Restructuring the Public Assessment of Housing Management Toward Standardization

  • This research is to restructure the public assessment of housing management in a standardized fashion, and a self-administered questionnaire survey was employed for data collection and analysis. In doing so, all the assessment tools nationwide were identified and assembled to extract the items included in the survey form. The survey form was mailed out to local officers in charge of housing management and professional housing managers in the nation, and the responses were statistically analyzed in order to structure the standard assessment tool of housing management. This research classified 3 main areas (General Maintenance, Operation and Community Living) in evaluating the housing management performance, and identified 35 essential items and 52 optional items. The 35 essential items were drawn from the 16 categories of the 3 areas (11 items of 5 categories for General Maintenance, 7 items of 4 categories for Operation, and 17 items of 7 categories for Community Living), and the rest 52 optional items were from the 16 categories of the 3 areas (24 items of 7 categories for General Maintenance, 26 items of 7 categories for Operation, and 2 items of 2 categories for Community Living). While all the items in the research are quantifiable, it's suggested that qualitative measurements be complementarily utilized in the assessment not only to explore the best practices of housing management but also to refine and modify the standardized tool in response to various environmental changes. As the public assessment of housing management is context-sensitive and critically related to local housing profile, the continuous implementation of the assessment will facilitate shifting the housing paradigm from production and consumption to management and reproduction.

  • Decommissioning process of nuclear facilities consist of a sequence of problem solving activities, because there may exist not only working environments contaminated by radiological exposure but also industrial hazards such as fire, explosions, toxic materials, and electrical and physical hazards. Therefore, not a few countries in the world have been trying to develop appropriate counter techniques in order to guarantee safety and efficiency of the process. In spite of that, there still exists neither domestic nor international standard. Unfortunately, however, there are few workers who experienced decommissioning operations a lot in the past. As a solution, it is quite necessary to utilize experts' opinions for risk assessment in decommissioning process. As for an individual hazard factor, risk assessment techniques are getting known to industrial workers with advance of safety technology, but the way how to integrate those results is not yet. This paper aimed to find out an appropriate technique to integrate individual risk assessment results from the viewpoint of experts. Thus, on one hand the whole risk assessment activity for decommissioning operations was modeled as a sequence of individual risk assessment steps which can be classified into two activities, decontamination and dismantling, and on the other, a risk assessment structure was introduced. The whole model was inferred with Fuzzy theory and techniques, and a numerical example was appended for comprehension.

A Study on Performance Level of Pre-service Physics Teachers in Constructing Questions for classroom assessment - Focused on Analysis of Multiple Choice Question about Physics Conceptest for Formative Assessment (예비 물리 교사들의 학생평가 문항 제작 수행 수준 조사 - 형성 평가를 위한 선다형 물리 개념 검사 문항 분석 중심으로)

  • According to instruction of standard-based assessment system, teachers with higher level of competence in student assessment are required. The purpose of this study is to offer the basic data to enhance pre-service physics teachers' competency in student assessment. 17 pre-service physics teachers, who are sophomore in department of physics education, participated in the study for a whole semester. To do this, we gave the assignment of multiple choice question construction in physics conceptest for formative assessment to pre-service teachers and observed review questions constructed by them. We also analyzed multiple choice questions of 17 pre-service teachers. They had 5 classes for the review process of the question and improved their questions through it. 16 of 17 pre-service teachers completed test design. Our results show that pre-service teachers had a little low competence in test design for classroom assessment. In addition to, constructing and revising questions, almost of them didn't have various perspectives and didn't consider to get information about the pre-conceptions of students. These findings indicate that they have difficulties with constructing multiple choice question and more specific plan needs to enhance the overall student-assessment competency levels of pre-service teachers for successful settlement of the standard-based assessment system.

A Study on the Current Status and Improvement of Condition Assessment for Paper-Based Records in Domestic and Overseas (국내외 종이기록물 상태검사 현황과 개선 방안)

  • Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.

A Study on the National and International Research Trend of Biodiversity Assessment method and Its Application of Environmental Impact Assessment (생물다양성 평가기법의 국내외 연구동향 분석 및 환경영향평가 적용가능성에 대한 연구)

  • Biodiversity is a key element of ecosystem of which function provides essential product and service in human life. In the course since development projects often causes damages to biodiversity, environmental impact assessment technique must be capable of accurately assessing potential impact from flora and fauna and to entire ecosystem. Korea needs improvement of its assessment technique that is compatible with Korean environmental regulatory standard that is generally stricter than that of most countries. This study attempts to explore both domestic and overseas biodiversity assessment techniques and analyze each stage of environmental impact assessment. The data is collected from numbers of literatures selected by navigating both domestic and overseas literature database with certain keywords. Among the 44 selected papers, overseas publications outnumber those of domestics, and there are more researches on assessment methodology of biodiversity than assessment tool and model. In terms of environmental impact assessment, the number of papers on environmental impact forecast exceeds the numbers of papers on current state of environment and the impact minimizing solution. Therefore, contents and trends of those researches in the different stages of environmental impact assessment discussed in this paper not only suggest potential impact on biodiversity and minimization solutions in detail, but is also a valuable resource particularly for biodiversity relevant environmental assessment technique improvement in Korea. Proposing of a new direction of improvement in biodiversity assessment techniques makes this study significant, and further research for preservation of biodiversity should follow up to provide an improvement scheme for biodiversity assessment techniques in the future.

