Korea is surrounded on three sides by the sea, through the maritime transportation accounts for close to 90% share in the total cargo volume. In addition, there are amount of small and medium-sized fishing vessels registered. These days, a number of maritime accidents caused many casualties and having an adverse effect on the marine environment. Therefore, there is a need for a maritime traffic control has been increasing. Information about the ship is divided into AIS information for VTS, Port Management Information System (Port-MIS) operated by the Port and vessels pass (VPASS) that are installed on fishing. However, there is a problem that is not achieved the information exchanged between each other. That is, information on the vessel are stored in diverse inefficient in the management, operation and utilization. This paper discusses the ways to efficiently manage and integrate vessels information for VTS, and proposes the method for implementation and application.

Scientific and technological progress is also fundamental to the evolving merchant shipping industry, both in terms of the size and speed of modern ships and in the level of their technical capabilities. While the freight performance of ships is growing, the number of crew on board is steadily decreasing, as more work processes are being automated through the implementation of information technologies, including ship management systems. Although there have been repeated appeals from international maritime organizations to focus on building effective maritime security defenses against cyber attacks, the problems have remained unresolved. Owners of shipping companies do not disclose information about cyberattack attempts or incidents against them due to fear of commercial losses or consequences, such as loss of image, customer and insurance claims, and investigations by independent international organizations and government agencies. Issues of cybersecurity of control systems in the world today have gained importance, due to the fact that existing threats concern not only the security of technical means and devices, but also issues of environmental safety and safety of life at sea. The article examines the implementation of cyber risk management in the shipping industry, providing recommendations for the safe ship operation and its systems in order to improve vulnerability to external threats related to cyberattacks, and to ensure the safety and security of such a technical object as a seagoing ship.
The shortage of research in Vietnam port evolvement is uncontroversial although a huge amount of investment is observed to upgrade both quantity and quality. This study examines the port system performance, in the context of spatially concentration ratio, in Southern Vietnam for the period 2007-2016, by using prevailing indicators for spatially concentration assessment including concentration ratios (CR), the Herfindahl-Hirschman index (HHI), the Gini coefficient, the Lorenz curve and shift-share analysis (SSA), a trend of deconcentration is described in Southern Vietnam port system, since the traditional ports to new deep-water ports. Also, driving forces of this shifting would be discussed in detail. Implications from this study would enable not only port administrators, port operators but also shipping lines, cargo owners, logistics service providers to comprehensively understand the growth of the port system in Southern Vietnam.
In the past 20 years, passenger and cargo transportation performance at the international passenger ports in Korea have increased by 8.6% on the compound annual growth rate, respectively. The Korean government had expected to continue expanding the market of car ferries and the government included plans for the development of additional routes and lanes with neighboring countries such as China, J apan, and Russia as a part of the Plan of the Korean Ministry of Oceans and Fisheries in 2019. However, compared to the development of routes, the management and operation of passenger terminals are inefficient. The purpose of this paper was to introduce the overall improvement of the passenger terminal operating system that reflects the recent changes in the supply and demand of international passenger vessels and the needs of the government and private sector passengers. To this end, a basic survey was conducted on the status of operations and facilities at the Busan International P assenger Terminal and a questionnaire survey was administered on the subject of use. The results of the survey were analyzed using the IPA model. As a result of the analysis, three items in the operation sector, three items in the facility sector, and four items in the system sector of the Busan International Passenger Terminal were identified as in need of improvement. Based on the results, the need for investment to improve the international passenger terminal operating system is suggested.

In this paper, practical problems for current feeder service between Busan port and west coast of Japan were extracted through in depth interviews with Japanese feeder vessel companies, shippers, and port authority based upon which major criteria (elements) for improvement of the feeder network are structured in hierarchic order and weighed relative importance through AHP method. From the questionnaire answered by Korean and Japanese port users and experts the weights of criteria were calculated and the shipping service was ranked the first by both parties with 0.235 and 0.217, respectively. The port service and support system ranked the second and the third, whereas the port marketing was shown to be the lowest of all. Considering the overall weights, the increase in a port loading and unloading speed of port service was followed by provision of dedicated deck for feeder vessel of port facilities for Korean respondents. Therefore, speed up of the port operations and providing docks for feeder vessel are to be firstly provided for more efficient feeder operations, which would be the basis for the construction of optimal transportation network.

The objective of this paper is to quickly examine the prosperity of a marine transportation system ana port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul. as well as between South Korea and North Korea. Specifically. a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. The intent is to prove that prosperity is possible through the development of marine transportation and port service.

The purpose of this research is to present the improvement measure of lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge. For this purpose, this research tries to find out major northeast asia environment factors and accordingly the effects of its. The effects of coastal shipping system's development strategy is analysed by structural equation model and multiple regression model. Research results show that three types of coastal shipping developing strategy(connected transportation system, structure of coastal shipping system, governmental support policy) will contribute much to be logistic hub-nation. The contribution effects is increasing cargo from strengthened feeder transport system and maximizing logistic service &minimizing logistic costs. From the result, some implications are derived as follow. First, familiar environmental balanced ocean-coastal transport system is required. Second the one-stop logistic service system is necessary to build excusive feeder port, and to establish Ro-Ro ship & high-speed ship, etc.. Third, governmental support policy and subsidy(tax exempted oil & various tax benefits) are required to bring up lagging behind coastal shipping system to be a logistic hub-nation with a competitive edge.
Over the past 20 years, Korea's number of international passengers and freight transportation records has increased by 8.6% per year, respectively. However, despite the development of sea lanes and increased voyages, there have been constant calls for improving the inefficient management of international passenger ports. Hence, this paper presents improvements and further directions for international passenger port management. Focusing on the Incheon International passenger port as a representative case study, the main results show that the most important, urgent, possible measures for improving the port management include (i) the expansion of customs personnel and implementation of a 24-hours customs clearance system in operation, (ii) installation of buffer facilities between the ferry and ferry cargo and establishment of hinterland specialized in car ferry freight in a facility, and (iii) clear standards for cost-bearing subjects and limitation of high cost related to terminal use in institution. These results imply the need for government policy access and investment reflecting stakeholder opinions at various levels, such as operation, facilities, institution, and so forth, for efficient management of international passenger ports.

