Purpose: There are the number of color tactile walking surface indicators installed in Korea, because of indefinite regulation in blind and vision-impaired persons' tactile walking surface indicators. In case of yellow tactile walking surface indicators, it shows a deviation severe color. In this study, the researchers suggested color and brightness reference for helping blind and vision-impaired persons' walking through analyzing the color references of tactile walking surface indicators and the color luminance between tactile walking surface indicators and sidewalk currently used. Method: Reasonable luminance contrast criteria is suggested by examining ways of improving the recognition and recognition of objects according to color contrast visually impaired through literature review and analyzing standards of tactile walking surface indicators and the Europe, Japan and Australia of color and luminance contrast criteria. And by examining the color of the tactile walking surface indicators reported in Korea currently used to derive the problem presented by the luminance contrast in the reference and comparison. Finally, the visually impaired tactile walking surface indicators is set for color selection criteria for the recognition rate improves. Results: In order to improve the recognition rate to be tactile walking surface indicators of the contrast of the visually impaired and the environment than the color of the tactile walking surface indicators itself to secure always a certain level or more of brightness contrast values in the set of the color of the tactile walking surface indicators so important. Implication: In order to set the blind tactile walking surface indicators color recognition based on the verification of the real pedestrian based on the results presented in this paper it is required. It is to be understood as an element of the barrier free configuration for securing the walking pedestrian safety.
In an information-oriented society, visually impaired persons also should obtain the information with relative ease. They tend to receive the information of letters by tactile sensation through braille display systems. Several types of braille display systems have been suggested so far, but none of them have been widely used yet. The braille display system should provide multiple lines of braille units to improve the level of understanding. In this paper, we propose a cell type braille unit with $3{\times}2$ dots, each of which consists of a piezoelectric linear motor. A braille cell is small and lightweight enough to be portable, and it can be easily assembled in multiple lines. The preliminary tests using the proposed braille display system show that it can provide the information that can be well perceived by visually impaired persons.

According to the Ministry of Health and Welfare, "Status of Registered Persons with Disabilities", the number of people with disabilities is 2,494,460 as of 2015. The lowest rates of children with disabilities were intellectual disabilities (23%) and mental disorders (33.3%). The highest rates of screening were blindness (97%), heart failure (94.4%), and hearing impairment (92.7%). 65.2% of visually impaired people who have already had a disability at the time of marriage, and the remaining 34.8% can be thought to be the cause of high incidence of disability after marriage. 'SID (Seed in the Dark)' project was designed to recapture the visually impaired parent's desire for attachment and the space difficulties of the blind who want to be a normal parent to their children through a visual impairment of a father with 7-year-old daughter. Using Gear VR(Virtual Reality), the general public was able to feel the surroundings as if they had no vision and focused on the hearing. Especially, We expressed the sound wave visually and added the hilarious game element which grasps the terrain of the maze by sound wave like a 'blind person who perceives the surroundings by sound' and catches up with daughter. People with disabilities who are far from mental illness often have a form of family with children. The fact that the rate of childbirth is high means that there is relatively little problem in daily life. It is wondered that the rate of blindness among the visually impaired, which accounts for 10% of the total disabled, is the highest at 97%. This is because, in the case of the visually impaired, the obstacle is often caused by aging, accidents, or diseases due to inherited causes rather than the visual disorder. In particular, However, the fact that there is an obstacle in vision that accounts for 83% of the body's sensory organs causes other difficulties in the nursing process of children who are non-disabled. Parents do not know the face of child when their visual impairment is severe. Parents are extremely anxious about worry that they will be lost or abducted if their children are not by their side. And that the child recognizes the disability of his or her parents other than the other parents easily and takes it as a deficiency. Since visually impaired parents are mentally mature parents with non-disabled people, they may want their children not to feel deprived of their disability. The number of people with visual impairments has been increasing since 2001, and people with impairments often become disabled. In addition, there is much research on the problem of nondisabled parents who have children with disabilities, while there is relatively little interest and research on the problem of nondisabled child rearing of parents with disabilities.

