛰어난 것으로 평가되었다. 본 연구를 통해 초고해상도 물리 기반 모형을 이용한 침수 원인 분석 및 저감 대책의 정량적 평가가 가능함을 확인하였다.

도시 산림습지 내 양서류 서식처 조성방안 연구 (Planning for Amphibians Habitats in Urban Forest Wetlands, Korea)

  • This study set out to identify problems with amphibian habitation by the wetland types and improve their habitation environment in urban forest wetlands, thus creating a habitat for amphibians. Study site include forest swamps in Jatjul Park as well as Yeoji neighborhood Park in Guro-gu, and in Choansan neighborhood Park in Dobong-gu. The forest swamp in Jatjul Park gets its water from Mt. Maebong and it is a former escalated farmland-turned wetland. The swamp area is $2,500m^2$, a forest zone and a landscape planting site are 83.27% and 6.70% each. Target species Seoul pond frogs are inseparable from rice fields because they live in a short radius of and lay eggs in or near paddy fields, and Rana nigromaculata have similarities with Rana plancyi chosenica in choosing their habitats. There was need for paths that would lead to other paths so amphibians would spread to other parts of the forest and for measures to secure open water. Modifying a variety of routes for water, human and animals along with building a buffer to keep the core habitation zones were required. The forest swamp in Yeonji neighborhood Park used to be a water reservoir on the foot of Mt. Gunji. The swamp area is $1,980m^2$, a forest zone and farmland account for 80.61% and 4.88% each. Non-point pollutants from upstream along run into the subject forest marsh, bare ground on the around swamp and steep stone embankments obstructed amphibians. Target species was Bufo gargarizans that live in forests and edges of hills and spawn in deep water. The forest swamp in Choansan neighborhood Park gets its water from Mt. Choan and it is close to its water source that it is a mountain stream forest wetland. The basin and the swamp are $35,240m^2$ and $250m^2$ in size respectively. A forest zone accounts for 90.20%, high stone embankments laid in refurbishing the valley obstruct amphibians and there is water shortage in times of droughts. Target species were Rana coreana, Rana dybowskii and Hynobius leechii that live in mountain valleys, streams and wetlands and lay eggs in forest marshes and rocks in valleys. Looking into the three swamps of amphibian habitation, I came to conclusions that those wetlands were suitable for their amphibians but man-made facilities blocked their corridors leading to other corridors and even killed off target species in some parts of those swamps by destroying those parts. Amphibians live in water, on ground and underground at different stages of life. Hence, we should take this fact into consideration when planning their habitats and design core habitation zones, buffers zone and use zones accordingly. Buffer zones ought to be between core habitation zones and surrounding trees. Aiming at protecting core habitation zones, buffers should be in harmony with habitation zones. Use zones should be minimized in size and not in direct contact with core habitation zones.

LSTM과 SGI를 이용한 미래 가뭄 발생 가능성 분석 (Possibility analysisof future droughts using long short term memory and standardized groundwater level index)

  • 본 연구는 심층학습 기법인 Long Short Term Memory (LSTM)를 이용하여 지하수위를 예측 후 표준지하수위지수(Standardized Groundwater level Index, SGI)를 산정함으로써 미래 가뭄 발생 가능성의 분석을 목적으로 하고 있다. LSTM 모형을 이용하여 금호강 유역의 지하수위를 미래 3년에 대해 예측을 하였으며, 예측시 최근 3년을 제외한 관측 자료로 학습 후 RMSE를 통해 검증하였다. 예측 자료와 관측 자료를 이용하여 시간적 SGI를 산정하였다. 산정된 SGI는 연구 지역 내 보간을 하였고, 보간된 SGI는 소유역별 평균값으로 공간적 SGI를 산정하였다. 산정된 시공간적 SGI를 이용하여 시공간적 가뭄 발생 가능성에 대해 분석하였다. 시공간별로 가뭄 발생 가능성에서 차이가 발생하는 것을 확인하였다. 향후 심층학습 모형의 개선 및 검증 방법의 다양화를 통해 신뢰성이 더욱 높은 예측 결과를 도출할 수 있고, 연구 적용 지역의 확대를 통해 전국적인 가뭄 대응 정책에 활용이 될 수 있으며, 더 나아가 미래 수자원 관리 차원에서 중요한 정보를 제공할 수 있을 것이다.

