An Research Into The Reactive Safety Action Program for Promoting Aviation Safety Culture

  • Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.

  • The Chicago-Bermuda system has been charaterizing international aviation order sine 1940's. Bilateralism was established as 'the' way of nogotiation in exchange of traffic rights among nations thanks to the system. The system was stable until new phenomena came into the scene. The orderly development of international aviation began to be threatened by a series of technological and commercial breakthroughs in the late 60's and 70's. Also, in the field of international aviation, aspiration of the newemerging third world countries was hightened and the emergence of an unified Europe was added to it. These caused worries on bilateralism as an efficient means of negotiation. New waves of multilateral(reginal or international) approaches have been conducted. Its formal discussion is accelerated by vigorous talk on multilateral liberalization of international trade in commodities and services, i.e., the Urguay Round. In this paper, we examine historical development of bilateralism and multilateralism in a perspective of political economy; changes in the international aviation industry, merits and demerits of the two regimes on competitiveness of negotiating partners. The ways Korea can respond to new changes are presented and compared and a tentative stance she can take is proposed.

  • The availability of the GPS signal has been expanded greatly in the field of society overall through the development and construction of the GNSS(Global Navigation Satellite System). Furthermore, in the military, aviation and field of space, the GPS signal is applied widely through the combination of INS consisting of gyroscope and accelerometer, IMU, AHRS with the addition of magnetic sensor. Particularly, the performance of these equipments or sensors is very important with GPS and PAR(Precision Approach Radar) in the flight control of the aircraft. This paper deals with MATLAB simulation and ROLSO(Reduced Order Luenberger State Observer) design to reduce the load of system and realize the stable lateral direction approach control in an appropriate time for reduction of the horizontal error which is importantly considered while an aircraft lands instead of the FOLSO(Full Order Luenberger State Observer) using all measurement values. Consequently, ROLSO is expected to be used for the aircraft's attitude control in the aircraft landing causing the burden to the pilots.

  • The physical and mathematical foundations of the heat-shielding composite materials functioning under the conditions of aerodynamic heating of aircraft, as well as under the conditions of the point effect of high-energy radiation are considered. The problem of deformation of a thin shallow shell under the action of a local temperature field is approximately solved. Such problems arise, for example, in the case of local destruction of heat-protective coatings of aircraft shells. Then the aerodynamic heating acts directly on the load-bearing shell of the structure. Its destruction inevitably leads to the death of the entire aircraft. A methodology has been developed for the numerical solution of the entire complex problem on the basis of economical absolutely stable numerical methods. Multiple results of numerical simulation of the thermal state of the locally heated shallow shell under conditions of its thermal destruction at high temperatures have been obtained.

  • In order to research the propriety of selection of 4 potential airport sites after a field investigation is made in JEONJU area, this paper analyzes those sites comparatively considering major factors required by FAA. There are at least 10 factors that should be considered when analyzing potential airport sites : convenience to users, availability of land and land costs, design and layout of the airport, airspace obstructions, engineering factors, social and environmental factors, availability of utilites, atmospheric conditions, hazards, coordination with other airports.

  • There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.

  • Korea's aerospace industry tries to achieve the exports goal in 2020, 10 billion dollars, in accordance with the "Future aviation industry development master plan", but it's skill is still not keeping pace. To secure and improve the appropriate technology, it is desperately needed to cooperate with advanced countries or companies of aerospace industry, but they are liked to manage their technology transfer or demand tremendous high price. This study presents that Russia could be a another nation which is able to cooperation on aerospace industry. Although Russia had have superior technology in aerospace industry, they have lost the competitiveness on that field after the collapse of the Soviet Union. Now, they are trying to regain their original fame in the commercialized way. So, this study suggests practical ways which South Korea and Russia may be helpful each other based on experiences working together.

  • This paper introduces Korea Airport Corporation's own research and development contents and plans for navigation aids check using drone which is actively research and developed mainly in advanced countries. The hardware, algorithm, operating program of the drone system, the drone flight trajectory setting, and real-time measurement results were analyzed and verified. By securing domestic technology for the latest technology utilizing drone, we plan to promote more thorough aviation safety and advanced technology in related field and commercialized it in domestic and overseas.
