Using the CAPSS emissions data, we analysed changes and reasons in the annual air pollutant emission trends from 1999 to 2014. The CO emissions in the metropolitan area decreased steadily since 2001, when the latest model year of automobiles and high efficiency fuel were applied. However, other regions have not changed significantly in annual emissions. $NO_x$ emissions continued to increase since 2003, and unchanged after the decline in 2007. $SO_x$ emissions are steadily declining due to the supply of low sulfur oil. The $PM_{10}$ and $PM_{2.5}$ emissions were repeatedly affected by the influence of motor vehicles activities in the metropolitan area. In Gangwon and Chungcheong Provinces, emissions are increasing according to the use of coal in the manufacturing sector. And VOC and $NH_3$ emissions are increasing steadily every year. The major CO emission sources was automobiles in the metropolitan area. However, agricultural residue burning was the biggest CO sources in the Chungchong, Honam and Yeongnam Provinces. The major sources of $NO_x$ emissions differ from region to region. In the Metropolitan area, Honam and Yeongnam region, the truck was the largest emitter of $NO_x$. However, the cement kiln was the largest producer of $NO_x$ in Gangwon region, and the power plant is the largest emitter in Chungcheong Provinces.

According to the annual emission estimates of U.S.A., fugitive dust, the particulate matter entrained in the ambient air which is caused from man-made or natural activities such as movement of soil, vehicles, equipments and windblown dust, contributes 90% of PM$_{10}$ emission. In spite of an importance of fugitive dust emission in PM$_{10}$ estimation, it is excluded in the national emission inventory of Korea so far. In this paper, an emission inventory of fugitive dust for each region and in major cities throughout the country, which is the first time in Korea these values have been compiled, is presented. Sources of fugitive dust emission have been classified into paved/unpaved roads, construction operations, agricultural operations, and natural sources. The emission factors of the existing fugitive dust emission were reassessed in a way that significantly improved the reliability of the estimated result. The Korea's first national emission inventory of fugitive dust by administrative districts proposed in this paper would provide scientific reference data for establishing an reduction strategy of PM$_{10}$ and preparing effective control measures, and would contribute to academic achievement in the atmospheric environments field and the establishment of CAPSS (Clean Air Policy Support System).stem).
Background and objective: While response measures to particulate matters in rural areas are limited due to poor inventory record keeping in the agricultural sector, it is necessary to control agricultural waste vinyl and the emission of precursors released from open burning and the secondary generation of particulate matters. Currently, the open burning emission calculation method uses the definition prescribed in CAPSS by the National Institute of Environmental Research. Methods: This study presented an open burning emission calculation formula for agricultural waste vinyl, which is included as agricultural waste. As for activity data, the open burning ratio of agricultural waste vinyl, and the annual incineration volume provided in the Status Survey by the Ministry of Agriculture, Food, and Rural Affairs were applied. The emission factor was generated through incineration tests on three agricultural plastic film samples collected by the Korea Environment Corporation. Results: Among precursors, SOx and NOx were selected and their emission features were monitored with incineration experiment infrastructure based on the EPA 5G method. The highest emission concentration by agricultural waste type was concentrated in the first and second quarters. As for emission factor of SO2, it was calculated at 98.25 g/kg for mulching-use LDPE, 52.31 g/kg for greenhouse-use LDPE, and 14.40 g/kg for HDPE. As for NOx, it was calculated at 18.21 g/kg for mulching-use LDPE, 16.49 g/kg for greenhouse-use LDPE, and 10.67 g/kg for HDPE. Conclusion: This test confirmed the incineration features of PE-based plastics, ascertained the SOx emission factor that had not been included in open burning in the past, and established that low NOx emission concentration is interfered by soil mixed with livestock excretions. The findings from this study are expected to contribute to improving the system for controlling air pollutants in rural environments.
Recently, the researches for air pollutant control technologies have been performing in Korea, while considering an one of the latest main topics as problems on air pollutant control. However, it is difficult to investigate emission amount of air pollutant by passenger cars, because of lack of the domestic information about mobile source; the number of research institutes are less in the whole. Especially, the informations on registered numbers and emissions of motorcycles are less. Thus, in this study, the analysis that is based on experimental results was conducted for finding out source profiling and emission characteristics on motorcycles exhaust. For these experiments, the domestic motorcycles were chosen and evaluated by EURO III standard. From the result, controlled pollutants (CO, HC, NOx) were met to EURO III, but low displacement motorcycles showed a higher incomplete combustion reaction than that of 250 cc motorcycles. Additionally, uncontrolled pollutants (BTEX and 1,3-butadiene) were decreased with increasing a displacement of motorcycles. However, the emission trend of aldehydes was not followed that of those; the formaldehyde ratio increased upto approximately 33%, with increasing a displacement of motorcycles. In the future, it would be used to support the CAPSS as basic data of Korea.

