This study aims to determine theoretically the best workers layoff/training strategy that entrepreneurs should apply to manage the COVID-19 crisis successfully. It also examines the impacts of the Saudi government's emergency measures on firm performance. The paper develops a theoretical framework in which the optimal control technics is applied to model the entrepreneur's hiring, layoff, and training behaviors. The results show that, during the current COVID-19 pandemic, the entrepreneur should first lay off the less productive workers to reduce labor costs. As more and more inefficient workers quit and profit increases, the entrepreneur starts expanding his activity and training workers. In the long run, only the training activity allows the firm efficiency to grow at a constant rate. This finding suggests that the key to long-run economic recovery in Saudi Arabia will rely on training, innovation, and adaptability to the new digital environment. The paper also shows that the Saudi government initiative of covering 60% of salaries for the small- and medium-sized entrepreneurs during the COVID-19 pandemic will enhance training activities in small- and medium-sized enterprises and improve their efficiency in both the short and long run. This policy will also prevent Saudi entrepreneurs from laying off half of their staff.
Purpose: This article aims to explore the distribution of technological innovation and environmental policy challenges to respond to COVID-19. The study also attempts to tackle a paradigm shift in science and technology policies against the pandemic and a desirable direction for environmental policies. The COVID-19 pandemic has been the one that rapidly changed global people's lifestyle. For the spread of a terrible infectious disease could not be avoided, regardless of a highly industrialized society. Research design, data and methodology: This study basically employs a qualitative approach as a methodology. This study is based on the fact that environmental pollution, various natural disasters continuously occur, and there are many unforeseeable parts, despite remarkable development of scientific technology, and that the circumstances are becoming more complex. Results: This study noted that scientific technology civilization formed due to industrial revolutions can deteriorate environment and increase environmental threat factors. As an alternative to this, this study investigates alternative discussions on how the 4th Industrial Revolution can help scientific technology and human environment to harmoniously coexist and develop. Conclusions: It implies that this study focuses on the possibility of overcoming this crisis through science and technology innovation, although mankind is in crisis of COVID-19 due to excessive human development.
During the past two decades, the Southeast Asian region has experienced a range of major crises. Service industries such as tourism and the marginal and migrant laborers who work in them have usually been at the sharp end of these testing events, from natural and environmental disasters, epidemics and pandemics, global financial slumps, terrorism, and political conflict. The latest challenge is the "Novel Coronavirus" (Covid-19/SARS-CoV-2) pandemic. It has already had serious consequences for Southeast Asia and its tourism development and these will continue for the foreseeable future. Since the SARS epidemic of 2002-2004, Southeast Asian economies have become integrated increasingly into those of East Asia (China, Japan, South Korea, Taiwan, Hong Kong). This paper examines one of the most significant current crises, Covid-19, and its consequences for Southeast Asia, its tourism industry, and its workers, comparing experiences across the region, and the issues raised by the over-dependence of some countries on East Asia. In research on crises, the main focus has been on dramatic, unpredictable natural disasters, and human-generated global economic downturns. Not so much attention has been devoted to disease and contagion, which has both natural and socio-cultural dimensions in origins and effects, and which, in the case of Covid-19, evoke a pre-crisis period of normality, a liminal transition or "meantime" and a post-crisis "new normality." The transition is not straightforward; in many countries, it operates as a set of serial lockdowns and restrictions, and to predict an uncertain future remains difficult.

The COVID-19 global health crisis has affected the mental and psychological health and well-being of the people around the world. However, little is known about the impact of COVID-19 among Filipino teachers. This study was conducted to determine the impact of the COVID-19 pandemic on the quality of life (QoL) of professional teachers in the Philippines. A descriptive cross-sectional study was used involving 139 licensed professional teachers. The COVID-19 Impact on Quality of Life (COV19-QoL) was the primary measure used in this study. Descriptive statistics, t-test, and one-way ANOVA were the statistical tools employed to analyze the data. Results indicated a moderate COVID-19 impact on the QoL of the teachers. There was a significant difference in the impact of COVID-19 on QoL by degree program. However, the impact of COVID-19 on QoL did not significantly differ by age, sex, marital status, employment status, monthly salary, presence of a COVID-19 case near their residence, personal knowledge of someone who was infected or died of COVID-19, presence of a medical condition, and perceived threat. The psychological well-being and QoL of teachers must be recognized and teachers must be provided with support as they continue to adapt to the impact brought by the COVID-19 pandemic. This study contributes to the growing literature on the impact of the pandemic.

