The purpose of the study is to show the possibility of the enlargement of land banking types through employment of the French land bank case. For sustainable urban regeneration projects, it is necessary to improve the land banking system with comprehensive land banking types. There are a total of 35 land banking agencies in France, which are made according to the needs of the municipality. The main function of these institutions is to perform functions such as land acquisition, management, division, land maintenance(decontamination, etc.), land use plan review and so on. In the 1960s and 1970s, mainly purchase and maintenance of land mainly focused on Brownfield and idle land, but since 2000 the land purchase business is mainly for the supply of social rental housing which is missing It was. The use of land banks is most frequently mentioned as a way of how to supply land at a low price in urban renewal projects. To that end, it is necessary to revise related laws, even if the law is revised so that land for urban regeneration projects can be secured, due to the limit of financial resources, land for the urban regeneration project nationwide secured It will not be easy without policy judgment of a positive nation. Therefore, securing land reserve resources for urban regeneration projects utilizing residential district funds and municipal maintenance funds is essential. In addition, even on a small scale, it is necessary to consider the banking of land for regional capitalization at the local government level.

Recently, as a part of NGIS project, cultural-assets digital map is produced by cultural properties administration and local autonomous entities. Cultural-assets unified GIS(Geographic Information System) is essential to cultural properties managers md other organizations which are executing land related business for appling it at planning stage. With explosive national land developments, it has been obligated to implement surface survey by the cultural properties protection Art. In this paper, the authors used the district of Sachon city and made 3D terrain model using digital map which is made of 1/5000 stale. Moreover, the authors improved to RDBMS(Relational Database Management System) structure and remodeled the existing DB design in detail, and also tried recovery of past sea level, based on researches about the water level of southern area. By recover past sea level. the shell mound, apart from lever is actually near lever at past, and it make sure its nature. The authors suggested to realize shape and kind of remains which have 3D information of accuracy and actualization from surface-surveying to excavation.
During the development process of mega-project, individual buildings including skyscrapers are built following the master plan. It is not a difficult thing to see the gap of standpoint between the urban planners and architects on the project. This study aims to analyze the difference between architect and urban planner's point of view in evaluating international design competition works which the internationally distinguished honorable design companies(SOM, Jerde Partnership, Studio Daniel Libeskind, Foster+Partners and Asymptote Architecture) submitted as the ideas of Yongsan International Business District Design. Furthermore, we made an attempt to quantify the weight of each factors of urban design by each group. Architect and urban planner's viewpoint were revealed with seven architects and seven urban planners evaluating the international design competition works through AHP(Analytical Hierarchy Process). AHP structure was made of two step hierarchy in terms of Master Plan and Landmark Tower. Eight evaluation criteria were set up such as the concept, land use, transportation, feasibility of Master Plan and the concept, location, functional efficiency and aesthetic beauty of Landmark Tower. Results show that Architect have different point of view from that of urban planner. While the architect's weight of evaluation criteria is on the Landmark Tower(0.505), urban planner's weight is on Master Plan(0.642). Feasibility, the location of Landmark Tower and land-use are very important evaluation criteria to architect and urban planner in common. Functional efficiency of Landmark Tower is in architect's favour and transportation is in urban planner.
The aim of this study is to examine the relative economic benefits between the septic tank and exclusive sewage pipe line in designing the large building at combined sewer districts. With the case study of Lotte World Tower Building, we analyze a cost-benefit between two alternatives. The research results showed 2 years of payback period, about ₩6.17 billion of NPV, and 1.93 of B/C ratio for installing the exclusive sewage pipe line in comparison with septic tank. This results provide useful guidelines for policy establishment of the septic tank closure and for plausibility of installing exclusive sewage pipe line when constructing a large building. In the future, it will be necessary to consider additional cost-benefit analysis including burden charge borne by causers, the burden of management responsibility with a exclusive sewage pipe line, and the economic benefits of reducing odor.

