  • The paper explores the return migration choice of graduates, which takes place during the transition from higher education to the labor market. Graduate students, after a short time in temporary migration to cities for studying, have to make a decision of returning back home or staying in migration in urban areas for working. Drawing on the mechanism identified in the literature on internal migration, this empirical research tests the effects of two factors: place attractiveness and social supports factors on graduates' decision to return migration to hometown. A binary logit regression analysis was conducted with data from 502 surveyed graduates in Hanoi, Vietnam. The analysis of the motives reported by graduates indicates that return migration decisions cannot be reduced to a single dimension. Perceived attractiveness of a region such as quality of living environment, job opportunities, and social context of individuals positively impact on student' decision to return migration after graduation. The research results imply that, in a collectivistic country like Vietnam, students' choice of future career is strongly influenced by their social context, and choosing a place to work is not simply a matter of earning a higher salary or enjoying better working conditions, but is also related to family issues.

  • As international mobility of the high-caliber manpower increases, recruitment of the brain from overseas becomes a critical factor in determining national innovation capacity. This paper reviewed the theories of reverse brain drain, summarized the factors for recruitment of the brain from abroad, and empirically analyzed priority of the factors through the survey on overseas scientists from Vietnam, using conjoint analysis. The results of the analysis shows that high-level salaries, proper research environments, and environment for child education were the important factors. Factors such as scientists respect culture and career development opportunities are not considered important. This paper shows that the exceptionally higher salary should be paid and it also indicates that the policy determination from Vietnam government should be made accordingly.

First, the reason that women of other cultures wants to marry Korean men is because they find it a good opportunity, as they expect that Korean husbands will take responsibility of their family. On the other hand, Korean men also expect that they would have some similarities to each other. Also, in southeastern Asian men have more freedom than women to choose an international marriage in Southeastern Asia. Second, mixed-culture couples in everyday life are affected by communication problems, cultural differences, natural environment, financial situation, male -dominant attitude, self-adjustment pressure, house-work role and financial support from their own country. • The development and maintenance of human capacity in economies is critical to long term competitiveness, but also for the overall health and environment of regions. Yet, human science and technology-based capacity is multidimensional and has interrelated characteristics which present certain policy challenges. This paper addresses a range of issues specific to a discussion on human capacity in S&T. First, the paper emphasizes the importance of acknowledging the complexity of human capacity issues and how they evolve along the STEM (science, technology, engineering, and mathematics) pipeline. The pipeline is an often used reference to describe the training and development in STEM disciplines, from early childhood education, to more advanced training, and finally to professional collaboration and interaction and serves as a useful organizing framework for the discussion of capacity along the career evolution process. Second, the paper offers an organizing framework for discussion of policy mechanisms that have been developed to address issues and gaps that occur along this STEM pipeline. Specifically, it contrasts the traditional mechanisms of building human capacity in STEM areas with newer "gap filling" and integrated approached to addressed human capacity disparities and priorities. Third, the paper addresses core challenges in human capacity in STEM, including the education and training, participation of women and underrepresented groups, brain drain/brain circulation issues, and the globalization of science. The paper concludes with a discussion of policy implication for the development of human capacity.

The degree of safety commitment of organization members appears relatively high (3.97 in five scale estimation), but there are variations in this results according to socio-demographic characteristics. At the same time, managers and professionals actively participation in the program related to safety than workers in production/sales. The higher income level and career is the more attention to the safety is. Based on this survey, we make an rough suggestion of several tasks to the policy -makers: improvement of communication on the risk and safety is required and in particular, the workers in the relatively low level in production/sales. The education system about safety which is, with one-side, provided by government or managers turns out to be inefficient. Rather, small group performance of the organizational members which they participate in the communication with interaction in the various discourse are able to provoke the safety mood in workplace.
