Regulatory Aspects of Passenger and Crew Safety: Crash Survivability and the Emergency Brace Position

  • Aviation's safety record continues to improve yearly, especially with respect to passenger and crew injuries and deaths. However, although the number of accidents has decreased over the decades, there are still many events, such as landings short of the runway and runway excursions, both of which pose threats to passenger and crew safety. Surviving any kind of aviation accident depends on the physiological threat and stress of the impact(s), the extent to which the physical structure surrounding the passengers and crew remains intact, and the ability of the passengers and crew to be able to escape the wreckage. The one action that both passengers and crew can carry out to help decrease the likelihood of crash-related injury or death is to assume an emergency brace position. Doing so has been demonstrated over several decades to improve survivability. While cabin crew are taught (and then might have to teach passengers in an emergency about the emergency brace position), passengers in many parts of the world never learn about the brace position unless they are involved in an emergency in which there is time to prepare for the landing. This lack of provision of information is related to the fact that most airlines do not provide information in the preflight safety briefing and some do not even provide the information in the passenger safety cards. Many countries do not require their airlines to do so, a fact, which in turn, is related to the lack of mention of the brace position in ICAO's Annex 6. Until standards and recommended practices are changed at the highest world level, passengers will continue to be deprived of this vital, life-saving information that they can use, potentially to help save their own lives.

  • 항공기 사고시에 탑승객의 생존성을 제고하기 위한 방법으로 충돌/충격 전, 충격방지자세 Brace Position를 취하도록 하는 것이 전 세계 항공사의 공통적인 안전 매뉴얼이다. 해당 매뉴얼은 1980년대 미국 NTSB에서 항공기 사고를 조사하면서 생존 특성을 연구한 이후 처음 정형화 되었고 이후 현재까지 일반적으로 적용되고 있다. 그러나 허드슨강의 기적으로 불리는 2009년 1월 15일 US Airways 1549편의 비상착수 사고에서 항공기의 큰 구조적인 손상이 없었음에도 불구하고 탑승객 일부가 중상을 입는 결과를 초래하여 이를 계기로 기존의 충격방지자세 적절성을 재검토하여 개선하는 움직임이 있었다. 이에 관련 연구자료를 분석하여 국내 적용 방안을 살피고 또한 추가적인 개선방안을 제시하고자 한다.

  • 손목 보조기(Wrist brace)는 손목 외상 환자들에게 사용이 되고 있다. 최근 맞춤형 손목 보조기를 3D 프린팅 기술을 활용하여 제작하는 많은 연구가 진행되고 있다. 이러한 3D 프린팅 맞춤형 보조기는 개인마다 다른 형태 반영, 통기성 확보 등의 다양한 요소를 반영할 수 있는 장점이 있다. 본 논문에서는 3D 프린팅 맞춤형 손목 보조기 제작 시 고려되어야 하는 벨크로 밴드 숫자와 위치가 보조기에 미치는 스트레스를 분석하였다. 맞춤형 보조기를 위해 CT 영상 기반으로 자동설계 소프트웨어(Reconeasy 3D, Seeann Solution)를 사용하여 뼈, 피부 영역 3D 모델링을 수행하였다. 3D 피부 영역을 기반으로, 각 치료 목적에 맞도록 손목 보조기 디자인을 적용하였다. 그리고, 보조기의 탄성을 위해 TPU 소재를 사용하여 FDM 방식 3D 프린터로 손목 보조기를 제작하였다. 맞춤형 3D 프린팅 손목 보조기의 벨크로 밴드의 숫자와 위치에 따른 효용성 평가를 위해 보조기의 스트레스 분포를 유한요소법(FEM)으로 분석하였다. 본 연구에서 수행한 손목 보조기 유한요소 해석을 통해 보조기의 스트레스 분포를 확인하였고 보조기 제작과 벨크로 밴드의 숫자와 위치를 확인할 수 있었다. 이러한 실험 결과는 환자에게 양질의 치료를 제공하는데 도움이 될 것이다.

Fatigue performance of rib-roof weld in steel bridge decks with corner braces

  • To study the effects of corner braces on fatigue performance of the U-rib and roof weld in steel bridge decks, the fatigue experiment was carried out to compare characteristics of the crack shape with and without corner braces. The improvement of fatigue life and stress variation after setting corner braces were also analysed. Different parameters of corner brace sizes, arrangements, and detail types were considered in the FEM models to obtain stress distribution and variation at the weld. Furthermore, enhancement of the fatigue performance by corner braces was evaluated. The results demonstrated that the corner brace could improve the fatigue life of the U-rib and roof weld, which exerted even no influence on the crack shape. Moreover, stress of the roof weld was decreased and the crack position was transferred from the root weld to U-rib and corner brace weld. It was suggested no weld scallop should be drilled on the corner brace. A transverse rib with lower height which was set between U-ribs was favourable for improvement of fatigue performance.

