A Study on the Mixed-use Educational Facilities by Private Investment - focused on the Non Benefits Public-Private Partnerships - (민간투자사업을 통한 학교시설복합화 방안에 관한 연구 - 비영리 공공민간협력(n-BPPP)방식을 중심으로 -)

  • The aim of this study is to suggest an improvement of BTL in Educational Facilities applying the concept of n-BPPP(non-Benefits Public-Private Partnerships). The research is based on four of ninety-nine completed projects of Mixed-use Educational Facilities since 2001. Ninety-nine projects are analyzed and categorized to the typology of architectural program. The architectural programs planned are uniform in function, such as gym, swimming pool, library, info-center, parking etc. The public parking is a main program in the BTL projects, where district offices are involved as partner. The difference between BTL and n-BPPP for educational facilities is the business units. The n-BPPP concerns in regional or district units in order to expand public infrastructure facilities based on the network of schools and local community. And the fund for n-BPPP does not come from the government but from the investors. The economic interest is to reinvest on the maintenance of the facilities. The benefits of n-BPPP will be not only for the Governments in terms of social welfare budgets but also for local residents and students in terms of a variety of high-quality public services. The concept of n-BPPP can be an alternative way for the Mixed-use Educational Facilities.

  • The investment of BTL(Build-Transfer-Lease) projects for the educational facilities has been increased since 2005. However, many trial errors and problems have been occurring due to the lack of inspection criteria in maintenance cost for the lift cycle of the facilities. Thus, purpose of this study is to derive regression equation for the daily inspection and the regular inspection through analysis of CAD data in order to set the inspection criteria. It is possible to calculate economical maintenance cost of BTL project in educational facilities using criteria of inspection time through the regression equation developed in this study.

  • In this study, were prepared after statistical analysis was conducted of assessment items and marks distribution for the selection of executors of the BTL project. When tests of the degree of dispersion and degree of appropriateness for each assessment item were analyzed, it was found that the degree of dispersion among assessment points has the power of discrimination since it is highly marked in the design field and operation management field. In contrast, 'business management plan' and 'investment composition for economic quality assessment' have a low level of the power of discrimination since points given to them have smaller difference between business projects.

  • This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

  • This study aimed to find major issues on negotiations of the BTL project, to analysis the degree, and to investigate the underlying cause and propose solutions. Data were collected from authorities in charge and the companies which have participated in BTL projects. Also, the weights of major issues were analyzed using Analytic Hierarchy Process method(AHP), which uses pair-wise comparison between variables, and the degree of them were listed in the quantitative way. As a result, 4 part had each 2 reasons and others had one reason among 6 negotiation parts of first step. In addition, the solutions were indicated.

  • This study conducted case studies in order to suggest the improvement of GDP (Gross Domestic Product) deflator method which is adopted on calculating fluctuation rate on BTL (Build-Transfer-Lease) sewer rehabilitation projects in Jeju. As a result, because GDP deflator method calculates fluctuation rate by each quarterly, the fluctuation rate of GDP deflator method is higher than it of index adjustment rate method. And GDP deflator method cannot reflect real price because of applying fixed index in whole construction cost for calculating fluctuation rate. Especially, the notification day - the base point influences fluctuation rate and fluctuation amount strongly in GDP deflator method.

  • 본 글은 우리 학회가 2005년 9월 30일 주최한 국제 학술 심포지움인 "민관 협력투자 교육환경 개선방안(Innovation of Education Environment with BTL)"에서 스피로 N. 폴라리스 하바드대학 교수가 발표한 내용을 한글로 번역한 내용이다. 스피로 N. 폴라리스는 하버드대학교 디자인스쿨 교수로 디자인과 정보기술 및 프로젝트 관리에 관한 최신 주제와 디자인 수업을 맡고 있다. 디자인분야의 정보기술, 특히 형태구현과 물리적 공간 강화에 관한 영역 연구에 주력하고 있으며, 브리지디자이너이자 경영컨설턴트로 현재 미국과 유럽지역에서 실무디자이너 역할을 하고 있다. 저서로는 "What is a Bridge?"(1999), "Build-Operate-Transfer"(1996), "Case Studies on Management and Technology"(1993), "Computer-Aided Project Management"(1993)가 있다'. Task Management System'(1991)의 미국특허를 냈다. 아테네에서 구조엔지니어링으로 학위를, MIT에서 석박사학위를 받았으며 노스트이스턴대학교에서 첨단기술에 관한 논문으로 MBA를 취득했고, ETH 취리히와 TU-Delft의 교환교수를 역임했다.
