  • There are so many related policies to design and construct building mechanical system. Therefore, preferentially in this study, purposes and major contents of related laws are summarized briefly. Subsequently, some points at issue and ways to improve laws and codes for energy conservation are suggested. From the results of this study, some points at issue are as follows : (1) Inconvenience in the application due to dispersion of similar codes. (2) Lack of systems and tools to verify and to evaluate the effect of energy conservation by any policy (3) Lack of the incentive Policy for Participator to conserve of energy.

A Review on the Definition Methods of Prototypical Office Building for Energy Analysis (에너지해석용 표준 업무용건물의 정의방법에 관한 연구 리뷰)

  • A prototypical building that represents the energy characteristics of buildings can be used as a mean of improving building energy efficiency by supporting policy makers, researchers, architects and engineers. This paper is a fundamental study for the definition of prototypical office building models of Korea. First of all, the term "prototypical buildings" was defined in the context of the representatives of building stock by examining the meanings used from many previous researches. Then, building energy related DB of Korea that is available from public and governmental organization such as MLIT (Ministry of Land, Infrastructure and Transport) and KEEI (Korea Energy Economics Institute) is analyzed in terms of materials for prototypical building definition. Finally, numerous prototypical building studies since 1990's from all of the world were classified with three criteria based on the degrees of the used DB and assumptions in defining prototypical building. The found three criteria are EDPB (Empirical Decision based Prototypical Building), HIPB (Hybrid Information based Prototypical Building) SAPB (Statistical Analysis based Prototypical Building).

  • This study is to suggest basic data for the policy on the energy demand and management of an U-based city compliant with characteristics of regions and districts in future city by conducting research on the energy consumption and management of an U-based city, considering city energy demand characteristics focused on the center district of Daegu metropolitan city. U-based city energy consumption and management solution is considered to be effective in establishing the guideline of environment-friendly urban architecture planning as well as the assessment of energy consumption characteristics in a city.

  • Glass Envelope is vulnerable to insulation performance and controling solar radiation. Insulation performance is consistently improving these days due to recent building energy saving policy in South Korea. However, solar control at glass envelope is still limited to meeting requirements of ideal high performance. Generally, Inside Blind plays an important role of solar control instead of glass which have a characteristics of transmitted solar. Unfortunately, most of them are controled by occupants and which method is not resonable in building energy. Therefore, achieving the high efficient performance building, automated control blind system considering reduction of building loads have to be adopted. Furthermore, considering occupants visual comport about removing discomfort glare is also essential.

Study of the Assessment Baseline of Carbon Dioxide Emissions based on the Analysis of Building Energy Efficiency Rating System (건축물 에너지효율등급 인증현황분석을 통한 CO2 배출량 평가 베이스라인 연구)

  • The purpose of this study is to establish the assessment baseline of $CO_2$ emissions from building operations in the view of GHG reduction policy in Korea. The assessment baseline of $CO_2$ emissions shall be used in GHG policy and Carbon Credits in building sectors, but the assessment baseline has not been studied enough or established yet. Also, $CO_2$ emissions from building operations will be variable according to the building occupancy. Therefore the baseline will be different and this study aimed at the establishment of the assessment baseline for residential apartments and office buildings firstly. After reviews of BEER and international standards for building $CO_2$ emissions such as ISO and UNEP-SBCI documents, the analysis of BEER certification data has been pursued for 292 residential apartment complexes and 65 office buildings in South Korea during 2004~2012. As analysis results, the assessment baseline was set to 23.03 $kg{\cdot}CO_2/m^2{\cdot}yr$ or 1.95 $t{\cdot}CO_2/unit{\cdot}yr$ for residential apartment complexes, and 95.91 $kg{\cdot}CO_2/m^2{\cdot}yr$ for office buildings according to the BEER certification basis. Additional assessment baselines were calculated according to year basis, region basis, public and private basis, and GHG policy basis. Finally, the established baseline for residential apartment complexes has been applied for the pilot project in M district, Seoul, and showed 24.97% reduction rate according to the BEER certification basis.

  • This research conducts a comparative analysis of the perceived importance of advancing zero energy building certification from the viewpoints of two major stakeholders - designers and building energy assessors. Both groups prioritized the importance of policy, technology, education, incentives, and promotion respectively. For designers, enhancing energy efficiency standards, developing a skilled energy workforce, and implementing an office registration system emerged as critical factors in invigorating the certification process. The findings suggest potential avenues for the government to formulate realistic strategies for boosting the certification activity.

