The Economic Effect of Besides Fisheries Profit and Input-Output Analysis: ocused on the Tae-an Trial Sea Farm Project (어업 외 투자효과 및 투입산출분석 : 태안시범바다목장사업을 중심으로)

  • This paper is to estimate the economic effect of benefits of the R&D and recreational fishing as well as input-output analysis in the Tae-an Trial Sea Farm Project(TTSFP). We use B/C model to indicate the effects of economic valuation. B/C analyses model consists of Benefit Cost Ratio(BCR), Net Present Value(NPV) and Internal Ration of Return(IRR). Using 5.5% discounting rates and the survey data, the sub-models show economically feasible in the all of analysis and analyzed the results as follows. NPV is 42,147 million won, BCR is 3.29 and IRR is 34.30%. This study attempts to apply input-output(I-O) analysis in connecting the economic effect of TTSFP. I-O model was constructed, focusing on three effects; the production-inducing effect, the value-added-inducing effect and employment-inducing effect. There are positive effects on economic value and job creation in Tae-an and Nation.

  • Recently, interest in the DC transmission is rapidly increasing worldwide. In many countries and leading companies are prior to the aggressive development of HVDC technology and application. Especially, VSC-HVDC system has been widely applied to transfer power at long distance between power plant and power consumption area. Therefore in this paper, we analyzed the benefit-cost of VSC-HVDC system which has more advantages than existing transmission system. The proposed system is MMC(Modular Multilevel Converter) VSC-HVDC system that have stability of Power Grid, interconnect Large-scale New Power Generation Plants by prevents Blackout. And MMC VSC-HVDC system Reduced the loss importing foreign systems. And the benefits were calculated in four stages, and the costs were applied to the actual project. By evaluating the various avoidance costs compared to the benefit-cost, it was confirmed that MMC VSC-HVDC system was advantageous in system stability and economic and social benefits.

Cost-Benefit Analysis and Challenges of Implementing FSC Standards in Rubber Plantations in Southern Thailand

  • This study examines the cost and benefit (i.e., income) of the Forest Stewardship Council (FSC) rubber plantations in Thailand. The study attempts to identify the challenges to the implementation of FSC standards in rubber plantations in the country. A total of 60 rubber farmers in two Southern provinces, namely, Songkhla and Rayong, were interviewed through a standardized questionnaire to gather primary data. The study found that small-, medium- and large-sized FSC rubber plantations were worth investing in. All sizes of rubber plantations had similar values of benefit cost ratio (BCR). It was also found that the values of the discount payback period (DPP) of the three forms of FSC rubber plantations were 9-12 years, while the large rubber plantations had the highest internal rate of return (IRR) (19.0%). It implies that the large-size plantations had the highest values. The rubber farmers in the study area reported that they are facing a number of problems and hardships in implementing FSC standards, lacking knowledge and understanding of FSC, especially for preparing documentation. Therefore, the Thai government should take proper policy initiatives to remove all the problems and barriers in implementing FSC standards for the sustainable rubber production in the country.

  • The applications of Distributed Generation (DG) in a smart distribution grid environment are widely employed especially for power balancing and supporting demand responses. Using these applications can have both positive and negative impacts on the distribution system. The sizing and location of their installations are the issues that should be taken into consideration to gain the maximum benefit from them when considering the economic aspects. This paper presents an application of the Bat Algorithm (BA) for the optimal sizing and siting of DG in a smart distribution power system in order to maximize the Benefit to Cost Ratio (BCR), subjected to system constraints including real and reactive power generation, line and transformer loading, voltage profile, energy losses, fault level as well as DG operating limits. To demonstrate the effectiveness of the proposed methodology and the impact of considering economic issues on DG placement, a simplify 9-bus radial distribution system of the Provincial Electricity Authority of Thailand (PEA) is selected for the computer simulation to explore the benefit of the optimal DG placement and the performance of the proposed approach.

  • 우리나라에서는 '물의 재이용 촉진 및 지원에 관한 법률 시행규칙' 등 다양한 법률에 따라 특정 규모 이상의 시설에 빗물이용시설을 설치하도록 규정하고 있으며, 지자체에서는 빗물이용시설의 이용을 장려하고자 설치비 및 시설 운영비를 지원하고 있다. 현업에서 빗물이용시설의 설계는 간편식을 이용하여 목표 우수이용률 또는 공급보장률을 만족하는 용량으로 결정하고 있다. 또한, 산정된 빗물이용시설의 용량에 대해서만 경제성 분석을 하고 있으며, 경제성 분석에 포함된 수식에 대한 근거가 부족한 실정이다. 본 연구에서는 기 개발된 빗물이용시설 설계 프로그램인 CARAH(capacity design aid for rainwater harvesting)의 추가 기능으로 경제성 분석을 통한 빗물이용시설의 적정 용량 결정 도구 및 사용자 편의 환경 개발 결과를 제시하고자 한다. 본 연구를 통해 개발된 CARAH의 경제성 분석 도구는 빗물이용시설의 용량, 설치비, 유지보수비용, 지자체의 설치비 지원 및 빗물 이용에 따른 요금 감면액 등을 고려하여 빗물이용시설의 비용편익 비율(benefit cost ratio; BCR) 산정 결과를 제시하는 기능이다. 본 연구에서는 개발된 CARAH의 경제성 분석 도구를 이용하여 기 설치된 광교 신도시의 빗물저류조 5호를 대상으로 경제성 분석을 수행하였으며, 경제성을 고려한 적정 저류 용량을 제시하였다. 경제성 분석 기간은 빗물이용시설의 내용 연수인 30년으로 하였으며, 여러 목표 공급보장률에 따른 최소 저류 용량별 BCR 결과를 비교하여 광교 신도시의 빗물저류조 5호의 적정 저류 용량을 결정하였다. 그 결과, 공급보장률이 60%에 해당하는 저류 용량 341 m3의 BCR이 7.28로 가장 경제적인 빗물이용시설의 저류 용량으로 산정되었다.

