An Essay for Reconstruction on the Classification System of Government-General of Chosun (조선총독부 공문서 분류체계의 복원)

  • This article provides the base in relation to the classification system of public records of Japan and Tiwan which the original order of the classification system of public records of Government-General of Chosun is reconstructed and the efficient classification system is prepared. The classification system of public records at the period of Meiji(明治) in Japan was classified two forms, one is function-based classification, the other is organization-based classification. Each ministry(省) was fundamentally based In function-based classification and organization-based classification, adopted them in changed forms as its condition and situation had been changed. Government-General of Tiwan adopted Japan's archival management system and put its classification system and life schedule In operation. The classification system of Government-General of Tiwan adopted function-based classification of the ministry of foreign affairs in Japan, changed its forms as the organization and business activity were transformed. As a result of arrangement and analysis of examples for the classification of public records of Government-General of Chosun from 1910' to the middle area of 1930', the classification of public records of Government-General of Chosun was constructed on level order; 'organization of ministry(部) or department(局)--business activity of ministry or department--low function of business activity of ministry or department'. But this classification system had two sides, flexible and unstable in that the classification system had exeptional parts and the breadth of items was changed greatly. The classification system of Government-General of Chosun, which had adopted organization-based classification of the ministry of home affairs in Japan, result in expanding the breadth of items and causing great change of items for the organization and business activity were vast and its change was very great.

A Study on the Risk Management Framework for the Long-term Preservation Business of Electronic Records (DRAMBORA를 응용한 전자기록 장기보존 업무 위험관리체계 연구)

  • This paper proposed risk management approach as a self-audit framework to achieve the goals which might be common among the records management organizations in Korea governmental and public area. After introducing the history and the concept and process of risk management approach and examining DRAMBORA's framework, the processes and the methods of risk management for the electronic records which are customized from DRAMBORA are explained in details: How to define the business context of organizations, how to determine the business functions and activities and related risks, how to assess the level or severity of each risks and some considerations related to risk assessment. As a result, this paper shows that application of DRAMBORA's framework to the electronic records management organizatioins is not only possible but also useful and effective. The critical point for the success of application for DRAMBORA's framwork or the risk management approach itself each organizations which wants to accept that framework should define its own business functions and activities and the goals in respect areas.

  • This paper showed results of the risk management project in detail which was conducted by National Archives of Korea(NAK) in 2010. In the project NAK examined its long-term preservation business of electronic records using DRAMBORA(Digital Repository Audit Method Based on Risk Assessment). NAK has defined 44 different risk elements related to its business activities, assessed and classified them into several grades according to the severity calculated by risk probability score and risk potential impact score, and developed precise management plans for two of the most serious risks. This paper introduced the management plan for one of them. The risk was numbered with NR04 and described by 'Loss of integrity of records information'. This paper explained mitigation strategies, contingency organization, disaster control responsibilities, and personal mission cards for the NR04. This paper planned to give comprehensive understandings to Records Management Organizations about the risk management approaches as an effective way for business management through the case study.

A Construction Case of BRM 'Danwigwaje' in Basic Local Governments : Focussing on Gangbuk District of Seoul Special City (기초지방자치단체 기능분류체계(BRM)의 단위과제 구축 사례 서울특별시 강북구 사례를 중심으로)

  • The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.

  • Some records have to be classified not according to their business function but according to their case because of the characteristics of the organization's business. Examples of this are case files, criminal files, lawsuit files, personal files, medical files, and project files. The case files are made according to standard business processes. Case files are filled with records of a series of activities and these records, which are made while carrying out various functions, reenact the multilevel process of a case. This study organized the implications of managing case files by examining the composition of lawsuit records and deducting characteristics in management. To do this, first, this study analyzed the composition of the lawsuit records that Korea Legal Aid Corporation produced and managed. Second, this study confirmed how the characteristics of case files are reflected in the lawsuit records of Korea Legal Aid Corporation. Third and lastly, this study searched how the lawsuit files are managed and used through the example of Korea Legal Aid Corporation.

  • Emerging digital economy, e-business, especially business to business(B2B) electronic commerce is understood one most single critical competitive weapon for organizations' global competitiveness. According to government white paper, Korea's electronic commerce records expansion stage in its volume and variety. Although Korea has remarkable EC records, still some differences are existed compare to the developed countries. IT in the developed countries, played an engine for the economic restructuring as well as for the economic growth. But in Korea, it's not fully utilized by the reasons of economic and noneconomic bottlenecks. Under the digital economic surroundings, EC or e-Business, is a business system to achieve the economic efficiency in the levels of an organization as well as a nation. So, we have to find the ways to utilize our EC infrastructure to contribute for the nation's global competitiveness. To find the way, this study recommends two types of policies, pull and push, beyond the OECD's suggestion, to government in order to expansion of EC, especially B2B EC.

A Comparative Study on Appraisal Policies of National Archives of UK, USA, Canada, and Australia (국립기록원 기록물평가정책 비교분석 : 영국, 미국, 캐나다, 호주를 중심으로)

  • Appraisal is one of the most important record management tasks. Appraisal is the process of evaluating business activities to determine which records need to be captured and how long the records need to be kept to meet business, the requirements of organizational accountability and community expectations. Appraisal, therefore, is concerned with deciding both what records should be created to document a business activity and how long those records should be retained. This paper attempts to review the appraisal policies of four national archives in UK, USA, Canada, Australia, which have managed public records systematically and to compare appraisal policies in the following five parts such as 1) purpose, 2) appraisal objectives, 3) appraisal values, 4) procedures for appraisal, and 5) special considerations. Finally, the paper suggests the important items required when the Korean National Archives and Records Services develops their own appraisal policies.

  • The main purpose of the archives is to maintain a history of the organization's functions and activities. Selecting valuable records for the permanent archives through objective appraisal from among many records that reflects the activities of organization is very important but also very difficult. The quantity and complexity of comtemporary records has rapidly expanded because of electronic storage, and with the information environment, and it is now possible to manage and control the records an entire lifetime. In this study, it is proposed the appraisal methods based on a business analysis that is combined the macro-appraisal factor and micro-appraisal factor; The former is functions and organizations as the objective guideline of selecting valuable records from the beginning and the latter is a contents appraisal (evidential value) of the individual records.

A Study on Developing Descriptive Metadata Elements of the Contents of Oral History Records: Using Oral History Records of Knit Business in Haebangchon (구술기록 메타데이터 내용 영역 요소 개발에 관한 연구 - 해방촌 니트 사업 구술 기록을 대상으로 -)

  • The purpose of this study is to develop descriptive metadata elements of contents of oral history records. First, the meaning of contents in transcripts and detailed interview lists, as well as the characteristics of metadata for oral history records, were examined. Second, elements related contents of domestic and international oral history metadata were compared to identify 18 elements, then streamlined 12 elements were set by removing duplicates. Third, 12 elements were compared with detailed interview lists based on transcripts of 6 interviewees who had interviews on knit business in Haebangchon. The result of this study discovered 1 additional element that designated as 'basic' and these were further categorized into 15 element of 'enhanced'. These elements are expected to contribute to expanding the scope of utilization of oral history records by supporting the structure and expression of that contents.

  • There are nearly 700 public agencies which should establish their own record centers in Korea. Until the end of 2005, nearly half of them had established record centers. It is the time, now, to try not only to force establish them continuously but also to choose their substances. This study aims to propose a business model for Korean record center and differenciate it according to public agencies specialities.
