External Factors Influencing Bid/No-Bid Decision for Supervision Consultant Service: A Case of Construction Project in Hanoi

  • This paper investigates the potential impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the capital of Vietnam. The data used in this study are secondary data taken from annual reports and sourced from the Department of Public Procurement, Ministry of Planning and Investment in Hanoi. Besides, to identify the impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the study collected data from 272 qualified questionnaires from bidders doing business in Hanoi. Cronbach's Alpha, EFA and regression model are used to explore the impact of each independent variable on bid/no-bid decision for supervision consultant service on construction project. The results show that three external determinants, including Project characteristic (PC), Legal codes (LC) and Competition (C) are affecting bid/no-bid decision for supervision consultant service on construction project in Hanoi. Among them, Project characteristic (PC) and Legal codes (LC) have positive relationships with bid/no-bid decision for supervision consultant service on construction project, whereas Competition (C) negatively affects bid/no-bid decision for supervision consultant service on construction project. It means the more contractors actually participate in a bid, the less bid/ no-bid decisions are made.

Investigation on Uncertainty in Construction Bid Documents

  • Construction bid documents contain various errors or discrepancies giving rise to uncertainties. The errors/discrepancies/ambiguities in the bid document, if not identified and clarified before the bid, may cause dispute and conflict between the contracting parties. Given the fact that bid document is a major resource in estimating construction costs, inaccurate information in bid document can result in over/under estimating. Thus, any questions from bidders related to the errors in the bid document should be clarified by employers before bid submission. This study aims to examine the pre-bid queries, i.e., pre-bid request for information (RFI), from state DoTs of the United States to investigate error types most frequently encountered in bid documents. For the study, around 200 pre-bids RFI were collected from state DoTs and were classified into several error types (e.g., coordination error, errors in drawings). The analysis of the data showed that errors in bill of quantities is the most frequent error in the bid documents followed by errors in drawing. The study findings addressed uncertainty types in construction bid documents that should be checked during a bid process, and, in a broader sense, it will contribute to advancing the construction management body of knowledge by clarifying and classifying bid risk factors at an early stage of construction projects.

원가 산정법에 기반한 인터넷 입찰 시스템의 효율적 입찰가 생성 에이전트 (An Efficient Bid Pricing Agent for Internet Bid Systems Based on Costing Methods)

  • Internet bid systems have been widely used recently. In those systems, the bid price is provided by the seller. When the bid price is set too high compared with the normal price, the successful bid rate can be decreased. Otherwise, when it is set too low based on inaccurate information, it can result in a successful bid with no profit at all. To resolve this problem, we propose an agent that automatically generates bid prices for sellers based on various costing methods such as the high-low point method, the scatter diagram method, and the learning curve method. Through performance experiments, we have found that the number of successful bids with appropriate profit can be increased using the bid pricing agent. Among the costing methods, the learning curve method has shown the best performance. Also, we discuss about how to design and implement the bid pricing agent.

일제강점기 건설청부업단체의 담합에 관한 연구 (A Study on Construction Contract Bid-rigging during the Japanese Colonial Rule)

  • This study deals with construction contract bid-rigging by Japanese contractors who monopolized the construction market of the Korean Peninsula during the Japanese colonial rule, and investigates the abuses of the contract bid-rigging. First of all, construction contract bid-rigging in Korea was triggered by Japanese construction contractors and contract brokers, who had savored the benefits of bidrigging in Japan and had repeated the bid-rigging in Korea since 1903. Second, the agency played a significant role to mediate construction contractors, and existed throughout the Japanese colonial rule on the Korean Peninsula with changing their names. Most of them were engaged in major contract bid-rigging scandals. Among them was Construction Association of Korea, which existed for over 13 years. The agencies had took part in governmental services since the mid-1930s when Japan exploited Korean people during wartime, and focused on sweating human resources for the constructions. Third, one of the biggest construction bid-rigging scandals during the Japanese colonial rule was "the 1st and 2nd scandal on Daegu construction contract bid-rigging." Indeed, the second scandal paved the way for the serial scandals: "Kyeongseong construction contract bid-rigging scandal", "Busan construction contract bid-rigging scandal", and other cases throughout the nation. Fourth, along with the contract bid-rigging cases related to the Japanese Government-General of Korea and local authorities, bid-riggings firmly took rooted in local governments' farmland reclamation projects in the 1920s and the poor relief services in the 1930s. The "bid-rigging charges" forced contractors to compensate their losses with exploiting material costs and labor costs, generating serious problems. The construction contract bid-rigging enabled Japan to monopolize the construction industry and to sweat farmers on the Korean Peninsula. Against this backdrop, contract bid-rigging by Japanese construction contractors during the its colonization made Korean contractors ruled out, and helped Japanese monopolize the industry. A large amount of bid-rigging charges drove Japanese contractors to do fraudulent work with cheap materials and to exploit Korean labor force.