Evaluation of Tank Capacity of Rainwater Harvesting System to Secure Economic Feasibility and Sensitivity Analysis (경제성 확보를 위한 빗물이용시설의 규모 산정 및 민감도 분석)

  • Rainwater harvesting systems (RWHS), one of measures for on site rainwater management, have been promoted by laws, regulations and guidelines and have been increased. However, more evaluation of economic feasibility on RWHS is still needed due to seasonal imbalance of rainfall and little experiences and analysis on design and operation of RWHS. In this study, we investigated tank capacity of RWHS to secure economic validity considering catchment area and water demand, which is affected by building scale. Moreover, sensitivity analysis was performed to examine the effect of design factors, cost items and increase rate of water service charge on economic feasibility. The BCR (benefit cost ratio) is proportional to the increase in tank capacity. It is increased steeply in small tank capacity due to the effect of cost and, since then, gently in middle and large tank capacity. In case of 0.05 in the rate of tank volume to catchment area and 0.005 in water demand to catchment area, BCR was over one from the tank capacity of 160 $m^{3}$ taking into account of private benefits and from the tank capacity of 100 $m^{3}$ taking into account of private and public benefits. Sensitivity analysis shows that increase of water demand can improve BCR values with little cost so that it is needed to extend application of rainwater use and select a proper range of design factor. Decrease of construction and maintenance cost reduced the tank volume to secure economic validity. Finally, increase rate of water service charge had considerable impact on economic feasibility.

Economic Impact Analysis on High-yield Groundwater Development R&D Project in Jeju (제주도 청정 대용량 지하수개발 연구사업의 경제적 효과분석)

  • For economic impact analysis on a R&D project of high-yield groundwater development in Jeju conducted by KIGAM from 2004 to 2007, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated by contingent valuation method(CVM), production function analysis, domestic water market analysis and technology factor analysis. Measurable direct impact parameters among the major outputs of this R&D project consisted the estimation 4 high-yield and high mineral groundwater reserve in Jeju. Annual use of the reserve by piped water and bottled water was estimated as 12.23 million ton and its monetary value was calculated as 293.4 million dollar in 2006 year value applied of 5.5% discount rate. Economic impact of this R&D project in NPV of year 2006, with applying a discount rate of 5.5%, was identified and estimated as 13.66 million dollar in NPV, 4.05 points in BCR, and 22.74% in IRR, respectively. Additional early launch benefit was 5.58 million dollar. Even increased of the 1% discount rate, NPV of this R&D project was also positive as 12.18 million dollar and BCR was 3.71.

  • For economic impact analysis on a R&D project of groundwater remediation in the metropolitan areas conducted as a fundamental research programme of KIGAM from 1998 to 2002, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated using a contingent valuation method(CVM). Measurable direct benefit parameters among the major outputs of this project consist of setup of drinking water facilities and groundwater information data valuation. In this study, economic impact of the project in NPV of year 2002, with applying a discount rate of $10.0\%$, was identified and estimated as 5.09 billion won in cost, 67.69 billion won in benefit, 62.60 billion won in NPV, 13.3 points in BCR, and $152\%$ in IRR, respectively.

Direct Economic Effects and Optimal Vessel Reduction Scales in Coastal and Offshore Fisheries (연근해어업 어선감척 적정 목표량 산정 및 감척효과 분석)

  • The aims of this study are to estimate the optimal vessel reduction scales and these direct economic effects of coastal and offshore fisheries in the Republic of Korea. To estimate respectively optimal fishing efforts of individual fishery by species in coastal and offshore fisheries, we adopted appropriate fishing power of each species published by National Fisheries Research and Development Institute and also considered biological and socio-economic factors such as the bycatch rate, the profit rate, the efficiency of resource use, the average age of fishing vessel, the intention of vessel reduction, and the annual changes in vessels by other factors. The direct economic effects of the optimal vessel reduction in coastal and offshore fisheries based on maximum sustainable yield and 2/3 maximum sustainable yield was calculated by a cost-benefit analysis. This study showed that optimal reduction numbers of vessels engaged in coastal and offshore fisheries were 4,431 and 374 vessels and the direct economic effects in coastal and offshore fisheries were about 371.7 and 569.4 billion won and these NPV and BCR were 111.7 billion won and 1.65 and 342.6 billion won and 4.97 respectively.

Evaluation for the Introduction Impact of an Integrated Railway Wireless Network : A Case Study of the Wonju-Gangneung Rail Line (철도통합무선통신망 도입효과의 평가 -원주-강릉구간에 대한 사례를 중심으로-)

  • This study performs an evaluation, using the economic feasibility analysis method, of the LTE based railway wireless networks (LTE-R) service that is planned to be used for the future railway networks in Korea. Its objectives are using the evaluation results and working to reflect the factors that lead to a maximization of benefits in designing an integrated railway wireless network. This study analyzes the impact of implementing an LTE-R on the railway networks, in contrast to the existing wireless network methods, e.g. VHR and TRS to new rail lines on an economic view. This results found that the benefit cost ratio is greater than 1.0 with a 10% contribution to benefits of the wireless network service in the case study on the Wonju-Gangneung rail line that will start operations in 2018; as a result, an ICT design is desired. For the introduction of an LTE-R service for the Wonju-Gangneung rail line, design specifications need to increase to benefits for each service, which will verify actual contributions and therefore result in an overall economic effect.
