국가차원의 항공안전위기관리 방안 (A Scheme of Crisis Management for National Aviation Safety)

  • 본 논문은 위기관리체계를 사전적(事前的)인 위험관리와 사후적(事後的)인 비상대응체계로 구분하여, 예방안전과 사고대응의 두 측면에서 국가적인 안전관리를 고찰하였다. 선행연구(홍석진, 2003)에서 선정된 위험인자를 토대로 관제, 공항 분야의 추가적인 위험인자를 보다 광범위한 설문조사 분석을 통해 선정하였으며, 체계적 분석(DEA)에 의해 구축된 중요인자들에 대하여 통계적 접근방법을 통해 위험인자의 중요도, 발생빈도의 분류기준과 위험지표 (Risk Indicator)를 개발하여 위험관리모형을 구축하고, 위험지표를 활용할 수 있는 방안과 위험관리모형을 적용하기 위한 개선안을 제시하였다. 비상대응체계에 있어서는 실제 사고사례분석과 해외의 법체계 고찰을 통해 국내의 개선방안을 도출하여 제시하였다.

  • The Organization's ability to respond to social disasters has begun to be treated as important through social shock situations that have never been experienced, such as COVID-19. Among them, the ability to respond to unexpected risks and resilience is emerging. Since social disasters such as infectious diseases are periodically repeated, compounded, and enlarged, they develop into a global crisis situation, so this crisis response capability is treated as national competitiveness. Therefore, this study aims to improve the organization's response capability in terms of risk response and resilience under rapid social disasters such as COVID-19. The aviation safety field was taken as an example. From the Safety-II perspective, safety management focuses on the ability to resilience in response to system vulnerabilities in various situations. In this study, I intend to apply RAG(Resilience Assessment Grid) of Respond, Monitor, Learn and Anticipate, the four major potential of resilience engineering. Based on Hollnagel's research, potential elements were classified into four, and items were organized through an expert panel using Delphi techniques. The final configured RAG items are 15 Respond, 15 Monitor, 15 Learn and 11 Anticipate. The RAG was evaluated by 42 experts in the field of aviation safety.

코로나19 팬데믹 이후 승무원 피로관리시스템 개선방안 연구 (A Study on Improvement Plans for Flight and Cabin Crew Fatigue Management System after COVID-19 Pandemic)

  • The aviation industry has continued to grow despite the influence of external environmental factors such as SARS and MERS. However, this growth has led to a sharp decrease in air traffic and a crisis of flight suspension due to the collapse of the global value chain and the decline of the world economy as the World Health Organization (WHO) declared a COVID-19 pandemic. Due to the decrease in the number of international flights, aviation workers such as pilots and cabin crew were exposed to high psychological stress and fatigue, such as large-scale layoffs, job instability, decrease in income, and increased risk of infection during. Recently, the international community has eased immigration restrictions through quarantine activities, and airlines are taking a step further to recover existing air demand. However, during the crisis period, a significant number of professional workers have been turned off or fired, and the physical and mental fatigue of those who can perform their duties is increasing. Therefore, this paper intends to examine the direction of policy improvement and the identification of problems in aviation safety and fatigue management after the pandemic.

공항운영기업의 전사적 위험관리체계 분석 연구 (A study on the development of Enterprise Risk Management System in Airport Corporation)

  • Enterprise Risk Management(ERM) is aiming at the establishment of the risk management process to prevent and cope with risks in advance and is composed of Risk Identification, Risk Assessment, Risk Response and Monitoring. It is feedback through the Risk Re-identification. This study has analysed a sample of the risk management system of an airport operating corporation, for this purpose, relevant documents and examples of overseas airports have been reviewed. It has found that corporations establishing ERM have been performing identical procedures such as the process of Identification, Assessment, Effective Reporting, Communication and monitoring and so on. The A corporation has established the process for risk management and crisis management and organized for its organization and system. The risk management has the same process such as above. In this process, when the symptoms of critical crisis have been recognized, it has been transformed into crisis management system, through which, corporate-wide response has been conducted in the process of crisis status analysis, response and follow-up management. This study expects to contribute to systematic foundation for future business continuity on the basis of risks and response procedures acknowledged by this study.

코로나19 팬데믹과 조종사 정신건강 관리 (COVID-19 Pandemic and Pilot Mental Health Care)

  • When the COVID-19 crisis hit air transport, the whole aviation industry was affected. The change in the behavior of passengers following the COVID-19 crisis, travel restrictions and the ensuing economic crisis have resulted in a dramatic drop in demand for airline services. The COVID-19 pandemic, with all its associated consequences, has had a significant impact on the mental health and well-being of pilots, which could impact operational safety. As the number of international flights has decreased, pilots are exposed to high levels of psychological stress such as job instability, reduced income and increased risk of infection during flight work. Psychological stress lowers work performance and threatens aviation safety. The pilot needs mental health management during the COVID-19 pandemic, but psychological support is weak. For pilot mental health management, it is important to raise awareness about mental health and to continuously respond. To this end, it is necessary to foster a safe and trustworthy culture in which mental health issues are discussed freely and solved together without hiding them. They should also support the establishment of a peer support program that is easily accessible and that allows pilots to discuss their issues with confidence.

공항전문기업의 BCP기법을 활용한 위기대응 가이드라인 개발에 관한 연구 (A Study on Developing the Guideline of Risk Management utilizing BCP technique for Airport Corporation)

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

항공안전 위기관리 모형 구축에 관한 연구 (Modeling the Aviation Safety Risk Management)

  • 항공수요의 급속한 팽창으로 항공기 운항의 증가와 공역 및 활주로의 혼잡도 심화로 인해 운영상 위험(Operational risk)이 급증하고 있어 체계적인 항공안전에 대한 위기관리시스템의 구축이 필요하다 항공안전 분야의 선진국일수록 평상시 비상대응체계 및 여러 가지 위험관리기법을 가동함으로써 조직의 긴장감 유지 및 예방안전의 도구로 활용하고 있다. 따라서 항공운송산업의 안전에 대해 총괄적인 관리 감독의 의무가 있는 항공안전본부 차원에서 이와 같은 과학적인 위기관리 모형을 이용한 위기관리체계의 도입이 필요하다. 위험요인분석 기법들은 데이터베이스가 구축되어 있거나, 충분한 정보와 자료가 있는 경우에는 사용될 수 있으나 현재의 국내 여건 상 충분한 자료의 확보가 곤란하여 실용적으로 사용되기가 어려운 것이 현실이다. 따라서 본 연구에서는 현재의 제한된 자료를 사용하여 실현가능 한 위험관리모형을 제시하기 위해 위험인자를 선정하고 각 위험인자에 대한 중요도와 발생빈도를 계산한 후 위험관리 모형을 제시하였다 이러한 위험관리 모형을 통해 항공운송분야에서 주기적 위험관리를 효과적으로 시행하기 위해서는 반드시 국가차원의 광범위한 자료의 수집이 선행되어야 한다.
