The primary purpose of price regulation on public utilities and other public services is not to prevent them from rising and control inflation but to allocate resources efficiently and reflect social values, when market does not function perfectly. That is, price regulation by government is a policy tool which is aimed at microeconomic effects. Therefore, when a microeconomic policy tool is used for macroeconomic policy objectives, such as price stabilization, we can have problems stemming from the mismatch. One of the examples is distortions in the relative price structure of resources. As government suppresses increases in regulated prices in an effort to reduce inflationary pressures, some of the public services become relatively cheaper, resulting in excess use of those services under regulation. Also, inflexibility of adjusting regulated prices to the overall price changes results in deterioration of qualities of public services. This paper proposes a set of reform proposals which are itnended to minimize such government failures. It is argued that the authority of price regulation should be decentralized, and ultimately done by independent regulatory commissions for each service. The pricing should be based on the principle of separate and independent accounting by each service unit and the principle of beneficiaries bearing the costs of services.

Modular building is a prefabricated construction system for building where factory-produced pre-engineered modular units are delivered to site and assembled as substantial elements of a building. There are two basic kinds of modular structures. One is a load-bearing wall structure designed to transfer the load through longitudinal walls. The other is a frame structure composed of columns and beams. For frame structure, square hollow section is often used as a column member and channel as a beam member in modular unit. Lower and upper modules are fasten with bolts via a pre-installed access hole in the SHS column. However, the access holes can weaken the panel zone that would affect the behavior of beam to column connection. The 5 specimens of beam to column connections with parameters of access hole, column thickness and diaphragm were made and this paper describes the test results.
This experiment was conducted to investigate the growing process, nitrogen content of leaves and grain weight of the tillers of three wheat and one barley cultivars under space planting condition. The rates of the ear-bearing tillers were highest in the main stem (MS) and followed by the Ist, 2nd, 3rd tiller of the first order tiller. The leaf emergencies on main stem and tillers of barley were found simmilar results to synchronously emerging leaf theory reported by katayama, however, one or more leaves were emerged from the tillers of wheat comparing to the theoretical numbers. The orders of the ear primordia development were MS 1st 2nd 3rd tiller. The differences of ear development between main stem and tillers were greatter in wheat than in barley. Total nitrogen content in leaf decreased accompanying with growth and the highest content were found on the higher ordered tillers. The order of the proportion of each stem grain weight to the grain yield per unit area was MS > 1st≒2nd > 3rd tiller.

The current study developed light-weighted mixed soil that can solve problems related with soft soil such as ground subsidence, sliding and lateral displacement of ground. By reducing weight of reclaimed soil through mixing phosphogypsum and recycled EPS beads with the weathered granite soil. A series of geotechnical laboratory tests including physical index test, compaction test, CBR test, and direct shear test were performed and engineering properties were reviewed in order to assess applicability of the light-weighted mixed soil for roads and abutment and various back-filling materials at the reclamation area. Based on the laboratory test results, it was found that the maximum dry unit weight of the light-weighted soil ranges $14.32{\sim}15.79kN/m^3$ and the optimum water content ranges 21.91~24.23%, which means there is 11~19.3% weight decrease effect when comparing with general weathered granite soil. Also it was found that the corrected CBR value ranges 10.4~18.4% satisfying the domestic regulations on road subgrade and back-filling material. In addition, as for shear strength parameter, cohesion ranges 10.79~18.64 kPa and internal frictional angle ranges $35.4{\sim}37.2^{\circ}$, which are similar with those of general construction soil and back-filling material used in Korea. So it can be concluded that light-weighted mixed soil with phosphogypsum can be used effectively for soft reclamation ground as actual filling material and back-filling material. From the current study, it was found that light-weighted mixed soil with phosphogypsum has not only weight reduction effect, but also has no special problems in shear strength and bearing capacity. Therefore, it is expected that phosphogypsum can be recycled in bulk as road subgrade and back-filling material at the reclamation area.
