Analysis of Threat Agent for Important Information Systems (중요 정보시스템 위협원에 대한 분석)

  • Because the networks and systems become more complex, the implementation of the security countermeasures for important Information Systems becomes more critical consideration. The designers and developers of the security policy should recognize the importance of building security countermeasures by using both technical and non-technical methods, such as personnel and operational facts. Security countermeasures may be made for formulating an effective overall security solution to address threats at all layers of the information infrastructure. But all these works can be done after assuming who is the threat agent. In this paper we identify the treat agents for information systems, summarize the characteristics of threat agents, and apply weighting factors to them.

  • On this paper, we proposed a design rule of charger monitoring system which allow us to watch the charging status and verify it for building the electric chargers infrastructure by spread of electric vehicle. Gathering the charging status of battery by proposed system makes us to enhance the charging algorithm, to interface with BMS(Battery Management System) of electric vehicle, to control the charging process with users. Because the technology of rapid charging is dependant upon various factors such as a performance and stability of battery. We proposed the monitoring system of rapid charger based on CAN protocol that can watch a working status of rapid charger including the charging status of battery with real time and can reduce the charging time of battery with optimized status. We also implement it and evaluate its performance.

A study on the developments of STCW training of seafarers on ships applying in the IGF Code

  • The International Maritime Organization (IMO) has been regulating emissions by making mandatory the compliance with institutions aimed at protecting air quality such as the Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP) and Tier III. Under the circumstances, one of the response measures considered to be the most feasible is the replacement of existing marine fuel with Liquefied Natural Gas (LNG). The industry has been preemptively building infrastructure and developing and spreading engine technology to enable the use of LNG-fueled ships. The IMO, in turn, recently adopted the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels (IGF Code) as an institutional measure. Thus, it is required to comply with regulations on safety-related design and systems focused on response against potential risk for LNG-fueled ships, in which low-flash-point fuel is handled in the engine room. Especially, the Standards of Training, Certification and Watchkeeping (STCW) Convention was amended accordingly. It has adopted the qualification and training requirements for seafarers who are to provide service aboard ships subject to the IGF Code exemplified by LNG-fueled ships. The expansion in the use of LNG-fueled ships and relevant facilities in fact is expected to increase demand for talents. Thus, the time is ripe to develop methods to set up appropriate STCW training courses for seafarers who board ships subject to the IGF Code. In this study, the STCW Convention and existing STCW training courses applied to seafarers offering service aboard ships subject to the IGF Code are reviewed. The results were reflected to propose ways to design new STCW training courses needed for ships subject to the IGF Code and to identify and improve insufficiencies of the STCW Convention in relation to the IGF Code.

  • Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.

Management of GHG Emissions from the Public Organizaions in Land and Housing Construction Sector (토지·주택 건설부문 공공기관의 온실가스 배출량 관리방안 고찰)

  • This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

  • After reformation of 'the law of private investment on social infrastructure' on January 2005, BTL of educational facilities can improve the education circumstance at early stage, however there are trial and error, problems of execution as well. The key of this problem is not only related to whether BTL project is more reasonable, but it also leads to the proper performance of eligibility analysis on BTL. Therefore, it lead to the proper carryout of eligibility analysis on BTL. In order to promote effective BTL project of educational facilities, this study analyzes problems of existing model and creates the evaluation model for solving this problem. In this study, the evaluation model of investment on BTL has more quick ,accuracy and useful effect than previous one, if it is applied on eligibility stage. Moreover, this method could be applied to public building, SOC facilities effectively based on being modified as each characteristics of structure suitably.

Efficient Authentication of Aggregation Queries for Outsourced Databases (아웃소싱 데이터베이스에서 집계 질의를 위한 효율적인 인증 기법)

  • Outsourcing databases is to offload storage and computationally intensive tasks to the third party server. Therefore, data owners can manage big data, and handle queries from clients, without building a costly infrastructure. However, because of the insecurity of network systems, the third-party server may be untrusted, thus the query results from the server may be tampered with. This problem has motivated significant research efforts on authenticating various queries such as range query, kNN query, function query, etc. Although aggregation queries play a key role in analyzing big data, authenticating aggregation queries has not been extensively studied, and the previous works are not efficient for data with high dimension or a large number of distinct values. In this paper, we propose the AMR-tree that is a data structure, applied to authenticate aggregation queries. We also propose an efficient proof construction method and a verification method with the AMR-tree. Furthermore, we validate the performance of the proposed algorithm by conducting various experiments through changing parameters such as the number of distinct values, the number of records, and the dimension of data.

  • Science and technology association is producing huge amount of information through the academic activities related in industrial technology between the members and becoming major provider of industrial technology information. But the infrastructure in its individual institute of institution is very poor, which makes systematic management and service unavailable. So, KISTI developed the management and logistics system collecting and processing various technical information produced by institutes and managing as well as distributing through the web. We studied cases matched with requirements of institution and opted for the modeling, using web based application and information retrieval system. Finally, the members of the institution as well as unregistered users can access to the technical reports database easily and quickly. We are planning to extend the range of target institutes and make a progress the system to high functional level.

  • This paper, deals with the developmental result of university facility management system using GIS, is to explain the developmental process of this system and the merits and the faults of GIS facility management system. Facility management, as a discipline, is the practice of coordinating the people and the work of an organization into the physical workplace. According to rising costs for the facility management and effective management for the existing facility, the organization need to optimize the use of existing facilities and equipment to prevent unnecessary investments in facilities and equipment. The purpose of this study is to build GIS based university facility management system using GIS. Based on 1/5,000 from national geography institute and 1/600 map, we construct base map for study and, using genasys genius program, we made facility management system. This system includes geographic management, infrastructure management and building management, and, using each attribute information, it is possible to use not only for effective management for existing facilities but also available to future decision making.

Implications of TMF and QuEST Programs to Global Standardization Activities on Internet QoS in the Era of Digital Convergence (ITU-T와 IETF의 NGN 중심의 디지털 컨버전스 시대의 인터넷 QoS 가치사슬과 관련된 글로벌 표준화 활동)

  • Our society is increasingly dependent on the Internet, and this trend will be accelerating in the ear of All-IP convergence. As the core infrastructure of the All-IP convergence, the next generation Internet should enable end-to-end Quality of Service(e2e QoS). For that purpose, major international standardization institutes such as ITU(International Telecommunication Union) and IETF(Internet Engineering Task Force) are building the concept and architecture of the Next Generation Network(NGN). However, these institutes focus only on technical issues, and leave many business/policy-oriented challenges unresolved. For example, the standards raised by ITU assume that the entire service delivery process for e2e QoS services is perfectly working. But required is a standardized business interface and process for seamless inter-operations across many stakeholders including ISPs(Internet Service Providers), CPs(Content Providers), so on. On the other hand, TMF(TeleManagement Forum) and QuEST(Quality Excellence for Suppliers of Telecommunication) Forum, global consortiums of telecom operators and vendors, present sets of interface rules and process which playa crucial role as de facto standards: for example, NGOSS/eTOM and TL9000 authorization system. However, these standards focus on telephone services, and provide little principle for the next generation Internet. Our study seeks a way to combine these two strains for a successful implementation of NGN. In particular, we find a missing link in the NGN architecture and the elements that could be complemented with the help of NGOSS/eTOM and TL9000. Finally, presented is a strategic direction that our standardization policy should purse in order to reinforce our global leadership for the next generation Internet.
