우리나라의 경우 안전보건이 경 영의 일부로 체 계 적으로 관리되지 못하여 재래형 재해가 지속적으로 발생되는 등 안전관리의 한계에 다다르고 있다 이미 영국 등 외국에서는 작업 시스템 규정 및 절차 그리고 훈련방법, 공정변경 사항의 관리 등에 대한 지속적 점검 및 감사와 경영검토를 통해 사고예방에 노련해오고 있으며 작업장 안전보건 관리를 사업장에서 체질화하기 위한 모델을 산업규격 BS 8800( British Standard 8800 )으로 제정하여 전업종에 시행해오고 있다 BS 8800을 기초로 하여 전세계 표준 및 인증기관(13개)이 컨소시움을 구성하여 작업장 안전보건경영시스템에 대한 OHSMS의 심사기준인 OHSAS 18001( Occupational Health & Safety Assessment Series)를 99. 4월 작성하여 공포했다.(중략)

본 연구에서는 PSM, SMS, BS 8800, ISRS 체계 분석을 통하여 시스템 모두를 만족하는 안전$\cdot$보건 경영체제(SHMS)와 환경 경영 체제(ISO 14000)를 통합한 경영체제를 구축하였다. 또한, 통합된 안전$\cdot$보건 경영체제에서 표준 문서 형식을 만들 수 있는 가이드라인 모델을 제시하였다. 더욱이, 본 연구에서 개발한 통합 경영 체제는 화학공장에서의 물적, 인적 재원의 중복성과 비능률성을 감소시킬 수 있다.

Industrial structure is more developed, the economical value of human resources and the cases which risks worker's Health & Safety is expended. The Safety & Health issues are focused on elements of control for management activity simultaneously with work environment as well as the risk elements which risks worker's life and body. The activity for combination of basic management System and Safety & Health management is progressing with active discussion in ILO, BS 8800 is specified the guidance of Occupational Safety & Health Management System in UK. 1996. This research refers to BS 8800:1996, specification as a basic model, and introduce of the result of certification development result in Occupational Safety & Health management System with in ISO 14001 Environmental System Standards & ISO 9001 Quality Management System Standards and Systemic Factors. Through this applicability and efficiency evaluation, we make an effort to support and to improve the specification. Also applicability evaluation of Occupational Safety & Health management System and the specification developed for the purpose of the third party certification is applied with expending in industry, and the method is presented through the case which is required to support for method review and activities.

얼마 전부터 안전보건경영체제의 시행여부와 관련하여 최근 위험성 평가(Risk Assessme nt)가 각 방면에서 주목을 받고 있다. 우리나라에서는 위험성 평가가 96년부터 공정안전관리(PSM : Process Safety Management nt)가 시행되면서 특히 화학업종을 중심으로 해당 사업장에 적용되어 실시해왔으나 안전보건경영체제에서는 일반업종에도 위험성 평가를 요구하고 있다. 이러한 위험성 쳥가에 관한 국제적인 표준이 ISO 14121 등 여러 가지가 있는데 일본에서는 이미 위험성 평가에 대한 표준 모델을 발표하고 있다. 본 자료에서는 일반 기계기구업종에서의 위험성 평가에 대한 표준모델로서 영국규격 BS8800 부속서D를 일본에서 발표된 모델을 소개 하고자 한다.

This study was conducted to identity the characteristics of occupational health and safety management systems around the world, to survey the implementation of OHSMS in Korean companies, to find problems and corrective measures, and to understand the opinions of top management about OHSMS. Questionnaires on the operation of occupational health and safety management systems in Korean manufacturing companies were carried out. Occupational health and safety management systems around the world, including OHSAS 18001, BS8800, KOSHA 18001, VPP, J-OHSMS, were reviewed. In order to implement an occupational health and safety management system successfully, it was found that the management should consider occupational health and safety as important, provide employees with necessary training, and have a strong commitment to occupational health and safety.
