Geographic information and surveying products are a momentous national infrastructure since it is an essential basis for land management and environmental preservation. Hence, it is necessary to set up a systematic plan and countermeasure for the upcoming unification of Korea. Otherwise there would be tremendous confusion and it will cause enormous expenses to establish the national surveying and geographical information standard. In order to show the vision of policies preparing for the unification of North and South Korea, we analyzed the case of Germany and the current status of surveying and Geographical Information in South and North Korea by taking the internet investigation, having a seminar, interviewing experts, and visiting related organizations. First of all, we should predict the change of surveying circumstances after the reunification and establish a plan that unifies laws, systems, and surveying standards of North and South Korea. We need to modify the datum point and unify the surveying product of South and North Korea in World Geodetic System. To accomplish these goals, we must make the map of Korean peninsula and neighboring nations, especially urban area of North Korea. It is considered that National Geographic Information Institute should take a major role in the unification of Korea. With these active preparations and plans, we will achieve the goals of establishing the reinforced surveying policy and minimizing the reunification expenses.

A newly devised dryer with heated air for the farm products, especially suited for high water content materials such as red pepper, Beer ground, each Vegetables, and Low water content materials such as Rough rice was tested for its thermal efficiency and drying mechanism, and the optimum conditions for each sample were established. In order to improve the present rural situation of drying farm products which entirely dependent upon natural solar radiation, a study upon an economic multi-parpose dryer was conducted. A series of drying tests were run first with red pepper which is one of the important cash crop in Korean farm. And successive series of tests were also run with such proaucts as garlic, sweet potatoes, green onion, radish, Beer ground and Rough rice. The results from the above experiment in drying system with heat dryer can be summarized as follows. 1. Drying duration could be shortened by the tempering effect in high water content crop such as red pepper and beer ground. 2. The color changes occured in around 20% water content in red pepper. The degree of color change was heavily affected by high temperature and short drying duration. 3. The drying condition of red pepper was most favourable at the temperature of 85$^{\circ}C$ in early stage and 80$^{\circ}C$ in middle stage and 75$^{\circ}C$ at the final stage, and with the air rate of 0.81㎥/sec and with sample amount of 200kg. 4. The drying condition of Rough rice(I.R.667) was most favourable at the templature of 40$^{\circ}C$ in early stage and 35$^{\circ}C$ in middle stage and final stage and with the air rate of 0.2㎥/sec and with sample amount of 75kg. 5. In order to prevent the color change of red pepper and to assure high efficiency in drying mechanism, it was necessary to lower the temperature as the time passes in drying process. 6. For vege tables, the drying rate were short in early stage and there was also tempering effect. However, for garlics, Constant drying rates through the early and final stages were observed and there were no tempering effects. 7. PURPOSES : The use of environmentally friendly construction methods has been recently encouraged to reduce fuel consumption and the effects of global warming. For this purpose, the roller compacted concrete pavement (RCCP) construction method has been developed. RCCP is more environmentally friendly and economically efficient than general concrete by reducing the amount of CO2 generated through the application of a smaller amount of cement. RCCP has a number of advantages such as an easy construction method, low cost, high structural hydration performance, and aggregate interlocking. However, mix design standards and construction guidelines of RCCP are required for domestic application. In addition, a study on aggregate selection, which has an effect on the characteristics of RCCP, is necessary owing to a limited number of researches. Thus, the aggregate effect on the performance of RCCP in securing the required strength and workability was evaluated in consideration of domestic construction. METHODS : Sand and coarse aggregates of both 19mm and 13mm in maximum size were used in this study. Four types of aggregate gradations (s/a = 30%, 58%, and 70% for the sand and coarse aggregate of 19mm in maximum size, and s/a = 50% for a combination of the three types of aggregates) were set up to investigate the effects of the PCA band on the RCC characteristics. The conditions of s/a = 30% and 70% were evaluated to check the gradation effect outside of the recommended band. The conditions of s/a = 58% and 50% were used because they are the optimum combination of the two and three types of aggregates, respectively. RCCP gradation band was suggested gradation with a proper construction method of RCCP by synthetically comparing and analyzing the correlation of optimum water content, maximum dry density, and strength of requirements through its consistency and compaction test. RESULTS : The lower and upper limit lines are insufficient to secure a relatively strong development and workability compared to an aggregate gradation in the RCCP gradation band region. On the other hand, the line in the RCCP gradation band and the 0.45 power curve in the RCCP gradation band region were satisfactory, ensuring the required strength and workability. CONCLUSIONS : The suitable aggregate gradation on RCCP process should meet the RCCP gradation band area; however, fine particles passing through a #60 sieve do not need to be within the recommended gradation band because the influence of this region on such fine particles is small.
Phantoms are very necessary for quality assurance of radio nuclides imaging systems to maintain standards and to ensure reproducibility of test. General quality assurance and instrument quality control are essential in every hospital. The human tissue equivalent materials are aluminum, areryl, water and epoxy..etc. It is very important to select optimum equivalant materials for a phantoms in QC. Especially, paraffin is very similar with human soft tissue in X or Gamma-ray physical characteristics and easy to buy with economically. We made a paraffin thyroid phantom and compare with thyroid areryl phantom, also used commercially in practice. Two small size cold spots(3 and 6 mm diameter) and a hot spot(3 mm diameter) embeded in paraffin phantom. And imaged with $^{99m}TcO_4$ by camera for analysis about spatial resolution and noise at the hot and cold spots. We got some results as below : 1. No difference in counting rate and noise between both arcryl and paraffin thyroid phantoms. 2. The best spatial resolution can be seen 6 cm distance between pinhole collimator and thyroid phantoms(arcryl and paraffin). 3. More optimal spatial resolution could acquired in paraffin thyroid phantom. Paraffin is very similar with human soft tissue in atomic number, density and relative absorbtion function, and can be shaped easily what we wanted. So we can recommendation paraffin as quality assurance phantom because its usefulness, economical benefit and purchasability.