The Ministry of Environment will enforce air quality standards for $PM_{2.5}$ in 2015 because it affects human health as well as climate change and brings about other adverse effects. Until recently, even though a number of researches have reported $PM_{2.5}$ emissions according to sources, they have not precisely considered the emission factors correspondent to each source for emission estimation. For the sake of establishing $PM_{2.5}$ emission inventories, this study was undertaken using activity data of each source taken from CAPSS (Clean Air Policy Support System) multiplied by each emission factor of U.S. EPA Speciate or EEA CORINAIR. The 2008's total annual $PM_{2.5}$ emission (73.971 ton/yr) can be apportioned into five sources, such as fuel combustion facilities (62.2%), mobiles (33.8%), production processes (3.2%), fires (0.4%), and waste treatments (0.3%). The results show that fuel combustion facilities and mobiles are the predominant sources of $PM_{2.5}$, and they should be taken into great account in establishing $PM_{2.5}$ standards. In addition, it is necessary and urgent to develop effective measures for reduction of $PM_{2.5}$ emissions from those two main sources as well.
Emissions inputs for use in air quality modeling of Korea were generated with the emissions inventory data from the National Institute of Environmental Research (NIER), maintained under the Clean Air Policy Support System (CAPSS) database. Source Classification Codes (SCC) in the Korea emissions inventory were adapted to use with the U.S. EPA's Sparse Matrix Operator Kernel Emissions (SMOKE) by finding the best-matching SMOKE default SCCs for the chemical speciation and temporal allocation. A set of 19 surrogate spatial allocation factors for South Korea were developed utilizing the Multi-scale Integrated Modeling System (MIMS) Spatial Allocator and Korean GIS databases. The mobile and area source emissions data, after temporal allocation, show typical sinusoidal diurnal variations with high peaks during daytime, while point source emissions show weak diurnal variations. The model-ready emissions are speciated for the carbon bond version 4 (CB-4) chemical mechanism. Volatile organic carbon (VOC) emissions from painting related industries in area source category significantly contribute to TOL (Toluene) and XYL (Xylene) emissions. ETH (Ethylene) emissions are largely contributed from point industrial incineration facilities and various mobile sources. On the other hand, a large portion of OLE (Olefin) emissions are speciated from mobile sources in addition to those contributed by the polypropylene industry in point source. It was found that FORM (Formaldehyde) is mostly emitted from petroleum industry and heavy duty diesel vehicles. Chemical speciation of PM2.5 emissions shows that PEC (primary fine elemental carbon) and POA (primary fine organic aerosol) are the most abundant species from diesel and gasoline vehicles. To reduce uncertainties in processing the Korea emission inventory due to the mapping of Korean SCCs to those of U.S., it would be practical to develop and use domestic source profiles for the top 10 SCCs for area and point sources and top 5 SCCs for on-road mobile sources when VOC emissions from the sources are more than 90% of the total.
This study analyzed the characteristics of high PM2.5 episodes that meets the concentration criteria of Emergency Reduction Measures Plan (ERMP) in Busan during the 2015-2020, and compared with those in Seoul. As a first step, the CAPSS-2017 emission data was employed to analyze the emission differences between Busan and Seoul, and pointed out that Busan emission included the dominance of ship emissions (37.7%) among total PM2.5 city emissions, whereas fugitive PM2.5 emission was the highest in Seoul. These emission characteristics are indicating that the controlling action plan should be uniquely applied to cope with ERMP in each region. We selected extremely high PM2.5 episode days that meet the criteria of ERMP levels. In Busan, Ulsan, and Gyeongnam region, 15, 16, and 8 days of extremely high PM2.5 cases were found, respectively, whereas Seoul showed approximately doubling of occurrences with 37 cases. However, the occurrences in summer season indicated big differences between two cities: the proportion of summer-season occurrence was 13-25% in Busan, whereas no single case have occurred in Seoul. This is suggesting the needs of comprehensive summer emission reduction plan with focusing on sulfur reduction to effectively cope with the ERMP levels in summer in the southeastern region, including Busan.