저영향개발기법이 도시 유출에 미치는 영향 (The Effect of Low Impact Development Techniques on Urban Runoff)

  • 도시개발의 지나친 진행에 따라 불투수면의 증가로 인해 유출이 증가되어 도시 홍수에 대한 우려가 증가되고 있으며, 도시 유역의 물순환을 개발 이전과 같은 상태로 되돌리고자 하는 노력이 지속되고 있다. 이를 위한 노력으로 저영향 개발(Low Impact Development, LID) 기술이 저류, 침투, 증발산과 같은 기작을 통해 도시개발 전후의 수문 현상을 모사하기 위해 주목받기 시작했으며, LID를 실제 유역에 도입할 수 있는 기법에 대한 연구가 국·내외에서 활발하게 이루어지고 있다. 본 연구에서는 도시 소유역에 강우-유출 수문모형인 SWMM의 모의를 통해 LID를 적용하여 목표로 유출량 저감 효과를 시나리오 별로 분석 및 평가하였다. SWMM-LID 모형을 가산1빗물펌프장 유역을 대상으로 구축하였으며 옥상녹화와 투수성 블록 포장 기법을 기법별 정성평가를 통해 유역에 적용할 LID 기법으로 선정하였다. SWMM내에서 저류 및 침투를 통한 총 유출량 감소 효과를 위해 설정되어야 하는 각 인자들을 설계 하였으며, 6가지 시나리오를 선정하여 모의한 결과, 투수성 포장에 의한 저감 효과가 옥상녹화에 의한 저감 효과보다 더 크게 나타났다. 향후 유역의 특성에 맞는 LID 시설의 설계가 필요하며, 특히 서로 영향을 미치는 하천이나 지하수위 등 도시 수자원 요소들은 전체 시스템에서 고려할 수 있도록 고려되어야 한다.

낙동강수계 농촌유역의 토지이용 및 수질 특성 (Properties of Water Quality and Land Use at the Rural Area in the Nakdong River Watershed)

  • 낙동강수계내 농촌유역의 토지이용 및 수질특성과의 관련성을 파악하기 위해서, 주요 농촌 소유역 중소하천 72지점을 대상으로 2001년, 2003년, 2005년의 수질을 각 년 3회씩 각 유역별로 조사하였다. 또한 유역의 오염현황과 유역특성과의 관계도 분석하고자 하였다. 낙동강 상류의 수질은 EC의 경우, $0.040\sim0.510$ dS/m, DO는 $3.55\sim22.60$ mg/L, T-N이 $0.32\sim16.64$ mg/L, $NO_3-N$$0.00\sim12.21$ mg/L, T-P는 $0.000\sim0.860$ mg/L, $PO_4-P$$0.000\sim0.640$ mg/L로 조사되었고 하류의 수질은 EC의 경우, $0.030\sim0.520$ dS/m, DO는 $4.13\sim18.36$ mg/L, T-N이 $0.38\sim26.88$ mg/L, $NO_3-N$$0.10\sim20.12$ mg/L, T-P는 $0.002\sim0.820$ mg/L, $PO_4-P$$0.00\sim0.690$ mg/L로 조사되어 소유역별 수질은 큰 차이는 없었지만 전반적인 경향은 낙동강 상류지역의 소유역에서 유출되는 오염도가 하류지역의 소유역보다 높게 조사되었다. 수질과 토지이용의 점유율과의 상관관계는 BOD와 시가화가 0.541(p<0.01)로 가장 높은 양의 상관관계를 보였고, $PO_4-P$가 산림과 -0.451(p<0.01)로 가장 낮은 음의 상관관계를 보였다. T-N, $NO_3-N$, pH는 모든 유역 특성과 유의성이 없었고 수역은 모든 수질 항목과 유의성이 없었다. 또한 시가화는 T-N, $NO_3-N$, pH을 제외한 모든 수질 항목에서 유의수준 1%이내로 양의 상관관계를 나타내어 수질 악화의 원인으로 작용하였고 산림의 경우 대부분의 수질과 음의 상관관계를 보여 수질 개선의 요인으로 작용하였다.

한국의 지역개발과 댐건설 (Regional Development And Dam Construction in Korea)

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.
