This paper aims to analyze the characteristics of BTL, and to propose the effective models connecting BTL and project finance, through the analysis of current state and case study of BTL. The main results of this study are as follows. Firstly, BTL business have been increasing fast, and most of projects are middle size projects below 100 billion Won. Nextly, key suggestions for improving BTL business model are analyzed, which are, first, risk allocation between public and private interests, second, improvement of method for selecting private investment consortium, and third, alleviation of long-term burden of local finance. Finally, effective models for connecting BTL and project finance, which are, first, model for using asset backed securities, second, model for dividing project corporations into construction corporation and operation corporation, and third, model for risk allocation between public and private interests.

After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

The BTL and CM are main issues in Korea construction industry lately. The BTL applying CM is sufficient to have interest in terms of combination of BTL and CM. OO Cultural and Welfare Complex Town construction was the first cultural and welfare facility with the BTL applying CM. Because application of CM to the BTL project is at the early stage, there are many problems under the progress such as administration procedure from misunderstanding of the BTL and lack of communication between supporting Dept. and management Dept. This article focuses on those problems and advantages of CM services including negotiation, schedule management and cost management for the better CM service in the BTL project in the future.

Since 'Private Investment Act for Social Infrastructure Facilities' were changed in January 2005, BTL projects have been activated in the market. Nevertheless, several problems have been indicated as to the BTL system. Most of these problems are about the choice and scale of the target facilities and the reasonable rate of return allowed to the private investors, which are directly related to the VFM (Value for Money) analysis for the BTL projects. This study discusses the concepts and the methodologies of the VFM analysis, reminds its importance by investigating current problems of the BTL system concerned with the analysis, and suggests useful implications and alternatives through the case studies on the four ongoing BTL projects for the educational facilities.

Koran Government introduced BTL(Build-Transfer-Lease) to provide convenience through early supplying infrastructure and plans to invest 8,315million dollar to 84 projects of 15 BTL type involving official residence and railroad. But some of construction company hates to invest BTL projects because of its low earning rate. In addition if we correctively apply project which partly has profitability to BTL, the earnning rate declines more seriously. So this paper presents BTL+BTO model which operates BTL in the non-profitable parts to improve convenience of users and BTO in the profitable parts to improve earning rate. BTL+BTO model based on operate period was presented and its suitability was confirmed by applting 00 region official residence project.

After reformation of 'the law of private investment on social infrastructure' on January 2005, BTL of educational facilities can improve the education circumstance at early stage, however there are trial and error, problems of execution as well. The key of this problem is not only related to whether BTL project is more reasonable, but it also leads to the proper performance of eligibility analysis on BTL. Therefore, it lead to the proper carryout of eligibility analysis on BTL. In order to promote effective BTL project of educational facilities, this study analyzes problems of existing model and creates the evaluation model for solving this problem. In this study, the evaluation model of investment on BTL has more quick ,accuracy and useful effect than previous one, if it is applied on eligibility stage. Moreover, this method could be applied to public building, SOC facilities effectively based on being modified as each characteristics of structure suitably.

As a new form of the public procurement method, that is BTL(Build-Transfer-Lease) was introduced in 2005, it has consequently created a new form of emerging business, so called BTL Project Management firms. As a key participant of BTL projects, PM firms play an important role in securing the projects. But due to the short history of BTL, the identity of BTL PM firms has not been widely understood. The objective of this paper is to investigate major characteristics of BLT PM firms for better understanding of the emerging business.

The Build-Transfer-Lease(BTL) system is a new way of attracting private capital to social infrastructure construction projects. Private companies will get back their investment by leasing facilities to the government. In January 2005, government introduces a 'Korean New Deal Policy' to initiate BTL system in the field of social infrastructure development such as education, public welfare, housing, culture etc. As BTL being still in premature phase, thus it is lack of knowledge in BTL and there is no such studies about problems and impacts of BTL projects. However, there could be so many problems underlying within BTL projects. Therefore, the purpose of this paper is to identify various risk factors during implementation of BTL projects. For this purpose, five BTL undertaking projects were studied. Field survey was conducted based-on interview instruments. Prevailing risk factors in operating the BTL Project were collected from the both officials of project promoters and concessionaires. In addition, a distinct need has emerged for analysis of risk factors for BTL projects. Based on real cases, this study resulted in risk factors influencing every phases and grouped risk factors into each phase. Moreover, this study also perform sensitivity analysis in order to know how risk factors affect to BTL projects. From analyzing the data, the study addresses that both major BTL project participants 'the competent authority' and 'Special purpose company(SPC)' have many problems and difficulties to operate the projects.

Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.