Was expose that do not bend enough on Touch-down knee by relation that can not grasp position of the floor in Event four. 4. When taking off, the average of horizontal speed of body center are 1.80m/sec for blind people and 3.53m/sec for the normal. In this connection, the study shows that the difference of horizontal speed between the blind and the normal is bigger than difference of vertical speed, which are 1.56m/sec for the blind and 1.98m/sec for the normal. Also, composite speed also shows us big difference between 2.41m/sec of the blind and 4.07m/sec of the normal. The speed body center of take-off was expose that average adjuster are big width of deceleration than average - beginning disabled person's average by 2.23m/sec - 1.71m/sec in the vertical speed. 5. Objectives: This study aimed at helping oral health prevention of the blind and related management plan, which is defined as the influence factors between missing and filled permanent teeth index and general feature and oral health behavior of the blind in Korea (estimates 229,678 persons) using data of the 6th Korea National Health and Nutrition Examination Survey from 2014 Korea Centers For Disease Control and Prevention. Methods: The blind over the age of 30 were selected as study subjects who have conducted health survey and dental inspections in KNHANES VI-2. Estimates of the subjects were 229,67 persons. For analyzing data, general linear models: GLM and covariance analysis were conducted to identify the relation between general feature and oral health behavior and missing and filled permanent teeth index. SPSS 21 statistical program was used, which is possible to conduct complex sampling design, and the significance level was 0.05. Results: The missing and filled permanent teeth index was 8.58 points. Regarding the results of the analysis, R-squared of the missing and filled permanent teeth index depending on general features of the blind was 0.839 points, which shows gender, age, residence, education level, individual income, disability rating, kinds of health insurance, marital status and recipient of basic living had an effect on the missing and filled permanent teeth index. R2 of the missing and filled permanent teeth index depending on oral health form of the blind was 0.728 points, which shows oral examination, dental treatment, smoking and toothbrushing after lunch had an effect on the missing and filled permanent teeth index. Conclusions: With the result of this study, we found the oral health actual condition of the blind in Korea. Therefore, it is considered that the government needs to introduce the personalized oral health education program to maintain oral health of the blind and to develop a program that uses braille and voice device which enables to access and utilize to improve oral health behavior that the government could use it as a reference to establish the policy plan.
책은 만인에게 시공간적 장벽을 허무는 통로일 뿐만 아니라 세계를 향하는 여권이다. 그러나 독서장애인에게는 책이 통로도 여권도 아니다. 그들은 접근 가능한 포맷의 대체자료 비율이 1-7%에 불과할 정도로 심각한 도서 기근에 시달리고 있다. 이러한 접근격차 및 불평등을 완화하기 위해 WBU와 WIPO가 추진한 국제협약이 마라케시 조약이다. 본 연구는 시각장애인 등 독서장애인의 글로벌 도서 기근과 마라케시 조약을 집중 분석·연계하여 국내 도서관의 장애인서비스를 강화하기 위한 전략적 과제와 이행방안을 제시하였다. 정부와 도서관은 출판계의 인식개선 및 표준화 유도, 저작권법 등 관계 법령의 개정·보완 요구, 국립장애인도서관의 디지털파일 수집 및 서비스 강화, 마라케시 조약을 이행하기 위한 도서관지침의 개발·적용에 모든 역량을 집중해야 한다. 음식이 장애인의 육신을 지탱한다면 독서는 그들의 정신을 배양하기 때문이다. 독서장애인의 도서 기근을 해소하기 위해서는 출판계의 카르텔, 저작권자의 바리케이드, 도서관계의 취약한 플랫폼을 개선해야 한다. 모든 저작권자, 출판계, 도서관은 비장애인과 장애인 간의 접근격차 95% 갭을 줄이는데 동참해야 한다. 그것이 도서 기근에 대한 진언이다.
