A Study on the Collecting Policy of Oral History Archives (구술기록의 수집과 아카이브 정책에 관한 연구)

  • An interest in various description of history was increased, resolutely breaking away from the existing frame also in a historical science world, under the influence of post-modernism arisen from the mid 20th century, and for this, oral history archives and oral history methodology began to attract the attention in various academia including archival science as a method for a new writing of history. Also, under the circumstance of korea having a difficulty in performing a whole reconstruction of modern age history and a liquidation of past affairs due to an absolute lack of archives, the tendency is toward more active management of oral history archives and establishing oral history archives in the context of an excavation of new archives and a reinterpretation of history, owing to the necessity in a particular situation. This article started with a critical mind regarding an absence of a collecting policy which can help an effective development of collection from a point of view of archival science, with regard to oral history archives that recently shows a rapid increase of an interest. For this, this article intended to present an new element of a collecting policy besides the study on a collecting policy performed meanwhile by an archival science world by noticing a characteristic and a collecting method of oral history archives, this can be examined largely through 'a statement of mission and collection purpose', 'a policy of collection at large', 'a definition of maintenance and use of the holdings', and 'a guide for a development of collection', and add a proposal regarding a plan to embody the parr which should be actually applied to collection of oral history archives among the existing constituents.

A Study on developing procedures of an archival contents for education (교육용 기록정보콘텐츠 개발 절차에 관한 연구)

  • Standards-curriculum based archival contents for education is the best effective teaching and learning units for historical thinking abilities. This paper purposes a developing procedures of an archival contents for education that is theoretical instructions of developing an archival contents for education by the National Archives of Korea. This paper can be used of the theoretical bases for the National Archives of Korea by proposing the methodology of development of an archival contents for education. The developing procedures of an archival contents for education is the same with the procedures of developing an e-learning contents that has planning, analyzing, designing, developing and assessing steps but it is characterized by an archival contents for education that is curriculum standards analysis, collection analysis, and detailed design for structured formats in effective-accomplishments for teaching-learning objectives. I propose the procedures for determining teaching-learning subjects that enable the development of an archival contents for education by curriculum standards analysis. I also propose the procedures for deriving the key words from the teaching-learning subjects. Collection analysis methods analyze key records that correspond to the learning subjects according to the selection criteria of primary sources. In the steps of designing, titles of contents and contents structures have to be determined and storyboards based on flowchart of learning have to be made of according to the results of analyses. In the steps of developing contents, making a copy of primary sources like a original is the key points. And also in the steps of assessment, products of teaching-learning contents to effectively achieve the teaching-learning objectives have to be estimated by the appraisal board. Finally I propose that user's survey research after the services have to be reflected on contents updates and new developments of contents.

May 18th Gwangju Democratization Archives Collection Development Strategy for Advancement of Human Rights Awareness and Democracy (인권 의식과 민주주의의 진전을 위한 5·18광주민주화운동 기록의 수집전략)

  • This paper examines the characteristics of the May 18th (5 18) Gwangju Democratization Movement archives to suggest a collection development strategy for the May 18th archives collection network. Individual public and civilian archives collecting the May 18th archives separately should form a cooperative collection network based on documentation strategy. Most of all, May 18th archives are human rights records and should be understood and collected as human rights records. International principles support the collection of the May 18th archives as human rights archives by prohibiting destruction of relevant temporary records and encouraging the victims' right to access to their records. As the May 18th archives were mostly produced by many multiple agencies, this multi-provenance and diversity of the records necessitate the building of an archives portal for the records registries and online search. To document the undocumented past and the victims, the collection network should focus on oral history project as a major part of its collection development strategy. Finally, the May 18th archives collection network should build a cooperative relations with the unwilling public agencies which have the archives holdings. Therefore, the collection development strategy should include advocacy and awareness activities for promoting cooperation from these public agencies and public archives, and the people in general.

Historical Development of Russian Principle on Arrangement and Classification Archives : In Case of Russian State Historical Archive(RGIA) (러시아 기록물 분류체계의 발전 러시아국립역사기록보존소(RGIA)를 중심으로)

  • Russian State Historical Archive (Rossiiskii gosudarstvennyi istoricheskii arkhiv - RGIA) received its present name in June 1992, and before 1961 was known as TsGIA. RGIA holds the major records of high-level and central state and administrative institutions and agencies of tsarist Russia from the eighteenth century to 1910s (except the records of the Army, Navy, and the Ministry of Foreign Affairs), as well as fonds of social organizations, institutions, and individuals of prerevolutionary Russia. The main goal of this article is to assist understanding russian principle on arrangement and classification archives with its historical development focusing on one of the biggest historical archive in Russia. The primary set of historical records in RGIA remain arranged in 3-steps classification system: fond (collection) -- opis' (inventory) -- delo (file). In this general survey of RGIA author offers detailed information on the collection of archives and the system for classification of its huge amounts of primary sources in connection with influence upon historical studies. Despite the general economic crisis Russian archives are struggling to keep their doors open for public research and are exerting their energies in present electronic information to scholars and other researchers from throughout the world. The result, however, is not rewarded enough, considering the effort involved.

A Study on Development Directions for Public Archival Information Service (공공기록물 정보서비스 발전방안에 관한 연구)

  • Archival organizations have been evolving to varying users' needs. The main functional focus of earlier archival organizations has inclined to collection and preservation of data, but their current interests expand to utilization of the data collected. Therefore, today's archival organizations endeavor to procure user-oriented archival information service. This study highlights the programs initiated in last two years by 'Service Innovation Team', a special task force of National Archives of Korea organized in 2005, and presents comparative analysis of those programs with respect to the existing archival systems of National Archives and Records Administration of USA and The National Archives in UK. Additionally, the study, while emphasizing the importance of enlarging and diversifying service programs as well as promoting public awareness over archive resources, introduces the service standards of advanced nations as benchmarks for future archival service policies of pertinent organizations.