Interpretations of 3-component magnetic logging data obtained for a reinforced bar as a model of the line of the magnetic dipoles are conducted using a least squared inversion technique. The length of the bar is 1.12 m, sampling interval is 0.05 m, the distance between the bar and the borehole is 0.3 m, and the top of the bar is fixed at 0 m of depth. The bar is set to be approximately vertical. Magnetic anomalies smoothed with FFT are used as input data for the inversion. For the interpretation of magnetic logging data the depth to the top, the length, the magnetic moment per unit length, the direction of the magnetization (declination and inclination), and the bearing and plunge of the line of magnetic dipoles are left as unknown parameters. The comparison of the results obtained from the individual inversion of the horizontal component or the vertical component of the magnetic anomalies, and those from the simultaneous inversion of horizontal and vertical component of the magnetic anomalies shows that there exist some disagreements between each inversion result. The depth to the bottom of the bar, which is actually 1.12 m, is estimated as 1.18 m, and the inclination of the magnetization is estimated as -76°by simultaneous inversion. The negative value of the inclination indicates that the strength of the remnant magnetization is much greater than that of the induced magnetization, so that the direction of the resultant magnetization points to the top of the bar.

The soils used as trackbed in Korea are selected using USCS utilizing basic soil properties such as Grain Size Distribution(GSD), % passing of #200 sieve ($P_{200}$), % passing of #4 sieve ($P_4$), Coefficient of uniformity ($C_u$), and Coefficient of curvature ($C_c$). Degree of compaction of the soils adapted in the code by KR should be evaluated by maximum dry density (${\gamma}_{d-max}$) and deformation modulus $E_{v2}$. The most important influencing factor that is critical to stability and deformation of the compacted soils used as trackbed is stiffness. Thus, it is necessary to construct a correlation between the modulus and the basic soil properties of trackbed soil in order to redefine a new soil classification system adaptable only to railway construction. To construct the relationship, basic soil test data is collected as a database, including GSD, maximum dry unit weight (${\gamma}_{d-max}$), OMC, $P_{200}$, $P_4$, $C_u$, $C_c$, etc.; deformation modulus $E_{v2}$ and $E_{vd}$ are obtained independently by performing a Repeated Plated Bearing Test (RPBT) and Light Weight Deflectometer Test (LWDT) for ten different railway construction sites. A linear regression analysis is performed using SPSS to obtain the relationship between the basic soil properties and the deformation modulus $E_{v2}$ and $E_v$. Based on the constructed relationship and the various obtained mechanical test data, a new soil classification system will be proposed later as a guideline for the design and construction of trackbed foundation in Korea.
Worldwide, soil compaction work is one of the most important activities that are carried out on civil engineering works sites. Compaction work, particularly in the area of road construction, is considered to be important, as poor compaction work is closely related with poor construction even after a construction is complete. Currently, the plate bearing test or the sand cone method relative to the unit weight of soil test are commonly used to measure the degree of compaction, but as these require a great deal of time, equipment and manpower, it is difficult to secure economic efficiency. The method that is used to measure the degree of compaction according to the penetration depth achieved by free fall objects through gravity is the Free-Fall Penetration Test (FFPT), which uses a so-called "portable compaction measuring meter (PCMM)." In this study, the degree of compaction was measured and a penetration depth graph was developed after the field test using the portable compaction measuring meter. The coefficient of determination was 0.963 at a drop height of 10 cm, showing the highest level of accuracy. Both horizontal axis and longitudinal axis were developed in a decimal form of graph, and the range of allowable error was ${\pm}1.28mm$ based on the penetration depth. The portable compaction measuring meter makes it possible to measure the degree of compaction simply, quickly and accurately in the field, which will ensure economic efficiency and facilitate the process management.