This study was conducted to establish a principle on the fields of National Technical Qualification(NTQ), and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.

In urban space, public space is publicly or privately owned space freely accessible by the public. Privately owned public space to the public hosts small-scale rest facilities to serve the public in buildings of certain purposes and sizes for the sake of pleasant urban environment. The Building Act and building ordinances formulate a set of criteria for management and easement of construction standards as well as the area. When creating privately owned public space, one can get incentives through the easement of floor space index and height limit. The purposes of this study were to investigate and analyze privately owned public open space, which is freely accessible by the public, and its adjacent streets and to propose plans to improve the regulations for securing privately owned public space for more rational and practical legal applications. The study then proposed some plans to help to increase the quality of privately owned public space including applying the coefficient to suggest the type of privately owned public space fit for the features of the streets and measure the appropriate utility level differently and distinguishing the mandatory items according to the facility regulations in privately owned public space from the ones qualified for additional points in case of installation. The types of privately owned public open space should be applied differently and the content of facilities intended should be different according to whether it will serve as a resting place or grant more importance on traffic by walking, depending on the features of its adjacent streets. The privately owned public space, the frontage space of building, and the adjacent sidewalks should become a whole and be regarded as one space from the integrated perspective. The results of the study claim further significance in that it investigated privately owned open space and roadside across Seoul. They will serve as useful data to solve the problems with the privately owned public space of the city, which destroys spatial continuity by focusing on the quantitative increase of privately owned open space and creating individual privately owned open spaces and builds high-rise buildings alienated from the existing spaces, and to increase the quality of future privately owned public space.

