An Application of CDM Project for Greenhouse Gas Reduction Activities in the Wastewater Treatment Systems (하수처리시스템 온실가스 저감활동에 대한 CDM 사업 적용에 관한 연구)

  • In general, wastewater treatment systems consume high-energy consumption depending on operation characteristics of the facilities. Therefore, greenhouse gas(GHG) reduction activities that are application of digestion gas, induction of renewable energy etc. are conducted to reduce energy consumption and to increase energy independence ratio. In this study, GHG reduction in wastewater treatment system identified, searched application of Clean Development mechanism(CDM) approved methodology. If the methodologies apply to GHG reduction activities such as application of digestion gas, heat pump system using the wastewater as heat source, hydropower using the methodology determined CDM applicability, otherwise through several assumptions calculated expectable GHG reduction emissions and determined CDM applicability. As a result, the order of calculated GHG reduction emission showed that collected and energy generation of digestion gas is 66,775 $tCO_2$/yr, gas engine cogeneration system is 8,182 $tCO_2$/yr, heat pump system using the wastewater as a heat source is 72,715 $tCO_2$/yr, and hydropower is 561 $tCO_2$/yr. Consequently, the order of calculated Certified Emission Reductions(CERs) benefit showed that heat pump system using the wastewater, as a heat source is 1,381 million won/yr was estimated as the highest, followed by a collected and energy generation of digestion gas is 1,268 million won/yr.

  • Projects applying the CDM methodology AM0035 of the $SF_6$ Emission Reductions in Electrical Grids should provide direct monitoring of all the key parameters that are related to estimation of baseline and project emissions including detailed explanations of key operating conditions and procedures, and an explanation addressing uncertainty as the result of EB meeting 41. Through this study, recovery ratio during maintenance, purity of $SF_6$ before and after disposal, replacing, loss rate of $SF_6$ before and after reclamation, leakage emission from electricity consumption and fossil fuel combustion, considered conservatively the key parameter of various monitoring. Consequently, confirmed the reduction in the amount of reduction due to the baseline emission decrease, project emission increase.

Calculation and Projection of Greenhouse Gas Emissions from La Chureca Landfill in Managua, Nicaragua (니카라과 마나과시 La Chureca 매립장 온실가스 발생량 산정 및 예측)

  • The aim of this study was to assess the feasibility of a landfill project to reduce greenhouse gas (GHG) from La Chureca Landfill in Managua, Nicaragua ("Project"). The feasibility study involved surveying the status and composition of waste on its way in to the landfill and projecting GHG emissions from the landfill. A projection of the GHG emissions with the IPCC model based on the survey results indicated the period 2006 to 2043 would see mean yearly GHG emissions of 290,147 ton-CO2/year with model certainty not considered, and 217,610 ton-CO2/year with model certainty considered. Thus, the result exceeded the corresponding median and mean values of other CDM projects implemented in Central America, even after model uncertainty was considered together with the conservative estimation of carbon capture efficiency. The similar result was produced even with an analysis of sensitivity to error factors. All the findings of the study are expected to be applicable as basic data for deciding about whether & how to proceed with the Project.

Analyzing the Potential of Offset Credits in the Korean Emission Trading Scheme Focusing on Clean Development Mechanism Projects (CDM사업을 대상으로 한 국내 온실가스 상쇄배출권의 잠재량 산정 및 정책 제언)

  • The purpose of this study is to analyze the potential quantity of Korean Offset Credits (KOC) resulting from Certified Emission Reductions (CER) in 98 domestic Clean Development Mechanism (CDM) projects that were registered with the United Nations Framework Convention on Climate Change (UNFCCC) as of the end of 2016. Our results show that the total amount of potential KOC is 62,774 kt CO2eq. The potential KOC is only 23.4% of the total CER Issuance. During the first phase, this will be 3.2% of the allocated volume. This is because many projects are related to Renewable Portfolio Standard (RPS), HFC-23, and adipic acid N2O. There is a strong bias in some sectors and projects which could act as market distortion factors. Therefore, it is necessary to expand the target CDM project and activate non CDM offset projects. RPS projects bring fundamental changes to the energy sector, and it is worth reconsidering their acceptability. A wide variety of policy incentives are needed to address strong biases toward certain sectors and projects. The offset scheme has the advantage of allowing entities to reduce their GHG emissions cost effectively through a market mechanism as well as enabling more entities to participate in GHG reduction efforts both directly and indirectly. In contrast, having an inadequate offset scheme range and size might decrease the effort on GHG reduction or concentrate available resources on specific projects. As such, it is of paramount importance to design and operate the offset scheme in such a way that it reflects the situation of the country.

  • In this study, applicability of GHG ETS Offset Program in Korea for a refrigerant sector was analyzed by reviewing foreign management policy and project status in progress related to refrigerants in the disposal stage. In order to derive the implication of the domestic Offset Program, it was looked into approved offset projects and certified offset credits current state in Korea. Offset Program has approved 22 methodologies up to the present, so it is necessary to enhance the accessibility to GHG reduction in various industrial sector including the refrigerant sector by developing appropriate methodologies. In this study firstly, it was investigated that management regulation of countries are managing the refrigerants in the disposal stage such as United States, Japan, Australia. Secondly, of CDM methodologies there were two methodologies associated with the refrigerant reduction(treatment), which were decomposition HFC-23 and destruction of HFC-134a. Also there were a non-registered methodology about destruction of HFC-134a of end of life vehicles. Lastly, in California according to Compliance Offset Program, there was Compliance Offset Protocol in ODS Projects that provided eligible conditions. Greenhouse Gas Reduction Effect of Improvement of Existing Landfill Gas(LFG) Production by Using Food Waste Water (음폐수 이용 기존 매립지 가스 발생 향상에 따른 온실가스 감축효과)

  • This study analyzes correlation between methane gas production and injection of food waste water to motivate to expand renewable energy as a way of GHG (Green House Gas) mitigation to achieve the national GHG target proposed for the climate agreement in Paris last year. Pretreatment of food waste water was processed with pH 6 at $35^{\circ}C$ and used the fixed-bed upflow type reactor with the porous media. As a result of operation of pilot-scaled bioreactor with food waste water, the methane gas production was 6 times higher than the methane gas production of control group with rain water. The average production of methane was $56{\ell}/day/m^3$ which is possible to produce $20m^3$ of methane in $1m^3$ of landfill. As a way of energy source, when it is applied to the landfill over $250,000m^3$, it is also able to achieve financial feasibility along with GHG reduction effect. GHG reductions of $250,000m^3$ scale landfill were assessed by registered CDM project and the annual amount of reductions was 40,000~50,000 $tCO_2e$.

  • 산자부는 ESCO의 활성화를 위해 ESCO사업에 탄소펀드를 적극 활용하고 정책자금의 세분.조정, 체계적 기술인력 양성, 공공기관.군부대의 ESCO활성화, 국내 ESCO들의 동남아 CDM 시장 진출 추진 등의 내용을 담은 'ESCO 혁신방안'을 지난 9월 5일, 간담회를 통해 논의 후 최종 확정했다. 또, 내년부터 민간자금 조달이 용이한 대기업에 대해 지원 비율을 낮추고 금융 환경이 어려운 중소기업에 대해서는 현재 지원비율을 유지한다. 신고유가, 기후변화협약, 에너지진단 의무화 등 환경 변화로 인해 ESCO 시장의 성장잠재력이 커지고 있는 지금, 이번 'ESCO 혁신방안 수립'이 ESCO 시장에 새바람을 일으킬 수 있을까?
