Development of Optimal Urban Runoff System : I. Study of Inflow/Infiltration Estimation Considering AHP in Urban Runoff System (최적 도시유출시스템의 개발 : I. 도시유출시스템에서의 AHP를 고려한 불명수량 산정에 대한 연구)

  • One of the main factors which reduces the efficiency of a sewage treatment plant is the Inflow/Infiltration(Ⅰ/Ⅰ) in the sewer First we must calculate the quantity of Ⅰ/Ⅰ via the investigation of each sewer to establish the reduction plan of Ⅰ/Ⅰ. However, in Korea, we apply the results of a surveyed sample to the entire study area to establish the reduction plan of Ⅰ/Ⅰ. This methodology just considers the total Ⅰ/Ⅰ for the entire study area but it does not consider the quantity of Ⅰ/Ⅰ for the individual sewer systems. Therefore, we may need the model to consider the Ⅰ/Ⅰ in the individual sewer systems and we develop the model to calculate the Ⅰ/Ⅰ that happen in urban sewer systems. We estimate the Ⅰ/Ⅰ of individual systems by the developed model and the estimated Ⅰ/Ⅰ are utilized as the basic data for the establishment of Ⅰ/Ⅰ reduction plan. The observed Ⅰ/Ⅰ for the entire study area is distributed into the individual sewer systems according to their defect states. Here, the weights of defect elements are calculated using AHP(Analytic Hierarchy Process) and we perform the uncertainty analysis for considering the errors using MCS(Monte Carlo Simulation).

  • 급속한 도시화 및 지구온난화로 인한 집중호우로 홍수피해가 해마다 증가하고 있다. 홍수피해를 최소화하기 위하여 4대강 중심의 홍수예경보시스템이 구축되는 등 다양한 제도적 장치가 마련되고 있으나 중소하천이 분포되어 있는 도시유역에서의 홍수예측기능은 부족한 실정이다. 본 연구에서는 중소 도시하천에 적용 가능한 실시간 도시홍수예측서비스 시스템(Realtime Urban Flood Forecasting Service, U-FFS)을 개발하였다. 경기도 성남에 위치한 탄천을 대상유역으로 선정하고 실시간 강우 및 수위관측소를 설치하여 수문데이타를 수집하였으며 이를 바탕으로 수위예측모형을 구축하였다. 모형구축에는 이미 국내외 학계에서 그 정확도가 입증된 바 있는 Data-driven 모델의 일종인 ANFIS(Adaptive Neuro-Fuzzy Inference System)를 이용하였다. 개발된 수위예측모형은 지정된 시간에 자동으로 작동 가능한 실행파일로 프로그래밍되어 최종적으로 홍수예측 웹서비스와 연동된다. U-FFS는 집중호우 발생 시 최종 유출구의 30분, 1시간, 2시간 후의 수위 예측값을 웹 상을 통해 제공함으로써 언제 어디서나 홍수예측 정보를 누구나 손쉽게 획득할 수 있는 장점이 있다. 시범운영 결과, 30분 및 1시간 후의 수위 예측은 정확도가 매우 뛰어났으며 2시간 후의 수위 예측의 정확성은 다소 떨어지는 것으로 확인되었으나 전반적인 홍수예측 판단에는 무리가 없을 것으로 예상된다. 본 시스템의 홍수예측모형은 생성 및 수정이 간편하여 그 활용성이 매우 높을 것으로 기대된다. 특히 안전함을 지향하는 각종 U-City나 홍수피해가 빈번한 도시유역에 적용하면 기존 시스템과 차별화된 실시간 홍수예측 서비스가 가능해져 홍수피해를 최소화할 수 있을 것이다. 취수구 직경 D의 3.3배를 벗어나지 않는다는 결과를 도출할 수 있었다.링 목적으로 사용될 수 있다. 본 연구에서 개발한 영상수위계는 한강홍수통제소 관할의 전류, 청담대교 등 4개소 낙동강 홍수통제소 2개소, 지자체 등에 적용되었으며, 적용 결과 비교적 안정적이면서 정확하게 수위를 측정하는 것으로 나타났다. 한편 기존 CCD 카메라 이외에 CCTV를 이용한 영상수위계를 개발하여 영상의 화질 개선뿐 아니라 하천화상 감시 기능을 강화하였다.소류의 섭취율은 높았다. 집단간의 상관도를 보면 교육별로 김치, 장아찌, 콩이 각각 p>0.5 수준에서 유의한 차가 없었고, 나머지는 유의한 차가 있었다. 연령별로는 멸치가 유의한 차가 없었고(p>0.5), 수입별로는 콩이 유의한 차가 없었다(p>0.5). 4. 영양지식(營養知識) 검토 가정생활(家庭生活)에 필요(必要)한 일반적(一般的)인 영양지식(營養知識)은 대체적으로 낮은 편이었다. 어린이 영양, 편식의 해로움, 비만증의 해로움, 임신부 그리고 수유부 영양에 대하여는 일반적으로 알고 있다고 하였으며, 그다음으로 이유기 영양, 어린이 발육에 필요한 식품, 식품과 영양소와의 관계, 우유의 성분, 노인영양에 대하여 잘 알고 있는 비율이 낮았으며, 인체의 영양소, 식단작성여부, 간식의 이론, 식품감별법에 대하여는 가장 낮은 비율을 나타냈다. 각 영양지식은 교육정도가 높을수록 영양지식이 높았고, 교육별 집단간의 유의한 차가 나타났다.   • This paper introduces an efficient and satisfactory search interface that enables users to browse and find the video data they want from a massively huge video database widely used in various multimedia environment. The target user group is information analysts at US defense industry or governmental intelligence agencies whose job is to identify a certain person from a lot of video footage taken from CCTV(Closed-circuit Television) cameras. For the first user test, we suggested the CAVE-like virtual reality interface to be the most optimal for the tasks we designed for, so we compared this interface with desktop interface. The softwares and database developed and optimized for each task were used in this user test. For the second user test, we researched on what input devices would be most optimal for enhancing efficiency of search task in the CAVE-like virtual reality system. Especially we focused our effort on measuring the effectiveness and user satisfaction of three different types of devices that embody gestural interface input system that encourages users' ergonomic control of the interface. We also measured the time consumed for performing each task to find out the most efficient input device among the ones tested.

