Development for Worker Safety Management System on the EOS Blockchain (EOS 블록체인 기반의 작업자 안전관리 시스템 개발)

  • In a closed workplace, the management of the workplace is important because the environmental data at the workplace has a great influence on the safety of workers. Today's industrial sites are transformed into data-based factories that collect and analyze data through sensors in those sites, requiring a management system to ensure safety. In general, a safety management system stores and manages data on a central server associated with a database. Since such management system introduces high possibility of forgery and loss of data, workers often suspect the reliability of the information on the management system. In this paper, we present a worker safety management system based on the EOS blockchain which is considered as third-generation blockchain technology. The developed system consists of a set of smart contracts on the EOS blockchain and 3 decentralized applications associated with the blockchain. According to the roles of users, the worker and manager applications respectively perform the process of initiating or terminating tasks as blockchain transactions. The entire transaction history is distributed and stored in all nodes participating in the blockchain network, so forgery and loss of data is practically impossible. The system administrator application assigns the account rights of workers and managers appropriate for performing the functions, and specifies the safety standards of IoT data for ensuring workplace safety. The IoT data received from sensor platforms in workplaces and the information on initiation, termination or approval of tasks assigned to workers, are explicitly stored and managed in the EOS smart contracts.

A Study on Activation Policy of Smart Construction Safety Cost by Analyzing Actually Estimated Amount in Safety Management Plan (스마트건설안전 비용의 안전관리계획서 계상 현황 분석을 통한 활성화 방안 연구)

  • This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.

  • For the introduction of the electricity of the special design and supervision system to Protect the faulty-workmanship of the electricity equipment and to reserve the electricity safety, last 1995 "Electricity Technology Management Act" were carried out enactment. March 2002, we introduced the pre-Qualification system that is selected the competent company about the electricity design and supervision service over so much capacity which is ordered by the Public institution such as the nation, local autonomous entity, government investment institute and so on. December 2005, the electricity equipment over so much capacity was taken the housing construction plan's approval by the housing act in case, the municipal or district governor with the authority to approve who selected the electricity supervision company according to the pre-Qualification system. Due to the introduction of the system, we could expect the rights and interests increase of the consumer by eradicating dumping of the close relationship between supervision company and the builder, reduction and concurrent position of the supervisor, according to confirm the quality of the electricity equipment and electricity safety. In spite of introducing of the system, the problems occured as reducing the electricity designer's task range compared with different field, modifing the supervisor's rank system rationally, because of researching about the electricity design and supervision technique lacks. Also, KEEA(Korea Electric Engineers Association) manage the caller of the electricity design and supervisor(company or people), but the problems occured as opening to the public about the curler management, introducing automatic bidding system and We need the solution plan about this. Consequently, we consider the present situation of the domestic and outside and problem about the electricity design and supervision system in this paper, try to present rational operation plan through this.

Toxic Chemicals Control Act(TCCA) Self-Prevention Plan Review Regulations. However, the substantial approval process, and do not enable the system performance lacked Self-Prevention Plan Review. Review half configuration to enhance the professionalism and efficiency of the work of this research was performed.

  • The role of transoral robotic surgery in the treatment of upper aerodigestive tract tumor has expanded in recent. Since the approval of the da Vinci system, the number of transoral robotic surgery has increased significantly. The main indications of transoral robotic surgery are tumors of oropharynx, hypopharynx, and larynxs. Transoral robotic surgery is a minimally invasive surgical approach that offers surgical access to the laryngopharynx without the morbidity of open surgeries while achieving excellent oncologic and functional outcomes. The appropriate application of transoral robotic surgery is still being investigated and previous studies supports transoral robotic surgery as a viable option in the management of upper aerodigestive tract tumor.

