철도건설 사업관리시스템 도입에 따른 탄소저감 효과 분석 (An Analysis of Installation of Railway Construction Project Management System on Carbon Reduction)

  • 지구온난화로 인한 범세계적 위기가 초래됨에 따라 1997년 선진국을 중심으로 교토의정서가 체결되었고 2015년 개발도상국까지 공동의무를 부과하는 파리협정이 체결되어 이를 계기로 온실가스 감축 규제 및 국가적 노력이 본격화 되고 있다. 본 연구에서는 한국철도시설공단에서 효율적인 철도건설을 위해 전통적인 건설사업관리 업무를 전산화함에 따라 저감되는 탄소배출량을 분석하였다. 이를 위해 '방문감소에 의한 탄소발생 저감'과 '종이감소에 의한 탄소발생 저감'효과를 측정하는 산출모델을 제시하고자 한다. 수립된 산출모델을 활용하여 건설사업관리시스템 도입에 따른 탄소저감량을 산출하고 이를 경제적 비용으로 환산한다. 본 연구에서 제시한 산출모델 및 산출방식은 정보화사업 추진으로 인한 탄소저감 효과를 분석하는데 도움이 될 수 있을 것으로 기대된다.

해중림 조성사업의 경제성 분석:제주 우도 서광리 어장을 중심으로 (Economic Analysis of the Seaweed Forest Creation Project : the Case of Jeju Woodo Seokwang-ri)

  • This study is to examine the economic effects of seaweed forest creation project in the case of Jeju Woodo Seokwang-ri. Seaweed forest creation project will raise up the quality and quantity of coastal fisheries resource and improve the structure of coastal ecosystem as a project the recovery of coastal fisheries resource against barren ground like whitening event. The economic effect by seaweed forest creation project can be found not only in the income increase of fishermen but also in reduction of carbon dioxide. The results of this study are summarized as follows: First, the income increase effect of fishermen has economic value of 26,945 thousand won under a 30-year cash flow based on a 8.5% discount rate. This suggests that the seaweed forest creation project increases income of fishermen. Second, the reduction effect of carbon dioxide has economic value of 1,083 thousand won per year. This indicates that the seaweed forest creation project reduces carbon dioxide. In conclusion, the results of this study suggest the seaweed forest creation project has economic value in the case of Jeju Woodo Seokwang-ri.

탄소 중립을 위한 철도 건설 사업 온실가스 평가항목의 탄소흡수원 분야 환경영향평가 개선 방안 연구 (Study on Improving Environmental Impact Assessment of Carbon Sink in the Greenhouse Gas Evaluation Criteria for Railway Construction Projects for Carbon Neutrality)

  • The railway project is an essential green transportation tool that is considered suitable for the domestic and foreign policy direction of carbon neutrality, but there are some limitations, such as damaging important carbon absorption sources during construction. This study analyzed the environmental impact assessment related to carbon absorption sources of greenhouse gas evaluation items conducted during the railway project, and limitations and implications were derived. The analysis of environmental impact assessment guidelines related to railway projects and carbon absorption sources dealt with prediction and reduction methods related to carbon absorption sources, but guidelines, including environmentally friendly railway construction guidelines, lacked descriptions. Since the greenhouse gas environmental impact assessment, 83 railway project environmental impact assessments have been reviewed, but in some cases, carbon absorption-related predictions have not been implemented, or carbon absorption-related reduction measures have been insufficient. In addition, there were cases where there was a limit to calculating emissions and reduction or where the reduction value was insignificant compared to emissions. In order to supplement the environmental impact assessment in the field of carbon absorption sources related to railway construction projects, alternatives such as quantitative emission and low reduction calculation, review of the no net loss system using the total environmental resource system, and linkage with climate change impact assessment are needed.

  • The objective of this work was to investigate how carbon sink and sequestration of vegetation and soil in the development project area can impact the land use plan, in addition to carbon emission capacity of the development project when we conduct environmental impact assessment. Especially, we did this work for a development project of solar power plant which would be constructed in forest area. Through this work, we found that 1) the amount of carbon sink and sequestration largely decreased due to reduction of the green area, 2) in terms of carbon sink and sequestration, conservation of natural green area is better than construction of newly vegetated area, 3) biochar application into soil can become an alternative for increase of carbon sink, and 4) even though a solar power production does hugely reduce carbon emissions and offset the carbon sink and sequestration capacity from the forest, it is necessary to consider the public value of the forest(reduction of heat island, habitat etc.) in siting for development area.

교통운영체계선진화의 탄소감축 효과 연구 (Carbon Reduction Effect of Traffic Operational Methods Itemized in National Project for Advanced Traffic Operation and Management)

  • 대통령자문 국가경쟁력강화위원회와 경찰은 교통운영체계선진화방안을 통하여 신호교차로에서의 효율적인 운영을 도모하고 있다. 신호교차로의 효율적인 운영으로 정체상황이 개선되는 경우 배기가스 및 탄소배출 감소가 기대되나 지금까지 온실가스 저감효과에 대한 관심이 도로교통 운영부문에서 소외되어 교통운영체계선진화로 인한 탄소배출량 감소 효과가 공학적으로 검토된 바 없다. 본 연구는 교통운영체계선진화방안으로 추진되는 전체 19개 사업수행 항목 중 경찰이 주관하여 추진하는 운영항목으로부터 기대되는 탄소배출량 분석방법 및 연(年) 단위 전국 탄소배출량 저감효과를 제시한다. 분석결과 2010년을 기준으로 우리나라 전체 도로교통 부문에서 탄소배출량을 기준으로 보행자작동신호운영 도입으로 12.31% 감축, 점멸신호운영 도입으로 3.27% 감축, 신호연동 도입으로 2.44% 감축, 직진우선 도입으로 0.97% 감축, 비보호좌회전 도입으로 0.81% 감축, 좌회전감응 도입으로 0.72% 감축 효과가 있는 것으로 분석되었다.

