A Study on Setting Public Interest Functions of Fisheries and Fishing Villages in Korea (수산업·어촌의 공익적 기능 설정에 관한 연구)

  • This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

  • E-business has received much attention from entrepreneurs, executives, investors, and industry observers recently. The Internet is flourishing and the World Wide Web is growing at an exponential rate In recent years, information has become the critical commodity needed for success in the changing global economic order. Accordingly, business organizations have come to the conclusion that they require an extensive data repository in order to acquire a competitive advantage in a dynamically change market. This rich assortment of data must further be delivered and deliverable enterprise-wide in a secure and cost-efficient manner. Information technology(IT) has created the E-business as a vitally important mechanism for the storage, dissemination, and even the analysis data. The E-business has become increasingly important to a growing number of organizations in Korea in relatively short order. The present study is an attempt to develop a more through understanding of the potential and actual impact of the E-business on organizational functions and activities. Expecially, it also consists of an effort to assess the impact of the E-business on productivity. The research also addresses the issue of how the E-business affects productivity and shapes or modifies business activities. The results of literature review and study revealed that middle managers believe that the extent of the E-business use is significantly related to improvements in overall organizational functions and activities. While communication, decision-making, productivity, work collaboration, and business activities are all enhanced by E-business use, productivity appears to be most dramatically improved by Intranet use.

  • FEED (Front End Engineering and Design) is the key area that determines the competitiveness of procurement and construction in the EPC contracts especially in terms of the added value. Nevertheless, previous researches in FEED have been limited to the process and deliverable of design work or the particular management business function (e.g. System Engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED structure and its functions from the project management perspective throughout the whole project life-cycle for thermal power plants. Proposed FEED business procedures are classified into three levels; First level is the classification of FEED business phases, the second level defines major FEED management functions, and the third level is detailed FEED functions. A survey using proposed FEED functions and assessment variable was conducted in order to analyze the current status and the areas for future improvement. It is expected that the proposed structure, functions, and evaluation methodology for FEED management will contribute to effective practice of FEED as well as to improvement of competitive capability for engineering, procurement, and construction (EPC) companies.

  • Since the Construction Management(CM) was introduced into the Korea construction industry, the efforts for acceleration of CM adaption have been continued. The fact that an owner organization has the essential key to successful application of CM delivery method is true, but there has been no study on owner's organization. An owner should decide their organization type and measure their current needs for several different construction business functions for successful application of CM. After the needs of CM business functions are measured, the owner should reinforce their required business functions through strengthening their in-house capability or outsourcing. Thus, this paper defines four kinds of owner organization type and suggest the form for evaluation of owner's CM ability and analyze about needs of each type's CM capability through a survey.

  • The changing business environment requires that firms reengineer their fundamental processes in order to retain their competitive advantage. Most Business Proess Reengineering (BPR) projects, however, have failed partly because the essential enabler, ie. information technology, was unable to perpetuate the original vision. The information systems were unable to support the collaboration among the workers participating in the process. Workflow Management Systems (WfMS) have the potential to enhance not only individual performance as did traditional information systems, but also the group performance essential to the success of BPR by providing an effective means of communications through connectivity. It also enhances productivitiy through proceduralization of the fundamental processes, thus making it possible to empower the employee even while it controls the flow, and ultimately the delaly that originally made the BPR effort necessary. Therefore, though it is not a panacea, WfMS's can improve chances for the success of BPR projects. Managers who have realized this are faced with another obstacle - that of selecting the WfMS that best meets the particular organization's needs. This paper provids an evaluation structure of WfMS functions with emphasis on those functions that are essential for BPR, classifying the functions into an attribute hierarchy according to the Analytic Hierarchy Process (AHP) approach. It also suggests specific evaluation criteria for the main workflow functions provided by most vendors today, thus providing managers with a comprehensive guideline to facilitate the decision process.

An Analysis for Influence Factors for IT Governance: Focusing on ITA/EA Functions (IT거버넌스의 영향요인 분석: ITA/EA 기능 중심)

  • In this paper, the function factors contributing to ITA/EA functions in their organizations, are suggested. Also the reasons to the construction of IT governance system and their effects on the their organizations are discussed and the relationships are verified by empirical model. From the survey, the data of the 227 respondents were collected and regression analysis was performed for validating the research model. ITA/EA functions consist of the IT infrastructure systemization, ITA/EA business process support, IT investment efficiency factors. And the factors of IT resource and performance management, IT process management, IT service management are included to IT governance. The main analysis results described significantly are shows as follows. At first, IT resource and performance management factor is effected by the ITA/EA business process support factor and IT investment efficiency factor. In similarly, IT service management factor is also affected by the factors such as ITA/EA business process support, IT investment efficiency, and IT infrastructure systemization. In additional analysis, IT investment efficiency factor in official sectors, ITA/EA business process support factor in private sectors respectively are described as the significant factors on the IT governance.

An Estimation of Cost and Profit Functions under Cobb-Douglas Production Technology in the Coastal Fishing (Cobb-Douglas 생산기술특성하의 연안어선어업의 비용 및 이윤함수의 추정)

  • This paper tries to estimate cost and profit functions under Cobb - Douglas production technology in the coastal fishing, using duality theory of production technology and cost function. Therefore this paper estimates in advance the production functions with two input variables, the number of working persons per tonage(WEMP) and the number of fishing equipment per tonage(WEQU). Then this paper estimates profit function and implicit cost function using the estimated coefficients from production functions. The results of this study show that the annual average profit pertonage of long bag set fishing and trap fishing amount to 4.1 million won and 3.9 million won respectively.