This study assessed the maintenance plan of the Shimbashi-Toranomon Development Area in Japan, which has recently been completed using the three-dimensional road system. In the main relevant law system, a three-dimensional road system, which enables the construction of buildings above and below the road, was applied. The specific construction regulations applying the financing power and knowledge of private business operators were applied. In the development district, city maintenance guidelines were established, and housing and shopping malls were regulated. This purpose was to promote change, unity of distance, effective use of land, and continuous urban revitalization with charm and vitality. The main features of the maintenance plan were accessibility and greenery, comfort and a sophisticated design, and a maintenance concept utilizing historical buildings and road space through the participation of local residents and the opinions of related committees. In addition, in the case of the construction of the upper and lower roads, the construction restrictions were relaxed, and the separation of the roads and the undergrounding of electric poles were promoted. The main aim was to improve the convenience of the residents and produce a pleasant road landscape.
The study studied ways to improve the adjustment of the cadastral reform project after analyzing and evaluating the method of determining the boundaries and the overall status of the adjustment, focusing on cases of complaints in the business district in Sejong City, where the re-investigation project was completed. Measures to improve the adjustment amount of the cadastral reform project were largely divided into boundary adjustment and improvement measures according to the scope of area allowance and institutional improvement. According to an analysis of the status of boundary adjustment in Sejong City, the boundary of the cadastral reform project was being adjusted in various ways, and among them, it was found that it is simple to adjust, to formalize parcels, and that many adjustments are being made centering on resolving blind areas by establishing new roads. When setting such a boundary, it is necessary to establish an efficient and reasonable boundary by actively encouraging sufficient consultation with owners and an adjustment boundary that reflects the personal will of landowners to minimize disputes over the adjustment amount. In terms of improvement measures based on the area limit, it is necessary to accurately record and preserve the results of the cadastral resurvey in numerical data and to ease or exempt the adjustment amount if it is within the area permissible scope of the Spatial Data Management Act when calculating the adjustment amount. Finally, in relation to the adjustment, it was judged that it would be necessary to provide long-term low-interest loans to their own land to landowners, and that it would be necessary to calculate the adjustment through appraisal calculated by third parties fairly and objectively based on value judgment.

The light rail transit (LRT) having bus lines as subsystem is being constructed or planned in the suburban area of metropolitans and medium size cities. However, there is difficulty in establishing the service coverage (SC) of the LRT because the LRT is a completely new transit mode in Korea. The purpose of this study is to provide the basic data and techniques to be used for establishing the SC of the future LRT by understanding the SC characteristics of buses and subways and building models to estimate the walking distances of their users. Busan City is selected as the study city and the SC's of buses and subways are surveyed simultaneously. A total of 9 variables for 82 stations are collected and the cluster analysis is conducted about the variables. The station areas are divided to three types of CBD (Central Business District), sub-CBD and regional center based on the analysis. A station in each area is selected as the study station. At the walking distance (WD) analysis for each mode, the 80 percentile WD of the subway is 672 m and that of the bus is 472 m. In comparing the SC's of both modes by the type of station areas, there are not significant differences between the SC's of sub-CBD and regional center except CBD. At analysis of the relationship between the personal attributes and the WD, for subway users the WD of female is longer than that of male and apartment residents use subway more positively than single house residents do. For the models to estimate the walking distances, the simple regression models were built employing the income as independent variable by dividing the stations into CBD abd non-CBD stations.
