State-of-the-art IVEF Service based on e-Navigation System

  • In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

  • Recently, converging Big Data and IoT(Internet of Things)has become mainstream, and public sector is no exception. In particular, this combinationis applicable to crime prevention in Korea. Crime prevention has evolved from CPTED (Crime Prevention through Environmental Design) to ubiquitous crime prevention;however, such a physical engineering method has the limitation, for instance, unexpected exposureby CCTV installed on the street, and doesn't have the function that automatically alarms passengers who pass through a criminal zone.To overcome that, this paper offers a crime prevention method using Big Data from public organizations along with IoT. We expect this work will help construct an intelligent crime-prevention system to protect the weak in our society.

Non-Local Mean based Post Processing Scheme for Performance Enhancement of Image Interpolation Method (이미지 보간기법의 성능 개선을 위한 비국부평균 기반의 후처리 기법)

  • Image interpolation, a technology that converts low resolution images into high resolution images, has been widely used in various image processing fields such as CCTV, web-cam, and medical imaging. This technique is based on the fact that the statistical distributions of the white Gaussian noise and the difference between the interpolated image and the original image is similar to each other. The proposed algorithm is composed of three steps. In first, the interpolated image is derived by random image interpolation. In second, we derive weighting functions that are used to apply non-local mean filtering. In the final step, the prediction error is corrected by performing non-local mean filtering by applying the selected weighting function. It can be considered as a post-processing algorithm to further reduce the prediction error after applying an arbitrary image interpolation algorithm. Simulation results show that the proposed method yields reasonable performance.

A Study on Improving the Adaptive Background Method for Outdoor CCTV Object Tracking System

  • In this paper, we propose a method to solve ghosting problem. To generate adaptive background, using an exponentially decreasing number of frames, may improve object detection performance. To extract moving objects from the background by using a differential image, detection error may be caused by object rotations or environmental changes. A ghosting problem can be issue-driven when there are outdoor environmental changes and moving objects. We studied that a differential image by adaptive background may reduce the ghosting problem. In experimental results, we test that our method can solve the ghosting problem.

Real-Time Continuous-Scale Image Interpolation with Directional Smoothing

  • A real-time, continuous-scale image interpolation method is proposed based on a bilinear interpolation with directionally adaptive low-pass filtering. The proposed algorithm was optimized for hardware implementation. The ordinary bi-linear interpolation method has blocking artifacts. The proposed algorithm solves this problem using directionally adaptive low-pass filtering. The algorithm can also solve the severe blurring problem by selectively choosing low-pass filter coefficients. Therefore, the proposed interpolation algorithm can realize a high-quality image scaler for a range of imaging systems, such as digital cameras, CCTV and digital flat panel displays.

User Density Estimation System at Closed Space using High Frequency and Smart device

  • Recently, for safety of people, there are proposed so many technologies which detect density of people at the specific place or space. The representative technology for crowd density estimation was using image analysis method from CCTV images. However, this method had a weakness which could not be used and which's accuracy was lower at the dark or smog space. Therefore, in this paper, to solve this problem, we proposed a user density estimation system at closed space using high frequency and smart device. The system send inaudible high frequencies to smart devices and it count the smart devices which detect the high frequencies on the space. We tested real-time user density with the proposed system and ten smart devices to evaluate performance. According to the testing results, we confirmed that the proposed system's accuracy was 95% and it was very useful. Thus, because the proposed system could estimate about user density at specific space exactly, it could be useful technology for safety of people and measurement of space use state at indoor space.

  • This paper presents the results of a study for robust self-localization and indoor slam using external cameras (such as a CCTV) and odometry of mobile robot. First, a position of mobile robot was estimated by using maker and odometry. This data was then fused with camera data and odometry data using an extended kalman filter. Finally, indoor slam was realized by applying the proposed method. This was demonstrated in the actual experiment.

  • All the personal information controllers or processors collecting, processing and storing personal information through the entry into force of the EU GDPR (General Data Protection Regulation) are required to provide the basic principle of privacy by design at all stages of developing products or services throughout the organization, And to ensure that the basic rights of the subject of personal information are protected and that internal control techniques are provided to prevent any abuse or leakage. We will review the regulations and countermeasures required by the GDPR for video information with serious privacy problems, and propose a solution.

  • This paper describes a new progressive embedded Internet Protocol(IP) camera available for real-time image transmission. It was applied for ship safety and security on seashore area. The functions of developed embedded system was more effective and excellent than conventional systems. Nowadays, each nation has established harbor security systems to jump up their ports to international port. Recently Incheon port has tried to change man security into center security system used by image security system. The security system of Incheon port has some advantages like effectivity of security system and reduction of manpower and cost, installed by image security system with CCTV cameras at the entrance gate and around the fence. Thus in this paper, we have designed and implemented a Personal Digital Assistants(PDA) based Image Surveillance System for Harbor Security using IP Camera under ubiquitous environment. This system has big advantages which are more effective in an emergency and low cost and small manpower than conventional systems.

  • CCTV와 차량용 블랙박스 등의 영상기반 감시장비들로 사회안전망이 구축되고 있다. 하지만 디지털 영상 획득 센서는 실세계의 다이나믹 레인지를 온전히 감지하지 못한다는 한계점을 가지고 있는데 이로 인해 역광과 같은 특정 조명 조건하에서는 발생하는 움직임들을 감지하지 못하는 문제가 있다. 이러한 문제점을 해결하기 위해 종래에는 HDR 이미지를 사용하는데, 움직임이 많은 영상에 적용하기 어렵다. 별도의 WDR 이미지 센서를 사용할 수도 있으나 가격이 비싸고 영상처리가 복잡하다는 단점이 있다. 따라서, 본 논문에서는 프레임을 목표 다이내믹 레인지별로 그룹핑하고 프레임 그룹별로 노출시간을 달리하는 다중노출 방식을 제안한다. 이 방식에 따르면 어떤 조명 조건 상황에서도 물체의 변화를 모두 검출할 수 있으며 기존 이미지 센서와 영상 감지 시스템을 그대로 사용하기에 저비용으로 구현이 가능하다는 장점이 있다.
