Text Mining 기법을 활용한 항공안전관리 이슈 분석 (Analysis of Aviation Safety Management Issues using Text Mining)

  • In this study, a total of 2,584 domestic research papers with the keywords "Aviation Safety" and "Aviation Accidents" were subjected to Text Mining analysis. Various text mining techniques, including keyword frequency analysis, word correlation analysis, network analysis, and topic modeling, were applied to examine the research trends in the field of aviation safety. The results revealed a significant increase in research using the keyword "Aviation Safety" since 2015, with over 300 papers published annually. Through keyword frequency analysis, it was observed that "Aircraft" was the most frequently mentioned term, followed by "Drones" and "Unmanned Aircraft." Phi coefficients were calculated for words closely related to "Aircraft," "Aviation," "Drones," and "Safety." Furthermore, topic modeling was employed to identify 12 distinct topics in the field of aviation safety and aviation accidents, allowing for an in-depth exploration of research trends.

국내 항공법 체계 개정 방안 - 외국의 항공법 체계와의 비교를 중심으로 - (Study on the Trend for Changing Civil Aviation Law in Korea)

  • 2004년 7월에 항공법 개정안이 발표되었는데 그 주요 제안이유는 현행 "항공법"중 그 내용이 객관적이고 독립적인 항공사고 조사분야를 "항공사고조사에 관한 법률"로 분법하고, 최근 항공안전 강화추세에 따라 빈번하게 개정되고 있는 국제민간항공 조약 부속서의 표준 및 권고사항에 신속하게 대처할 수 있도록 그 근거규정은 법률로 정하고 세부기술적인 사항은 하위법령에서 정하도록 하며, 그 간 제도운영과정에서 나타난 일부 미비점을 보완하려 하고 있다. 이러한 항공법 개정의 변화과정에 대한 논의와 외국의 항공법 체계와 국내항공법의 체계비교를 통하여 국내항공법의 개정 변화에 대한 추이를 살펴보고자 한다. 본 조사 결과 대부분 국가가 항공법과 항공사고조사법을 분리하고 있기 때문에 현행 항공법을 "항공법"과 항공사고조사법으로 분법하려는 추진방향을 세운 것처럼 생각된다. 현행 항공법에서는 권리제한이나 의무부과, 인허가 관련 기본적인 사항만 정하고 나머지 세부적인 사항은 국제기준의 변경에 신속히 대응할 수 있도록 하위법령에서 정할 수 있도록 근거를 마련하는 방향으로 가닥을 잡아가고 있다. 이러한 흐름에 맞추어 국제표준과 항공선진국으로서의 위상에 걸맞고 급변하는 세계항공운송의 흐름에 순행하는 항공법을 제정하는 지혜를 모아야 할 것이다.

국내 회전익 항공기 사고율 분석 및 사고의 잠재적 조건에 관한 연구 (A Study on Analysis of Accident Rate and the Latent Condition of Accident for Helicopters in Korea)

  • There were a total of 65 accidents of helicopers between 1990 and 2013. The overall accidents rate has remained around 8 accidents per 100,000 flight hours, and the fatal rate has stayed at about 8 accidents per 100,000 flight hours. In this study, we conduct a series of statistical analyses to investigate the significance of latent failure of groups that operate the helicopter. Analysis of variance demonstrated significant differences in the latent condition score for the 3 groups, with the lower accidents rate groups reporting better scores of latent condition. Results indicated that there are the significant differences of latent condition in accidents between groups of high accidents rate and groups of low accidents rate.

  • The proportion of airline accidents caused by human factors is steadily increasing. The aviation industry has made considerable progress in reducing the accident rate; however, since the early 1980s, the accident rate has remained constant. Due to airspace congestion, the safety margins of these existing safety promotion methods are gradually decreasing; thus, new methods to prevent accidents and quasi-accidents must be devised. Causative factors of aviation accidents include increased air traffic due to increased air demand, increased cumulative working hours due to long-distance flights, and complicated flight environments. Accidents often occur when several small errors accumulate in the normal course of operation, rather than after a single error. Accordingly, in this study, the impacts on air navigation due to human error by aviation maintenance personnel and varying international standards (i.e., KOCA vs. F.A.A vs. EASA) analyzed, and the relationship between human decision-making and behavior was investigated. The resulting safety analysis and alternatives were presented to prevent aviation maintenance accidents and cognitive ergonomics errors.