  • An unexpected event could be easily followed by a large secondary accident due to the limitation in sight of drivers in road tunnels. Therefore, a series of automated incident detection systems have been under operation, which, however, appear in very low detection rates due to very low image qualities on CCTVs in tunnels. In order to overcome that limit, deep learning based tunnel incident detection system was developed, which already showed high detection rates in November of 2017. However, since the object detection process could deal with only still images, moving direction and speed of moving vehicles could not be identified. Furthermore it was hard to detect stopping and reverse the status of moving vehicles. Therefore, apart from the object detection, an object tracking method has been introduced and combined with the detection algorithm to track the moving vehicles. Also, stopping-reverse discrimination algorithm was proposed, thereby implementing into the combined incident detection processes. Each performance on detection of stopping, reverse driving and fire incident state were evaluated with showing 100% detection rate. But the detection for 'person' object appears relatively low success rate to 78.5%. Nevertheless, it is believed that the enlarged richness of image big-data could dramatically enhance the detection capacity of the automatic incident detection system.

  • Despite the increased social demand for strengthening the punishment for ghost surgery in Korea, the governmental management is very passive compared to other offenses of medical law, and the punishment for ghost surgery is insufficient, so that medical malpractices are continuously occurring. A plastic surgeon who posted the names of clinics performing ghost surgery and the number of deaths on the internet bulletin board, was charged with the violation of the Information Telecommunication Act(defamation). Thus, this study aimed to present the legal/institutional issues and implications of defamation by the release of ghost surgery, by initially examining the charged case after posting the contents showing the death of patients by ghost surgery in clinics on the internet bulletin board. This study aimed to understand how strictly the court approached the ghost surgery in the aspect of public interest, and also to understand the judgment standard of punishment for defamation by investigating the publicly alleging facts and public interest by the disclosure of ghost surgery. Moreover, this study aims to provide the basic data necessary for guaranteeing the national health right by arousing attention to ghost surgery.