단일 서버 기반의 안전한 봉인경매 기법 (A Single Server-based Secure Electronic Sealed-Bid Auction Method)

  • This paper presents a new method to securely conduct online sealed-bid auctions with a single auctioneer server The sealed-bid auctions have several vulnerable security problems when they are performed on the Internet. One of such problems is the trust establishment between an auctioneer and bidders who participate in an auction. Several online sealed-bid auction methods have been developed to address this trust problem. The proposed method solves the security problems that would happen in the sealed-bid auction using a blind signature scheme and a contract signature protocol. It prevents the auctioneer from illegally manipulating the bidders' bidding information, repudiating the reception of some bid, manipulating the auction period, and illegally adding or deleting bids. In addition, it keeps the bidders from modifying the bidding information after issuing their bid and doing intentional mistake to invalidate their own bid. The method can be easily implemented using the multiagent architecture.

  • 각종 陰極, 卽 Ti, Zr, Ni, Pt, Cu, Ag, Au, Zn, Hg, Pb 및 흑연의 사용으로 2-butyne-1, 4-diol (BID)로부터 2-butene-1,4-diol (BED)까지의 電氣化學的 還元擧動에 관하여 연구하였다. IB族 金屬을 陰極으로 사용한 陰極分極曲線은 알칼리용액중에서 BID에 對해 한개의 還元波가 생기나 BED의 경우는 지지전해질내에서와 마찬가지로 還元波가 생기지 않았다. 고로 BID환원반응에 가장 적당한 陰極은 Cu, Ag, Au임을 알았다. 알칼리性 BID용액에서 銀電極을 사용한 電位走査法에서 peak電流는 電位走査速度의 제곱근과 BID농도에 比例하였다. 限界電流의 對數와 絶對溫度의 逆數의 관계로부터 구한 BID의 活性化에너지는 3.75kcal/mole였다. 고로 알칼리용액중 銀電極을 사용한 BID의 還元電流는 自己擴散에 의한 擴散電流임을 알았다.

  • 입찰담합은 건설산업과 경제 전반에 부정적인 영향을 미치기 때문에, 이를 없애기 위해 입찰실무자들의 공정입찰 행동을 이해하는 것이 중요하다. 연구는 대구·경북지역 건설사의 입찰실무자를 대상으로 설문 조사 데이터를 수집하고, PLS-SEM 분석을 통해 입찰실무자의 입찰담합에 관한 태도, 주관적 규범, 지각된 행동 통제와 공정입찰을 위한 행동 의도 간의 인과관계를 분석했다. 분석결과, 입찰실무자들의 입찰담합에 관한 태도와 지각된 행동통제가 공정입찰 행동 의도를 예측하는 중요한 변수로 확인되었다. 이는 입찰실무자들의 입찰담합에 대한 인식과 개인적인 행동통제가 공정입찰에 대한 의지와 행동에 영향을 미친다는 것을 시사한다. 이러한 연구 결과를 통해 입찰실무자들의 행동 변화에 대한 인사이트를 얻을 수 있으며, 이는 공정입찰을 촉진하고 입찰담합을 방지하기 위한 정책 및 조치를 개발하는 데에 도움이 될 것이다.

Receipt-free Sealed-bid Auction Scheme Using Cryptographic Techniques

  • Recently, a concept of bid-rigging is issued in electronic auction. To prevent this attack, Abe-Suzuki proposed firstly receipt-free scheme based on bidding-booth. Chen-Lee-Kim pointed out that Abe-Suzuki's scheme only provides receipt-freeness for losing bidders. Also, they introduced a new receipt-free sealed bid auction scheme using the homomorphic encryption technique. The main participants of their scheme are Auctioneer, Auction Issuer, Bidder and Seller. Bid-rigging can happen by a seller in their scheme. We propose receipt-free sealed-bid auction scheme using a universal re-encryption mixnet. For our receipt-free sealed-bid auction, we use Pseudo ID of a bidder and universal re-encryption technique of Golle et al. Also, our scheme satisfies privacy, correctness, public verifiability, non-reputation, and receipt-freeness.

Prediction Models on Internet Auctions

  • Most internet auction sites open to users the bid history with the ascending order of bid amounts. Whereas eBay.com presents second bid prices, auction.co.kr provides highest bid prices. In this paper, the bidhistory is arranged according to the passage of tim, which can help to understand the situations and trends of bid prices, especially for multiple auctions. This manipulated data can be visualized by using profile plots. The successful bid prices could be estimated based on some prediction models with appropriate prior informations. Both sellers and bidders can be provided useful informations with these statistical analyses, and then fair online auctions in Korea will grow actively and rapidly.

  • We analyze the effects of the sellers' strateiges on the final bid prices in internet auctions. We focus on the following three strategies of the seller adoption of the buy-price, setting the starting bid price, and adoption of 'the effective fixed price' which means that the starting bid price is set near the buy-price. In addition, the number of units sold single-unit or multi-unit, and item characteristics, such as whether the food is a search product (functional product) or an experience product (non-functional product), are also considered. We use real data on bids for 4 items from an online auction site. We find that in an auction for experience products when sold as single units, adopting the buy-price strategy raises the final bid price. We also find that in multi-unit auctions, starting the auction at 'the effective fixed price' raises the final bid price.