The construction equipment is one of the major sources for hazardous air pollutants in Korea, and the its management has been of great concern recently. The objective of this study was to estimate each contribution of emission of construction equipments according to their production year, electric power consumption and type. To achieve this goal, we developed pollutant emission factors for the machineries manufactured after 2009, which are excluded from the present framework of Korean air pollutants inventory, CAPSS. More than 800 data obtained from emission investigations were utilized for the estimation. Compared with the previous estimation, the scheme used this study was modified to incorporate new emission factors as well as to include the corresponding activity data. Such improvement allow us to gain more detailed emission informations which are better characterized by specifications of construction equipments. The total amount of pollutants emitted from construction equipments in 2011 were estimated as 126.8, 7.0, 58.3, and 17.0 kton for $NO_x$, PM, CO, and VOC, respectively. The estimation results indicate that the increase in the emission of equipments is significantly related to their age and power consumption. The emissions of the older ones manufactured from 1992~1996 were estimated to be the contribution ranged from 23.7% to 26.8%, whereas the newer ones (2009~2011) showed the attributions of 11.3~21.5%. In addition, the results show that the emission of each equipment was increased with the increase in the electric power consumption of engine, probably due to their average output power. Among the nine types of machinery compared, excavators and forklifts were investigated to contribute relatively higher emissions in the level of 39.8~44.0% and 32.0~34.2%, respectively.

A port has been regarded as a significant contributor to air pollution in the surrounding areas. Port-related air pollutants are released from not only marine vessels, but also various land-side sources at ports, which include cargo handling equipment, vehicles, locomotives, and fugitive dust sources by port activities such as bulk handling and vehicle movements. However, most studies in Korea have only focused on vessel emissions and there is a lack of information on the emissions from other sources at port. In this study, in order to establish the port-related emission inventory and evaluate the relative contribution of these sources to air emissions from the Port of Incheon, the emissions from land-side sources were estimated and the CAPSS (Clean Air Policy Support System) data for vessel emissions were used. In particular, the detailed information and activity data for the cargo handling equipment source were collected and the emission factors and emissions by equipment types were calculated using U.S. EPA methodologies. Total HC, CO, $NO_x$, $PM_{10}$, and $SO_2$ emissions from port-related sources including the vessel in 2007 were calculated as 229 ton/year, 638 ton/year, 4,861 ton/year, 307 ton/year, and 3,995 ton/year, respectively. It was found that the vessel was the largest contributor to air pollutant emissions from the port, the cargo handling equipment was responsible for about from 8% to 13% of HC, CO, and $NO_x$ emissions and the resuspended road dust contributed about 39% for $PM_{10}$ emissions. The results of this study will be used to establish the management and reduction strategies of air pollution in the port.
The Government had devised legislation of Special Act and drew up guidelines for improving air quality in Seoul Metropolitan area. In 2007 local government of Seoul, Incheon and Gyeonggi conducted the results of application policy by reduced air pollutants emission for the first time. Although there was reduction of air pollutant emission in each local government, it was ineffective as expected using air pollution monitoring database. Therefore we worked out a way to prepare modeling input data using the results of enforcement plan. And we simulated surface $NO_2$ and PM10 before and after decrease in air pollutants emission and examine reduction effects of air pollution according to enforcement regulation except other influence, by using MM5-SMOKE-CMAQ system. Each local government calculated the amount of emission reduction under application policy, and we developed to prepare input data so as to apply to SMOKE system using emission reduction of enforcement plan. Distribution factor of emission reduction were classified into detailed source and fuel codes using code mapping method in order to allocate the decreased emission. The code mapping method also included a way to allocate spatial distribution by CAPSS distribution. According to predicted result using the reduction of NOx emission, $NO_2$ concentration was decreased from 19.1 ppb to 18.0 ppb in Seoul. In Gyeonggi and Incheon $NO^2$ concentrations were down to 0.65 ppb and 0.68 ppb after application of enforcement plan. PM10 concentration was reduced from 18.2 ${\mu}g/m^3$ to 17.5 ${\mu}g/m^3$ in Seoul. In Gyeonggi PM10 concentration was down to 0.51 ${\mu}g/m^3$ and in Incheon PM10 concentration was decreased about 0.47 ${\mu}g/m^3$ which was the lower concentration than any other cities.
