The reform of inspection of adult social care market in the UK and policy suggestions for long-term care in South Korea (영국 성인돌봄서비스 시장에 대한 감독 개혁과 한국 장기요양의 시사점)

  • The UK is famous for being the first country in Europe to adopt the policies of marketisation regarding social welfare. Numerous other countries, including social democratic countries, have followed suit, and South Korea has also adopted the marketisation of care through the introduction of long-term care insurance. The aim of this study is to examine recent reforms concerning adult social care market in the UK, and to determine policy recommendations to further develop the Korean long-term care insurance market. Findings show that the UK has actively regulated and managed the care market. In particular, after the sudden bankruptcy of nursing homes, the CQC systematically analyzes the risks of bankruptcy of big service providers in terms of financial conditions and quality of services according to the six steps detailed in the Care Act 2014. If some service providers experience high levels of risk, the CQC reports results to local authorities in order to manage the risk of bankruptcy of these service providers. Such reforms in the UK suggest a number of policy measures for South Korea in which the problems of long-term care market are prevalent, including increased system management, introduction of a new inspection system, the expansion of public-based inspection organizations, and disclosure of information by the National Health Insurance Corporation.

Arrival Time Estimation for Bus Information System Using Hidden Markov Model (은닉 마르코프 모델을 이용한 버스 정보 시스템의 도착 시간 예측)

  • BIS(Bus Information System) provides the different information related to buses including predictions of arriving times at stations. BIS have been deployed almost all cities in our country and played active roles to improve the convenience of public transportation systems. Moving average filters, Kalman filter and regression models have been representative in forecasting the arriving times of buses in current BIS. The accuracy in prediction of arriving times depends largely on the forecasting algorithms and traffic conditions considered when forecasting in BIS. In present BIS, the simple prediction algorithms are used only considering the passage times and distances between stations. The forecasting of arrivals, however, have been influenced by the traffic conditions such as traffic signals, traffic accidents and pedestrians ets., and missing data. To improve the accuracy of bus arriving estimates, there are big troubles in building models including the above problems. Hidden Markov Models have been effective algorithms considering various restrictions above. So, we have built the HMM forecasting models for bus arriving times in the current BIS. When building models, the data collected from Sunchean City at 2015 have been utilized. There are about 2298 stations and 217 routes in Suncheon city. The models are developed differently week days and weekend. And then the models are conformed with the data from different districts and times. We find that our HMM models can provide more accurate forecasting than other existing methods like moving average filters, Kalmam filters, or regression models. In this paper, we propose Hidden Markov Model to obtain more precise and accurate model better than Moving Average Filter, Kalman Filter and regression model. With the help of Hidden Markov Model, two different sections were used to find the pattern and verified using Bootstrap process.

  • Digital twin is a technology that virtualizes physical objects of the real world on a computer. It is used by collecting sensor data through IoT, and using the collected data to connect physical objects and virtual objects in both directions. It has an advantage of minimizing risk by tuning an operation of virtual model through simulation and responding to varying environment by exploiting experiments in advance. Recently, artificial intelligence and machine learning technologies have been attracting attention, so that tendency to virtualize a behavior of physical objects, observe virtual models, and apply various scenarios is increasing. In particular, recognition of each robot's motion is needed to build digital twin for co-robot which is a heart of industry 4.0 factory automation. Compared with modeling based research for recognizing motion of co-robot, there are few attempts to predict motion based on sensor data. Therefore, in this paper, an experimental environment for collecting current and inertia data in co-robot to detect the motion of the robot is built, and a motion prediction model based on the collected sensor data is proposed. The proposed method classifies the co-robot's motion commands into 9 types based on joint position and uses current and inertial sensor values to predict them by accumulated learning. The data used for accumulating learning is the sensor values that are collected when the co-robot operates with margin in input parameters of the motion commands. Through this, the model is constructed to predict not only the nine movements along the same path but also the movements along the similar path. As a result of learning using SVM, the accuracy, precision, and recall factors of the model were evaluated as 97% on average.

  • This study is to formulate strategy for subject who are selected as national team in horizontal bars event in apparatus gymnastics. For this, skill training program was applied to players for 8 weeks. Then it was analyzed by using 3D motion Analysis system to seek the difference between before and after using the program. There were decisive demerit element K's first try for Tkatchev stretched movement from low elevation and crooked body while elevating. Not only, the location of his center of mass is far and low and there was some concern in his landing due to bended his hip-joint, but also, it exposed weak point in retro-action followed technique. Thus, to overcome that weak point, the subject repeated practices on following; when preparing for Tkatchev stretched movement at downward for big spin, make sure extend shoulder angle faster, make sure Tap movement is short and concise using hip-joint angular while delaying Tap timing for folding the body, and moreover, while backlashing the body, used shoulder joint angle wide to pull up the body. As a result, the speed of vertical upward did rut increase when separation from the bar. However, height of elevation increased that the leg would rut hit the horizontal bar even straight up the hip-joint. Therefore, the movement itself provided magnificent motion and even helped decrease the demerits.