A Study on Design and Development Process of Narrative Archiving Policy : Focused on S-NAP of Seoul Metropolitan Archives (서사 기반 수집 실행지침의 설계와 개발절차 서울기록원의 S-NAP을 중심으로)

  • It is widely agreed that a documentation strategy that considers the social context of fragmented records is needed for documentation of social memories. This paper examined a new methodology named Seoul Narrative Archiving Policy(S-NAP) which was developed for the documentation of social memories in metropolitan areas. Also, the paper reviewed the applicability of S-NAP through the collection cases of Seoul Metropolitan Archives. The development process of the S-NAP is as follows. First, acquisition topic domains that cover an entire metropolitan region were developed. Next, implementation units(S-NAP) were designed through extensive data analysis that encompasses social, economic, culture, and art areas and reflects outcomes of regional studies. As a result, a total of nine acquisition topic domains, 61 parents S-NAP, and 184 children S-NAP were derived from the aforementioned methodology and methods. Finally, this paper proposed the applicability of S-NAP as archival contents and as a supportive tool for archival activity networks.

Collection Development Policy for the No Gun Ri Digital Archive (노근리 디지털 아카이브 수집정책 연구)

  • A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

Evaluation Model Development for Web Archival Information Services and the Service Evaluation: Focused on University Archives (웹 기록정보서비스 평가모형 개발과 서비스 평가 - 대학기록관을 중심으로 -)

  • In this study, considering the importance of the providing archival information services over the Web in university archives, the evaluation model of the archival information services was proposed by identifying categories and contents of it. Direction for the improvement was proposed by evaluating and analyzing the Web archival information services of some university archives in Korea. Based on the evaluation, the following directions for improvement were suggested. First, the mission and vision of the archives should be established and published over the Web. Second, the introduction to the records catalogues and records collection should be provided in detail on the Web. Third, advanced search and full-text search functions should be provided, as well as the help information for the search methods. Fourth, university archives' Web sites should provide online exhibitions and newsletters of the archives.

Current Status and Future Development Direction of University Archives' Information Services : Based on the Interview with the Archives' Staff (대학기록관 기록정보서비스의 현황과 발전 방안 실무자 면담을 중심으로)

  • Various theoretical studies have been conducted to activate university archives, but the services provided currently in the field haven't been much studied. This study aims to investigate the usage and users of the domestic university archives, examine the types of the archival information services provided, understand the characteristics and limitations of the services, and suggest the development direction. This study set 3 objectives for the research. First, Identify the users of the university archives, the reason of the use, and the kinds of archival materials used. Second, the kinds of services and programs the university archives provide to the users. Third, the difficulties the university archives face to execute information services, the plans they consider in the future, and the best possible direction to prove the services. The authors of the study determined to apply interviews with the staffs at university archives to identify the current status of the services. For this, the range of the services offered in the field of university archives was defined first, and then, key research questions were composed. To collect valid data, authors carried out face to face interviews and email/phone interviews with the staff of 12 university archives, as well as the investigation of their Web sites. The collected data were categorized by the topic of the interview questions for analysis. By analyzing the data, some useful information was yielded including the demographic information of the research participants, the characteristics of the archives' users and requests, the types and activities of the services the university archives offered, and the limitations of archival information services, the archives' future plans, and the best possible development direction. Based on the findings, this study proposed the implications and suggestions for archival information services in university archives, in 3 domains as follows. First, university archives should build close relationship with internal university administrative units, student groups, and faculty members for effective collection and better use of archives. Second, university archives need to acquire both administrative records by transfer and manuscripts and archives by active collection. Especially, archives need to try to acquire unique archives of the universities own. Third, the archives should develop and provide various services that can elevate the awareness of university archives and induce more potential users to the archives. Finally, to solve the problems the archives face, such as the lack of the understanding of the value of the archives and the shortage of the archival materials, it was suggested that the archivists need to actively collect archival materials, and provide the valuable information by active seeking in the archives where ever it is needed.

A Study on the Acquisiton Methods of Theater Collections (연극기록물의 수집방안 연구)

  • This study is intended to recommend for acquisition methods of the theatre collection. Theatre activities is representative of the performing arts, and the Korea theatre history start from the modern history of Korea. In the meantime, theatre collections has already been lost by a lack of effort and management, and scattered most of the collections. In particular, a one-off nature and volatility of theatrical performances make future generations to enjoy the performances and to study should consult the relevant records. Therefore, collecting records can be very serious mission. In this study, theatre collections of the country which aims to collect and analyze the characteristics and type of theatre collections. Based on this information, collection scope, targets, priorities, acquisition level, method of collecting are proposed the following. First, collection scope is defined for the theatre related collections which was performed nationwide in the 1900s, the times that modern theatre was begun. The object includes related information of planning, administration, drama (script), directing, stage design, public relations, production, evaluation, personal records, biographical data, group data and space data. Second, the theatre collections are divided into records and historical records. Priority of collections object is determined by the historical value and the theatre performed by the support of public organization. Third, the acquisition level is divided into archived, mirrored, web linked and database, which is proposed by the determined levels of mandatory, recommend and discretion according to the characteristic of performance. Fourth, acquisition methods are suggested by the general acquisition methods of transfer, donation and purchase as well as the methods of copy, production, legal deposit, entry and web link etc. The acquisition of theatre collections is executed on digital-based environment, and a centralized authority control should be establishmented. And through the development of network with theatre's stakeholders and the cooperation of related organizations, theatre collections acquisition is feasible.
