A Comparative Analysis on Parcel Boundaries between the Map and Ground (도상경계와 지상경계에 대한 비교 분석)

  • The human history has progressed closely related to land. Mankind started land administration as a tool of governance to make land the object of imposing taxation as well as developing the land administration as a concept of securing property rights. People have drawn boundary lines on the ground to form a land parcel according to the usage and/or ownership. Furthermore, the land administration has been developed as a registering system of cadastral records fer the public announcement of fixed boundary instead of changeable ground boundary. Currently the citizens demand the provision of accurate and diverse information on the land which is assessed to has high property value encouraged by the rapid development in the post-industrial society today. However, even though the fact that the Korean cadastral registers produced during the Land Investigation Project are still practically in use causes land-related disputes and promotes public mistrust because of the changed boundaries by parcel mutation, the expansion and contraction of map sheets and the quality deterioration and damage of map paper, but the ultimate resolution is not yet made so far. The distance difference between boundary points are compared and analyzed using TS surveying method in the research as a methodology to resolve the boundary inconsistency, the current problem of cadastral records. Consequently, I'd say that the new surveying method of registering the coordinates of real ground boundary has been regarded as more efficient than considering the matter on the map regardless of urban or rural areas.

A Study on Producing Digital Orthophoto Cadastral Map of Waterfront (항공사진에 의한 수변구역 수치정사영상지적도 제작에 관한 연구)

  • In order to manage the waterfront efficiently, we are to find the efficiency of producing method for digital orthophoto that presents natural form on lands and digital orthophoto cadastral map that presents the range of physical situation and property on lands in this study. Through this study, We can check that digital orthophoto cadastral maps for the boundary management of the waterfront are utilized widely at various field except the main purpose. Thus, we resolve the leading subjects that include the accuracy evaluation on produced maps and the bond edge of map sheet for the cadastral maps in order to drive activistic utilization and application.

  • In the land boundary surveying related to the real-estate problem, numerical cadastral surveying techniques are now widely required for the accuracy improvement. In this paper, the photogrammetric techniques in order to improve the accuracy of numerical cadastral surveying were investigated, Independent Model Triangulation, Bundle Adjustment, and Bundle Adjustment with additional parameters were compared and analyzed to propose the method for the more reliable and accurate results in numerical cadastral surveying.

Preliminary Study on Digitalizing Registration Conversion (등록전환 수치화 방안 연구)

  • At present cadastral surveying is being driven fort combination of digitalized cadastral map accord with real cadastral boundary between cadastral resurvey area and World Geodetic System transformation about all country. So this study is conducted to newly establish items being needed in making digitalization of parcel boundary points based on the World Geodetic System in registration conversion surveying. For this study firstly management of mountainous districts Act, related laws and registration conversion-related laws and regulations are reviewd. Secondly, economical, administrative validation by using data from 12-branch companies of LX is analyzed. Thirdly, surveying method and procedure were established through experimental surveying on the two cases such as digital and analog area. Finally, through investigating standard of estimate about cadastral surveying, it was calculated amendment of registration conversion surveying fee based on World Geodetic coordinate System.

Study on Fine-tuning of Boundary for World Geodetic Transformation of a Digital Cadastre (경계점좌표등록지역의 세계측지계변환을 위한 경계미세조정에 관한 연구)

  • The WGS conversion project of cadastral drawing (promoted by the Ministry of Land) is not able to reflect the cadastral registration due to subtle differences such as area and location. When converting the digital cadastral region to the world geodetic system, the boundary point coordinates must be changed to the legal coordinate units. However, there is a phenomenon that occurs in which the minute area changes do not coincide with the area registered in the cadastral registration when the coordinate unit is changed. In this study, we have developed a method to adjust many parcels collectively by applying a passive fine-tuning method used in cadastral resurvey project to solve these problems. Total 1, total 2+1, interval 1, interval 2+1, etc. were classified based on the number of parcels that need to be considered for the range of adjustment and the area condition. The analysis of the experimental area (after developing SW for comparison of each method) showed that the total 2+1 method is suitable for the location accuracy and the interval 2+1 method is suitable for the temporal efficiency.

Detecting Uncertain Boundary Algorithm using Constrained Delaunay Triangulation (제한된 델로네 삼각분할을 이용한 공간 불확실한 영역 탐색 기법)

  • Cadastral parcel objects as polygons are fundamental dataset which represent land administration and management of the real world. Thus it is necessary to assure topological seamlessness of cadastral datasets which means no overlaps or gaps between adjacent parcels. However, the problem of overlaps or gaps are frequently found due to non-coinciding edges between adjacent parcels. These erroneous edges are called uncertain edges, and polygons containing at least one uncertain edge are called uncertain polygons. In this paper, we proposed a new algorithm to efficiently search parcels of uncertain polygons between two adjacent cadastral datasets. The algorithm first selects points and polylines around adjacent datasets. Then the Constrained Delaunay Triangulation (CDT) is applied to extract triangles. These triangles are tagged by the number of the original cadastral datasets which intersected with the triangles. If the tagging value is zero, the area of triangles mean gaps, meanwhile, the value is two, the area means overlaps. Merging these triangles with the same tagging values according to adjacency analysis, uncertain edges and uncertain polygons could be found. We have performed experimental application of this automated derivation of partitioned boundary from a real land-cadastral dataset.