Purpose: This study is to analyze the changes of consumption patterns to diagnose the economic impacts on consumers' market during COVID-19, and to suggest implications to overcome the new social and economic crisis of Jeju Island. Research design, data, and methodology: We collected a set of credit card transaction records issued by BC Card Company from merchants in Jeju Special Self-Governing Province for past 4 years from 2017 to 2020 from the Jeju Data Hub run by Jeju Special Self-Governing Province. The big data contains details of approved credit card transactions including the approval numbers, amount, locations and types of merchants, time and age of users, etc. The researchers summed up amount in monthly basis, transforming big data to small data to analyze the changes of consumption before and after COVID-19. Results: Sales fell sharply in transportation industries including airlines, and overall consumption by age group decreased while the decrease in consumption among the seniors was relatively small. The sales of Yeon-dong and Yongdam-dong in Jeju City also fell significantly compared to other regions. As a result of the paired t-test of all 73 samples in Jeju City, the p-value of the mean consumption of the credit card in 2019 and 2020 is significant, statistically proven that the total consumption amount in the two years is different. Conclusions: We found there are sensitive spots that can be strategically approached based on the changes in consumption patterns by industry, region, and age although most of companies and small businesses have been hit by COVID-19. It is necessary for local companies and for the government to be focusing their support on upgrading services, in order to prevent declining sales and job instability for their employees, creating strategies to retain jobs and prevent customer churn in the face of the crisis. As Jeju Province is highly dependent on the tertiary industry, including tourism, it is suggested to create various strategies to overcome the crisis of the pandemic by constantly monitoring the sales trends of local companies.

Macao, a special administrative region of China, has been able to maintain the records of zero deaths and keep confirmed cases under 50 since the outbreak of COVID-19 for more than half a year as of July 2020, despite being the world's most densely populated city. The current paper utilizes the dialogic public relations theory to analyze the situation using both literature review on how the various government actions and strategies during the pandemic were corresponding to the theory, and a quantitative random digital dialing (RDD) telephone survey, with a sample of 502 Macao residents aged 18 or above, to study the public reactions towards the government pandemic prevention actions. Survey results show a high level of public satisfaction towards epidemic prevention performance, as well as some forms of collaborative information redissemination behavior in social media platforms. Literature review and analysis from dialogic theory found that spirit of mutual equality, collaboration with local community, immediacy of presence in crisis time, engagements with stakeholders through maximum media channels and networks, supportiveness to public with both useful information and practical social support like subsidy program, as well as commitment to transparent and genuine communication, are all the dialogic communications strategies that describe what the Macao government has done in the crisis of COVID-19. The dialogic strategies that could be learned from the Macao government may be used as a reference for similar urbanized and densely populated cities in other territories.
The focus of this research is the practice of journalism in relation to the Behavioural Change Journalism Fellowship (JFPP) during the COVID-19 pandemic in Indonesia. Journalists and curators who are participants in the Behavioural Change Journalism Fellowship received fundings from the state. The Behavioural Change Journalism Fellowship is a unique model because it is the only one in the world in journalism practice that involves state's financial assistance during the COVID-19 pandemic. These fundings from the state for the media lead to dilemmas and controversies. This research uses a qualitative approach and a single holistic case study method. The Behavioural Change Journalism Fellowship was held from May to December 2021, involving 7,276 journalists from 857 media (print, television, radio, and online media) and 26 curators. This study found that during the Behavioural Change Journalism Fellowship, journalism experienced a crisis and lost its function as a control overpower. Giving cash to journalists and curators during the fellowship makes journalism lose its independence and objectivity. The Behavioural Change Journalism Fellowship has degraded or eliminated the function of the press as a watchdog. Incentives for journalists while participating in the Behavioural Change Journalism Fellowship is a long-term investment by the government to co-opt Indonesian media and journalists in the future. On the other hand, the Behavioural Change Journalism Fellowship raises another aspect; the crisis of journalism. Journalism work produced in the Behavioural Change Journalism Fellowship does not reflect the values and principles of journalism. Journalism values, such as independence and impartiality, are absent from the Behavioural Change Journalism Fellowship product.
Due to the spread of COVID-19, the domestic market was inevitable to face the crisis of tourism industry. Accordingly, most of local festivals decided to cancel or postpone, and have been in difficult situation. In addition, people also have experienced the thrist of cultural activities and tours. However, this situation can also be opportunity to find the clues for activating local festivals in the post-COVID-19 era with estimating the preservation value and deriving the determinants for it. Therefore, this study economically assessed the value of the local festival, Chimac Festival in Daegu, under the hypothetical financial crisis situation for COVID-19. Consequently, monthly income, age and place dependence was found to be influential for Daegu and nearby area citizens to have willingness to pay for the Chimac Festival in Daegu. The result shows that respondents are willing to pay 16,909 on truncated average. Thus, total value of Chimac Festival was estimated as 9.376 billion won.

Recently, the aviation industry faced a major crisis due to the impact of COVID-19. However, despite the sluggish passenger transportation, the cargo transportation sector is relatively maintained or increasing depending on the item. In this study, we will look at the trends before and after COVID-19, focusing on the cargo export field, which is a concern of the aviation industry. First, it analyzes the entire air cargo and then analyzes the trends of each item and country in detail. In particular, it examines the process of changes in air transport costs, which increased significantly immediately after COVID-19, and conducts future trends and prospects in the cargo export field. As a result of the study, some characteristics of air cargo exports before and after COVID-19 were found in an analysis by item and country, and transportation costs varied according to route distance.