The purpose of this study is to investigate the relation between social education and secondary education of seaside and sea village schools for supporting the successors to fishery. Objects of the study were five groups; 321 fishermen, 107 staff members of a Fishery Guidance Center, 1, 001 students, 306 teachers of sea villages, 193 staff members of a Fishery Cooperative Association. The total number of people being object of this study was 1, 876 persons. The questionaire used for this study was made after preliminary counseling with fishermen in sea villages and teachers in seaside schools. The results of this study are as follow ; 1) About the value of Fishery and successors to Fishery There have been more positive responses than negative ones to the question on the value of fishery. The main reason for positive responses lies in the potentiality for development of fishery but the negative responses are because of the heavy work. 56.8% of the respondents expected an increasing number of successor to fishery, but 43.2% of the respondents had a negative foresight on that problem. The negative respondents stated that the fisherman that moved from the sea villages to the urban areas are responsible for the none increasing numbers of successors to fishery. Most of the respondents answered that government support is needed in order to increase the number of successors to fishery. 2) Social education for Fishermen Only 40% of fishermen know the Fishing Village Guidance Center as the main institute for social education. 94.17% of the respondents prefer plural institutes to single ones. 5.9% of the respondents answered with opposit opinions. 40.4% of the respondents answered that technical teachings has not often been practised. The reason why technical teaching does not often come into effect are as follows; lack of technical expertise, insufficient concern of staff members of the Guidance Center or the Cooperation Association. Also fishermen answered that the Fisherman Guidance Center does not often practise technical education. The Fishery Cooperation Association with its social education for fisherman takes the role of education for the economical way and carries out financial assistance. The relationship between the Fishery Cooperative Association and fishermen is presented satisfactory. However, the frequency of education is not satisfactory. Indifferences between staff members of the Fishery Cooperative Association does not carry out fishery education very often. Also loaned money matters were not satisfactory. 3) Secondary education for Fishery This study showed that it is desirable that the practical course of middle schools in islets and seaside villages take education on fishery ; however, a few schools only take the practical course fishery. Most of the fishery high schools want computer education as a new recommendable course. The students of fishery high schools want computer education as a new recommendable course. Over 80% of the respondents agreed that the principals of schools in islets and sea side villages should be men having majored in fishery. 4) The connection between social education and secondary education for fishery a. It is desirable that the principal and vice principal of secondary schools in islets and sea side villages are men majored in fishery. b. It is recommendable that fishery courses are taken as practical courses in fishery village schools for it is helpful to relate between the vocation and the district's special character, as well as to built up relation between the middle school education and the fishery high school education. c. The teachers of fishery high schools and the officials of government offices which are related to fishery should work together to realize a program on teaching various kinds of techniques and give other useful informations to fishermen. d. During the vacations the fishery high school could be used for the social education of fishermen. Seminars on fishery technique and cultural aspects could be held. Especially a spiritual education which is needed for the improvement of the society of fishermen could be achieved by a cultural education. e. On the state level a financial support to raise the number of successors to fishery, a national policy for the betterment of the life of fishermen, as well as active publicity activities are necessary. f. A financial support of the government for raising the number of the successors to fishery is needed. For this purpose a fishery education performed on a state level would be desirable.
Conventional markets in Korea have played a pivotal role in the vitalization of local communities and economies along with the distribution of products. Although many people believe the markets to be disorderly, they are lively and provide local people with things to enjoy, watch and buy. However, superstores have undergone a mushrooming proliferation since Korea opened its gates to multinational superstores in 1996. This phenomenon has caused a crisis for Korea's conventional markets. They have lost their competitiveness because of this environmental change, inefficient management, and their outmoded facilities. Government efforts to revitalize the markets have centered on redevelopment of the facilities, a perspective that has caused not only the fall of the old business districts but also the decline of the distribution function. Under these conditions, the traditional market has re-entered into competition. The Korean government enacted a special law to revitalize the conventional markets and has been implementing many policies to support them since 2003. In 2009, the government amended the law and adopted the Business Improvement District System. The government also changed the official term from 'old markets' to 'Conventional markets'. Despite this legal amendment, though, we still need to re-establish the concept of the Conventional market. Historically, markets grew up spontaneously to dispose of surplus products. Some manmade markets were established through urban planning or as public facilities. Their businesses transactions have always been based on mutual trust between consumers and trades people, the traditional way of commercial dealing. Conventional markets can be defined, then, as creatures of societal necessity where transactions for services and products are based on mutual trust. Problematically, unlisted markets are left out of government support. Although unlisted markets have performed almost the same functions as listed markets, they exist only as a statistic as far as the special law is concerned. In some areas, there are more unlisted markets than unlisted ones. Therefore, it is necessary to establish systematic management methods for the unlisted markets. Some unlisted markets received support in the form of facility improvement from local governments' budgets in the early stage of the special law's enforcement. The current government also assists with safety issues involving unlisted markets; however, the current special law provides no legal framework for unlisted markets. Moreover, consumers cannot tell the difference between unlisted markets and listed ones. Finding a solution to this problemrequires new standards and a wider scope of support by which the efficiency of the market improvement support system might be enhanced.
