A case study on the building of integrated CCTV control center at Busan metropolitan city (부산광역시 CCTV통합관제센터구축 사례연구)

  • Public agencies and local governments have been installing CCTV cameras for the prevention of crime, traffic jam, and unauthorized waste. Additionally, national government agencies and schools, a special corporation by special law, local construction and industrial company installed CCTV cameras of their own and are operating them. Various types of CCTV systems disclosed technical heterogeneity. In February, 2011, Ministry of Public Administration and Security presented guidelines for building an integrated control center. This study examines the case of Busan by using the administrative guidelines. Busan integrated CCTV control center among themselves, police agency and fire department. This study looks into the potential problems with the integration process of CCTV cameras and proposes a solution to them.

Enhancement Method of CCTV Video Quality Based on SRGAN (SRGAN 기반의 CCTV 영상 화질 개선 기법)

  • CCTV has been known to possess high level of objectivity and utility. Hence, the government has recently focused on replacing low quality CCTV with higher quality ones or even by adding high resolution CCTV. However, converting all existing low-quality CCTV to high quality can be extremely costly. Furthermore, low quality videos prior to CCTV replacement are likely to be of poor quality and thus not utilized correctly. In order to solve these problems, this paper proposes a method to improve videos quality of images using SRGAN(Super Resolution Generative Advisory Networks). Through experiments, we have proven that it is possible to improve low quality CCTV videos clearly. For this experiment, a total of 4 types of CCTV videos were used and 10,000 images were sampled from each type. Those images could then be used for machine learning. The fact that the pre-process for machine learning has been done manually and the long time that required for machine learning seems to be complementary.

  • In recent years, the research on audience satisfaction after watching programs has been carried out in various fields. However, there is no precedent for the study of simply analyzing the influencing factors of audience satisfaction with the newly established CCTV-9 channel. For CCTV-9, how to explore the strategy of industrial development based on the needs of the audience in the era of big data is a very important part. This article exploratively focuses on the influencing factors related to CCTV-9 audience satisfaction. Using questionnaires, 101 samples of the satisfaction with the channel of men and women of different ages, education backgrounds, majors, and incomes were collected to test, and 9 hypotheses were tentatively proposed as relevant influencing factors of channel satisfaction. Through empirical analysis, this research searches for the determinants. The reliability and validity of the measurement were properly analyzed, and all hypotheses were statistically tested. The empirical results show that: subject matter, program format, program scheduling, program broadcast time, channel advertising, simulcast series of documentaries, diversified communication platforms, brand image packaging and audience satisfaction are significantly positively correlated.

  • A study on the Diagnosis Program Development for Street and House CCTV Installment. In our society, there are dangerous factors increasing which threaten citizen's life and property. Recently, CCTV becomes an important factors. This is due to the fact that there are dangerous factors increasing which threaten citizen's life and property. The local government need to responsible for citizen's safety. In order to make safety local community, the government need to improve and support policies for citizens. The role of CCTV for crime prevention is to increase police power and budget. Also, in order to make local community, not only police, local community but also citizen need to make effort. The purpose of this study is to analyze crime prevention diagnosis about crime prevention, analyzing the environment's problem and suggesting problem solving. The content of this study consist of introduction in chapter 1, theoretaical consideration in chapter 2, crime prevention diagnosis in chapter 3, conclusion in chapter 4.

A model to secure storage space for CCTV video files using YOLO v3

  • In this paper, we propose a CCTV storage space securing model using YOLO v3. CCTV is installed and operated in various parts of society for disasters, disasters and safety such as crime prevention, fire prevention, and monitoring, and the number of CCTV is increasing and the quality of the video quality is improving. Due to this, as the number and size of image files increase, it is difficult to cope with the existing storage space. In order to solve this problem, we propose a model that detects specific objects in CCTV images using YOLO v3 library and deletes unnecessary frames by saving only the corresponding frames, thereby securing storage space by reducing the size of the image file, and thereby Periodic images can be stored and managed. After applying the proposed model, it was confirmed that the average image file size was reduced by 94.9%, and it was confirmed that the storage period was increased by about 20 times compared to before the application of the proposed model.

