Research on The System Software Quality Certification Implementation Plan of DQ Mark Certification (DQ마크 인증제도의 시스템 소프트웨어 품질인증 수행 방안 연구)

  • The DAPA (Defense Acquisition Program Administration) has been operating the DQ mark certification since 2012 to certify the superior technology and quality of munitions. On the other hand, the current DQ mark certification can not directly provide DQ mark certification to software because it is impossible to verify the quality of software alone. Therefore, this study analyzed domestic/overseas software quality evaluation/certification standards to find a way to verify the quality of software in the DQ mark certification. Among them, the method of applying the GS certification according to the international standard ISO/IEC 25000 series to the DQ mark certification was suggested as an improvement plan, and DQ mark certification verified the quality of software and provided certification. An attempt was made to expand the certification scope of DQ mark certification. This paper proposes that the DQ mark can be given to the system software by introducing GS certification to the DQ mark certification. To this end, an improved procedure for omitting the factory audit and verification by submitting a GS certificate for product evaluation is proposed. This is expected to increase defense exports using the granted DQ mark and improve the quality of defense software products through GS certification.

  • The importance of ADR(Alternative Dispute Resolution), which has the advantage of expertise, speed and neutrality due to the increase of arbitration cases due to domestic and foreign construction disputes, has emerged. Therefore, in order for the nation's arbitration system and the arbitration Organization to jump into the ranks of advanced international mediators, it is necessary to research the characteristics and advantages of these arbitration Organization through a study of prior domestic and foreign research and operation of international arbitration Organization. As a problem, First, education for the efficient promotion of arbitrators (compulsory education, maintenance education, specialized education, seminars, etc.). second, The effectiveness of arbitration in resolving construction disputes (hearing methods, composition of the tribunal, and speed). third, The issue of flexibility and diversity of arbitration solutions (the real problem of methodologies such as mediation and arbitration) needs to be drawn on the Arbitration laws and practical problems, such as laws, rules and guidelines. Therefore, Identify the problems presented in the preceding literature and diagnosis of the defects and problems of the KCAB by drawing features and benefits from the arbitration system operated by the international arbitration Institution. As an improvement, the results of an empirical analysis are derived for "arbitrator" simultaneously through a recognition survey. As a method of improvement, First, as an optimal combination of arbitration hearing and judgment in the settlement of construction disputes,(to improve speed). (1) A plan to improve the composition of the audit department according to the complexity, specificity, and magnification of the arbitration cases - (1)Methods to cope with the increased role of the non-lawyer(Specialist, technical expert). (2)Securing technical mediators for each specialized expert according to the large and special corporation arbitration cases. (2) Improving the method of writing by area of the arbitration guidelines, second, Introduction of the intensive hearing system for psychological efficiency and the institutional improvement plan (1) Problems of optimizing the arbitration decision hearing procedure and resolution of arbitration, and (2) Problems of the management of technical arbitrators of arbitration tribunals. (1)A plan to expand hearing work of technical arbitrator(Review on the introduction of the Assistant System as a member of the arbitration tribunals). (2)Improved use of alternative appraisers by tribunals(cost analysis and utilization of the specialized institution for calculating construction costs), Direct management of technical arbitrators : A Study on the Improvement of the Assessment Reliability of the Appraisal and the Appraisal Period. third, Improvement of expert committee system and new method, (1) Creating a non-executive technical committee : Special technology affairs, etc.(Major, supports pre-qualification of special events and coordinating work between parties). (2) Expanding the standing committee.(Added expert technicians : important, special, large affairs / pre-consultations, pre-coordination and mediation-arbitration). Measures to strengthen the status role and activities of expert technical arbitrators under enforcement, such as the Act on Promotion of Interestments Industry and the Information of Enforcement Decree. Fourth, a measure to increase the role of expert technical Arbitrators by enacting laws on the promotion of the arbitration industry is needed. Especially, the establishment of the Act on Promotion of Intermediation Industry should be established as an international arbitration agency for the arbitration system. Therefore, it proposes a study of improvement and differentiation measures in the details and a policy, legal and institutional improvement and legislation.

A Study on the Optimal Operation and Policy of the Boryeong Dam Diverion Pipe Line Using the SWAT Model (SWAT 모형을 이용한 보령댐 도수로 운영 방안 및 정책 연구)

  • While industrialization has provided in abundance, the pollution it creates has caused untold damage to the environment, increasing the frequency and severity of natural disasters through changes in global climate patterns. The World Risk Forum's (WEF) World Risk Report presented the results of a survey of experts from around the world detailing the most influential risk factors over the next decade. Notably, the failure to respond to climate change ranked first and the global water crisis third. The extreme drought in the western Chungnam province was unexpected in 2016. At the time, the water level of Boryeong Dam was drastically decreased due to receiving less than half the average recorded rainfall in the region that year. The Boryeong Dam diversion pipeline has the capacity to solve the water shortage problem between these two regions by providing water from Geumgang to the western part of Chungnam, including Boryeong City. Current weather trends suggest drought is likely to continue in western Chungnam, which uses the Boryeong Dam as an intake source. This makes it necessary to operate Boryeong Dam diversion pipeline in an efficient and effective manner. SWAT is a watershed scale model developed to predict the impact of land management practices on water. The SWAT model was used in this study to evaluate the adequacy of the Boryeong Dam diversion pipeline operational plan by comparing it to present Boryeong Dam diversion pipeline operation. By investigating the number of days required to reach each reservoir stage, we determined that the number of days required to reach the boundary stage was less than that of the current operation. This determination accounts for the caveats that the Boryeong Dam waterway was not operated and only one pump will be operated from October to May of next year. As our results suggest, the most stable operation scenario is to operate two pumps at all times. This can be accomplished by operating two pumps from the caution stage to increase the number of pumps whenever the stage is raised. In addition to the stable operation of the Boryeong Dam pipeline, policy considerations are required with regard to imposing a water use charge on users of the Boryeong Dam region.

  • The importance of the national reseach and development project has been increased since the global financial crisis for overcoming the world economic recession and responding the threatens of the global competitiveness. As the budgets are increased and the size of the tasks is enormous, the government often requests high-level audits and data for the transparent management of research expenses. As a result, the researchers who have to concentrate on the original research work spend much time in administrative processing, government audit, and responding to the demand data than the time to concentrate on the research work. It is absolutely necessary to have a system that can integrally manage R & D projects from a company-wide point of view in order for researchers to work efficiently and concentrate on the original research. Korean government has increased the investment for the national R&D, and therefore the size of R&D projects has become more larger. Therefore, this study attempts to present a standardized management process and system establishment direction for the efficient management of research and development project and to study the success factor of system establishment for the successful execution of project and the project management plan by the case study.