Roles of Safety Management System (SMS) in Aircraft Development

  • Safety is the first priority in civil aviation, and so the International Civil Aviation Organization (ICAO) has introduced and mandated the use of Safety Management Systems (SMS) by airlines, airports, air traffic services, aircraft maintenance organizations, and training organizations. The aircraft manufacturing industry is the last for which ICAO has mandated the implementation of SMS. Since SMS is a somewhat newer approach for most manufacturers in the aviation industry, they hardly believe in the value of implementing SMS. The management of safety risk characteristics that occur during early aircraft development stages and the systematic linkage that the safety risk has to do with an aircraft in service could have a significant influence on the safe operation and life cycle of the aircraft. This paper conducts a case analysis of the McDonnell Douglas MD-11 accident/incident to identify the root causes and safety risk levels, and also verified why aircraft manufacturing industry should begin to adopt SMS in order to prevent aircraft accident.

  • In aviation, it is important to analyse and classify human error in detail. Because human error has been implicated in 70 or 80% of aviation accidents in literature review. But, there is little detailed classification and research of human error. In this study, Objectives are to establish human error model by classifying types of human error in detail and also to analyse human factors by using the established model. Analysis of the data uses Korea Aviation Incidents Reporting System(GYRO). The resulting from actual analysis, there is a some difference between flight steps for human error occurrence and types of human error are different according to the aviation personnel(pilot, ATC controller).

항공사고 및 준사고 조사를 위한 UAS 비행 기록 시스템 파라미터 도출 방안 (A Method of Deriving UAS Flight Recording System Parameters for Aviation Accident and Incident Investigation)

  • 'UAS 비행 기록 시스템'은 다양한 구성 요소로 이루어진 무인항공기 시스템에 장착되어 비행 관련 데이터를 기록하는 시스템이다. 이 시스템이 기록한 데이터는 유사사고 예방을 위하여 항공사고 및 준사고 조사에 활용되어야 한다. 특히, 운용 위험도가 높은 무인항공기 시스템의 범주에 대해서는 유인항공기의 안전장치 수준에 근접하게, 감항성 확보를 위하여 무인항공기 시스템 특성을 반영한 비행 기록 시스템의 개발이 시급하다. 본 논문은 항공사고 및 준사고 조사를 위해 UAS 비행 기록 시스템의 필요성을 부각하고, 운용 위험도가 큰 'Certified Category'를 대상으로 비행 기록 시스템 파라미터 도출 방안을 모색하였다. 이를 위해 Inter-City UAM을 구체적인 사용 사례로 지정하고, 임무 프로파일 및 시나리오로부터 사고 발생과 위해요인을 상정하여 시스템 파라미터 도출에 접근하는 프로세스를 고안하였다. 연구 결과, 이 프로세스를 통해 파라미터 도출이 가능함을 확인하였다.

특수임무 헬리콥터의 사고분석과 안전관리 (Accident of Special Mission Helicopter and Safety Management)

  • Compared with past, helicopters have remarkably high level of safety and accidents due to mechanical defects are decreased about 15%. Most of their duties, however, are to commit at duty area which is hard to access. Because of them, collision probability is high and also has relatively higher accident rates than other aircraft with special mission. A result of analysis is that accident rate is relative high with prevention of disasters, putting out a fire and crop-dusting missions under 500ft. In addition, most of accidents are related with human factors. According to this, it is required to pilots who carry these mission that safety education and detailed analysis about their mission.

응급의료 전용헬기의 운용 안전성 확보 방안에 대한 연구 (A Study on Improve Operational Safety of HEMS)

  • Korea's HEMS are mainly operated during the week, but they are pushing for 24-hour operations. This study has made an overall comparison and review of helicopter safety management that should be accompanied to this end. For research purposes, helicopter regulations and helicopter accident statistics were analyzed, with a high accident rate associated with pilot error and night flight. It was proposed that future preparations would require reinforcement of laws and regulations, reinforcement of pilots' night training, and introduction of training and preflight risk assessments. This study will provide a direction for future helicopter safety. This study will provide for future direction of helicopter safety research.