Renewable energy deployment policy-instruments for Cameroon: Implications on energy security, climate change mitigation and sustainable development

  • Cameroon is a lower middle-income country with a population of 25.87 million inhabitants distributed over a surface area of 475,442 ㎢. Cameroon has very rich potentials in renewable energy resources such as solar energy, wind energy, small hydropower, geothermal energy and biomass. However, renewable energy constitutes less than 0.1% of energy mix of the country. The energy generation mix of Cameroon is dominated by large hydropower and thermal power. Cameroon ratified the Paris Agreement in July 2016 with an ambitious 20% greenhouse gas (GHG) emission reduction. This study attempts to investigate some renewable energy deployment policy-instruments that could enable the country enhance renewable energy deployment, gain energy independence, fulfill Nationally Determined Contribution (NDC) and achieve Sustainable Development Goals. It begins with an analysis of the status of energy sector in Cameroon. It further highlights the importance of renewable energy in mitigating climate change by decarbonizing the energy mix of the country to fulfill NDC and SDGs. Moreover, this study proposes some renewable energy deployment policy-solutions to the government. Solar energy is the most feasible renewable energy source in Cameroon. Feed-in Tariffs (FiT), is the best renewable energy support policy for Cameroon. Finally, this study concludes with some recommendations such as the necessity of building an Energy Storage System as well a renewable energy information and statistics infrastructure.

Energy Performance and Cost Assessment for Implementing GroundSource Heat Pump System in Military Building (군사시설 내 지열 히트펌프 시스템 적용에 따른 에너지 성능과 비용 절감 효과 평가)

  • The Ministry of National Defense of the Republic of Korea is showing a lot of interest in net zero-energy buildings (NZEBs) to reduce energy consumption of military facilities and to promote green growth policy in military sector. The application of building passive technologies and renewable energies is essential to achieving NZEBs. This paper analyzed energy performance and energy cost on the conventional heating and cooling system (baseline scenario) and three different alternative scenarios (ALT 1, ALT 2 and ALT 3) applied in a hypothetical military building. A building modeling and simulation software (DesignBuilder V6.1) with EnergyPlus calculation engine was used to calculate the energy consumption for each scenario. Overall, when the GSHPs are applied to both space airconditioning and domestic hot water (DHW) production, Alt-2 and Alt-3, the amount of energy consumption for target building can be greatly reduced. In addition, when the building envelope performance is increased like Alt-3, the energy consumption can be further reduced. The annual energy cost analysis showed that the baseline was approximately 161 million KRW, while Alt-3 was approximately 33 million KRW. Therefore, it was analyzed that the initial construction cost increase could be recovered within about 6.7 years for ALT 3. The results of this study can help decision-makers to determine the optimal strategy for implementing GSHP systems in military buildings through energy performance and initial construction cost assessment.

An Analysis on Building Energy Reduction Effect of Exterior Venetian Blind According to Orientation and Reflectance of Slat (블라인드형 외부차양의 종류 및 반사율에 따른 건물에너지 저감효과 분석)

  • It is essential to reduce building energy consumption in office building because government enact policy which encourages building energy certification from 2013. Office building has high cooling energy demand due to large glazed area of facade in these days. Shading devices can be an alternative of reducing high cooling energy demand. So, this study simulated a variety of exterior venetian blinds to know how much building energy be affected by orientation and reflectance of slat. The results of this study are based on Seoul weather data. The following is a summary of this study. 1) As a slat of venetian blinds has the lower reflectance, the more building energy reduced. Reflectance is usually affected by color and material of slat. In case reflectance is 0.2 reduce 4% of building energy than reflectance is 0.8. 2) Horizontal exterior venetian blinds are more effective than vertical exterior venetian blinds in all of orientation. Horizontal shape is average 16% more effective in shading effect than vertical shape. 3) In this case study, the most effective shading device is low reflectance horizontal exterior venetian blinds that result about 18% building energy reduction than no shade model. The results of this research can be used to plan shading devices for energy conservative office building.

Energy Performance and Operating Cost Assessment for Implementing Green Remodeling Technologies in a Detached House (단독주택 건물 그린리모델링에 따른 건물 에너지 성능과 운전비용 절감 효과 평가)

  • The Government the Republic of Korea is showing a lot of interest in net zero-energy buildings (NZEBs) to reduce energy consumption of buildings and to promote green growth policy in construction sector. The application of building passive technologies and renewable energies is essential to achieving NZEBs. Green remodeling reinforced the insulation of the exterior walls and roofs of the buildings and replaced high-efficiency windows and doors. In this study, the energy performance before and after green remodeling applied in a detached house was comparatively analyzed for baseline scenario and three different ones, ALT 1, ALT 2 and ALT 3. A building modeling and simulation software (DesignBuilder V7.0) with EnergyPlus (V9.4) calculation engine was used to calculate the energy demand and energy consumption for each scenario. Based on the calculation results of the building's energy demand for baseline, it was determined that the target building required more heating energy than cooling energy. The simulation results also showed that the implementation of building envelope performance improvement technologies (ALT 1) could notably decrease the heating energy consumption of the building. After the remodeling (ALT 1), the source energy consumption per unit floor area was assessed to be reduced by 65.2%, compared to prior remodeling of 338.7 kWh/m2 -y. Meanwhile, ALT 2 can achieve energy savings of 67.7% and ALT 3 can achieve savings of 73.1%. Following completion of the remodeling project, actual construction costs, and on-site measurements and verification results will be gathered and compared with the simulation results. Additionally, economic analysis including construction costs and payback period will be conducted using actual site data.
