우리나라와 미국의 승인된 정비조직 제도 비교 (Comparison of AMO System between Korea and US)

  • For the continued airworthiness of aviation products, aviation authority requires that every manufacturer should provide ICA(Instruction of Continued Airworthiness) to their users, and the users should follow it by themselves or using another approved maintenance agent. To reduce the cost and improve performance quality of maintenance activities, lots of users tries to outsource this job. To perform maintenance or repair of other owned air products, an air carrier and aviation maintenance companies should obtain AMO(approval of maintenance organization). It means AMO is a postulation to enter MRO(Maintenance Repair and Overhaul) market. For that, this paper discusses the comparison of requirements and procedures of AMO system between Korea and US to help understand the AMO system, and then, tries to point out what improvement should be made to Korean AMO system to be more effective, efficient and safe.

항공정비산업 육성을 위한 정비조직인증 컨설팅 방안 연구 (A Study on the Promotion of Approved Maintenance Organization Consulting for the Development of MRO Industry)

  • As the majority of Korean MRO demand is outsourced overseas, AMO by major foreign authorities is required to promote the Korean MRO industry to keep Korean MRO demand on shore. This study aims to promote consulting for AMO (obtaining repair station certification) by U.S. Federal Aviation Administration (FAA) for Korean maintenance companies. We analyzed AMO process, studied various industry cases, developed a model for AMO consulting, and identified core competencies for consultants. We suggested a five-step modified Milan model to apply AMO consulting process. We identified seven core competencies (ethics, communications, problem-solving, technical, relationship, resource management, organizational understanding) both social and technical for consultants. Additionally, we text analyzed more than 260 FAA AMO consultant resumes on Linkedin and interpreted frequent words (airline, audit, inspector, DER, regulation, ISO, system) to their competencies. This study contributes to promote consulting for the Korean MRO industry to be recognized by FAA and to develop the Korean MRO industry.

Study on the Improvement of AMO Certification and Surveillance System

  • The ICAO AMO global recognition system will be instituted in 2024, with the aim of reducing the certification and surveillance burden on aviation authorities and approved maintenance organizations (AMOs). If the domestic AMO certification and surveillance system is internationally recognized through this system, it may facilitate the rapid development of the domestic MRO industry in South Korea. To ensure international recognition of the domestic AMO system, the AMO surveillance and regulation system must be improved. This study reviewed ICAO policies, standards, guidelines, and leading aviation authorities' regulations and systems with regard to maintenance organization certification and surveillance, and a comparative analysis with the domestic system was conducted. From this, gaps in aviation safety inspection personnel training, qualification, and surveillance were identified, and measures for improving inspection personnel training and organization certification and surveillance system maintenance were elucidated to preemptively respond to the ICAO AMO global recognition system.

  • 국제민간항공기구(ICAO)는 항공기 등록국가별 정비조직인증 및 감독활동에 대한 산업계 및 항공당국의 중복 업무 및 규제부담을 경감할 목적으로 정비조직인증 국제인정(AMO Global Recognition)체계에 대한 로드맵을 2015년에 제시하였다. 이후 ICAO는 2024년 이 체계 시행을 목표로 ICAO 표준 및 지침서등을 순차적으로 개정하고 있다. 우리나라는 ICAO의 로드맵 대응 목적뿐만 아니라 국내 항공정비산업(MRO)의 발전을 위해서도 정비조직인증 국제인정체계를 적극적으로 준비하여야 한다. 이에 본 논문에서는 정비조직인증의 핵심 분야인 업무한정체계에 대한 ICAO 표준 검토 및 항공선진국 제도와 국내 제도를 비교분석하여 차이점 및 보완사항을 식별하고 관련 법규의 개선 방향을 제시하였다.

FAA와 EASA의 MRO 조직인증제도에 대한 비교연구 (A Comparative Study Between the Approved Maintenance Organizations for MROs of FAA and EASA)

  • In order to advance into the MRO industry, the Aviation maintenance organization with suitable for the standards for personnel, facilities and operations should be first approved by FAA and EASA. The purpose of study is designed to arrange the standards required for personnel, facility, operation rule for approval of Repair Station maintenance organizations certified by FAA PART 145 of the US Federal Aviation Regulation. Also to consider the following differences through the comparative analysis with domestic AMO certification of the information in the Management, Maintenance Process, and Quality System for approval of maintenance organization authorized, the additional EASA PART 145. As a comparative analysis on maintenance organization certification in the country between FAA and EASA, this study could show us that domestic maintenance organization, certified manual contents are used by applying just many of the FAA system. And we could know that as part of the EASA maintenance organization certification process, airmen personnel were relatively systematically segmented and controlled. For domestic maintenance organization certification, operational as policy implications we would like to present policy implications such as the implication of rating system of Aviation Mechanic License like EASA, the financial support of the training center to resolve the shortage of the FAA or EASA license holders, operational organization as "CAMO" for systematic aviation mechanic certified system should be required, continued construction of hangar or MRO for airworthiness repair under Governmental support, and varied application of DER system from FAA accordingly.