The characteristics of ship traffic routes and the long term fluctuation in marine traf ic volume of the incoming and outgoing routes of the Yeosu Gwangyang Port were analyzed using vessel traffic data from the past 22 years and a real-time vessel traffic volume survey performed for 72 hours per year, for three years, between 2015 and 2017. As of 2017, the number of vessels passing through Yeosu Gwangyang Port was about 66,000 and the total tonnage of these ships was about 804,564 thousand tons, which is a 400 % increase from the 189,906 thousand tons shipped in 1996. Specifically, the dangerous cargo volume was 140,000 thousand tons, which is a 250 % increase compared to 1996. According to the real-time vessel traffic volume survey, the average daily number of vessels was 357, and traf ic route utilization rates were 28.1 % in the Nakpo sea area, 43.8 % in the specified sea area, and the coastal area traf ic route, Dolsan coastal area, and Kumhodo sea area showed the same rate of 6.8 %. Many routes meet in the Nakpo sea area and, parallel and cross passing were frequent. Many small work vessels entered the specific sea area from the neighboring coastal area traffic route and frequently intersected the path of larger vessels. The anchorage waiting rate for cargo ships was about 24 %, and the nightly passing rate for dangerous cargo ships such as chemical vessels and tankers was about 20 %. Although the vessel traffic volume of Yeosu Gwangyang Port increases every year, the vessel traffic routes remain the same. Therefore, the risk of accidents is constantly increasing. The route conditions must be improved by dredging and expanding the available routes to reduce the high risk of ship accidents due to overlapping routes, by removing reefs, and by reinforcing navigational aids. In addition, the entry and exit time for dangerous cargo ships at high-risk ports must be strictly regulated. Advancements in the VTS system can help to actively manage the traffic of small vessels using the coastal area traffic route.
In the past twenty years, there has been a rapid increase in the volume of traffic in Korea due to the Korean great growth of the Korean economy. Since transformation provides an infrastructure vital to economic growth, it becomes more and more an integral part of the Korea economy. The importance of coastal shipping stands out in particular, not only because of the expansion limit on the road network, but also because of saturation in the capacity of rail transportation. In spite of this increase and its importance, coastal shipping is falling behind partly because it is givenless emphasis than ocean-going shipping and other inland transportation systems and partly because of overcompetition due to excessive ship tonnage. Therefore, estimating and planning optimum ship tonnage is the first take to develop Korean coastal shipping. This paper aims to estimate the optimum coastal ship tonnage by computer simulation and finally to draw up plans for the ship tonnage balance according to supply and demand. The estimation of the optimum ship tonnage is peformed by the method of Origin -Destimation and time series analysis. The result are as follows : (1) The optimum ship tonnage in 1987 was 358, 680 DWT, which is 54% of the current ship tonnage (481 ships, 662, 664DWT) that is equal to the optimum ship tonnage in 1998. this overcapacity result is in excessive competition and financial difficulties in Korea coastal shipping. (2) The excessive ship tonnage can be broken down into ship types as follows : oil carrier 250, 926 DWT(350%), cement carrier 9, 977 DWT(119%), iron material/machinery carrier 25, 665 DWT(117%), general cargo carrier 17, 416DWT(112%). (3) the current total ship crew of 5, 079 is more than the verified optimally efficient figure of 3, 808 by 1271. (4) From the viewpoint of management strategy, it is necessary that excessive ship tonnage be reduced and uneconomic outdated vessels be broken up. And its found that the diversion into economically efficient fleets is urgently required in order to meet increasing annual rate in the amounts of cargo(23, 877DWT). (5) The plans for the ship tonnage balance according to supply and demand are as follows 1) The establishment of a legislative system for the arrangement of ship tonnage. This would involve; (a) The announcement of an optimum tonnage which guides the licensing of cargo vessels and ship tonnage supply. (b) The establishment of an organization that substantially arrangement tonnage in Korea coastal shipping. 2) The announcement of an optimum ship tonnage both per year and short-term that guides current tonnage supply plans. 3) The settlement of elastic tariffs resulting in the protect6ion of coastal shipping's share from other tonnage supply plans. 4) The settlement of elastic tariffs resulting in the protection of coastal shipping's share from other transportation systems. 4) Restriction of ocean-going vessels from participating in coastal shipping routes. 5) Business rationalization of coastal shipping company which reduces uneconomic outdated vessels and boosts the national economy. If we are to achieve these ends, the followings are prerequisites; I) Because many non-licensed vessels are actually operating and threatening the safe voyage of the others in Korea coastal routes, it is necessary that those ind of vessels be controlled and punished by the authorities. II) The supply of ship tonnage in Korean coastal routes should be predently monitored because most of the coastal vessels are to small to be diverted into ocean-going routes in case of excessive supply. III) Every ship type which is engaged in coastal shipping should be specialized according to the characteristics of its routes as soon possible.
