  • Nowadays, nations cyber security capabilities play an important role in a nation's defense. Security-critical infrastructures such as national defenses, public services, and financial services are now exposed to Advanced Persistent Threats (APT) and their resistance to such attacks effects the nations stability. Currently Cyber Threat Intelligence (CTI) is widely used by organizations to mitigate and deter APT for its ability to proactively protect their assets by using evidence-based knowledge. The evidence-based knowledge information can be exchanged among organizations and used by the receiving party to strengthen their cyber security management. This paper will discuss on the business process reengineering of the CTI information exchange management for a nationwide scaled control and governance by the government to better protect their national information security assets.

  • In this paper, the definition of mobile virtual network operator (MVNO), business situations of operators, regulations, and main benefits are analyzed to discuss the introduction of MVNO system in Korea. In addition to, the analytical hierarchy process (AHP) is performed to study the efficient business model for MVNO under the government's regulation. The three alternatives such as self-regulation, partial-regulation and full refutation are considered for the main criteria of competitiveness activation, investment increment, and economics.

  • The Korea Augmentation Satellite System (KASS) is the first satellite navigation enhancement system in Korea developed in compliance with international standards. Technologies accumulated during the development process should be spread to industries such as academia and serve as the basis for developing the domestic satellite navigation field. This paper introduces the development process from design to implementation, testing, and verification of KASS control systems (KCS). First, development standards, milestones, requirements, and interface standards are presented as KCS development methods, and major functional design, physical design, and hardware/software implementation are described based on the allocated requirements. Subsequently, the verification environment, procedures, and results of the development product are covered and the developed operational and maintenance procedures are described. In addition, based on the experience gained through the development, suggestions were made for beneficial technology development and organization when promoting satellite navigation projects in the future. Since this work has important historical value for the development of domestic satellite navigation, it is expected that the development results will be shared with academia and industry in the future and be used as basic data for similar development.

  • The scope of the problems that could be solved by monitoring and the improvement of the recognition time is directly correlated to the performance of the management function of the business process. However, the current monitoring process of business activities decides whether to apply warnings or not by assuming a fixed environment and showing expressions based on the design rules. Also, warnings are applied by carrying out the measuring process when the event attribute values are inserted at every point. Therefore, there is a limit for distinguishing the range of occurrence and the level of severity in regard to the new external problems occurring in a complicated environment. Such problems cannot be ed. Also, since it is difficult to expand the range of problems which can be possibly evaluated, it is impossible to evaluate any unexpected situation which could occur in the execution period. In this paper, a process-evaluating model based on the goal scenario is suggested to provide constant services through the current monitoring process in regard to the service demands of the new scenario which occurs outside. The new demands based on the outside situation are analyzed according to the goal scenario for the process activities. Also, by using the meta-heuristic algorithm, a similar process model is found and identified by combining similarity and interrelationship. The process can be stopped in advance or adjusted to the wanted direction.

Human Development Convergence and the Impact of Funds Transfer to Regions: A Dynamic Panel Data Approach

  • This study analyzes human development convergence and the impact of funds transfer to the regions using σ and β-convergence analysis method. Observations were made in all Indonesia's provinces in the period 2010-2019. The coefficient of variation calculation shows a dispersion in the inequality of human development, which means that convergence occurred. This is also documented by the clustering analysis results developed in the study. The results are in line with the hypothesis of neoclassical theory, which shows the tendency for provinces with lower human development levels to grow relatively faster. The dynamic panel data approach with the GMM model shows that a model built with explanatory variables for transfer of funds to regions may lead to the process of convergence of human development - 2.21% per year or 31 years to cover the half-life of convergence. This is a consequence of the Special Allocation Fund and the Village Fund, which positively impact the convergence process, and the General Allocation Fund and the Revenue Sharing Fund with negative signs slowing the convergence process. This evidence opens opportunities to review the justification of the weighting component in determining the amount of funds transferred to the region to accelerate the convergence process of human development.