The thermotropic liquid crystalline behavior of the homologous series of cellulose tri[4-{4'-(nitrophenylazo) phenoxycarbonyl}] alkanoates (NACEn, n=2$\sim$8, 10, the number of methylene units in the spacer) have been investigated. All of the homologoues formed monotropic nematic phases. The isotropic-nematic transition temperature ($T_{iN}$) decreased when n is increased up to 7, but it became almost constant when n is more than 7. The plot of transition entropy at $T_{iN}$ against n had a sharp negative inflection at n=7. The sharp change at n=7 may be attributed to the difference in arrangement of the side groups. The melting temperature ($T_m$) and associated entropy change at $T_m$, in contrast with $T_{iN}$ and associated entropy change at $T_{iN}$, exhibited a distinct odd-even effect, suggesting that the average shape of the side chains in the crystalline phase is different from that in the nematic phase. The thermal stability and degree of order of the nematic phase observed for NACEn were significantly different from those reported for the homologous series of side-chain and combined type liquid crystal polymers bearing azobenzene or biphenyl units in the side chains. The results were discussed in terms of the differences in the chemical structure, the flexibility of the main chain, the mode of chemical linkage of the side group with the main chain, and the number of the mesogenic units per repeating unit.
Clacic amphiboles along the tremolite (Tr)-tschermakite(Ts) joint were synthesized using a piston-cylinder appratus. At 750-85$0^{\circ}C$and 12-2 kb, amphibole+corundum coexist with zoisite($\pm$talc, chlorite, and Mg-staurolite), but with anorthite($\pm$cholorite, spinel, pyroxenes, and sapphirine) at lower P. At 90$0^{\circ}C$, amphibole+corundum+clinopyroxene($\pm$anorthite, forsterite, sapphirine, and garnet) are stable over the P range 12-18 kb. These amphibole-bearing assemblages are replaced at high P by clcinopyroxene+talc+chlorite+zoisite at 650-75$0^{\circ}C$, and at higher temperatures by garnet+clinopyroxene($\pm$zoisite, orthopyroxene, and Mg-staurolite). Synthetic amphiboles with Ts>~45 mol% contain as much as 0.15 excess cations per formula unit(pfu) based on 23 oxygens(anhydrous formula), whereas less tschermakitic ones are deficient in cation occupancy by up to 0.18 pfu. This trend is attributed to the 야/trioctahedral substitution in Ca-amphiboles. Compositions of synthetic amphiboles display systematic changes with P and T governed by coexisting mineral assemblages. The Ts content (=[8-Si-Na]/2) increases with increasing T( Ts/ T=~0.1 nik% K-1) in the range 750-85$0^{\circ}C$, but remains nearly constant at 850-90$0^{\circ}C$. Pressure dramatically affects the Ts content of Ca-amphiboles:it increases with P at 8-12 kb( Ts/ T=2-3 mol% K-1), but significantly decreases at 12-21 kb( Ts/ P=-2.5 mol% Kb-1). Hence, the most tschermakitic amphiboles, containing 60$\pm$5 mol % Ts, or 1.2$\pm$0.1 tetrahedral Al, occur at 12 kb and 850-90$0^{\circ}C$. Compositions of Ca-amphiboles defined by a simple reaction, 3 Tr+2 zoisite+7 corundum+H2O=5 Ts, are reversed and used to estimate thermodynamic parameters of tschermakite assuming ideal mixing of Tr-Ts solid solutions. Predicted standard molal entropy and enthalpy of tschermakite are : S$^{\circ}$of Tr-Ts solid solutions. It is known that the response of piles is affected by the shape of pile as well as soil conditions. In order to investigate the characteristics of the axial responses and bearing capacities of non-displacement tapered and cylindrical piles in sands, 12 model pile load tests using a calibration chamber were conducted on model tapered and cylindrical piles, which were specially manufactured to measure the base and shaft load capacities independently. Results of the model tests showed that the shaft load of tapered piles continuously increased with pile settlement, whereas the shaft load of cylindrical piles reached ultimate values at a settlement equal to 4% of pile diameter. Therefore, taper piles have greater shaft loads than cylindrical one at the same settlement. It is also observed that the total load capacity of tapered piles is lower than cylindrical piles for dense sand but is greater than that of cylindrical piles for medium sand. The ultimate unit base resistance of tapered piles was greater than that of cylindrical piles for lateral earth pressure ratio greater than 0.4, and the shaft resistance was greater than that of cylindrical piles irrespective of lateral earth pressure ratio.