이 연구는 점자도서관 문서 생산과 관리의 실태파악을 하고, 개선방안을 제시하는 것을 목표로 하고 있다. 이 연구는 3개 기관을 현장조사와 면담을 실시하였고, ISO 15489의 품질요건을 기준으로 분석했다. 그 결과, 점자도서관 문서 관리 개선방안은 다음과 같다. 첫째, 정책 및 규정 정비가 필요하다. 사본 생산과 관리에 관한 규정, 접근권한과 관련된 문서 관리규정의 마련이 요구된다. 둘째, 문서 생산 프로세스 개선이 필요하다. 시각장애인의 책임 있는 생산을 위해 Electronic approval system을 도입하고, 문서 생산 시 시각장애인이 읽을 수 있는 문서를 함께 생산, 그리고 문서철에 점자라벨을 부착하는 방안도 마련되어야 할 것이다. 셋째, 문서 관리 프로세스 개선이 필요하다. 사본 생산 시 변경 내역을 기록하고, 원본과 사본의 보존기간을 동일하게 부여하여 함께 보존하고, 모든 사본을 진본사본으로 정하여 하나의 세트로 관리하는 방안도 필요하다. 마지막으로 문서관리를 위한 시스템 도입이 필요하다. 체계적인 문서 관리를 할 수 있는 시스템 도입이 요구된다. 이 시스템은 시각 장애인이 접근, 검색이 가능하도록 설계되어야 할 것이다.
유엔 산하의 전문기구인 세계보건기구(WHO)는 지구촌 장애인이 10억 명(또는 세계 인구의 15%)을 상회하는 것으로 추정하였다. 장애인의 지식정보 욕구는 비장애인과 동일함에도 세계시각장애인연합(World Blind Union)에 따르면 장애인이 접근할 수 있는 자료포맷은 선진국마저 연간 출판된 도서의 10% 미만으로 추산되고 있다. 어느 국가를 불문하고 장애인 정보접근성을 개선하려면 국가도서관 역할이 매우 중요하다. 이에 본 연구는 대륙별로 장애인을 위한 국가도서관 및 전국 도서관서비스를 대표하는 미국의 의회도서관(Library of Congress), 스웨덴의 매체접근기구(Myndigheten fö Tillgägliga Medier), 일본의 국립국회도서관(NDL), 남아프리카공화국의 SALB(The South African Library for the Blind)를 대상으로 역사와 발전, 법적 근거와 조직, 주요 업무 및 자아앤서비스의 특징을 정밀 분석·비교하고 시사점을 도출하였다. 그 결과를 바탕으로 2019년 국립중앙도서관 소속에서 문화체육관광부 1차 소속기관으로 격상된 국립장애인도서관의 역량강화 방안을 제언하였다.
지식과 정보에 대한 접근은 보편적 인권이다. 그러나 2013년 6월 27일 마라케시 조약이 채택된 후에도 대다수 국가에서 시각장애인을 포함한 독서장애인이 접근 가능한 자료는 표준 인쇄물의 1-7%에 불과하고 도서관서비스도 매우 취약하여 도서 기근이 계속되고 있다. 이러한 심각한 격차 및 불평등에 주목한 본 연구는 주요 선진국에서 민간단체가 장애인서비스를 주도하는 미국 Learning Ally와 Bookshare, 영국 RNIB, 프랑스 BNFA, 일본 SAPI를 분석하였다. 주요 내용은 모태와 발전, 법적 근거와 주요 정책, 도서관과의 관계, 회원제도, 서비스 체계와 내용, 대체자료의 개발과 확보, 서비스 제공 실적 등이다. 그리고 도출된 시사점과 마라케시 조약을 기반으로 국내 도서관 장애인서비스 강화를 위한 전략적 과제를 제안하였다. 장애인 '독서장벽 해소를 위한 법률' 제정 촉구, 도서관서비스를 제약하는 「저작권법」 관련 조항 개정, 국립장애인도서관 조직역량 강화, 도서관평가에서 장애인서비스 지표 제고, 광역대표도서관 중심의 도서관 협력시스템 구축과 서비스 확대 등이 시급하다.