A study on the environmental terminology used in the environmental textbooks of the Middle and high schools of Korea (초.중등학교 교육과정의 환경교육 연계성 연구)

  • The objective of this research is to understand the current field and composition of environment related terminology used in middle and high school textbooks, to find out uniformity and relationship between them, and development for the future establishement and replacement in the environmental education, simultaneously. The results of this study are as follows: 1. The terms used in middle school textbooks were found out to be 334, while those used in high school were 717. Total terms used were 870(759 kinds) and those recorded in the environmental terminology dictionary were 362 including synonyms. 2. Of those 870, 211 terms (24.25%) which were the same words have been used in interlinked connection with the Middle and High schools. While 136 terms(15.63%) have been used in the only middle, and 524 terms(60.23%) have been used in the only high schools. In middle and high school environmental text books 211 (24.25%) terms were the same interlinked terms. Of those extracted terms, 136(15.63%) were used in the middle school 'environmental' textbooks and in high school, 524(60.23%) were used in 'environmental science' book. These results shows that there is big gap between middle and high school contents and we will need more consideration in selecting the terms and better substance. 3. The same terminologies used in both middle and high schools were total number of 676. In those terms 257 kinds(76.26%) were used in middle school 'environmental' text books, and 563 kinds(78.52%) in high school 'environmental science' text books. Here are some details : 1) Terms used as same meaning but different in expression in middle school: 83 kinds, 192 terms (11.99%). 2) Differently expressed in the same text book : in middle school - 20 kinds(2.64%) in high school - 61 kinds(8.04%) 3) Differently expressed terms between middle and high school: 51 kinds(6.72%) 4) Same meaning in 3 expressions or more : 19 kinds 4. Of the examined terms 362(including 43 synonyms) were defined in environmental dictionary which is 41.8% of the total words. In the future specialization in utmost fields will be needed 5. When dividing those examined terms according to the middle and high school curriculum, the most terms were used in nature and pollution fields following environmental preserving, artificial environment, and environmenatal counterplan. In middle schools the most used terms were in the field of environment pollution, preservation, counterplan, and sanitation. These results reflects the education goals and objectives of middle schools. But for the middle school 'environment' curriculum moret uniform distribution are needed and for the high schools' 'environmental science' program, the fields in artificial environment, industrization, urbanization, and sanitation should be intensified.

Bacteriological study on carcasses and environmental specimens from different stage of slaughter process (도축처리 단계별 도체 및 환경재료에 대한 미생물학적 분석)

  • To get the information of sanitary develoment of beef and pork, we get the result of environmental specimens(slaughter house floors, sewage, etc) in laboratory. 1. After examination of bacterial infection on after-bleeding, after-dismemberment and final products at each stage of cattle slaughter process, we got log 3.80~7.48cfu/$\textrm{cm}^2$ of aerobic plate counts and log 2.60~5.23cfu/$\textrm{cm}^2$ of coliform counts or so from the carcasses after bleeding, but these count levels went down little bit after dismemberment but as we continued study to the final products, the count levels kept sililar in mumbers. 2. At the slaughter process of pigs, the aerobic plate counts and the coliform counts reached such high levels of log 5.59~8.80cfu/$\textrm{cm}^2$ and log 3.31~5.67cfu/$\textrm{cm}^2$, respectively, after bleeding, in general, these count diminished in a big way after scalding, but they increased just little bit from dismemberment to final products. And there were few differences in the contamination levels on the final products no matter what seasonal contaminations after bleeding. 3. Test revealed very low levels of cell counts both on the aerobic plate counts of washing water and in the coliform counts, the former was log 1.00~2.69cfu/$\textrm{cm}^2$ and the later was log 3.30~5.67cfu/$\textrm{cm}^2$, but the contamination levels on the beds of transfering vehicles for carcasses were very high as followes : the aerobic counts was log 4.23~7.20cfu/$\textrm{cm}^2$ and coliform counts was log 2.86~5.20cfu/$\textrm{cm}^2$. 4. Study showed the aeroboc plate counts and the coliform counts get to the highest levels in summer, the second highest one is in fall, the third in spring, lowest in winter. Resulting from the test results proven above we reached this kind of conclusion the bacterial contaminations on eatable carcasses were upto hygienic treatment of carcasses and cleaniness of transfering vehicles at the final stop of slaughter processes rather than upto at any stage of slaughter processes. Therefore we have got to establish alternatives immediately to develo sanitary quality of meat and pork.

