Compared to the specialist program, the advanced general dentistry program (AGD) is designed to guarantee that dentists dealing with primary care services possess overall dental care proficiency and contribute to offering better care to customers. This program is also believed to help resolve the imbalance among the number of candidates for specialization, which came to the authorities' attention throughout the implementation of the dental specialist program. KDA will continue to implement AGD while pushing for the establishment of the program by complementing it with adjustment measures and regulations provided the dental community agrees to such actions.

Major purpose of brand establishment of city is to give pride for the citizen and to enhance the city value through improving city image. As modern society wants aggressive and active attitude from all fields, the city, which means as human place of residence, has to try to change for human life and prosperity. It is true that the establishment of brand is shown through politics, economy, society, culture and art, however travel effect and profit creation should be most important. In actual circumstance of our country, that travel deficit is getting increased. the brand establishment of city is more concerned. To build a city, history and time is essential elements. It may be impossible that consistent direction and meaning continue throughout long terms, but after all, the kernel of tourism contents is that idea and development is concentrated focusing consistent direction and meaning. To solve this, problem of strategy and direction was researched through analysis of foreign cities, and also understanding of future role of city in 21st century make a base for rebirth as international travel city. After city brand establishment based on continuous management, it is very important to make city which has strong image power.

In this study, the summary and characteristics of WHO International Safe Community are examined and the activities for the establishment of safe city were analyzed targeting Samcheok City in Gangwon-do which prepares for the certification of the International Safe Community. And, based on the result, this study intends to present the direction of establishment and development of international safe city to improve the regional safety. First, for the establishment of safe city, measures and programs for vulnerable classes and accidential forms in the area must be developed and operated continuously. Second, continuous and systematic activities must be done by establishing combined network between regional government association and relative organ and resident association in the area. Third, public policies for establishing safe city so as to improve regional safety, such as enactment of relative si/do ordinance, etc, must be prepared so as to operate it systematically. Finally, through the various activities by establishing international network, education, publicity activities and various informations must be acquired.

This is conducted with the aim of critical discussions on existing arguments, focusing on the establishment of a higher lifelong learning ecosystem. First, this study discusses the characteristics of university education in Korea and the discourse on the crisis of local universities. Second, the arguments on the establishment of lifelong learning society and a lifelong learning system. Third, the arguments for the establishment of a higher lifelong learning ecosystem are reviewed and practical measures for this are critically discussed. The conclusion is as follows. Measures for the establishment of a higher lifelong learning ecosystem have been discussed in considerable detail, and through this, the possibility of overcoming the crisis of local universities and balanced regional development is sufficient. However, first, the university should play a central role, but this study questions whether university reform could be achieved to suit it. Second, in order to overcome the crisis, national responsibility, responsibility, and continuous support are required. On the other hand, it raised questions about whether cooperation from the current Korean government authorities is possible. Third, local communities should also achieve governance and participate in democratic ways, raising questions about whether a foundation-forming strategy for stakeholder consensus is established.

This study investigated the changes of chlidcare centers' status, establishment and licence standards, and childcare publicness 20 years after Infant and Early Child Care Act(IECC Act) was enacted in Korea. For this purpose, we examined the trends of establishment status and explored the changes of licence standards sorted as location, type, size, area, indoor-outdoor facilities, playgrounds, in accordance with the revision of the IECC Act from 1991 to 2013. In addition, we organized the concepts and standards for the public service of childcare. Finally, we presented some problems found in the IECC Act and the implementing rules about childcare center's establishment and licence standards. We provided some suggestions in order to improve the institution and ensure the publicness. Through these efforts, we tried to contribute the improvement of the quality of childcare in Korea.

The need for a system to promote the effectiveness of national R&D investment has become an important issue. Korea Institute of Science and Technology Information(KISTI) is developing National Science and Technology Information System(NTIS) to meet this need. For the consistency of IT strategy and to promote more effective IT investment the NTIS have been established Information Technology Architecture (ITA). NTIS is the system for coordination outcomes of each R&D centers. This case study's contents are the process of NTIS ITA establishment, the major contents and the effectiveness of NTIS ITA.

Water related disasters frequently occur in these days due to global warming and climatic change. This give us that the trend of mal-distribution of available water resources would be increased and the environment of water resources management getting much worse. Therefore the establishment of the effective strategy should be required for water resources management urgently. In this paper the hydrological characteristics and corresponding social phenomena of the drought events in Geum river basin are inspected in depth. The word, social phenomena, means not the quantitative damage but the qualitative social influences and its main characters are analyzed by the collections of the mass media articles. This study will be helpful in prognosticating the future drought occurrence and the establishment of counterplan to them.

This paper presents the routing and wavelength and timeslot assignment problems for a circuit-switched time division multiplexed (TDM) wavelength-routed networks. In this paper, we propose an efficient distributed control protocol for establishing lightpath dynamically. The protocol uses backward reservation to reduce the chance of blocking. we use aggressive reservation method with usable multiple channels and select only one in multiple channel. We show through simulation that the proposed protocol improves the success rate in TDM -based lightpath establishment.

A major purpose of management or occupational safety is a significant decrease in safety accidents. With this view, the establishment of occupational safety culture and the building of occupational communication network stand out as being more important than the past. This study has analysed the positive effects of occupational safety communication on safety consciousness and action of the employees in workplace. And it is confirmed that the occupational safety communication in workplace is the essential mechanism, through which the workers internalize safety consciousness and act safely. The safety consciousness and action of the employees are formed in safety culture, which is not only legal regulations, but a daily communication network in workplace. In these sense, the building of the occupational safety communication network is decisive for the establishment of safety culture. For these reasons, this study makes the proposition that a firm promotion of occupational communication network is necessary, which connects the safety culture and a effective safety management in workplace.
