GBAS는 항공기들의 착륙을 위한 정밀접근 서비스를 제공하는 항행안전시설이므로 정상 서비스 제공을 위해서는 항행 서비스 제공자 혹은 항공 규제기관으로부터의 승인을 획득하여야 한다. 현재까지 우리나라는 GBAS 시스템에 대한 개발 혹은 운용 경험이 없기 때문에 GBAS에 대한 승인 기준이 마련되어 있지 않은 상태이다. 향후 GBAS 시스템의 도입 및 운용 시의 승인 기준을 개발하기 위하여 한국항공우주연구원에서는 상용 GBAS 시스템인 SLS-4000을 김포 공항에 설치하고 시험을 수행하고 있다. 본 논문에서는 그 중 시스템 설계 및 제작 승인 기준에 대한 개발 내용을 정리한다. 미국, 독일, 호주 등에서 진행된 승인 사례를 조사하여 우리나라 승인기준 작성 방향을 결정하였고 상용 시스템의 FAA 승인 시 제출 문서들을 분석하여 우리나라 설계 및 제작 승인 기준 항목들을 도출하였다. 본 승인 기준은 향후 GBAS 시스템 도입 시 승인 과정에 직접 활용 가능할 뿐 아니라 우리나라 자체 위성항법 기반 항행안전시설 개발 시에도 요구사항 분석, 설계, 개발, 산출물 관리 등에 참고될 수 있을 것으로 기대된다.

A web-based program life-cycle management(PLM) system is introduced to implement the system engineering processes and to provide the development teaceability online. This information system aims for the realization of essential system engineering management techniques currently applied to the space launch system development program including management of configuration and data based on the work breakdown structure(WBS), WBS, bill of materials and properties. The system enhances communication and gives access to the development data with relevant information such as data-to-data relation and approval status/history through the web, and preserve all of the development data throughout the program life-cycle. Further improvement of the system is planned to implement the program managrment pricesses and to provide integrated information useful for the programmatic decision making.

In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

Along with the steady growth of health functional food (HFF) markets, research evaluating the human effects of HFF has been expanding. In this study, we investigated the regulatory and management system of human study on HFF in the USA, Japan and UK, and the Korean domestic regulations on HHF, medicines, medical devices, cosmetics and biotechnology in order to improve the domestic management system. In these four countries, institutional review board (IRB) or research ethics committee (REC) approvals are required for on human study of HHF, but regulatory and management systems differ from country to country. In the USA, human studies on HFF for structure/function claims do not require the FDA's prior approval but clinical trials of the disease treatment effects of HHF require prior approval from the FDA. In the USA, IRBs are managed by the Department of Health and Human Services (DHHS) rather than the FDA, and IRBs in those institutions which would execute the clinical trials requiring prior approval from the FDA or human studies funded by the USA federal government are required to be registered on the DHHS. In the UK, although the government does not require prior approval of human study, authorized RECs managed by the National Research Ethics Service (NRES) and other independent RECs review the human study. In Japan, human study for HFF must conform with "Ethical guidelines for epidemiological research" and IRB registration has not been required. In Korean domestic regulations, the responsibilities, compositions, functions and operations of IRBs on medicines, medical devices and biotechnology are legally specified, but not those of IRB on HHF. These foreign statuses for the management of human study on HFF and comparisons with Korean regulations are expected to be used as basic data to improve the domestic legal system.

이 연구는 그 동안 시행되어왔던 국가자격 학점인정 기준과 더불어 국가공인 민간자격 학점인정 방안에 대한 종합적인 검토를 통해 합리적이고 타당한 학점인정 기준을 수립하고자 하며, 자격을 통해 인정받을 수 있는 학점인정 상한선 제도 도입과 학점 은행제의 직무체계를 개선하는데 목적이 있다. 첫째, 자격의 과다 학점인정 문제를 해결하기 위한 학점인정 개선 기준은 전문가를 활용한 델파이 조사를 통하여 실시하였다. 학위수준별 최대 인정 가능 자격의 수를 제한, 동일 직무분야의 능력에 대해서는 최상위 자격만 인정, 자격별 동일 시험과목이 있을 경우 중복 시험과목당 학점 감산제를 통해 두개 이상 자격 취득시 동일 시험과목을 중복하여 학점을 인정받지 못하도록 하였다. 둘째, 기존 자격분류체제로는 늘어나는 자격의 적절한 분류가 어려워 한국직업능력개발원이 연구한 결과를 바탕으로 제시한 KRIVET 자격분류표를 기준으로 한국교육개발원에서 활용할 수 있도록 수정 보완한 신규 자격분류체제를 제시하였다.