For safety-critical systems including railways, there has been a growing need for effective and systematic safety management processes. The outcomes of efforts in this area are international safety standards, such as IEC 61508, 62278, and ISO 26262. One of the principal activities in the safety process is hazard analysis. For this reason, considerable efforts have been directed toward methods of hazard analysis. On the other hand, the hazard analysis methods reported thus far appear to be unclear in terms of their relationship with the system design process. In addition, in some cases, the methods appear to rely heavily on information regarding the hardware and software components, the number of which is increasing. These aspects can become troublesome when design changes are necessary. To improve the situation, in this paper, hazard analysis was carried out using the result of functional analysis early in the concept development stage for a safety-critical system design. Because hazard analysis is carried out at the system level and the result is then used to develop the safety requirements, improvements can be expected in terms of the development time and cost when design changes are required due to changes in the requirements. As a case study, the generation of safety requirements for the development of light rail transit stations is presented.
The health benefits associated with tea consumption have resulted in the wide inclusion of green tea extracts in botanical dietary supplements, which are widely consumed as adjuvants for complementary and alternative medicines. Tea contains polyphenols such as catechins or flavan-3-ols including (-)-epicatechin (EC), (-)-epigallocatechin (EGC), (-)-epicatechin gallate (ECG), and (-)-epigallocatechin gallate (EGCG), as well as the alkaloid, caffeine. The contents of catechins and caffeine in green tea are considered as a standard of quality evaluation of green tea. Therefor, the purpose of this study was to investigate the most suitable HPLC condition for simultaneous determination of catechins and caffeine in green tea extracts. The efficient HPLC analytical condition of catechins and caffeine contained green tea extracts was developed. The gradient elution employed a $250\;mm\;{\times}\;4.6\;mm$ i.d. YMC-pak ODS-AM 303 column. The gradient system was used two mobile phases. A gradient elution was performed with mobile phase A, consisting of 0.1% aqueous phosphoric acid, and mobile phase B, comprising 100% MeOH, and delivered at a flow rate of 1 mL/min as follows: $0{\sim}25\;min$, 80% A; $26{\sim}50\;min$, $80{\sim}70%$ A; 51 min, 80% A. $51{\sim}55\;min$, 80% A. The UV detection wavelength was set at 280 nm. The limit of detection (LOD) for catechins and caffeine standards were under 50 ng/mL.

Intra coding is an indispensable coding tool since it can provide random accessibility as well as error resiliency. However, it is the problem that intra coding has relatively low coding efficiency compared with inter coding in the area of video coding. Even though H.264/AVC has significantly improved the intra coding performance compared with previous video standards, H.264/AVC encoder complexity is significantly increased, which is not suitable for low bit rate interactive services. In this paper, a Voting-based Intra Mode Bit Skip (V-IMBS) scheme is proposed to improve coding efficiency as well as to reduce encoding time complexity using decoder-side prediction. In case that the decoder can determine the same prediction mode as what is chosen by the encoder, the encoder does not send that intra prediction mode; otherwise, the conventional H.264/AVC intra coding is performed. Simulation results reveal a performance increase up to 4.44% overall rate savings and 0.24 dB in peak signal-to-noise ratio while the frame encoding speed of proposed method is about 42.8% better than that of H.264/AVC.

The purpose of this study is to analyze how the changes of evaluation standards have affected Korean medical researchers' academic performance by comparing the publication status of medical articles both domestically and abroad. A total of 314,559 domestic articles in KMbase and 53,423 articles stored in MEDLINE published abroad by Korean researchers were analyzed. All of the data were compared per year according to the research field and indexed journals by numbers and proportions of articles published domestically and abroad. The analysis showed that the number of total articles and the proportion of articles published abroad increased continuously. In the early 2000s, articles published in Korea decreased, otherwise articles published abroad increased sharply. SCI articles showed a steady increase before 2000, and continued to increase over the next few years. KCI articles also showed a rapid increase in the early 2000s while other articles were decreasing. Publication trends shown in this study were similar despite quantitative and timely differences by research area. Performance evaluations focusing on SCI articles affected on quantitative decrease in the number of total articles published domestically. Quantitative growth itself is not an absolute indicator for academic achievement. Therefore, to complement any evaluation of academic achievement, qualitative analysis needs to be done as well.