  • System safety is defined as the state where the hazard risks due to internal system, interface, operation and maintenance are controlled as acceptable levels. It is represented and evaluated either with the risk level of each risk factor with the consideration of operation environments or with Safety Integrity Level (SIL) which is the system functional safety without considering application environments. The assessment results are issued in forms of certificates and they are reused in many cases. However, the conditions and restrictions for different application environments vary in each case, therefore, additional evaluation on the preconditions of assessment in comparison with the actual application environment must be carried out. For the area of train control, TR 50506-1 has been established based on the IEC 62425 (international standard for safety of train control system by RSSB) and EN 50129 (Europe standard) for the further assessment. In this paper, the analysis on TR 5056-1 has been conducted in depth. The purpose of the study is to determine the requirements for inter-acceptability including scope, procedures, principles, examination and suitability. The results can be utilized for the system safety maintenance when new devices or components are introduced in conventional systems.

Hazard Assessment by Electric Shock both on the Ground and in the Water (지상과 수중에서 전격에 의한 위험성 평가)

  • This study presents a hazard assessment of the human body exposed to electic shock considering various parameters which affect severity of the electric shock. The present study has two research objectives; one is no analyze hazards of the human body by the elctric shock both on the ground and in the water. The other is to understand the mechnism of the electric shock. In order to achieve these objectives the hazard of shock is estimated by comparing with physiological effects of electric curren througn the human body according to variation of shock parameters of shock circuits. The shock parameters adopted in this paper consist of body resistance, resistance of protective equipment, ground resistance, shock duration, depth of gound surface layer, relection factor, permissible touch voltage, body current and body voltage. Besides, safety standard determining hazard degree of the human body is introduced. And hazard of the human body due to the electric shock is quantitatibely assessed in consideration of data obtained by the method suggested herein, and final results are presented and discussed.

  • This paper gives an assessment criteria and average failure lifetime prediction for power supply of electrodeless fluorescent lamp. The paper present electric appliance safety standard and performance standard for power supply of electrodeless fluorescent lamp. also, It presents the Failure Rate or Mean Time To Failure(MTTF) for power supply of electrodeless fluorescent lamp. We suggest the assessment criteria and improve methods of the reliability on the design basis for the electrodeless fluorescent system.

  • The only practical way to measure wind resource at high-altitude over 100 m above ground for a feasibility study on a high-rise building integrated wind turbine might be ground-based remote sensing. The remote-sensing campaign was performed at a 145 m-building roof in Jamsil where is a center of metropolitan city Seoul. The campaign aimed uncertainty assessment of Leosphere WindCube LIDAR and Scintec MPAS SODAR through a mutual comparison. Compared with LIDAR, the data availability of SODAR was about 2/3 at 550 m altitude while both showed over 90% under 400 m, and it is shown that the data availability decrease may bring a distortion of statistical analysis. The wind speed measurement of SODAR was fitted to a slope of 0.92 and $R^2$ of 0.90 to the LIDAR measurement. The relative standard deviation of wind speed difference and standard deviation of wind direction difference were evaluated to be 30% and 20 degrees, respectively over the whole measurement heights.

An Assessment on the Containment Integrity of Korean Standard Nuclear Power Plants Against Direct Containment Heating Loads

  • As a process of Direct Containment Heating (DCH) issue resolution for Korean Standard Nuclear Power Plants (KSNPs), a containment load/strength assessment with two different approaches, the probabilistic and the deterministic, was performed with all plant-specific and phenomena-specific data. In case of the probabilistic approach, the framework developed to support the Zion DCH study, Two-Cell Equilibrium (TCE) coupled with Latin Hypercubic Sampling (LHS), provided a very efficient tool to resolve DCH issue. In case of the deterministic approach, the evaluation methodology using the sophisticated mechanistic computer code, CONTAIN 2.0 was developed, based on findings from DCH-related experiments or analyses. For three bounding scenarios designated as Scenarios V, Va, and VI, the calculation results of TCE/LHS and CONTAIN 2.0 with the conservatism or typical estimation for uncertain parameters, showed that the containment failure resulted from DCH loads was not likely to occur. To verify that these two approaches might be conservative , the containment loads resulting from typical high-pressure accident scenarios (SBO and SBLOCA) for KSNPs were also predicted. The CONTAIN 2.0 calculations with boundary and initial conditions from the MAAP4 predictions, including the sensitivity calculations for DCH phenomenological parameters, have confirmed that the predicted containment pressure and temperature were much below those from these two approaches, and, therefore, DCH issue for KSNPS might be not a problem.