  • Even at this point in the era of digital transformation, we are still facing many problems in the safety sector that cannot prevent the occurrence or spread of human casualties. When you are in an unexpected emergency, it is often difficult to respond only with human physical ability. Human casualties continue to occur at construction sites, manufacturing plants, and multi-use facilities used by many people in everyday life. If you encounter a situation where normal judgment is impossible in the event of an emergency at a life site where there are still many safety blind spots, it is difficult to cope with the existing manual guidance method. New variable guidance technology, which combines artificial intelligence and digital twin, can make it possible to prevent casualties by processing large amounts of data needed to derive appropriate countermeasures in real time beyond identifying what safety accidents occurred in unexpected crisis situations. When a simple control method that divides and monitors several CCTVs is digitally converted and combined with artificial intelligence and 3D digital twin control technology, intelligence augmentation (IA) effect can be achieved that strengthens the safety decision-making ability required in real time. With the enforcement of the Serious Disaster Enterprise Punishment Act, the importance of distributing a smart location guidance system that urgently solves the decision-making delay that occurs in safety accidents at various industrial sites and strengthens the real-time decision-making ability of field workers and managers is highlighted. The smart location guidance system that combines artificial intelligence and digital twin consists of AIoT HW equipment, wireless communication NW equipment, and intelligent SW platform. The intelligent SW platform consists of Builder that supports digital twin modeling, Watch that meets real-time control based on synchronization between real objects and digital twin models, and Simulator that supports the development and verification of various safety management scenarios using intelligent agents. The smart location guidance system provides on-site monitoring using IoT equipment, CCTV-linked intelligent image analysis, intelligent operating procedures that support workflow modeling to immediately reflect the needs of the site, situational location guidance, and digital twin virtual fencing access control technology. This paper examines the limitations of traditional fixed passive guidance methods, analyzes global technology development trends to overcome them, identifies the digital transformation properties required to switch to intelligent variable smart location guidance methods, explains the characteristics and components of AI-based public facility smart fire safety integrated system (ISFS).

Development of a Real-time Action Recognition-Based Child Behavior Analysis Service System (실시간 행동인식 기반 아동 행동분석 서비스 시스템 개발)

  • This paper describes the development of a system and algorithms for high-quality welfare services by recognizing behavior development indicators (activity, sociability, danger) in children aged 0 to 2 years old using action recognition technology. Action recognition targeted 11 behaviors from lying down in 0-year-olds to jumping in 2-year-olds, using data directly obtained from actual videos provided for research purposes by three nurseries in the Gwangju and Jeonnam regions. A dataset of 1,867 actions from 425 clip videos was built for these 11 behaviors, achieving an average recognition accuracy of 97.4%. Additionally, for real-world application, the Edge Video Analyzer (EVA), a behavior analysis device, was developed and implemented with a region-specific random frame selection-based PoseC3D algorithm, capable of recognizing actions in real-time for up to 30 people in four-channel videos. The developed system was installed in three nurseries, tested by ten childcare teachers over a month, and evaluated through surveys, resulting in a perceived accuracy of 91 points and a service satisfaction score of 94 points.