  • This study investigates empirically on the business analysis of fixed mobile convergence telecommunication service. As for the stage of empirical analysis, the process was carried out in the order elaboration of a test model, selection of sample, empirical analysis and interpretation of result. We report our Preliminary results on the fixed mobile convergence telecommunication service demand pattern forecasting by Bass model. The results show that the fixed mobile convergence telecommunication service may sustain profitability over the next ten years in the market. In conclusion, the practical implication of the result attained by this study is that in order to create a fixed mobile convergence in the korean business world, practical tools such as WiBro service is no less important than fixed service and Mobile service, and that users may be rightfully encouraged to adopt WiBro service.

  • Robot technology has become a crucial part of today's business operation. In fact, more manufacturing firms have been utilizing robot technology in order to increase operational efficiency and productivity. Thus, this study develops the research model investigating firms; behavior for process innovation with intelligent robot. Three categories - Technical, Entrepreneur, and Environmental characteristic - are proposed in the research model as determinants of process innovation. These three characteristics include six variables(Perceived Direct Usefulness, Perceived Indirect Usefulness, Innovation, Risk Senstivity, Perceived Industry Pressure, and Perceived Government Pressure) as influencing factors on process innovation. The data from 77 employee at manufacturing firms were analyzed to test proposed hypotheses. The results reveal that all variables with exception of Perceived Government Pressure have a significant influence on process innovation. Based on the study results, theoretical and practical implications for process innovation with intelligent robot technology are discussed.

  • This study analyzes the relative importance of the introducing factors for the critical success factors in the implementation stage of the lifecycle of ERP system using Delphi technique and Analytic Hierarchy Process(AHP). In the 1st layer of the hierarchy, technical factor is evaluated as the most important factor among organizational, technical, and supplier factors. In the 2nd layer, choosing a proper ERP package is evaluated as the most important factor within 15 factors followed by process-oriented approach, technical suitability, minimized customization, integration and association of system with trading parter, association with legacy systems, and support and involvement of top management. As a result of this analysis enterprise should choose an ERP package that is suitable to its business environment, and make the best use of(take full advantage of) best practice that ERP package provides to optimize the existing business procedure or process(to approach the existing business procedure or process). This study also shows the range of customization of the features provided by the ERP package should be minimized.

  • For effective management and processing for civil affairs, online public services are in operation in every administrative organizations. However, due to the lack of links in each government departmental business processes on e-Government system, the satisfaction of the civil petitioners has not improved. In this paper, we propose an improved business process for the implementation of one-stop integrated civil affairs and suggestions services on e-Government system to reduce the time and cost for processing civil affairs and to improve the efficiency of the public services by cutting down the cost and time. This paper also suggests the ways to improve the quality of public service through redesigning civil affairs processing in the light of integrated system for the civil affairs and its suggestion.

  • These days a great mix of traditional and digital contents such as movie, broadcasting, advertisement, e-books, music, game, animation, cartoon, character, knowledge information, and art performance are widely available. Many more are yet to come, with improved quality and added features. It is expected that all these contents will be evolved into a new breed of convergence content through the process of consolidation, expansion, integration, and recreation. Across the digital ecosystem, a new formula is being added to the industrial structure : 'Information/Content-Platform/Device-Goods/Service.' In the near future, as a result of technological innovation and convergence, the business sector will lose its boundaries as well, as businesses will be forced to look beyond the product itself and focus more on multi-functionality. Especially, in the era of creative economy, more policies need to be crafted in order to procure a new growth engine for the future with the agenda for convergence between humanities and technology. Therefore, the purpose of this paper is to analyze the concept, factors, elements, types, and cases of convergence, which are the essence of content convergence. This analysis, with its focus on the convergence process, will help identify the effects and limits of content convergence as well as the prospects for convergence contents in the smart ecosystem under the creative economic system.
