ERGONOMICS APPROACH IN SHIPPING CASUALTIES

  • Earlier studies indicated clearly that information obtained from conventional statistics cannot provide guidance on detailed casualty analysis. Much more is needed if casualty statistics are to play a proficient and vigorous role in encouraging safety. Specific difficulties originate from making the causal relationships clear. Fault tree analysis and symbolic modeling of functional block diagram are an efficient aid in safety analysis so that these methods are generally used in other industries. This paper describes the application of these tools in shipping casualties and how to evaluate the relationships between different causes of ship casualties. Thesee methods are proved to be an efficient and useful tools to indicate the relationships between individual physical factors. In addition these models permit easy understanding and recognition of the factors leading to individual casualty

  • Most of marine casualties are caused by not only wrong operation of equipments but also lack of knowledge about navigational equipments or systems. But we can say these casualties result from lack of ship handling skill or lack of situational awareness. This study aims to investigate the recent status of SHS and suggest several recommendations such as teaching skills, evaluation skill, etc. to make more efficient crew training with SHS (ship handling simulator).

  • To improve SAR capabilities in Korea, marine casualties during 5 years(1995-1999) were analyzed and drifting experiment of G/T 50 ton class vessel was carried out off Pusan harbor. As a result, it was found that the occurrence of casualty by fishing boat ranked highest and a considerable numbers of casualties took place more than 20 miles off the shore, and leeway was computed by two drifting experiments as 0.045U - 010 $^{\circ}$, 0.037U+ 021 $^{\circ}$ respectively.

  • Through this study, we developed a model for predicting chemical accidents lead to casualties. The model was derived from the logistic regression analysis model and applied to the variables affecting the accident. The accident data used in the model was analyzed by studying the statistics of past chemical accidents, and applying independent variables that were statistically significant through data analysis, such as the type of accident, cause, place of occurrence, status of casualties, and type of chemical accident that caused the casualties. A significance of p < 0.05 was applied. The model developed in this study is meaningful for the prevention of casualties caused by chemical accidents and the establishment of safety systems in the workplace. The analysis using the model found that the most influential factor in the occurrence of casualty in accidents was chemical explosions. Therefore, there is an urgent need to prepare countermeasures to prevent chemical accidents, specifically explosions, from occurring in the workplace.

  • Marine casualties are caused mainly by collisions and grounding, due to human error. The SMART Navigation Service is preparing a measure to reduce marine casualties caused by human error and establish an LTE Accident Vulnerability Monitoring System (SV10) to evaluate the danger of collision or grounding for a vessel based on location information collected on land. This service will also share real-time vessel locations and danger information with related agencies to enable them to respond more quickly to accidents on land. In this study, statistical reports on marine casualties and investigation reports provided by the Korea Maritime Safety Tribunal are analyzed, so the percentage of marine casualties that could be reduced using the SV10 service could be identified.

  • According to the recent statistics of marine casualties in Korea, fishing boats are more likely to be ended in the casualties, and small fishing boats especially cause much more accidents in sinking and capsizing than any other big vessels. These casualties were mainly produced from the ignorance on the lack of own ship stability. From this view, this study aims to analyze the characteristics of stability on the crab trap fishing boat receiving transverse wave by means of carrying out the water tank test. The rolling angle of the model ship was affected largely with the displacement and the wave period of it, and the trends were shown that the magnitude of the angle was proportional to the displacement, but inversely to the wave period. And the wave height had effect on the rolling angle just in the specific range of the wave period. The force of steady wind didn't have influence on the rolling variation significantly.

  • In this paper, the factors of 1680 marine casualties occurred during 1986-1988 are analysed by the Principal Component Analysis. The main results are as follows: 1. Most of marine casualties result from the human factors such as careless operation and insufficient engine maintenance. Engine trouble is main part of accidents and great number of accidents is rated for fishing vessels. 2. Accidents are serious in case of cargo ships, passenger ships and tankers from the point of view of the damage of human life and properties. On the other hand, those are not so serious matter in case of fissing vessels and governmental vessels. 3. Grounding, collision and capsizal mainly result from careless operation, however material defect result in flooding

  • In a situation of crisis, an ambulance is dispatched according to the given emergency management information system(EMIS). However, the problem of past EMIS is that they did not concentrate on the reliable communication between the ambulance and medical specialists, thereby causing some needless casualties. This paper presents HEMIS, a highly-reliable emergency management information system, to solve such flaws. The effects showed that HEMIS was superior in data packet size, data safety and quality of service(QoS) to that of typical EMIS. Therefore, HEMIS is expected to increase the quality of medical service in ambulances, thereby decreasing casualties of patients carried in ambulances.

Analysis of Actual State of Motor Vehicle Fires in Korea (자동차화재 실태 분석)

  • The actual state of motor vehicle fires was analyzed based on Annual Report on Fire Statistics and National Fire Data System and as a result, the followings were obtained. Motor vehicle fires occur over 16 cases every day with over 0.5 casualties and direct property loss of 50 million won. Most motor vehicle fires are caused by mechanical reasons, followed by electrical factors and arson. Arson accounts for 7.39% of all fires but 13.79% of all motor vehicle fires. Yearly fatalities and casualties per 100 motor vehicle fires were 0.9 and 2.4 on the average, respectively. Although fires which occur in the expressway account for 12.55% of all motor vehicle fires, fatalities, casualties, and property loss caused by motor vehicle fires in the expressway were 16.12%, 21.05%, and 20.65%, respectively.

  • Global warming has also increased the number of casualties caused by heat-related diseases caused by heat waves along with an increase in global temperature. The vulnerable groups from heat wave damage are outdoor workers and the elderly in particular, and it is necessary to respond the increasing heat wave damage. We propose a real-time control platform in order to reduce casualties of the vulnerable group from heatwaves, this research collects and analyzes user's vital signs data from wearable devices that generates alarms out of the suspected victims who are expected to be affected by heat-related illness and to respond quickly.