20대 연령에서 다양한 조건에 따른 슬관절의 고유수용성 감각 비교 (A Comparison of the Proprioception of the Knee Joint at Different Conditions in 20 Years of Age)

  • The purpose of this study to evaluate and compare the proprioception of the dominant knee joint at different conditions in normal 20 years of age. The pripriocption was measured at sitting, supine, prone position with the eyes opened and the eyes closed. All were assessed with and without a knee brace around the knee by reproduction the position to which a joint has previously been placed. In this study, 24 rehabilitation therapy major students were assessed at Hansoe University. In this study applied the paired t-test and 1-way ANOVA to determine the statistical significance of results at 0.05 level of significance. The error average of proprioception was $4.65{\pm}2.95^{\circ}$ with the eyes closed and $4.08{\pm}1.14^{\circ}$ with the eyes opened in sitting position, $5.56{\pm}3.18^{\circ}$ with the eyes closed and $4.98{\pm}2.99^{\circ}$ with the eyes opened in supine position and $5.60{\pm}1.64^{\circ}$ with the eyes closed and $4.87{\pm}2.16^{\circ}$ with the eyes opened in prone position. There was no significantly difference the error average between the eyes opened group and the eyes closed group. There was no significantly difference the error average among the three positions. The error average decreased significantly in knee brace group at all conditions.

Comparison of Vital Capacity and Balance between Elderly Women and Young Women with Forward Head Postures According to the Use of Figure-8 brace

  • Purpose: To improve pulmonary function and decrease in balance ability with increasing forward head position and vertebral curvature, we applied Figure-8 brace to confirm the immediate effect on vital capacity and balance and to see if it is applicable. Methods: A total of 34 elderly women aged 65 or older and young women in their 20s with FHP were screened to measure vital capacity, measuring the forced expiratory volume in 1 second (FEV1) and forced vital capacity (FVC), and measuring the foot pressure to see the change in balance. For statistical analysis, the difference between pre and post values was compared using pared t-test. Results: As a result of vital capacity measurements, there was no significant difference between FEV1 and FVC for women over 65 years old (p>0.05). Young women in their 20s had no significant difference in FEV1 (p>0.05), and FVC had significant differences (p<0.05). In measuring foot pressure to measure balance, both women aged 65 and above and young women in their 20s had a significant decrease in anterior foot pressure, and a significant increase in posterior foot pressure (p<0.05). Conclusion: The results of this study did not positively affect the vital capacity of elderly women with FHP. However, the significant increase in vital capacity of young women in their 20s suggests that contraction of the abdominal muscle is necessary during forced expiration. Therefore, it is believed that proper application and therapeutic interventions should be combined when applying Figure-8 brace.

Hysteretic behaviour of circular tubular T-joints with local chord reinforcement

  • When a welded circular hollow section (CHS) tubular joint is subjected to brace axial loading, failure position is located usually at the weld toe on the chord surface due to the weak flexural stiffness of the thin-walled chord. The failure mode is local yielding or buckling in most cases for a tubular joint subjected to axial load at the brace end. Especially when a cyclic axial load is applied, fracture failure at the weld toe may occur because both high stress concentration and welding residual stress along the brace/chord intersection cause the material in this region to become brittle. To improve the ductility as well as to increase the static strength, a tubular joint can be reinforced by increasing the chord thickness locally near the brace/chord intersection. Both experimental investigation and finite element analysis have been carried out to study the hysteretic behaviour of the reinforced tubular joint. In the experimental study, the hysteretic performance of two full-scale circular tubular T-joints subjected to cyclic load in the axial direction of the brace was investigated. The two specimens include a reinforced specimen by increasing the wall thickness of the chord locally at the brace/chord intersection and a corresponding un-reinforced specimen. The hysteretic loops are obtained from the measured load-displacement curves. Based on the hysteretic curves, it is found that the reinforced specimen is more ductile than the un-reinforced one because no fracture failure is observed after experiencing similar loading cycles. The area enclosed by the hysteretic curves of the reinforced specimen is much bigger, which shows that more energy can be dissipated by the reinforced specimen to indicate the advantage of the reinforcing method in resisting seismic action. Additionally, finite element analysis is carried out to study the effect of the thickness and the length of the reinforced chord segment on the hysteretic behaviour of CHS tubular T-joints. The optimized reinforcing method is recommended for design purposes.