최근 10년간 국내에서 발생한 해양사고현황에 따르면, 총톤수 10톤 미만의 소형어선이 차지하는 비중은 전체 해양사고 중 47.51%로 높게 확인되었다. 또한 해양사고의 증가추세 역시 다른 선종/크기(총톤수)에 비해 매우 가파르게 증가하고 있어 이에 대한 대책마련이 시급한 실정이다. 한국해양교통안전공단에서는 소형어선의 선박검사제도 개선방안으로 자체검사제도의 도입을 제안한 바 있으며, 해양수산부에서는 최근 비대면 검사방법의 도입을 위해 '원격방식에 의한 선박검사 지침'을 마련하여 시행하였다. 본 연구에서는 소형어선의 해양사고 감소 방안으로서 자체검사승인제도를 제시하고, 원격방식의 선박검사제도의 정형화 방안마련을 위해 모바일 애플리케이션을 개발하여 실효성을 분석하였다. 그 결과 어선소유자의 자발적인 안전관리를 유도하기 위한 자체검사승인제도의 도입과 함께 모바일 애플리케이션 기반 선박검사제도 도입의 필요성이 확인되었으며, 자체검사승인제도는 선박소유자의 안전의식을 고취시켜 해양사고 감소에 대한 실효성이 있음을 확인하였다.

As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

세계 각국의 항공우주산업체는 SAE AS9100 품질경영시스템을 구축하고, 제3자에 의한 인증을 획득하여 제품 생산에 적용하고 있다. 그렇지만, 항공기에 대한 제작증명, 부품등제작자증명, 기술표준품 형식승인을 받기 위해서는 AS9100과 유사한 감항당국의 품질시스템 평가기준에 따라 법적인 평가를 다시 받아야 한다. 이러한 일부의 중복성을 배제하고, 산업 발전과 환경 변화에 대응할 수 있도록 생산승인 품질시스템 평가기준을 마련할 필요가 있다. 본 연구에서는 국제항공우주품질그룹(IAQG)의 SAE AS9100 품질경영시스템, 미국 연방항공청(FAA)의 생산승인 품질시스템, 우리나라의 항공기 인증시스템 평가 프로그램(ACSEP) 요구조건을 비교 분석하고, 감항당국의 평가기준을 개선하는 방안을 제시하고자 한다.

In this study, as one of the methodologies for supplementing the deficiencies which are likely to happen in implementing the Joint Research and Development Project we suggest the Quality Assurance System applicable through analyzing the cases. In Quality Assurance System in implementing the Joint Research and Development Projects, the mutual review & approval method for the output by stages, technology interchange method, the frequent meeting among engineers, the test plan and the configuration management system should be provided.

지식정보 기반 사회로의 진입이 가속화 됨에 따라 유한 자원인 전파의 활용이 국민 생활과 산업 전반에 폭발적으로 확산되고 있다. 이에, 주파수 자원의 효율적 활용과 급변하는 전파기술 환경변화에 조응하는 시장친화적인 무선국 관리제도의 중장기적 대안 마련 필요하다. 본 연구는 이동통신 무선국 허가 및 사후관리 제도 개선방안 제안을 위해 국내외 법령·제도를 문헌 조사 분석하여 무선국 포괄면허제도와 전파품질 자율규제 제도 도입 및 무선국 검사제도 개선안을 제안하였다. 본 연구를 통해 전파품질의 관리와 사업자의 자율권을 부여하는 전파관리 규제개선을 위한 법 개정 및 시행방안을 제공하는데 의의를 가진다.