농업분야 탄소인지예산제도 도입을 위한 국가연구개발사업의 탄소저감 기여도 평가 방안 (Evaluation Methods of Carbon Reduction Contribution for Green Budget of National R&D Projects in Agricultural Sector)

  • Carbon neutrality is emerging as a new paradigm for the international society by transiting from climate change to climate risk. This study proposes evaluation methods for the carbon reduction contribution of climate-related national R&D projects in order to introduce a green budget system in the agricultural sector. We considered the domestic and foreign green budget systems and classified national R&D projects into positive, negative, and neutral from the perspective of carbon reduction. The results of this study propose three methods to estimate the monetary costs and carbon benefits by adopting the framework for the economic evaluation of national R&D projects conducted by the Rural Development Administration. These methods support to evaluate the potential contribution to carbon reduction of national R&D projects in the agricultural sector. Finally, the proposed methods were tested and verified for the efficiency and validity of evaluating carbon reduction contribution. These evaluation methods of the carbon reduction contribution can be used as a basic methodology for the pre-budget calculations of national R&D projects and the contribution for the greenhouse gas reduction budget.

그린인프라시설의 탄소저감을 위한 SWMM-ING 개선 및 적용성 평가 (Improvement and application of SWMM-ING for carbon reduction in green infrastructure)

  • In Korea, as part of the Green New Deal project toward a carbon-neutral society, it is necessary to build a climate-resilient urban environment to green the city, space, and living infrastructure. To this end, SWMM-ING was improved and the model was modified to analyze the carbon reduction effect. In addition, I plan to select target watersheds where urbanization is rapidly progressing and evaluate runoff, non-point pollution, and carbon reduction effects to conduct cost estimation and optimal design review for domestic rainwater circulation green infrastructure. In this study, green infrastructure facilities were selected using SWMM-ING. Various scenarios were presented considering the surface area and annual cost of each green infrastructure facility, and The results show that the scenario derived through the APL2 method was selected as the optimal scenario. In this optimal scenario, a total facility area of 190,517.5 m2 was applied to 7 out of 30 subwatersheds to achieve the target reduction. The target reduction amount was calculated a 23.50 % reduction in runoff and a 26.99 % reduction in pollutant load. Additionally, the annual carbon absorption was analyzed and found to be 385,521 kg/year. I aim to achieve additional carbon reduction effects by achieving the goal of reducing runoff and non-point pollution sources and analyzing annual carbon absorption. Moreover, considering the scale-up of these interventions across the basin, it is believed that an objective assessment of economic viability can be conducted.

순산소발전 실증사업의 비용-편익 분석 (Cost-Benefit Analysis of Oxy-Combustion Demonstration Project)

  • 온실가스의 증가로 인한 기후변화가 큰 이슈로 대두되고 있는 시점에서 순산소발전 실증사업은 화석에너지를 이용한 발전 부문의 이산화탄소 저감을 위한 한 가지 방안으로 주목을 받고 있다. 순산소발전 실증사업으로 인해 발생하는 전력공급 편익, 온실가스 저감 편익, 환경오염 물질 배출저감 편익, 국내외 시장 진출로 인한 부가가치 창출편익을 추정한다. 이러한 배경 하에서 내부수익률, 편익/비용 비율, 순현재가치의 기준을 이용하여 순산소발전 실증사업의 경제적 타당성을 분석하고자 한다. 순산소발전 실증사업의 경제적 타당성을 분석한 결과, 순산소발전 실증사업의 순현재가치, 편익/비용 비율, 내부수익률은 각각 681,620백만원, 1.69, 21.4%로 분석되었다. 이 분석결과들은 각각 0, 1.0, 5.5%를 초과하므로, 3가지 경제성 판단 지표 모두 본 사업이 경제적 타당성을 확보함을 의미한다. 이러한 분석 결과는 화력발전부문의 온실가스 저감을 위한 정책결정에 있어서 유용하게 활용될 수 있다.

  • To internalize climate-related external costs from agricultural production and food consumption Pigou taxes and carbon credits increase private costs for food. Voluntary GHG reduction program for carbon-neutral food can be advantageous over such policy measures since they avoid higher food prices for the poor. The pilot project of low-carbon agriculture certification system is to reduce GHG emissions from agricultural production and enhance the competitiveness of domestic agricultural products. This study examines producers', distributors', and consumers' perceptions of the low-carbon agriculture certification system and analyzes alternatives to promote the low-carbon certificated agricultural products.

  • 외부사업을 통해 발행받은 인증실적을 배출권 거래제 할당 대상 업체에게 판매하고 할당 대상업체는 구매한 외부사업 인증실적을 상쇄 배출권으로 바꾸어 할당량을 확보할 수 있다. 본 방법론은 기존 기름보일러를(유종별) 사용하던 화석연료를 상대적으로 탄소 함량이 적은 프로판가스를 사용하는 보일러로 교체하였을 때 유종별 이산화탄소 배출 감축분을 인정받아 온실가스 감축을 하지 못해 배출허용량을 넘긴 대기업의 부족된 할당량으로 보충하기 위한 초기 분석으로 탄소감축 배출량과 배출권 거래 금액을 산출하였다.
