Background: In the absence of a vaccine or treatment, the most pragmatic strategies against an infectious disease pandemic are extensive early detection testing and social distancing. This study aimed to summarize public and workplace responses to Coronavirus Disease-19 (COVID-19) and show how the Korean system has operated during the COVID-19 pandemic. Method: Daily briefings from the Korean Center for Disease Control and the Central Disaster Management Headquarters were assembled from January 20 to May 15, 2020. Results: By May 15, 2020, 11,018 COVID-19 cases were identified, of which 15.7% occurred in workplaces such as health-care facilities, call centers, sports clubs, coin karaoke, and nightlife destinations. When the first confirmed case was diagnosed, the Korean Center for Disease Control and Central Disaster Management Headquarters responded quickly, emphasizing early detection with numerous tests and a social distancing policy. This slowed the spread of infection without intensive containment, shut down, or mitigation interventions. After entering the public health blue alert level, a business continuity plan was distributed. After entering the orange level, the Ministry of Employment and Labor developed workplace guidelines for COVID-19 consisting of social distancing, flexible working schedules, early identification of workers with suspected infections, and disinfection of workplaces. Owing to the intensive workplace social distancing policy, workplaces remained safe with only small sporadic group infections. Conclusion: The workplace social distancing policy with timely implementation of specific guidelines was a key to preventing a large outbreak of COVID-19 in Korean workplaces. However, sporadic incidents of COVID-19 are still ongoing, and risk assessment in vulnerable workplaces should be continued.
2020년 1월 국내에서 코로나 19가 확진된 이후 국내 공공도서관의 재난상황 대응을 위한 실제적인 매뉴얼 개발의 필요성이 대두되었다. 공공시설로서 도서관은 코로나 19의 직접적인 영향을 받는 사회적 기관이다. 따라서 합리적이고 일관성 있는 재난 대응 매뉴얼을 개발하여 도서관 현장에서 재난 상황 대응에 대한 근거로 삼을 가이드라인으로 활용해야 한다. 본 연구는 국내외 재난상황 대응을 위한 공공도서관 매뉴얼의 현황을 조사하여 시사점을 도출하고자 하였다. 또한 주요 재난을 경험한 해외 도서관의 대응 임무를 분석하여 현재 국내 상황에 반영할 사항을 도출하였다. 연구 결과, 재난대응에 대한 사회적 기관으로서 도서관의 역할의 확장 가능성을 제고하여야 하며, 재난에 대한 지역사회 경험을 아카이브로 구현할 필요가 있다는 점, 도서관의 언택트 시스템과 오픈형 스페이스를 강화하여야 점이 제언되었다.

The Covid 19 pandemic officially broke out in Jan 2020 and ended in Mar.2023, following the WHO, claiming 7 million lives. For the three years, while the world made concerted effort to fight against the deadly virus, South Korea was praised as a model country in that the country effectively contained the spread of the virus. Given this, the paper aims to figure out how South Korea's story was quoted by looking at six editorials in the New York Times and the Washington Post. For this aim, we have analyzed linguistic expressions within White (2003)'s appraisal theory and then conducted a key word frequency analysis. The analysis results as follows: first South Korea's story was quoted to criticize the U.S. government of its wrong management to the Covid-19, also giving some lessons to the world; second, both newspapers attribute the South Korea's success to its swift and rapid response to the pandemic; and third, the Washington Post showed more positive attitude to South Korea than the New York Times by quoting the country's success more frequently with more positive words in evaluating the country's responses to the pandemic while both newspapers showed negative attitudes to the U.S. government to the issue. Thus, it can be concluded that linguistic expressions in quotations are effectively used in showing the newspapers' attitude toward South Korea and the U.S.
2020년, 신종 코로나바이러스 감염병(COVID-19)은 전 세계를 강타하였다. 국가를 망라하여 인류의 생명을 위협했을 뿐만 아니라 사회, 경제적 등 다방면으로 타격을 입혔다. 본 연구는 코로나19 팬데믹 상황에서 국내 공공도서관이 어떻게 대응했는지, 나아가 직면한 어려움은 무엇이었는지 이해하고, 앞으로 다가올 또 다른 재난상황에서 공공도서관은 어떠한 역할을 기대하는지를 알아보고자 진행하였다. 317명의 국내 공공도서관 사서들에게 온라인 설문응답을 확보하였고, spss를 통해 응답을 분석하였다. 또한 양적연구의 한계를 보완하기 위하여, 설문지에 주관식 질문을 추가하여 사서들의 자유로운 의견을 청취하였다. 그 결과, 팬데믹 상황에서 사서들은 다양한 새로운 서비스를 제공하고자 노력하였고, 비대면및 온라인서비스 제공의 어려움을 보고하였다. 또한, 15.5%의 응답자만이 도서관 직원을 위한 워크샵을 경험하였으며, 53.3%의 사서들은 소독 등 방역업무 추가로 인한 업무과중을 보고하였다. 차후에 감염병으로 인한 재난상황이 닥쳤을 때에는 공공도서관의 다수의 역할들 가운데 다양한 정보자원을 제공함으로써 대중을 안내하는 정보 제공자로서의 역할이 가장 중요함을 시사하였다. 본 연구의 주요 결과를 토대로 타 국가 도서관들의 대응과 재난상황시 기대되는 역할을 비교 및 대조하며 향후 연구에 대한 시사점을 논의하였다.