Estimating Length of Jeju Batdam Using Cadastral Information (지적 정보를 이용한 제주 밭담 길이 추정)

  • The value of Jeju Batdam has been reexamined as it is listed as a nationally important agricultural heritage and globally important agricultural heritage systems. However, it is already exposed to threats such as reduction of agricultural population and cultivation area. Despite efforts like the agricultural heritage system to preserve traditional agriculture, there is few basic investigation into the current status of Jeju Batdam. The purpose of this study is to estimate the length of Jeju Batdam. We used the continuous cadastral map of Jeju area to extract the boundaries of the field lot. In the cadastral map, the farmland was selected by selecting dry fields, paddy fields and orchards. 300 sample site were selected from the extracted farmland, and the boundaries between the Internet map and the parcels were superimposed and the differences were confirmed on the drawing. After that, field survey was conducted to confirm the boundary of the parcels and the existence of actual Batdam. It is estimated that the length estimated from this study is at least 23,983km and maximum 142,353km, which is at least 1,830km longer than 22,108km announced in 2007. Since Jeju Batdam is based on land parcel boundary, it is an objective and efficient method to utilize intellectual information. In addition, because it is subordinate to farmland, new information can be extracted reflecting the change of land use and make the spatial database based on the cadastral maps.

A Study on Decision Making of Cadastral Surveying Results using Drone Photogrammetry (드론항공사진측량을 활용한 지적측량 성과결정에 관한 연구)

  • This study evaluates the applicability of determining cadastral surveying results using drone photogrammetry during the phase of determining cadastral surveying results, which is the most important stage of cadastral surveying, but known to be hardly objective and highly probable in causing a subjective misjudgment or mistake made by a surveyor. In the experiment to analyze the accuracy of boundary point extraction from drone photogrammetry results, by comparing the coordinate area of 22 parcels extracted from 2D and 3D images with the coordinate area measured from ground survey, the difference could be quantified as RMSE of 1.44m2 for 2D and 0.32m2 for 3D images. In addition, experiments to evaluate the determination of cadastral surveying result based on drone photogrammetry survey showed the RMSE measure of 0.346m towards N direction and 0.296m towards Y direction in comparison to the existing surveying results through data investigation. Based on these experiments, it is judged that cadastral surveying result based on drone photogrammetry can be determined without needing to conduct a location survey with an accuracy of approximately 0.3m in the graphical area, which also leads to possibility of reducing individual errors if drones images are used along with ground survey by objectifying the process of cadastral surveying results.

Development of Precise Vectorizing Tools for Digitization of Cadastral Maps (지적도면 수치화를 위한 정밀 벡터라이징 도구 개발)

  • Cadastral map is the basic data that prescribe a lot number, the classification of land category, a boundary and ownerships of the parcels. Because the analogue cadastral map is not appropriate for the Parcel Based Land Information System, computerization of cadastral map is needed. When considering other automatic vectorizing softwares, we conclude that they can not satisfy the accuracy needed in cadastral map. Also screen digitizing methods demand lots of time. So we developed semi-automatic vectorizing program that realized almost capacities, such as overlay display which is needed for screen digitizing , window link, vector file generation , and so forth. As comparing screen digitizing method using AutoCAD with our developed program, we could obtain not only almost same accuracy , but also 35 minute reduction in vectorizing.

A Comparative Study on Distortion Correction Algorithms for Digital Cadastral Maps (전산화 지적도의 왜곡 최소화 알고리즘 비교연구)

  • In order to calculate the position of parcel boundary points, the area of the Parcel, and the length of the parcel boundary lines using a digitalized cadastral map or maps, the distortion of the map has to be corrected. The correction methods, such as the method of 2D affine transformation using 4 comer points of the edge lines, the method of tessellation into 9 subregions, the method of using the original surveying sheets, and the method of straightening the 4 edge lines, have been developed. In this Paper, the four methods were programed and applied to some sample cadastral maps and the correction accuracies were obtained and analysed. No method could prefectly correct the distortions because the distortions were irregular throughout the maps. However, it is found that tile method of straightening the 4 edge lines is the one which can minimize the distortions when the method is applied after applying the 2D projective transformation on the maps using the 4 comer points of the edges.