  • Lately electronic tagging policy for the sexual offenders was introduced in order to reduce and prevent sexual offences. However, most sexual offences against children happening these days are committed by the tagged offenders whose identities have been released. So, for the crime prevention, we need measures with which we could minimize the suffers more promptly and actively. This paper suggests a new system to relieve the sexual abuse related anxiety of the children and solve the problems that electronic bracelet has. Existing bracelets are only worn by serious criminals, and it's only for risk management and positioning, there is no way to protect the children who are the potential victims of sexual abuse and there actually happened some cases. So we suggest also letting the students(children) wear the LBS(Location Based Service) and USN(Ubiquitous Sensor Network) technology based electronic bracelets to monitor and figure out dangerous situations intelligently, so that we could prevent sexual offences against children beforehand, and while a crime is happening, we could judge the situation of the crime intelligently and take swift action to minimize the suffer. And by checking students' attendance and position, guardians could know where their children are in real time and could protect the children from not only sexual offences but also violent crimes against children like kidnapping. The overall system is like follows : RFID Tag for children monitors the approach of offenders. While an offender's RFID tag is approaching, it will transmit the situation and position as the first warning message to the control center and the guardians. When the offender is going far away, it turns to monitoring mode, and if the tag of the child or the offender is taken off or the child and offender stay at one position for 3~5 minutes or longer, then it will consider this as a dangerous situation, then transmit the emergency situations and position as the second warning message to the control center and the guardians, and ask for the dispatch of police to prevent the crime at the initial stage. The RFID module of criminals' electronic bracelets is RFID TAG, and the RFID module for the children is RFID receiver(reader), so wherever the offenders are, if an offender is at a place within 20m from a child, RFID module for children will transmit the situation every certain periods to the control center by the automatic response of the receiver. As for the positioning module, outdoors GPS or mobile communications module(CELL module)is used and UWB, WI-FI based module is used indoors. The sensor is set under the purpose of making it possible to measure the position coordinates even indoors, so that one could send his real time situation and position to the server of central control center. By using the RFID electronic roll book system of educational institutions and safety system installed at home, children's position and situation can be checked. When the child leaves for school, attendance can be checked through the electronic roll book, and when school is over the information is sent to the guardians. And using RFID access control turnstiles installed at the apartment or entrance of the house, the arrival of the children could be checked and the information is transmitted to the guardians. If the student is absent or didn't arrive at home, the information of the child is sent to the central control center from the electronic roll book or access control turnstiles, and look for the position of the child's electronic bracelet using GPS or mobile communications module, then send the information to the guardians and teacher so that they could report to the police immediately if necessary. Central management and control system is built under the purpose of monitoring dangerous situations and guardians' checking. It saves the warning and pattern data to figure out the areas with dangerous situation, and could help introduce crime prevention systems like CCTV with the highest priority. And by DB establishment personal data could be saved, the frequency of first and second warnings made, the terminal ID of the specific child and offender, warning made position, situation (like approaching, taken off of the electronic bracelet, same position for a certain time) and so on could be recorded, and the data is going to be used for preventing crimes. Even though we've already introduced electronic tagging to prevent recurrence of child sexual offences, but the crimes continuously occur. So I suggest this system to prevent crimes beforehand concerning the children's safety. If we make electronic bracelets easy to use and carry, and set the price reasonably so that many children can use, then lots of criminals could be prevented and we can protect the children easily. By preventing criminals before happening, it is going to be a helpful system for our safe life.

Field Survey on Smart Greenhouse (스마트 온실의 현장조사 분석)

  • This study set out to conduct a field survey with smart greenhouse-based farms in seven types to figure out the actual state of smart greenhouses distributed across the nation before selecting a system to implement an optimal greenhouse environment and doing a research on higher productivity based on data related to crop growth, development, and environment. The findings show that the farms were close to an intelligent or advanced smart farm, given the main purposes of leading cases across the smart farm types found in the field. As for the age of farmers, those who were in their forties and sixties accounted for the biggest percentage, but those who were in their fifties or younger ran 21 farms that accounted for approximately 70.0%. The biggest number of farmers had a cultivation career of ten years or less. As for the greenhouse type, the 1-2W type accounted for 50.0%, and the multispan type accounted for 80.0% at 24 farms. As for crops they cultivated, only three farms cultivated flowers with the remaining farms growing only fruit vegetables, of which the tomato and paprika accounted for approximately 63.6%. As for control systems, approximately 77.4% (24 farms) used a domestic control system. As for the control method of a control system, three farms regulated temperature and humidity only with a control panel with the remaining farms adopting a digital control method to combine a panel with a computer. There were total nine environmental factors to measure and control including temperature. While all the surveyed farms measured temperature, the number of farms installing a ventilation or air flow fan or measuring the concentration of carbon dioxide was relatively small. As for a heating system, 46.7% of the farms used an electric boiler. In addition, hot water boilers, heat pumps, and lamp oil boilers were used. As for investment into a control system, there was a difference in the investment scale among the farms from 10 million won to 100 million won. As for difficulties with greenhouse management, the farmers complained about difficulties with using a smart phone and digital control system due to their old age and the utter absence of education and materials about smart greenhouse management. Those difficulties were followed by high fees paid to a consultant and system malfunction in the order.