  • The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

A Study on the Organization, Function and Management of Health Subcenters in Korea (우리나라 보건지소 조직, 기능 및 관리개선에 관한 연구)

  • This study is aimed both to reorient the Health net-works focused to Health Subcenters in times of development of local autonomy in Korea and to collect the fundamental data such as attitude and practice of the directors of Health Subcenter. The materials are collected from 134 out of 258 sampling directors of Health Subcenters with a questionaire by mailing(respond rate 51.9%). The major findings of this fundamental data are as follows. 1. Current average number of outpatients cared by a director of Health Subcenter is found to be 21.6. 2. The directors of Health Subcenter have little deducted hours for Public Health Programme. 3. Number of the Preventive Health Programme worked by a director of Health Subcenter is from 0 to 3. The most major group worked only 1 programme marked at 69.4%. 4. The directors of Health Subcenter express approval opinin marked at 80.2% that their qualification to appoint has to finish intern course. 5. The average diagnosis allowance a month is approximately twenty hundred thousand won. 6. Most of Health Subcenter(market at 94%) adopted a self-supporting account system. 7. The most complaining subject of directors of Health Subcenter is their working environment. The second complaining subject is governmental officier's interference. 8. The average number of outpatients cared by a director of Health Subcenter is found to be certain differentials by their marriage and the duration of employment. Some proposals of development on Health Subcenter based on the result of this research is as follows : 1. The reorganization on Health Subcenter under line of National Health Center Net-work 2. The psychological reorientation of directors of Health Sucenter and officers. 3. Autonomy management of Health Subcenter. 4. Reorientation of status on directors of Health Subcenter.

  • An International Nonproprietary Name (INN) identifies a pharmaceutical substance or active pharmaceutical ingredient by a unique name that is globally recognized and is of public property. Also known as the generic or common names, the official INNs are provided by national and international nomenclature bodies such as United States Adopted Names (USAN), British Approved Names (BAN), Japanese Accepted Names (JAN) and World Health Organization (WHO). Due to the increasing interest on the development of biotechnological products in Korea, needs for the formulated nomenclature body in Korea are arising for systemic management of newly developed biotechnological products. This study investigated and analyzed nomenclature systems and procedures for the selection of recommended INN for biotechnological products in WHO, USAN and JAN. Based on these documents from advanced countries, we suggested a Korean INN nomenclature organization named KAN (Korean Adopted Names or Korean Agreed Names). Composition and roles of KAN and KAN expert committee and a working process for INN selection/approval were also proposed. Taken together, this study provides a detailed information on INN system recognized worldwide and suggests guidelines for establishment of INN nomenclature system for biotechnological products in Korea.

  • This paper proposes a new infrastructure that supports divisible card payment where a combination of multiple credit cards can be used for a single purchase. The divisible card payment infrastructure modifies the existing payment system in two ways. First, the V-Card Manager(VCM) is added to the merchant side to handle the divisible card approval process from respective credit-card issuers. Second, the V-Card Agent(VA) is added to the customer side and generates a customized divisible card, called V-Card, based on the customer's preferences. This paper provides a customizing card payment method that supports divisible payments based on profits and preferences of customers.

  • The inclusion of software and wireless communication devices in vehicles has raised concerns regarding automobile security. In its response, UNECE WP.29 implemented the first-ever international standard for automotive cyber security in June 2020. Yet, the existing disparity between national standards for automotive certification systems and 「UN Regulation No. 155」 has caused confusion among auto makers. This discrepancy not only jeopardizes the security of domestic vehicles but also poses challenges to the seamless import and export of automobiles. Hence, there is a need to enhance the automotive cyber security certification system; however, there is a dearth of scholarly discourse on this topic. Consequently, this study presents a proposal for enhancing the domestic automotive cyber security certification system. In view of this, existing legal frameworks such as the 「Motor Vehicle Management Act」 and the 「Self-Driving Vehicle Act」 were reviewed, along with domestic and international automotive certification systems. The recommendations for improvement, derived from the findings, encompass institutional, legal, and operational aspects. This study is highly significant as it examines both domestic and international automotive certification systems in an area where there is a lack of academic discussion.