The Pandemic crisis caused by COVID-19 has raised awareness of the importance of supply chain risk management, such as the control of movement between countries and the simultaneous manufacturing paralysis in the world. Effective risk management within the supply chain of the company is a core competency in the global environment. Therefore, this study quantitatively analyzed the perspective of domestic large corporations and small and medium enterprises (SMEs) by using the hierarchical analysis method (AHP) to identify the factors that should be considered as the priority when establishing supply chain risk management plans for large and small business employees. In order to conduct the study, a survey was conducted on large corporations and small and medium enterprises in Gyeongnam and Busan, and AHP analysis was conducted using Microsoft 365 excel program. In addition, Mann-Whitney U test (independent sample-nonparametric test) was conducted using SPSS/18 version of statistical package program for comparative analysis between groups. As a result, the priority was highly evaluated in the order of financial ability, competitiveness, disaster in the overall priority evaluation. There were statistically significant differences in internal risk and strategic decision making of supply chain between groups. This suggests that fandemics such as COVID-19 can not be predicted, but strategic responses are needed to utilize opportunities expressed in the crisis through supply chain risk management and to increase the competitive advantage of domestic companies even in the crisis.
Purpose: It is the responsibility of public healthcare to respond quickly to infectious disease outbreaks and disasters such as MERS, COVID-19, the Syrian earthquake, and the Miryang Sejong Hospital fire accident. It is very important to secure safe medical facilities and protect lives through emergency medical support and disaster response systems. The purpose of this study is to investigate the safety status of regional medical facilities that play a central role in the event of a disaster. Methods: The target was 41 local public hospitals, including 35 regional medical centers and 6 Red Cross hospitals nationwide. We delivered a questionnaire to 41 medical facilities and collected data from 32 regional public hospitals that received responses. Results: In order to respond to safety accidents, a survey was conducted on infections, falls, patient identification, and incorrect connections for medical accidents, and for in-hospital accidents, a survey was conducted on entrapment, collision, water leaks, falling objects, and crime prevention. For natural disasters, we investigated the response environment for typhoons, floods, and snow damage, and for social disasters, we investigated the response environment for fire, power outages, and radiation damage. Implications: We hope that it will be used as basic data for developing standards and creating hospital facilities and environments that are safe for everyone to respond to various disasters and prevent patient safety accidents in the future.
이 사례보고의 목적은 1) 대구광역시의 코로나바이러스감염증-19 감염병 위기 대응 사례를 통해 지역사회의 감염병 대응 전략과 성과를 분석하고, 2) 거버넌스 이론과 감염병을 이용한 대응 거버넌스 프레임워크를 활용하여 이번 사례를 해석하는 것이다. 3) 향후 지역사회 감염병 발생에 대비하기 위한 전략적 모델을 제안하고자 하는 것이다. 연구자의 참여적 관찰, 대구광역시 코로나바이러스감염증-19 백서, 대구광역시의사회 코로나바이러스감염증-19 백서, 국내외 거버넌스에 관한 문헌고찰, 행정자료를 통해 대구광역시의 감염병 위기 대응 사례를 분석하였다. 연구자의 참여관찰과 문헌고찰을 통해 1) 대구광역시 감염병 위기 대응을 위한 리더십 및 지휘체계 확립, 2) 범시민대응위원회를 통한 시민참여 및 소통전략, 3) 시민 간 협력 대구시 및 민관의료기관 거버넌스, 4) 대구광역시의료협회, 메디시티대구협의회, 민간 전문가의 참여와 소통을 통한 의사결정 및 위기대응, 5) 증상모니터링 및 환자 중증도 분류 전략 6) 효과적이고 효율적인 의료 대응 역량, 7) 지역 감염병 위기대응 정보시스템 구축 및 활용을 위한 전략 및 시사점을 도출하였다. 이 연구 결과는 시민, 민간 전문가, 지역사회의료기관 등이 참여하는 지역사회의 협력적 거버넌스가 감염병 위기에 효과적으로 대응하기 위한 핵심 요소임을 실증적으로 보여주었다.
코로나19 유행의 확산으로 인해 사회적 불안감이 높아지고 있는 가운데 기초지방자치단체 수준에서의 대응도 그 특성에 따라 달라지고 있다. 이에 2020년 부산광역시의 16개 시군구를 대상으로 한 사회조사를 바탕으로 가구주의 특성, 경제적 특성, 지역 애착 특성, 사회 안전에 대한 인식 특성이 기초지방자치단체 신뢰도에 미치는 영향을 순서형 로지스틱 회귀분석을 통해 분석하였다. 취약계층일수록, 지역이 안전하다고 느낄수록 기초지방자치단체에 대한 신뢰도가 높은 것으로 나타났다. 자연 및 사회적 재난 상황에서의 피해를 선제적으로 대응하고 회복하기 위해서 기초지방자치단체의 역량 강화에 지속적인 노력이 필요하다.