우리나라 항공사의 승객 충격방지 자세 정보에 대한 SHEL모델 적용 연구 (A Study of SHEL Model Application to Passenger Brace Position Information of Korean Air Carriers)

  • 항공기 추락 시 충돌충격단계에서 사상자가 가장 많이 발생하는 것으로 나타나고 있다. 대부분의 경우, 승객들은 두부손상으로 의식을 잃게 되어 비상탈출에 실패하여 사망에 이르게 된다. 이에 대한 대응책으로 항공기 제작사들은 내구성이 강화된 항공기 좌석을 설계 및 제작하여 설치하고 있다. 객실에서는 승객들이 충격방지자세를 취함으로써 부상을 최소화할 수 있다. 승객들에 대한 충격방지자세 안내는 모든 항공사가 시간적 여유가 있는 비상상황에서만 객실승무원이 안내방송과 함께 시범을 보이도록 절차가 수립되어 있다. 그러나 갑작스런 사고의 경우 승객들은 충격방지자세에 대한 정보를 전달받지 못한 상태에서 사상의 위험에 직면하게 된다. 본 논문은 SHEL 모델을 적용하여 승객과 사상자발생 환경, 승객과 충격방지를 위한 안전절차, 승객과 승객안전정보 전달매체, 승객과 객실승무원등의 상호작용에 내재된 위해요소를 체계적으로 규명하고 객실안전에 대한 법규 및 절차 등의 개정을 제시함으써, 항공기사고로 인한 사상자 발생에 대한 근본적인 대안을 제시하여 항공안전 증진에 기여하고자 한다.

DEVELOPMENT OF AN AMPHIBIOUS ROBOT FOR VISUAL INSPECTION OF APR1400 NPP IRWST STRAINER ASSEMBLY

  • An amphibious inspection robot system (hereafter AIROS) is being developed to visually inspect the in-containment refueling storage water tank (hereafter IRWST) strainer in APR1400 instead of a human diver. Four IRWST strainers are located in the IRWST, which is filled with boric acid water. Each strainer has 108 sub-assembly strainer fin modules that should be inspected with the VT-3 method according to Reg. guide 1.82 and the operation manual. AIROS has 6 thrusters for submarine voyage and 4 legs for walking on the top of the strainer. An inverse kinematic algorithm was implemented in the robot controller for exact walking on the top of the IRWST strainer. The IRWST strainer has several top cross braces that are extruded on the top of the strainer, which can be obstacles of walking on the strainer, to maintain the frame of the strainer. Therefore, a robot leg should arrive at the position beside the top cross brace. For this reason, we used an image processing technique to find the top cross brace in the sole camera image. The sole camera image is processed to find the existence of the top cross brace using the cross edge detection algorithm in real time. A 5-DOF robot arm that has multiple camera modules for simultaneous inspection of both sides can penetrate narrow gaps. For intuitive presentation of inspection results and for management of inspection data, inspection images are stored in the control PC with camera angles and positions to synthesize and merge the images. The synthesized images are then mapped in a 3D CAD model of the IRWST strainer with the location information. An IRWST strainer mock-up was fabricated to teach the robot arm scanning and gaiting. It is important to arrive at the designated position for inserting the robot arm into all of the gaps. Exact position control without anchor under the water is not easy. Therefore, we designed the multi leg robot for the role of anchoring and positioning. Quadruped robot design of installing sole cameras was a new approach for the exact and stable position control on the IRWST strainer, unlike a traditional robot for underwater facility inspection. The developed robot will be practically used to enhance the efficiency and reliability of the inspection of nuclear power plant components.

자기복구형 에너지소산 가새시스템을 적용한 종합병원의 내진보강효과 (Seismic Retrofitting Effects of General Hospital Using Self-Centering Energy Dissipative Bracing System)

  • 2016 Gyeongju and 2017 Pohang earthquakes led Koreans to acknowledge that the Korean peninsula is not an earthquake-free zone anymore. Among various buildings crucial to after-shock recovery, general hospital buildings, especially existing old ones, are very significant so seismic retrofitting of those must be an important issue. Self-centering energy dissipative(SCED) brace is one of retrofitting methods, which consists of tendon with restoring force and friction device capable of dissipating seismic energy. The strength of the SCED brace is that the tendon forces a structure to go back to the original position, which means residual drift can be negligible. The residual drift is a very important parameter to determine usableness of general hospitals after shock. To the contrary, buckling-restrained braces(BRB) are also a very effective way to retrofit because they can resist both compressive and tensile, but residual drift may exist when the steel core yields. On this background, the seismic retrofitting effect of general hospitals reinforced with SCED braces was investigated and compared to that of the BRD in this study. As a result, although the floor acceleration cannot be reduced, the story drift and residual drift, and the shear demand of walls significantly decreased. Consequently, seismic retrofitting by SCED braces are very effective for domestic low-rise general hospitals.