  • On September 24, 2021, the new provisions(Article 38-2 of the Medical Service Act) mandatory CCTV installation in operating rooms where the unconscious patient is operating such as general anesthesia. The revised medical law aims to effectively prevent illegal activities that may occur in the operating rooms and to promote appropriate resolution to medical dispute. According to the law, medical institutions operating unconscious patients, such as general anesthesia, must install CCTVs in the operating rooms by September 25, 2023, and film surgical scenes only at the request of patients and their guardians, regardless of the consent of the medical personnel. The bill delegated the legislative device to minimize infringement of fundamental rights to subordinate statutes without stipulating it in the law.(Article 38-2(10)) The most realistic policy plan to minimize the infringement of the fundamental rights of patients is to prepare specific regulations. Therefore, this study examines the legislative background and main contents of the amended CCTV installation bill, and suggests issues to be reviewed when preparing subordinate statutes by analyzing major issues. It was reviewed based on compliance with the principle of minimizing infringement of fundamental rights of information subjects in the operating rooms. The information subjects of CCTV are health professionals and patients. Suggesting issues should be considered when preparing subordinate statutes so that the purpose of the CCTV installation law can be achieved while minimizing infringement of right of self-determination of personal information, personality rights, and human rights. It is hoped that this paper will be referred when discussing subordinate statutes and regulations to contribute minimizing infringement of fundamental rights.

Creation of Actual CCTV Surveillance Map Using Point Cloud Acquired by Mobile Mapping System (MMS 점군 데이터를 이용한 CCTV의 실질적 감시영역 추출)

  • Among smart city services, the crime and disaster prevention sector accounted for the highest 24% in 2018. The most important platform for providing real-time situation information is CCTV (Closed-Circuit Television). Therefore, it is essential to create the actual CCTV surveillance coverage to maximize the usability of CCTV. However, the amount of CCTV installed in Korea exceeds one million units, including those operated by the local government, and manual identification of CCTV coverage is a time-consuming and inefficient process. This study proposed a method to efficiently construct CCTV's actual surveillance coverage and reduce the time required for the decision-maker to manage the situation. For this purpose, first, the exterior orientation parameters and focal lengths of the pre-installed CCTV cameras, which are difficult to access, were calculated using the point cloud data of the MMS (Mobile Mapping System), and the FOV (Field of View) was calculated accordingly. Second, using the FOV result calculated in the first step, CCTV's actual surveillance coverage area was constructed with 1 m, 2 m, 3 m, 5 m, and 10 m grid interval considering the occluded regions caused by the buildings. As a result of applying our approach to 5 CCTV images located in Uljin-gun, Gyeongsnagbuk-do the average re-projection error was about 9.31 pixels. The coordinate difference between calculated CCTV and location obtained from MMS was about 1.688 m on average. When the grid length was 3 m, the surveillance coverage calculated through our research matched the actual surveillance obtained from visual inspection with a minimum of 70.21% to a maximum of 93.82%.

  • Due to increased terrors and crimes, the use of surveillance camera systems including CCTV is also increasing. Private information such as faces or behavior patterns can be recorded in CCTV and when it is exposed, it may cause infringement to privacy and crimes. This paper analyses conventional methods on protection of privacy in surveillance camera system and then suggests an RFID-based surveillance camera system that can both watch crimes and protect privacy. The proposed system protects privacy and watches crimes using scrambling and an RFID system.

  • Recent researches show that the traffic fatality rate in fog is higher than that in rain and snow. In that sense, methods to measure visibility accurately and to notify the measured visibility information to drivers are required. We thus developed a system for measuring the road visibility in realtime by employing CCTV cameras. In this paper, we also propose a wide-area visibility information system through measuring the visibility of every highway by using the developed system. The proposed wide-area visibility information system uses the video clips from the CCTV camera instead of the output from the expensive fog sensor. Hence, we expect that it can reduce the cost of installation and operation dramatically and the measured visibility information has a number of applications.

  • Dangerous tasks that occur every day at industrial site manufacturing plants, which have recently been making rapid changes, were classified by type, and the effect of mobile circuit television (CCTV) on safety accidents among daily safety management methods was analyzed. The subject of the study is about 3,000 workers who manage the infrastructure facility sector to supply utilities such as gas, water, and electricity to the display manufacturing process located in Asan City, and the study was conducted based on the daily dangerous work from 2019 to 2022, and during this study period, many construction works such as new investment and expansion of construction and manufacturing processes were occurring at the site. As a result, the rate of safety accidents and exposure to risks are expanding, and most of the safety accidents occurred because the sectors that did not follow the basics and the safety measures on the site were not implemented. In this paper, it was confirmed that there is an accident reduction effect according to the relationship between the dangerous work classified according to the work importance and the mobile CCTV shooting rate. Considering the characteristics of the manufacturing plant site, it can be used to play the role of basic data for preventing safety accidents based on the expansion of the introduction of a new safety management culture in the future.
