The Environmental Impact Assessment - An Instrument of Environmental Policy in Germany (독일 환경정책 수단으로서의 환경영향평가의 의미)

  • Environmental Impact Assessment (EIA) serves to identify a project's possible effects on the environment early enough sufficiently allowing for them to be taken into account in the decision-making process. The EIA in Germany is an instrument of environmental Policy which considers nature as an integrated system (ecosystem). In the german process of developing environmental policy, the EIA has been one of the instruments which introduced by law rather late. This means that the German Law of EIA has been made in 1900, 20 years after the beginning of the environmental policy in Germany. In the following paper I intend to ${\cdot}$ explain the basic concept of the EIA in Germany ${\cdot}$ describe the process of law building for EIA ${\cdot}$ give a short overview of applications and experiences with EIA ${\cdot}$ show the links between EIA and general environmental policy in Germany.

  • Introduction of electron microscope in biological and medical sciences change the concept of functional and morphologic unit of biological phenomena from the cell to subcellular unit, and it formulated the basis for molecular biology and pathology. Until recently, electron microscopy has mainly been applied to basic research works. However, practical clinical application of electron microscopy is being actively tried. The major clinical fields in which electron microscopy is helpful or even essential include viral diseases, metabolic diseases, glomerular diseases and in the identification of certain types of neoplasms. A brief introduction of characteristics of each conditions are made to encourage more active application of electron microscopy in clinical medicine.

  • Concept of the comfort and fitness has become a major concern in the basic function of the ready.made clothes. Until now ready-made clothes were not made by on the basis of the bodytype, but by the body size only This research was performed to classify and characterize the bodytypes of Korean adult males. Sample size was 1290 subjects and their age range was from 19 to 54 years old. 25 variables from the photographic data were applied to analyze the bodytype of trunk. Data were analyzed by the multivariate method, especially factor and cluster analysis. The groups forming a cluster can be subdivided into 5 sets by crosstabulation extracted by the hierarchical cluster analysis. 5 bodytypes classified by the photographic sources could be combined with the anthropometric data and were demonstrated with 5 silhouette. Type 3 and 4 in trunk were dominant and were composed of the majority of 55.6% of the subjects. Bodytypes of Korean males were influenced by the degree of posture erectness and of curvature of the front side of the body in waist and abdomen.

  • Microprecision agriculture for a fully controlled plant factory is proposed in this paper. Microprecision agriculture can be attained by using plant factories to realize profitable alternative agriculture. A closed, fully controlled, plant-growing factory is far better in terms of minimizing all sorts of waste. The limit and optimum design concept has to be applied to establish an economically feasible, fully controlled, plant-growing factory. To achieve this objective, microprecision technologies have to be developed. Microprecision technologies should be involved in sensing, modeling, controlling, and collecting information for the mechatronics for plant production. Basic technologies for microprecision are already available; they are SPA (speaking plant approach to environmental control), AI (artificial intelligence: expert systems, neural networks, genetic algorithms, photosynthetic algorithms etc.), bioinstrumentation, non-invasive measurement, biomechatronics, and biorobotics. A microprecision irrigation system for plug production is an example of a microprecision technology that has actually been implemented in a plug seedling production factory.

  • A new transplant production system that produces high quality plug seedlings of specific crop has been studied. It is a plant factory designed to produce massive amount of virus free seedlings. The design concept for building this plant factory is to realize maximum energy efficiency and minimum initial investment and running cost. The basic production strategy is the sitespecific management. In this case, the management of the growth of individual plantlet is considered. This requires highly automated and information intensive production system in a closed aseptic environment the sterilized specific crops. One of the key components of this sophisticated system is the irrigation system. The conditions that this irrigation system has to satisfy are: 1. to perform the site specific crop management in irrigation and 2. to meet the no waste standard. The objective of this study is to develop an irrigation scheduling that can implement the no waste standard.

  • In this study, a simplified approach to modeling the dynamic characteristics of passive constrained layer damping treatments in finite element models is presented. The basic concept is to represent multi-layered composite structures using an equivalent single layer. The equivalent properties are obtained by using the RKU (Ross, Kerwin and Ungar) equations. Comparisons are given between results obtained by the dynamic analysis of the simple models implemented in MSC/NASTRAN and by test measurements. Surface damping treatments are applied to automotive panels as well as simple structures. Using the proposed equivalent modeling technique, higher computational efficiency for the damped composite structures has been obtained.

  • The purpose of RVSM is to reduce vertical separation minima for aircrafts which operate between FL290- FL410 inclusive in regional airspace, and to increase airspace capacity by providing additional flight levels. In order to introduce RVSM, it is necessary to estimate quantitatively airborne collision risk due to the reduction in vertical separation minimum. In this study, the basic concept of RVSM safety assessment and Reich collision risk model are introduced and mid-air collision risk in Incheon FIR is estimated based on ICAO RVSM safety assessment technique and Reich Model.

  • Modern aircraft air navigation has been changed from the conventional air navigation aid to utilizing Global Navigation Satellite System. For the air navigation of fast moving aircraft, GNSS required extremely high accuracy and reliability. This study reviews the basic concept of Satellite Based Augmentation System which is discussed in the International Working Group of International Civil Aviation Organization and status of some SBAS leading State's case. In addition to that, a progress of SBAS development and implementation in the Republic of Korea was reviewed with pointing out of general hurdles and counter measures.

  • Polystyrene foam is easily melted and vapoured by heat, has a proper quality in the pattern manufacturing and has a low price. The objective of this study is to develop a rapid prototyping method fur polystyrene foam pattern manufacuring to use the eliminative pattern casting (EPC). Applying fur the rapid prototyping concept reversely, the unnecessary part of section is vapored away by heat source of laser beam. In order to examine the applicability between laser beam process and polystyrene foam material, the basic experiments such as hole, line, plane and contour process are carried out. With these results, various three-dimensional shape patterns are made and this rapid prototyping tool for polystyrene foam manufacturing.

  • Piston slap is not only one of the major sources of noise and vibration in internal combustion engines but also a cause of the deterioration of engine performance. The basic mechanism associated with the piston slap seems to be quite simple but the phenomenon is in fact complicated with regard to many mechanical elements associated, First of all the impact force of piston slap must be identified to estimate engine block surface vibration, In this paper model of collision point is proposed to calculate the impact force when slap surface vibration. In this paper model of collision point is proposed to calculate the impact force when slap occurs. The parameters of the model are estimated by employing the concept of point mobility, . The predicted and experimentally observed vibration results confirm that the proposed method is practically useful.