An Application of FCM(Fuzzy C-Means) for Clustering of Asian Ports Competitiveness Level and Status of Busan Port (FCM법을 이용한 아시아 항만의 경쟁력 수준 분류와 부산항의 위상)

  • Due to the changes of shipping and logistic environment, Asian ports today face severe competition. To be a mega-hub port, Asian ports have achieved a big scale development. For these reasons, it has been widely recognized as an important study to analyze and evaluate characteristics of Asian ports, from the standpoint of Korea where Busan Port is located. Although some previous studies have been reported, most of them have been beyond the scope of Asian ports and analyzed the world's major ports; moreover, the studied ports have been about the ports which are well known from the previous research and reports. So, most studies is unlikely to be used as substantial indicators from the perspective of Busan Port. In addition. most of the existing studies have used hierarchical evaluation algorithm for port ranking, such as AHP (analytical hierarchy process) and clustering analysis. However, these two methods have fundamental weaknesses from the algorithm perspective. The aim of this study is to classify major Asian ports based on competitiveness level. Especially. in order to overcome serious problem of the existing studies, major Asian ports were analyzed by using objective indicators. and Fuzzy C-Means algorithm, which alleviates the weakness of the clustering method. It was found that 10 ports of 16 major Asian ports have their own phases and were classified into 4 port groups. This result implies that some ports have higher potential as ports to lead some zones in Asia. Based on those results. present status and future direction of Busan port were discussed as well.

Characteristics of $Gammakgeolli$ Added with Processed Forms of Persimmon (첨가하는 감의 가공형태에 따른 감막걸리 품질특성)

  • To investigate the characteristics of $Gammakgeolli$ to which processed forms of persimmon were added, $Gokkam$, $Gammalaengi$, whole powder, peel powder, and paste were used as various processed forms. The moisture, total polyphenol, and soluble-solid contents of the persimmon used for making $Gammakgeolli$ showed a big difference according to the processed form of persimmon, and influenced the total polyphenol and alcohol contents of the $Gammakgeolli$. The pH and total acid of the $Gammakgeolli$, which were 3.7~4.1 and 0.20~0.29% (w/v), respectively, were similar to those of commercial $Makgeolli$. The amino acidity increased on the fifth day after fermentation from that on the third day, and showed relatively high levels in the whole power, peel power, and paste. The volatile-acid contents of the $Gammakgeolli$s were within the range of 80~100 ppm and showed the highest level in the persimmon-paste-treated sample. Among the major organic acids of $Gammakgeolli$ (oxalic, citric, tartaric, malic, succinic, lactic, and acetic acid), lactic acid had the highest concentration. The $Gammakgeolli$ to which hole power or paste was added showed a high level of yellowness and a good color in the sensatory evaluation. In the sensory evaluation (selection rate) of the taste and overall acceptability, the $Gammakgeolli$ treated with $Gammalaengi$ was the best.

Effect of Seedling Size on Bolting and Yield of Ostericum koreanum (MAX.) KITAGAWA (강활(羌活)의 묘(苗)크기가 추대(抽臺) 및 수양(收量)에 미치는 영향(影響))

  • Experiment was conducted to investigate the effects of planting date and planting methods with seedling size on bolting and yield of Ostericum koreanum (MAX.) KITAGAWA Seeding methods were also reviewed to imvestigate their effects on seedling characteristics. This experiment was carried out in Chuncheon during 1988 growing season. The small seeding rate and broadcasting had higher rates of emergence than the others. There was no big difference in seedling size by seedling rate, and more seedling growth was in drilling methods among seed planting methods. The quantity of seedling were produced with the order of medium, small and lastly large seedling. Dense planting $(8l\;/33m^2)$ was advantageous in producing small seedling. Large seedling had earlier flowering than the others and growth was good in planting small seedling with drilling method. The rates of bolting by seedling sizes were 89.6% in large, 64.6% in medium and 36.9% in small seedling. Bolting was influenced the root Quality by producing lignified root which had a least commercial value. More root growth was shown in unbolting plant compared to bolting plant seedling and broadcasting had much more root growth than seedling from drilling. Fresh root yield of unbolting plant was higher than that of bolting plant and highest yield was obtained in the broadcasting plot with small seedling.
